Kjo diferenc\u00eb, ankohen operator\u00eat ka krijuar nj\u00eb kosto prej 4.7 lek\u00eb p\u00ebr lit\u00ebr, duke krijuar humbje t\u00eb m\u00ebdha p\u00ebr importuesit.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb shkres\u00ebn drejtuar Ministris\u00eb s\u00eb Ekonomis\u00eb, Ministris\u00eb t\u00eb Financave dhe kryeministrit Edi Rama, q\u00eb Monitor e ka par\u00eb, kompanit\u00eb m\u00eb t\u00eb m\u00ebdha importuese thon\u00eb se pasi k\u00ebrkesat p\u00ebr rishikimin e metodologjis\u00eb s\u00eb \u00e7mimit dhe marzheve bruto nuk jan\u00eb marr\u00eb parasysh, ata kan\u00eb parashtruar q\u00ebndrimin e tyre, duke marr\u00eb n\u00eb konsiderat\u00eb deri d\u00ebrgimin e \u00e7\u00ebshtjes n\u00eb Gjykat\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Importuesit ankohen se Bordi i Transparenc\u00ebs, (i krijuar q\u00eb n\u00eb vitin 2022), n\u00eb vendosjen e \u00e7mimeve pas riakitivimit n\u00eb mars 2026 nuk pasqyron kostot reale t\u00eb operimit t\u00eb subjekteve n\u00eb treg, duke mos marr\u00eb n\u00eb konsiderat\u00eb rritjen e shpenzimeve t\u00eb shkaktuara nga inflacioni dhe ndryshimet strukturore t\u00eb kostove gjat\u00eb periudh\u00ebs 2022\u20132026. Importuesit ankohen se \u00e7mimet e p\u00ebrcaktuara nga Bordi kan\u00eb qen\u00eb dhe vijojn\u00eb t\u00eb jen\u00eb n\u00ebn nivelin e kostos reale, duke shkaktuar humbje t\u00eb vazhdueshme p\u00ebr kompanit\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb shkres\u00eb importuesit kan\u00eb pohuar se ka\u00a0 diferenca n\u00eb p\u00ebrllogaritjen e kostos dhe p\u00ebr rrjedhoj\u00eb humbje financiare p\u00ebr subjektet e tregut, t\u00eb cilat jan\u00eb t\u00eb dokumentuara me evidenca kontab\u00ebl dhe dokumentacion doganor. Ata thon\u00eb se metodologjia e bazuar n\u00eb referenc\u00ebn \u201cPlatts FOB\u201d, e miratuar n\u00eb vitin 2022, nuk reflekton realitetin ekonomik aktual t\u00eb operator\u00ebve, t\u00eb cil\u00ebt tashm\u00eb importojn\u00eb n\u00eb kushtet e l\u00ebvrimit \u201cPlatts CIF\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ata pohojn\u00eb se miratimi i nj\u00eb akti normativ me fuqin\u00eb e ligjit, i cili parashikon krijimin e nj\u00eb Bordi q\u00eb jo vet\u00ebm p\u00ebrcakton \u00e7mimet e shitjes s\u00eb naft\u00ebs, gazit dhe n\u00ebnprodukteve t\u00eb tyre, por nd\u00ebrhyn edhe n\u00eb p\u00ebrcaktimin e elementeve thelb\u00ebsore t\u00eb marr\u00ebdh\u00ebnies kontraktore, p\u00ebrfshir\u00eb form\u00ebn e kontratave (FOB), p\u00ebrb\u00ebn nj\u00eb kufizim t\u00eb drejtp\u00ebrdrejt\u00eb dhe t\u00eb konsideruesh\u00ebm t\u00eb liris\u00eb s\u00eb veprimtaris\u00eb ekonomike.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb tjet\u00ebr elementi q\u00eb ka rritur kostot reale dhe nuk \u00ebsht\u00eb marr\u00eb parasysh n\u00eb formul\u00ebn e Bordit \u00ebsht\u00eb inflacioni gjat\u00eb kat\u00ebr viteve t\u00eb fundit, duke p\u00ebrfshir\u00eb rritjen e pagave, sigurimeve shoq\u00ebrore, qirave dhe shpenzimeve t\u00eb tjera operative.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas formul\u00ebs s\u00eb Bordit, shpenzimet e operimit (marzhi bruto) jan\u00eb llogaritur n\u00eb m\u00ebnyr\u00eb t\u00eb pap\u00ebrshtatshme n\u00eb nivelin 3 lek\u00eb\/lit\u00ebr, nd\u00ebrkoh\u00eb q\u00eb bazuar n\u00eb t\u00eb dh\u00ebnat reale kontab\u00ebl ky tregues, sipas importuesve, duhet t\u00eb jet\u00eb rreth 4 lek\u00eb\/lit\u00ebr. N\u00eb tregun e pakic\u00ebs, sipas formul\u00ebs s\u00eb bordit, shtohet nj\u00eb marzh tjet\u00ebr prej 12 lek\u00eb\/lit\u00ebr, q\u00eb sipas importuesve \u00ebsht\u00eb i n\u00ebnvler\u00ebsuar pasi shpenzimet arrijn\u00eb realisht 15 lek\u00eb p\u00ebr lit\u00ebr.\u00a0 \u00a0Vet\u00ebm nga ky devijim metodologjik krijohet nj\u00eb diferenc\u00eb prej rreth 4 lek\u00eb p\u00ebr lit\u00ebr, e cila p\u00ebrb\u00ebn humbje t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr kompanit\u00eb, pohojn\u00eb importuesit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Si rrjedhoj\u00eb, operator\u00ebt ankohen se Bordi nuk ka llogaritur nj\u00eb kosto prej 8.7 lek\u00eb\/lit\u00ebr n\u00eb \u00e7mimin final t\u00eb karburantit (4 lek\u00eb nga marzhi dhe 4.7 lek\u00eb, nga llogaritje e TVSH-s\u00eb), \u00e7ka ka shkaktuar humbje dhe ka b\u00ebr\u00eb q\u00eb shum\u00eb operator\u00eb t\u00eb vegj\u00ebl t\u00eb jen\u00eb n\u00eb prag falimeti.<\/span><\/p>\n<p><span style=\"color: #000000;\">Importuesit paralajm\u00ebrojn\u00eb se vazhdim\u00ebsia e k\u00ebsaj situate, pa nj\u00eb rishikim t\u00eb menj\u00ebhersh\u00ebm t\u00eb kuadrit rregullator dhe metodologjis\u00eb s\u00eb p\u00ebrcaktimit t\u00eb \u00e7mimeve, do t\u2019i detyroj\u00eb subjektet t\u00eb operojn\u00eb n\u00eb humbjeje, duke rrezikuar seriozisht vijueshm\u00ebrin\u00eb e aktivitetit t\u00eb tyre tregtar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Importuesit kan\u00eb paralajm\u00ebruar q\u00eb n\u00eb rast se nuk merren masa brenda 10 dit\u00ebve p\u00ebr t\u00eb ndalur d\u00ebmet e m\u00ebtejshme, ata do ti drejtohen gjykat\u00ebs kompetente p\u00ebr t\u00eb k\u00ebrkuar zgjidhjen gjyq\u00ebsore lidhur me d\u00ebmshp\u00ebrblimin e plot\u00eb t\u00eb t\u00eb gjitha pasojave dhe d\u00ebmeve t\u00eb shkaktuara si rrjedhoj\u00eb e llogaritjes s\u00eb \u00e7mimeve n\u00ebn kosto.
