Ministria e Ekonomis\u00eb dhe Inovacionit ka propozuar projektvendimin p\u00ebr ngritjen e nj\u00eb dataze q\u00eb do t\u00eb p\u00ebrmbaj\u00eb t\u00eb dh\u00ebnat e strehimit n\u00eb nivel komb\u00ebtar.<\/span><\/p>\n

Sipas projektvendimit \u201cP\u00ebr krijimin e baz\u00ebs s\u00eb t\u00eb dh\u00ebnave t\u00eb strehimit social n\u00eb nivel komb\u00ebtar\u201d, p\u00ebrcaktohet se n\u00eb databaz\u00eb, t\u00eb dh\u00ebnat p\u00ebr strehimin social do t\u00eb kategorizohen n\u00eb par\u00ebsore dhe dyt\u00ebsore.<\/span><\/p>\n

N\u00eb t\u00eb dh\u00ebnat par\u00ebsore do t\u00eb p\u00ebrfshihet, numri i banesave t\u00eb nd\u00ebrtuara nga programet e banesave sociale, p\u00ebrfshir\u00eb sip\u00ebrfaqen e trojeve, inventarin e tyre, kushtet fizike dhe teknike aktuale, banesat q\u00eb kan\u00eb dal\u00eb jasht\u00eb funksionit etj.<\/span><\/p>\n

P\u00ebrve\u00e7 t\u00eb dh\u00ebnave me nevoja p\u00ebr strehim n\u00ebp\u00ebrmjet programeve sociale, fondet e buxhetit p\u00ebr mb\u00ebshtetje, database do t\u00eb p\u00ebrmbaj\u00eb t\u00eb dh\u00ebna edhe p\u00ebr numrin e banesave n\u00eb rrezik shembjeje duke p\u00ebrcaktuar adres\u00ebn e sakt\u00eb.<\/span><\/p>\n

N\u00eb vend zbatohen gjasht\u00eb programe komb\u00ebtare t\u00eb strehimit.<\/span><\/p>\n

Enti Komb\u00ebtar i Banesave (EKB) \u00ebsht\u00eb institucioni p\u00ebrgjegj\u00ebs p\u00ebr zbatimin e programit t\u00eb nd\u00ebrtimit t\u00eb banesave me kosto t\u00eb ul\u00ebt, nj\u00eb nga gjasht\u00eb programet komb\u00ebtare t\u00eb strehimit. Sipas t\u00eb dh\u00ebnave t\u00eb EKB-s\u00eb p\u00ebr Monitor, q\u00eb prej vitit 1994 deri n\u00eb 2025 n\u00ebp\u00ebrmjet k\u00ebtyre programeve jan\u00eb strehuar rreth 11,492 familje.<\/span><\/p>\n

Sistemi aktual i strehimit social, bazuar n\u00eb ligjin nr. 22\/2018 \u201cP\u00ebr strehimin social\u201d, t\u00eb p\u00ebrdit\u00ebsuar me ndryshimet e ligjit nr. 48\/2023 ofron disa programe t\u00eb targetuara p\u00ebr shtresat n\u00eb nevoj\u00eb, p\u00ebrfshir\u00eb nd\u00ebrtimin me kosto t\u00eb ul\u00ebt dhe subvencionimin e qiras\u00eb.<\/span><\/p>\n

P\u00ebrzgjedhja e p\u00ebrfituesve bazohet n\u00eb kritere si: mungesa e banes\u00ebs, mbipopullimi, rreziku nga shembja, statusi familjar ose social, dhe p\u00ebrkat\u00ebsia n\u00eb grupe t\u00eb margjinalizuara.<\/span><\/p>\n

M\u00eb her\u00ebt kryeministri Edi Rama njoftoi gjithashtu se qeveria \u00ebsht\u00eb n\u00eb proces t\u00eb krijimit t\u00eb nj\u00eb Agjencie Komb\u00ebtare t\u00eb Planifikimit Urban dhe Strehimit, q\u00eb do t\u00eb fokusohet n\u00eb nj\u00eb qasje t\u00eb re ndaj strehimit social, si dhe n\u00eb iniciativa p\u00ebr t\u00eb leht\u00ebsuar blerjen e banesave nga shtresat me t\u00eb ardhura t\u00eb ul\u00ebta dhe t\u00eb mesme. \u201cDo t\u2019i qasemi n\u00eb nj\u00eb m\u00ebnyr\u00eb t\u00eb re strehimit social, duke krijuar mund\u00ebsi reale p\u00ebr ata q\u00eb sot e kan\u00eb t\u00eb pamundur t\u00eb blejn\u00eb nj\u00eb banes\u00eb n\u00eb tregun e lir\u00eb\u201d, pohoi m\u00eb her\u00ebt.<\/span><\/p>\n

T\u00eb dh\u00ebnat par\u00ebsore n\u00eb sistem:<\/strong><\/span><\/p>\n

  1. Nevojat p\u00ebr strehim, me programe sociale strehimi;<\/span><\/li>\n
  2. Inventarin e banesave sociale me qira, pron\u00eb publike;<\/span><\/li>\n
  3. Kushtet fizike dhe teknike t\u00eb banesave sociale me qira;<\/span><\/li>\n
  4. Numrin e familjeve t\u00eb strehuara me programet sociale t\u00eb strehimit;<\/span><\/li>\n
  5. Sip\u00ebrfaqen e nevojshme t\u00eb truallit q\u00eb duhet pajisur me plan zhvillimi dhe infrastruktur\u00eb p\u00ebr nd\u00ebrtim banesash;<\/span><\/li>\n
  6. Sip\u00ebrfaqet e trojeve, t\u00eb pajisura me infrastruktur\u00eb p\u00ebr nd\u00ebrtim banesash;<\/span><\/li>\n
  7. Numrin e banesave t\u00eb nd\u00ebrtuara me kosto t\u00eb ul\u00ebt:<\/span><\/li>\n
  8. Inventarin e godinave t\u00eb dala jasht\u00eb funksioni, pron\u00eb publike, t\u00eb cilat parashikohen t\u00eb shtohen n\u00eb fondin publik t\u00eb banesave sociale;<\/span><\/li>\n
  9. Nivelin e qeras\u00eb mesatare t\u00eb miratuar me vendim t\u00eb k\u00ebshillit t\u00eb nj\u00ebsive t\u00eb vet\u00ebqeverisjes vendore;<\/span><\/li>\n
  10. Sip\u00ebrfaqen dhe numrin e banesave sociale t\u00eb p\u00ebrfituara nga zbatimi i nenit 19 i ligjit p\u00ebr strehimin social:<\/span><\/li>\n
  11. Numrin e banesave n\u00eb rrezik shembjeje duke p\u00ebrcaktuar adres\u00ebn e sakt\u00eb;<\/span><\/li>\n
  12. Strategjit\u00eb komb\u00ebtare 10-vje\u00e7are t\u00eb strehimit;<\/span><\/li>\n

  14. Fondet e buxhetit t\u00eb shtetit p\u00ebr mb\u00ebshtetjen e realizimit t\u00eb programeve vjetore t\u00eb strehimit, bazuar edhe n\u00eb k\u00ebrkesat e nj\u00ebsive t\u00eb vet\u00ebqeverisjes vendore;<\/span><\/li>\n
  15. Informacionet p\u00ebr administrimin e k\u00ebrkesave p\u00ebr strehim nga nj\u00ebsit\u00eb e vet\u00ebqeverisjes vendore;<\/span><\/li>\n
  16. Koston mesatare vjetore t\u00eb nd\u00ebrtimit t\u00eb banesave, n\u00eb kuad\u00ebr t\u00eb programeve t\u00eb k\u00ebtij ligji, e cila miratohet \u00e7do vit me udh\u00ebzim t\u00eb K\u00ebshillit t\u00eb Ministrave;<\/span><\/li>\n
  17. Shp\u00ebrndarjen e fondeve q\u00eb financohen nga buxheti i shtetit dhe nga burime t\u00eb tjera financimi;<\/span><\/li>\n
  18. Realizimin e investimeve n\u00eb programet sociale t\u00eb strehimit me financime ose bashk\u00ebfinancime nga buxheti i shtetit;<\/span><\/li>\n
  19. Programet e strehimit q\u00eb zbaton Enti Komb\u00ebtar i Banesave.<\/span><\/li>\n
  20. T\u00eb dh\u00ebna dyt\u00ebsore konsiderohen t\u00eb dh\u00ebnat q\u00eb merren nga:<\/span><\/li>\n
