Kompensimi parashikohet t\u00eb jepet p\u00ebr 3 muaj.<\/span><br \/>\n<span style=\"color: #000000;\">Kompensimi parashikohet t\u00eb p\u00ebrfitohet p\u00ebr t\u00eb gjith\u00eb operator\u00ebt e transportit publik n\u00eb vend.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga Shoqata Komb\u00ebtare e Transportit Qytetas dhe Shoqata Komb\u00ebtare e Transportit Urban dhe Nd\u00ebrqytetas \u00ebsht\u00eb k\u00ebrkuar subvencionim n\u00eb mas\u00ebn 100 lek\u00eb p\u00ebr lit\u00ebr, nj\u00eb skem\u00eb e ngjashme me vitin 2022.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr propozimin e subvencionimit n\u00eb mas\u00ebn 50 lek\u00eb p\u00ebr lit\u00ebr, Kostandin Foni, kryetar i Shoqat\u00ebs s\u00eb Transportit Qytetas, tha p\u00ebr Monitor se nuk arrin t\u00eb mbuloj\u00eb kostot shtes\u00eb nga shtrenjtimi i naft\u00ebs. Por ai e vler\u00ebsoi pozitivisht si hap t\u00eb par\u00eb propozimin e ministrave p\u00ebr t\u00eb vijuar normalitetin e sh\u00ebrbimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cN\u00eb dit\u00ebt n\u00eb vijim ne presim q\u00eb t\u00eb zhvillojm\u00eb nj\u00eb takim me ministrat Ibrahimaj dhe Karaka\u00e7i p\u00ebr t\u00eb diskutuar kostot e operimit p\u00ebr kategorit\u00eb q\u00eb udh\u00ebtojn\u00eb falas, por edhe k\u00ebrkesat tona p\u00ebr heqjen e akciz\u00ebs s\u00eb naft\u00ebs dhe uljen e TVSH-s\u00eb. Vet\u00ebm miratimi i tyre do t\u00eb garantonte q\u00ebndrueshm\u00ebri p\u00ebr sektorin publik, i cili gjendet n\u00eb v\u00ebshtir\u00ebsi q\u00eb pas Covid-19\u201d, tha Foni.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr shkak t\u00eb v\u00ebshtir\u00ebsive n\u00eb kosto, nj\u00eb dit\u00eb m\u00eb par\u00eb n\u00eb t\u00eb gjith\u00eb vendin sh\u00ebrbimi i transportit publik u reduktua deri n\u00eb 60%.<\/span><\/p>\n<p><span style=\"color: #000000;\">Operator\u00ebt e 450 linjave t\u00eb transportit n\u00eb vend paralajm\u00ebruan p\u00ebrshkall\u00ebzime t\u00eb m\u00ebtejshme n\u00ebse nuk do t\u00eb kishte reagim t\u00eb institucioneve.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Paketa antikriz\u00eb e transportit publik dor\u00ebzuar ministrave Ibrahimaj dhe Karaka\u00e7i<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb kushtet e rritjes s\u00eb ndjeshme dhe t\u00eb vazhdueshme t\u00eb \u00e7mimit t\u00eb karburantit, e cila ka krijuar nj\u00eb disbalanc\u00eb t\u00eb thell\u00eb midis kostove reale t\u00eb operimit dhe t\u00eb ardhurave t\u00eb pandryshuara t\u00eb sektorit, paraqesim p\u00ebr diskutim k\u00ebto k\u00ebrkesa prioritare, t\u00eb mb\u00ebshtetura n\u00eb precedent\u00eb ligjor\u00eb dhe n\u00eb nevoj\u00ebn p\u00ebr garantimin e nj\u00eb sh\u00ebrbimi publik esencial:<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>1.Miratimi i nj\u00eb pakete antikriz\u00eb emergjente, n\u00eb p\u00ebrputhje me precedent\u00ebt ekzistues<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebrkohet nd\u00ebrhyrje e menj\u00ebhershme p\u00ebrmes nj\u00eb pakete mb\u00ebshtet\u00ebse financiare, duke marr\u00eb si baz\u00eb ligjore dhe praktike VKM nr. 225, dat\u00eb 13.04.2022 \u201cP\u00ebr p\u00ebrcaktimin e procedurave, t\u00eb dokumentacionit dhe t\u00eb mas\u00ebs s\u00eb kompensimit p\u00ebr shoq\u00ebrit\u00eb e linjave t\u00eb transportit qytetas, rrethqytetas dhe nd\u00ebrqytetas, pjes\u00eb e paket\u00ebs antikriz\u00eb\u201d, e cila \u00ebsht\u00eb miratuar n\u00eb kushte t\u00eb ngjashme krize p\u00ebr kompensimin e kostove t\u00eb karburantit p\u00ebr operator\u00ebt e transportit publik me 100 lek\u00eb\/lit\u00ebr. Ky vendim, i mb\u00ebshtetur n\u00eb nenin 100 t\u00eb Kushtetut\u00ebs dhe n\u00eb legjislacionin buxhetor (ligji p\u00ebr buxhetin e shtetit), ka sanksionuar parimin e nd\u00ebrhyrjes s\u00eb shtetit n\u00eb situata t\u00eb jasht\u00ebzakonshme p\u00ebr garantimin e vazhdim\u00ebsis\u00eb s\u00eb nj\u00eb sh\u00ebrbimi publik jetik.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga t\u00eb dh\u00ebnat e p\u00ebrgjithshme rezulton se paketa financiare e asaj periudhe ka qen\u00eb n\u00eb vler\u00ebn rreth 500 milion\u00eb lek\u00eb, nga e cila \u00ebsht\u00eb p\u00ebrdorur rreth 55\u201360% e fondit, p\u00ebr nj\u00eb periudh\u00eb rreth 6-mujore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky precedent provon qart\u00eb se nd\u00ebrhyrja \u00ebsht\u00eb e mundur dhe e justifikuar ligj\u00ebrisht, efekti financiar \u00ebsht\u00eb i p\u00ebrballuesh\u00ebm p\u00ebr buxhetin e shtetit dhe mekanizmi i kompensimit \u00ebsht\u00eb i zbatuesh\u00ebm dhe i verifikuesh\u00ebm p\u00ebrmes dokumentacionit tatimor dhe kontrollit administrativ.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb k\u00ebto kushte, k\u00ebrkohet riaktivizimi i nj\u00eb skeme t\u00eb ngjashme, t\u00eb p\u00ebrshtatur me nivelin aktual t\u00eb \u00e7mimeve dhe kostove reale t\u00eb sektorit.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>2.Rishikimi i menj\u00ebhersh\u00ebm i barr\u00ebs fiskale, heqja e taks\u00ebs s\u00eb qarkullimit<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">Duke qen\u00eb se taksa e qarkullimit p\u00ebrb\u00ebn nj\u00eb komponent t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb struktur\u00ebn e \u00e7mimit t\u00eb karburantit, k\u00ebrkohet pezullimi ose p\u00ebrjashtimi i p\u00ebrkohsh\u00ebm i saj p\u00ebr operator\u00ebt e transportit publik. Kjo taks\u00eb \u00ebsht\u00eb e p\u00ebrcaktuar n\u00eb Ligjin nr. 9975, dat\u00eb 28.07.2008 \u201cP\u00ebr taksat komb\u00ebtare\u201d, i ndryshuar, n\u00eb nivelin 27 lek\u00eb\/lit\u00ebr, s\u00eb bashku me taks\u00ebn e karbonit prej 3 lek\u00eb\/lit\u00ebr, dhe aplikohet n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebtrajtshme mbi benzin\u00ebn dhe gazoilin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Duke qen\u00eb nj\u00eb barr\u00eb fikse q\u00eb p\u00ebrfshihet n\u00eb \u00e7mimin final, ajo r\u00ebndon proporcionalisht m\u00eb shum\u00eb n\u00eb kushtet e rritjes s\u00eb \u00e7mimeve t\u00eb tregut. N\u00eb funksion t\u00eb interesit publik dhe duke marr\u00eb n\u00eb konsiderat\u00eb natyr\u00ebn e ve\u00e7ant\u00eb t\u00eb transportit publik si sh\u00ebrbim social, pezullimi i k\u00ebsaj takse p\u00ebr k\u00ebt\u00eb sektor p\u00ebrb\u00ebn nj\u00eb mas\u00eb t\u00eb justifikuar dhe t\u00eb mb\u00ebshtetur n\u00eb parimin e proporcionalitetit fiskal.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>3.Heqja ose pezullimi i akciz\u00ebs mbi karburantin p\u00ebr k\u00ebt\u00eb sektor<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">Akciza mbi karburantin, e p\u00ebrcaktuar po n\u00eb kuad\u00ebr t\u00eb Ligjit nr. 9975\/2008 dhe legjislacionit fiskal p\u00ebrkat\u00ebs, aplikohet n\u00eb nivelin rreth 39.4 lek\u00eb\/lit\u00ebr p\u00ebr naft\u00ebn dhe p\u00ebrb\u00ebn nj\u00eb nga komponent\u00ebt kryesor\u00eb t\u00eb \u00e7mimit final. Si taks\u00eb indirekte me efekt t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb koston e operimit, ajo r\u00ebndon ndjesh\u00ebm mbi operator\u00ebt e transportit publik, t\u00eb cil\u00ebt nuk kan\u00eb mund\u00ebsi t\u00eb transferojn\u00eb k\u00ebt\u00eb kosto te konsumatori p\u00ebr shkak t\u00eb tarifave t\u00eb rregulluara.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb k\u00ebto kushte, vazhdimi i aplikimit t\u00eb akciz\u00ebs n\u00eb t\u00eb nj\u00ebjtin nivel krijon nj\u00eb disproporcion t\u00eb duksh\u00ebm nd\u00ebrmjet barr\u00ebs fiskale dhe kapacitetit ekonomik t\u00eb sektorit, duke cenuar parimin e drejt\u00ebsis\u00eb dhe proporcionalitetit n\u00eb taksim. Vet\u00eb legjislacioni shqiptar parashikon p\u00ebrjashtime p\u00ebr sektor\u00eb t\u00eb caktuar (si peshkimi), \u00e7ka p\u00ebrforcon argumentin p\u00ebr trajtim t\u00eb diferencuar edhe p\u00ebr transportin publik.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>4.Heqja e TVSH-s\u00eb<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">TVSH-ja, e rregulluar nga Ligji nr. 92\/2014 \u201cP\u00ebr tatimin mbi vler\u00ebn e shtuar\u201d, aplikohet n\u00eb nivelin standard 20%, duke rritur drejtp\u00ebrdrejt \u00e7mimin p\u00ebrfundimtar dhe duke kufizuar aksesin n\u00eb k\u00ebt\u00eb sh\u00ebrbim esencial. Duke qen\u00eb se transporti publik p\u00ebrmbush nj\u00eb funksion social dhe ekonomik, si dhe duke marr\u00eb n\u00eb konsiderat\u00eb praktikat e vendeve t\u00eb rajonit ku kjo norm\u00eb varion nga 0% deri n\u00eb 5%, k\u00ebrkohet heqja e plot\u00eb ose reduktimi i TVSH-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cN\u00eb rast se masat e m\u00ebsip\u00ebrme fiskale nuk jan\u00eb t\u00eb realizueshme n\u00eb afat t\u00eb menj\u00ebhersh\u00ebm, k\u00ebrkohet q\u00eb t\u00eb aplikohet nj\u00eb mekaniz\u00ebm kompensimi financiar i drejtp\u00ebrdrejt\u00eb, i bazuar n\u00eb faturat reale t\u00eb furnizimit me karburant, deklarimet tatimore dhe nivelin e konsumit t\u00eb verifikuar sipas aktivitetit t\u00eb licencuar.\u201d<a href=\"https:\/\/monitor.al\/propozohet-kompensim-i-naftes-50-leke-per-liter-per-transportin-publik\/\"><span style=\"color: #0000ff;\"><em>\/Monitor<\/em><\/span><\/a><\/span><\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"<p>N\u00eb takimin e zhvilluar sot me shoqatat e transportit publik, qeveria ka propozuar dh\u00ebnie kompensimi n\u00eb mas\u00ebn 50 lek\u00eb p\u00ebr lit\u00ebr p\u00ebr naft\u00ebn.
