Nj\u00eb burim n\u00eb Autoritetin Rrugor Shqiptar tha se shembja n\u00eb fshatin Dragostunj\u00eb, q\u00eb bllokoi p\u00ebr disa dit\u00eb l\u00ebvizjen, \u00ebsht\u00eb b\u00ebr\u00eb pa studimin CBR.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb nd\u00ebrtimin e rrug\u00ebve, CBR (California Bearing Ratio) \u00ebsht\u00eb nj\u00eb tregues teknik q\u00eb p\u00ebrdoret p\u00ebr t\u00eb vler\u00ebsuar fort\u00ebsin\u00eb dhe aft\u00ebsin\u00eb mbajt\u00ebse t\u00eb tok\u00ebs ku do t\u00eb nd\u00ebrtohet rruga. Para se t\u00eb nis\u00eb nd\u00ebrtimi, inxhinier\u00ebt duhet t\u00eb kuptojn\u00eb n\u00ebse toka ekzistuese \u00ebsht\u00eb e mjaftueshme p\u00ebr t\u00eb mbajtur struktur\u00ebn e rrug\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr k\u00ebt\u00eb arsye kryhet testi CBR, i cili mat rezistenc\u00ebn e tok\u00ebs ndaj dep\u00ebrtimit dhe e shpreh rezultatin n\u00eb p\u00ebrqindje. Burimi n\u00eb ARRSH tha se punimet n\u00eb akset e Korridorit VIII jan\u00eb b\u00ebr\u00eb pa CBR dhe t\u00eb gjitha rrug\u00ebt e b\u00ebra vitet e fundit b\u00ebhen pa k\u00ebt\u00eb vler\u00ebsim. Inxhinieri tha se CBR ndikon drejtp\u00ebrdrejt n\u00eb jet\u00ebgjat\u00ebsin\u00eb dhe sigurin\u00eb e rrug\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Duke qen\u00eb se tani Korridori do t\u2019i sh\u00ebrbej\u00eb edhe NATO-s dhe ku kalojn\u00eb edhe mjetet e r\u00ebnda t\u00eb ushtris\u00eb, aksi rrugor k\u00ebrkon nj\u00eb vler\u00ebsim m\u00eb t\u00eb thell\u00eb. P\u00ebr k\u00ebt\u00eb arsye, CBR konsiderohet nj\u00eb nga parametrat m\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm gjeoteknik\u00eb, i cili nuk u krye n\u00eb Korridorin VIII, tha inxhinieri.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Korridori po b\u00ebhet n\u00eb kurriz t\u00eb mjedisit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Projektet infrastrukturore n\u00eb Korridorin VIII po p\u00ebrballen me nj\u00eb kriz\u00eb t\u00eb r\u00ebnd\u00eb teknike dhe mjedisore. G\u00ebrmimet agresive dhe t\u00eb pakontrolluara n\u00eb shtratin e Lumit Shkumbin kan\u00eb degraduar plot\u00ebsisht bazamentin e shpateve, duke shkaktuar ndryshimin e rrjedh\u00ebs natyrore t\u00eb ujit dhe destabilizimin e s\u00eb gjith\u00eb zon\u00ebs p\u00ebrreth.<\/span><\/p>\n<p><span style=\"color: #000000;\">Burimi n\u00eb ARRSH tha se nd\u00ebrhyrjet me mjete t\u00eb r\u00ebnda n\u00eb rrjedh\u00ebn e lumit kan\u00eb d\u00ebmtuar ekosistemin dhe kan\u00eb zhveshur themelet e shpateve malore. Lumi i devijuar nga mbetjet e g\u00ebrmimeve, tani po g\u00ebrryen pjes\u00ebt e poshtme t\u00eb rrug\u00ebs s\u00eb re dhe asaj ekzistuese.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pa mb\u00ebshtetjen e bazamentit lumor, masivet e dheut kan\u00eb humbur ekuilibrin, tha eksperti. Shembja e fundit n\u00eb rrug\u00ebn ekzistuese Elbasan \u2013 Librazhd n\u00eb fshatin Dragostunj\u00eb \u00ebsht\u00eb edhe pasoj\u00eb g\u00ebrmimit n\u00eb lum. Inxhinieri n\u00eb ARRSH tha se jo vet\u00ebm ky aks, por i gjith\u00eb shpati mbi zon\u00ebn q\u00eb \u00ebsht\u00eb g\u00ebrmuar n\u00eb lum\u00eb, tani \u00ebsht\u00eb zon\u00eb e brisht\u00eb dhe priten shembje n\u00eb vazhdim.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ekspert\u00ebt e fush\u00ebs jan\u00eb t\u00eb shqet\u00ebsuar se tentativa p\u00ebr t\u00eb nd\u00ebrtuar rrug\u00ebn mbi shpatet e g\u00ebrryera \u00ebsht\u00eb jo vet\u00ebm e kushtueshme, por edhe e rrezikshme p\u00ebr jet\u00ebn e udh\u00ebtar\u00ebve n\u00eb t\u00eb ardhmen.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ata than\u00eb se duhet anuluar projekti ekzistues, q\u00eb bazohet n\u00eb mbushje dhe g\u00ebrmim shpatesh, tashm\u00eb t\u00eb destabilizuar nga g\u00ebrryerjet dhe duhet b\u00ebr\u00eb riprojektimi nga e para i k\u00ebtij segmenti duke p\u00ebrdorur viadukte q\u00eb jan\u00eb ura t\u00eb larta. Kjo metod\u00eb, sipas tyre, do t\u00eb lejonte rrug\u00ebn t\u00eb kalonte k\u00ebt\u00eb problematik\u00eb ku ndodhet, pa prekur m\u00eb tej shtratin e lumit dhe pa rrezikuar shembjen e m\u00ebtejshme t\u00eb malit.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cNuk mund t\u00eb luftohet me natyr\u00ebn kur e kemi plagosur at\u00eb kaq r\u00ebnd\u00eb. \u00c7do qindark\u00eb e hedhur n\u00eb muret prit\u00ebse aktuale \u00ebsht\u00eb para e hedhur n\u00eb lum\u00eb. Projekti duhet ndryshuar n\u00eb m\u00ebnyr\u00eb radikale\u201d<\/em> \u2013 tha burimi n\u00eb ARRSH.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ekspert\u00ebt b\u00ebjn\u00eb thirrje p\u00ebr nd\u00ebrhyrje t\u00eb menj\u00ebhershme t\u00eb institucioneve mjedisore dhe Ministris\u00eb s\u00eb Infrastruktur\u00ebs p\u00ebr t\u00eb ndalur k\u00ebt\u00eb katastrof\u00eb p\u00ebrpara se d\u00ebmet t\u00eb b\u00ebhen t\u00eb pakthyeshme.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Gabimet e m\u00ebdha t\u00eb aksit rrugor t\u00eb Korridorit VIII<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Korridori VIII \u00ebsht\u00eb nj\u00eb histori e gjat\u00eb dhe s\u00eb fundmi e ngat\u00ebrruar me projekte dhe studime q\u00eb m\u00eb shum\u00eb duket sikur po e sabotojn\u00eb projektin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kur Korridori VIII u riklasifikua n\u00eb Rrjetin kryesor Europian t\u00eb Transportit tre vite m\u00eb par\u00eb, qeveria shqiptare b\u00ebri nj\u00eb rifreskim projektit, duke zhvendosur n\u00eb nj\u00eb trase krejt t\u00eb re segmentin e fundit n\u00eb territorin shqiptar, nga ura e Bushtric\u00ebs n\u00eb Quk\u00ebs p\u00ebr t\u00eb dal\u00eb af\u00ebrsisht pran\u00eb gryk\u00ebs s\u00eb quajtur \u201cShkalla e Sk\u00ebnderbeut\u201d n\u00eb kufi me Maqedonin\u00eb e Veriut, me gjat\u00ebsi 10 kilometra.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjurma e re kalon n\u00eb nj\u00eb lart\u00ebsi gati 900 metra n\u00eb malet e M\u00ebnikut drejt kufirit me Maqedonin\u00eb e Veriut duke e b\u00ebr\u00eb shum\u00eb t\u00eb v\u00ebshtir\u00eb mir\u00ebmbajtjen pas p\u00ebrfundimit t\u00eb tij, teksa variantet e tjera kalojn\u00eb n\u00eb nj\u00eb lart\u00ebsi rreth 600 met\u00ebr.<\/span><\/p>\n<p><span style=\"color: #000000;\">Profesor Faruk Kaba tha se traseja e re, p\u00ebrve\u00e7se me kosto t\u00eb lart\u00eb, e zgjat n\u00eb m\u00ebnyr\u00eb t\u00eb panevojshme Korridorin. Varianti p\u00ebr t\u00eb cilin \u00ebsht\u00eb r\u00ebn\u00eb dakord me pal\u00ebn maqedonase, pasi kalon n\u00ebp\u00ebrmjet nj\u00eb terreni t\u00eb v\u00ebshtir\u00eb nga Shqip\u00ebria, n\u00eb Maqedonin\u00eb e Veriut b\u00ebn nj\u00eb kthes\u00eb mjaft t\u00eb gjat\u00eb p\u00ebr t\u2019u kthyer s\u00ebrish n\u00eb Qaf\u00eb-Than\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu kjo shmangie anashkalon linj\u00ebn hekurudhore q\u00eb duhet t\u00eb shoq\u00ebroj\u00eb trasen\u00eb e rrug\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Profesor Kaba tha se \u00ebsht\u00eb b\u00ebr\u00eb nj\u00eb gabim i madh n\u00eb projektin e bypass-it t\u00eb Elbasanit, i cili kishte plot variante pa tunel dhe me kosto t\u00eb lira, por qeveria ka gjetur nj\u00eb zgjidhje absurde me nj\u00eb tunel dy kilometra, q\u00eb rrit kostot jo vet\u00ebm gjat\u00eb nd\u00ebrtimit, por edhe n\u00eb mir\u00ebmbajtje.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu ka nj\u00eb koncept t\u00eb gabuar n\u00eb akset q\u00eb duhet t\u00eb p\u00ebrfundojn\u00eb t\u00eb parat. Nd\u00ebrtimi i segmenteve pas Elbasanit, pa nd\u00ebrtuar m\u00eb par\u00eb bypass-et e Tiran\u00ebs dhe Elbasanit nuk kan\u00eb asnj\u00eb vler\u00eb.
