Nga an\u00ebtar\u00ebsimi i fundit n\u00eb BE i Kroacis\u00eb n\u00eb vitin 2013 e deri n\u00eb shkurtin e vitit 2022, zgjerimi ishte nj\u00eb proces i ngecur dhe i kontestuar politikisht. Si pasoj\u00eb e luft\u00ebs, tani ai po konsiderohet nj\u00eb instrument i r\u00ebnd\u00ebsish\u00ebm p\u00ebr sigurin\u00eb europiane.<\/span><\/p>\n<p><span style=\"color: #000000;\">V\u00ebshtruar n\u00eb k\u00ebt\u00eb kontekst, zgjerimi po p\u00ebrdoret gjithnj\u00eb e m\u00eb shum\u00eb, jo vet\u00ebm p\u00ebr t\u00eb p\u00ebrgatitur vendet p\u00ebr an\u00ebtar\u00ebsim, nga pik\u00ebpamja e reformave t\u00eb sundimit t\u00eb s\u00eb drejt\u00ebs, zhvillimit t\u00eb q\u00ebndruesh\u00ebm ekonomik e social, por edhe si nj\u00eb mund\u00ebsi p\u00ebr t\u00eb forcuar q\u00ebndrueshm\u00ebrin\u00eb e tyre, duke i tog\u00ebzuar gjeopolitikisht me BE-n\u00eb, n\u00eb nj\u00eb mjedis sigurie t\u00eb ndikuar nga lufta n\u00eb kontinent. Luft\u00eb, e cila ka hyr\u00eb n\u00eb vitin e pest\u00eb t\u00eb saj.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb k\u00ebt\u00eb sfond \u00ebsht\u00eb intensifikuar edhe debati n\u00ebse procesi i zgjerimit k\u00ebrkon modele t\u00eb reja institucionale ose jo, me q\u00ebllim intensifikimin e tij. Nd\u00ebr t\u00eb tjera, \u00ebsht\u00eb propozuar: (i) nj\u00eb proces \u2018pranimi gradual\u2019 apo me faza t\u00eb ndryshme, ku secila faz\u00eb lidhet me plot\u00ebsimin e reformave t\u00eb caktuara; (ii) \u2018integrimi n\u00eb tregun e brendsh\u00ebm\u2019 t\u00eb BE-s\u00eb, si nj\u00eb etap\u00eb e nd\u00ebrmjetme dhe parap\u00ebrgatitore p\u00ebr t\u00eb leht\u00ebsuar an\u00ebtar\u00ebsimin n\u00eb BE; (iii) \u2018zgjerim i p\u00ebrmbysur\u2019, q\u00eb i jep p\u00ebrpar\u00ebsi an\u00ebtar\u00ebsimit para p\u00ebrmbushjes s\u00eb kritereve, shoq\u00ebruar me garancit\u00eb p\u00ebrkat\u00ebse p\u00ebr p\u00ebrmbushjen e tyre duke qen\u00eb pjes\u00eb e BE-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Propozime t\u00eb tilla synojn\u00eb t\u00eb pajtojn\u00eb urgjenc\u00ebn gjeopolitike me korniz\u00ebn e deritanishme t\u00eb procesit t\u00eb an\u00ebtar\u00ebsimit n\u00eb BE. Nga propozimet e lartp\u00ebrmendura, ai i \u2018zgjerimit t\u00eb p\u00ebrmbysur\u2019 \u00ebsht\u00eb hedhur posht\u00eb nga vendet an\u00ebtare t\u00eb BE-s\u00eb, t\u00eb cilat k\u00ebmb\u00ebngulin n\u00eb nj\u00eb proces q\u00eb kombinon reformat n\u00eb fush\u00ebn e sundimit t\u00eb s\u00eb drejt\u00ebs me linj\u00ebzimin gjeopolitik.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrkoh\u00eb nisma e Kryeministrit t\u00eb Shqip\u00ebris\u00eb dhe Presidentit t\u00eb Serbis\u00eb krijon nj\u00eb perde tymi, pasi propozon modele q\u00eb nuk kan\u00eb lidhje me nj\u00ebri-tjetrin: pjes\u00ebmarrjen n\u00eb tregun e brendsh\u00ebm t\u00eb BE-s\u00eb dhe n\u00eb zon\u00ebn Schengen, duke hequr dor\u00eb nga an\u00ebtar\u00ebsimi n\u00eb BE.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr nj\u00eb \u00e7\u00ebshtje si an\u00ebtar\u00ebsimi n\u00eb BE, i cili konsiderohet nj\u00eb objektiv komb\u00ebtar p\u00ebr t\u2019u p\u00ebrmbushur, pas an\u00ebtar\u00ebsimit n\u00eb NATO, nisma do t\u00eb duhej t\u2019i n\u00ebnshtrohej paraprakisht nj\u00eb diskutimi t\u00eb nj\u00ebmendt\u00eb politik e shoq\u00ebror. Qeveria duhet t\u00eb demonstroj\u00eb aft\u00ebsi p\u00ebr t\u00eb kryer tri detyra: (i) kuptimin n\u00eb koh\u00eb t\u00eb problemeve q\u00eb kan\u00eb lidhje me etapat e ndryshme t\u00eb procesit t\u00eb zgjerimit; (ii) p\u00ebrpunimin e thelluar t\u00eb rrug\u00ebzgjidhjeve q\u00eb propozon pa u shmangur nga p\u00ebrgjegj\u00ebsia; dhe (iii) formulimin e nj\u00eb strategjie n\u00eb m\u00ebnyr\u00eb transparente p\u00ebr zbatimin e asaj \u00e7ka \u00ebsht\u00eb m\u00eb e dobishme si rrug\u00ebzgjidhje.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ne shqiptar\u00ebt nuk kemi asnj\u00eb dilem\u00eb dhe mbetemi t\u00eb patundsh\u00ebm n\u00eb aspirat\u00ebn ton\u00eb p\u00ebr t\u2019u bashkuar me popujt e tjer\u00eb n\u00eb familjen europiane. Ndaj, meritojm\u00eb t\u00eb informohemi p\u00ebr arsyet e k\u00ebsaj nisme e t\u00eb d\u00ebgjohemi se \u00e7far\u00eb mendojm\u00eb se duhet b\u00ebr\u00eb p\u00ebr t\u00eb jet\u00ebsuar rrug\u00ebn europiane.<\/span><\/p>\n<p><span style=\"color: #000000;\">E prezantuar p\u00ebr audienc\u00ebn gjermane, e cila mban barr\u00ebn kryesore t\u00eb shpenzimeve financiare n\u00eb BE, nisma u p\u00ebrcoll me ftoht\u00ebsi nga politika gjermane. E vetmja q\u00eb komentoi nism\u00ebn ishte komisionerja e zgjerimit, e cila tha se \u2018propozuesit nuk e kan\u00eb iden\u00eb se sa shum\u00eb pun\u00eb e reforma nevojiten p\u00ebr t\u00eb qen\u00eb pjes\u00eb e tregut t\u00eb brendsh\u00ebm dhe zon\u00ebs Schengen\u2019. Nj\u00eb deklarim shkurajues krahasuar me q\u00ebndrimet e m\u00ebparshme t\u00eb saj se \u2018objektivi i Shqip\u00ebris\u00eb p\u00ebr t\u00eb p\u00ebrmbyllur procesin e bisedimeve p\u00ebr an\u00ebtar\u00ebsim me BE brenda vitit 2027, \u00ebsht\u00eb nj\u00eb objektiv ambicioz, por i arritsh\u00ebm\u2019. N\u00ebse p\u00ebrmbyllja e negociatave \u00ebsht\u00eb nj\u00eb objektiv i arritsh\u00ebm, nuk ka arsye q\u00eb pjes\u00ebmarrja n\u00eb tregun e brendsh\u00ebm t\u00eb BE-s\u00eb, q\u00eb n\u00eb \u00e7do rrethan\u00eb \u00ebsht\u00eb m\u00eb pak sesa an\u00ebtar\u00ebsimi, t\u00eb mos jet\u00eb nj\u00eb objektiv i arritsh\u00ebm p\u00ebr Shqip\u00ebrin\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu, \u00e7do sugjerim dhe nism\u00eb nga ana e komisioneres p\u00ebr ngjizjen e nj\u00eb procesi politik dhe demokratik, krejt\u00ebsisht t\u00eb munguar, q\u00eb n\u00eb fakt duhet t\u2019u paraprinte nismave t\u00eb tilla n\u00eb Shqip\u00ebri dhe Serbi, do t\u00eb vler\u00ebsohej si ndjeshm\u00ebri e institucionit q\u00eb ajo p\u00ebrfaq\u00ebson, ndaj vlerave dhe parimeve t\u00eb demokracis\u00eb, dialogut dhe mir\u00ebkuptimit politik. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, do t\u00eb sinjalizonte edhe nj\u00eb rikthim n\u00eb tradit\u00ebn m\u00eb t\u00eb mir\u00eb t\u00eb Komisionit Europian, duke treguar kujdes t\u00eb posa\u00e7\u00ebm p\u00ebr inkurajimin dhe respektimin e proceseve demokratike n\u00eb jet\u00ebn politike dhe shoq\u00ebrore, m\u00eb shum\u00eb sesa p\u00ebr mbushjen e kutizave t\u00eb shum\u00eb e shum\u00eb planeve, matricave e strategjive q\u00eb n\u00eb nj\u00eb pjes\u00eb t\u00eb rasteve nuk prodhojn\u00eb efekte t\u00eb matshme n\u00eb jet\u00ebn e qytetar\u00ebve.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">KEQKUPTIMET P\u00cbR TREGUN E BRENDSH\u00cbM<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Pjes\u00ebmarrja n\u00eb tregun e brendsh\u00ebm p\u00ebr vendet jo an\u00ebtare t\u00eb BE-s\u00eb do t\u00eb thot\u00eb pranim i rregullave t\u00eb BE-s\u00eb p\u00ebr zbatimin e liris\u00eb s\u00eb l\u00ebvizjes s\u00eb mallrave, sh\u00ebrbimeve, kapitaleve dhe njer\u00ebzve, por pa pasur mund\u00ebsin\u00eb e p\u00ebrfitimit financiar dhe shfryt\u00ebzimin e instrumenteve q\u00eb korrigjojn\u00eb pabarazit\u00eb q\u00eb mund t\u00eb krijohen, t\u00eb cilat jan\u00eb t\u00eb disponueshme vet\u00ebm p\u00ebr vendet an\u00ebtare. Nd\u00ebrsa, zona Schengen nuk \u00ebsht\u00eb nj\u00eb paket\u00eb ekonomike, por nj\u00eb regjim strikt besimi q\u00eb p\u00ebrfshin sigurin\u00eb, drejt\u00ebsin\u00eb, politik\u00ebn e vizave dhe kontrollin kufitar.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00cbsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb dihet se Zona Ekonomike Europiane u krijua n\u00eb vitin 1992 p\u00ebr t\u00eb mund\u00ebsuar pjes\u00ebmarrjen n\u00eb tregun e brendsh\u00ebm t\u00eb BE-s\u00eb t\u00eb vendeve si Norvegjia, Islanda, Lihtenshtajni, t\u00eb cilat nuk synonin an\u00ebtar\u00ebsimin, por nj\u00eb treg t\u00eb p\u00ebrbashk\u00ebt me BE-n\u00eb, p\u00ebr shkak t\u00eb interesit ekonomik dhe politik t\u00eb nd\u00ebrsjell\u00eb. Vendet e lartp\u00ebrmendura pranuan rregullat e mbik\u00ebqyrjes s\u00eb BE-s\u00eb, p\u00ebr shkak t\u00eb madh\u00ebsis\u00eb s\u00eb tregut dhe standardit t\u00eb lart\u00eb, pasi Zona Ekonomike Europiane p\u00ebrb\u00ebhet nga ekonomi t\u00eb zhvilluara me institucione t\u00eb konsoliduara, demokraci t\u00eb p\u00ebrparuara, standarde sigurie dhe sundim t\u00eb s\u00eb drejt\u00ebs. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, si an\u00ebtar\u00ebt e BE-s\u00eb ashtu dhe jo an\u00ebtar\u00ebt p\u00ebrfitojn\u00eb n\u00eb nj\u00eb treg m\u00eb t\u00eb madh e m\u00eb t\u00eb rregulluar, ku ekonomit\u00eb komb\u00ebtare jan\u00eb n\u00eb gjendje t\u00eb p\u00ebrballojn\u00eb forcat e konkurrenc\u00ebs dhe ku konsumatori ka m\u00eb shum\u00eb mund\u00ebsi zgjedhjeje.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb praktik\u00eb kjo do t\u00eb thot\u00eb se t\u00eb gjitha bizneset dhe njer\u00ebzit trajtohen sikur t\u00eb jen\u00eb pjes\u00eb e BE-s\u00eb, dhe mund t\u00eb vendosen e l\u00ebvizin lirisht kudo bizneset e tyre, pa kurrfar\u00eb pengese, tarifore apo jo-tarifore. Gjithashtu, rregullat e prokurimit publik jan\u00eb n\u00eb mb\u00ebshtetje t\u00eb tregut t\u00eb brendsh\u00ebm. Parimet e p\u00ebrgjithshme t\u00eb tregut si mos-diskriminimi, transparenca, trajtimi i barabart\u00eb, njohja e nd\u00ebrsjell\u00eb, proporcionaliteti aplikohen edhe p\u00ebr prokurimin publik.<\/span><\/p>\n<p><span style=\"color: #000000;\">A mund t\u00eb jet\u00eb modeli i Norvegjis\u00eb, Island\u00ebs dhe Lihtenshtajnit i zbatuesh\u00ebm n\u00eb rastin e Shqip\u00ebris\u00eb dhe Serbis\u00eb? Ky mund t\u00eb ishte nj\u00eb opsion q\u00eb duhej eksploruar shum\u00eb koh\u00eb m\u00eb par\u00eb n\u00eb bashk\u00ebrendim edhe me nismat e integrimit rajonal. Ky i fundit \u00ebsht\u00eb konsideruar gjithnj\u00eb si parakusht p\u00ebr an\u00ebtar\u00ebsimin n\u00eb BE. Por fatkeq\u00ebsisht vijon t\u00eb mbetet i pashfryt\u00ebzuar si\u00e7 duhet ose i keqshfryt\u00ebzuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Samitin e Sofjes n\u00eb vitin 2018, BE-ja dhe Ballkani Per\u00ebndimor u angazhuan p\u00ebr krijimin e Tregut t\u00eb P\u00ebrbashk\u00ebt Rajonal t\u00eb Ballkanit Per\u00ebndimor, si parap\u00ebrgatitje p\u00ebr p\u00ebrfshirjen e rajonit ton\u00eb n\u00eb tregun e brendsh\u00ebm t\u00eb BE-s\u00eb. N\u00eb vend q\u00eb t\u00eb punonin p\u00ebr p\u00ebrshpejtimin e k\u00ebtij procesi t\u00eb nd\u00ebrlikuar q\u00eb k\u00ebrkon p\u00ebrmbushjen e standardeve europiane, Kryeministri i Shqip\u00ebris\u00eb dhe Presidenti i Serbis\u00eb krijuan nj\u00eb projekt paralel, t\u00eb quajtur Ballkani i Hapur, q\u00ebllimi dhe rezultatet e t\u00eb cilit mbeten edhe sot t\u00eb paqarta.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mund t\u00eb ting\u00eblloj\u00eb ironike, por sapo Shqip\u00ebria p\u00ebrparoi me grup-kapitujt p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE, e braktisi Ballkanin e Hapur. Teksa presim Raportin p\u00ebr Piketat e Nd\u00ebrmjetme dhe q\u00ebndrimin e p\u00ebrbashk\u00ebt t\u00eb BE-s\u00eb p\u00ebr grup-kapitullin e par\u00eb q\u00eb ka lidhje me sundimin e s\u00eb drejt\u00ebs dhe q\u00eb \u00ebsht\u00eb p\u00ebrcaktues p\u00ebr cil\u00ebsin\u00eb dhe shpejt\u00ebsin\u00eb me t\u00eb cil\u00ebn do t\u00eb mbyllen kapitujt e an\u00ebtar\u00ebsimit n\u00eb BE, Shqip\u00ebria ribashkohet me Serbin\u00eb duke deklaruar heqjen dor\u00eb nga an\u00ebtar\u00ebsimi dhe pranimin e nj\u00ebfar\u00eb raporti \u201ct\u00eb nivelit t\u00eb dyt\u00eb\u201d me BE-n\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Duke l\u00ebn\u00eb m\u00ebnjan\u00eb kontekstin e m\u00ebsip\u00ebrm kontradiktor, n\u00eb shikim t\u00eb par\u00eb, k\u00ebrkesa p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb e tregut t\u00eb brendsh\u00ebm t\u00eb BE-s\u00eb mund t\u00eb duket t\u00ebrheq\u00ebse, pasi njer\u00ebzit me t\u00eb drejt\u00eb orientohen p\u00ebr nga p\u00ebrfitimet ekonomike kudo n\u00eb bot\u00eb. Shqiptar\u00ebt dhe serb\u00ebt nuk b\u00ebjn\u00eb p\u00ebrjashtim n\u00eb k\u00ebt\u00eb drejtim. Mjafton t\u00eb kujtojm\u00eb impaktin q\u00eb pati tek qytetar\u00ebt dhe bizneset r\u00ebnia e \u2018Murit t\u00eb Schengen-it\u201d dhe sigurimi i l\u00ebvizjes pa viza.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mir\u00ebpo n\u00eb BE nuk ka asgj\u00eb falas. Sidomos kur b\u00ebhet fjal\u00eb p\u00ebr tregun e brendsh\u00ebm, i cili, \u00ebsht\u00eb nj\u00eb nga format m\u00eb t\u00eb sofistikuara t\u00eb integrimit ekonomik q\u00eb njohim deri m\u00eb sot. Pjes\u00ebmarrja n\u00eb t\u00eb nuk \u00ebsht\u00eb si sh\u00ebtitjet n\u00eb park, por si garat olimpike, ku nevojitet st\u00ebrvitje serioze dhe e p\u00ebrditshme. Tregu i brendsh\u00ebm funksionon mbi nj\u00eb nivel besimi p\u00ebr zbatimin pa pengesa t\u00eb liris\u00eb s\u00eb mallrave, sh\u00ebrbimeve, kapitaleve dhe njer\u00ebzve. P\u00ebr ta b\u00ebr\u00eb t\u00eb mundur k\u00ebt\u00eb, vendet an\u00ebtare t\u00eb BE-s\u00eb duhet t\u00eb besojn\u00eb se ne kemi jo vet\u00ebm ligjet e shkruara, por edhe kapacitetin p\u00ebr t\u00eb zbatuar rregullat dhe politikat e BE-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Tregu i brendsh\u00ebm i BE-s\u00eb nuk ka t\u00eb b\u00ebj\u00eb ve\u00e7 me ekonomin\u00eb, por mbi t\u00eb gjitha me sundimin e s\u00eb drejt\u00ebs n\u00eb ekonomi. Ndaj, integrimi n\u00eb tregun e brendsh\u00ebm t\u00eb BE-s\u00eb \u00ebsht\u00eb i pamundur n\u00ebse nuk ndryshohet modeli i tanish\u00ebm i qeverisjes q\u00eb bazohet tek personalizimi i pushtetit dhe kontrolli i plot\u00eb mbi t\u00eb gjitha institucionet, metastazat e korrupsionit dhe krimit t\u00eb organizuar n\u00eb sektor\u00ebt kritik\u00eb t\u00eb ekonomis\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Hetimet e SPAK-ut n\u00eb lidhje me tenderat n\u00eb infrastruktur\u00eb dhe teknologji, nd\u00ebr t\u00eb tjera, na d\u00ebshmojn\u00eb nevoj\u00ebn p\u00ebr t\u00eb siguruar nj\u00eb gar\u00eb t\u00eb barabart\u00eb p\u00ebr t\u00eb gjith\u00eb bizneset vendase apo europiane, duke zbatuar rregullat e prokurimit publik dhe konkurrenc\u00ebs. Po k\u00ebshtu, nevojiten politika dhe veprime q\u00eb krijojn\u00eb besimin e vendeve an\u00ebtare p\u00ebr sa i takon zhbllokimit t\u00eb fondeve t\u00eb BE-s\u00eb n\u00eb fush\u00ebn e bujq\u00ebsis\u00eb dhe teknologjis\u00eb, si pasoj\u00eb e shkeljeve t\u00eb pretenduara dhe hetimeve t\u00eb nd\u00ebrmarra nga institucionet europiane dhe shqiptare. Me fjal\u00eb t\u00eb tjera, \u00e7do para q\u00eb del nga buxheti i shtetit apo euro q\u00eb vjen nga buxheti i BE-s\u00eb dhe q\u00eb prokurohet duhet t\u2019i n\u00ebnshtrohet t\u00eb nj\u00ebjt\u00ebs logjik\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shkurt, pa sundim t\u00eb s\u00eb drejt\u00ebs, demokraci dhe mir\u00ebqeverisje as q\u00eb mund t\u00eb imagjinohet pjes\u00ebmarrja n\u00eb tregun e brendsh\u00ebm t\u00eb BE-s\u00eb, rritja e fuqis\u00eb prodhuese, eksportuese dhe as g\u00ebzimi i p\u00ebrfitimeve q\u00eb vijn\u00eb prej k\u00ebsaj pjes\u00ebmarrjeje.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nism\u00ebtar\u00ebt b\u00ebjn\u00eb t\u00eb qart\u00eb se nuk po k\u00ebrkojn\u00eb integrim institucional n\u00eb BE. Pra, nuk e konsiderojn\u00eb pjes\u00ebmarrjen n\u00eb tregun e brendsh\u00ebm si nj\u00eb etap\u00eb t\u00eb nd\u00ebrmjetme drejt an\u00ebtar\u00ebsimit n\u00eb BE. Austria, Suedia dhe Finlanda fillimisht u b\u00ebn\u00eb pjes\u00eb e tregut t\u00eb brendsh\u00ebm t\u00eb BE-s\u00eb dhe m\u00eb pas u pranuan n\u00eb BE. N\u00eb rast se qytetar\u00ebt do t\u00eb p\u00ebrgjigjen pozitivisht, at\u00ebher\u00eb Islanda do t\u00eb jet\u00eb vendi i 28-t\u00eb i BE-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pjes\u00ebmarrja n\u00eb institucionet e BE-s\u00eb \u00ebsht\u00eb nj\u00eb element p\u00ebrb\u00ebr\u00ebs i procesit t\u00eb an\u00ebtar\u00ebsimit dhe pa t\u00eb an\u00ebtar\u00ebsimi nuk ekziston. Sado q\u00eb q\u00ebllimi i nism\u00ebs mund t\u00eb jet\u00eb p\u00ebr t\u00eb hapur vet\u00ebm der\u00ebn e tregut t\u00eb brendsh\u00ebm t\u00eb BE-s\u00eb, duke njohur v\u00ebshtir\u00ebsit\u00eb e hapjes s\u00eb der\u00ebs s\u00eb madhe t\u00eb BE-s\u00eb, ambicia jon\u00eb nuk mund t\u00eb p\u00ebrfundoj\u00eb k\u00ebtu. Aq m\u00eb tep\u00ebr q\u00eb BE-ja \u00ebsht\u00eb treguar bujare me Shqip\u00ebrin\u00eb, duke na dh\u00ebn\u00eb mund\u00ebsin\u00eb p\u00ebr t\u00eb hapur me nj\u00eb shpejt\u00ebsi t\u00eb paprecedent\u00eb t\u00eb gjith\u00eb grup-kapitujt, dhe duke pritur prej nesh p\u00ebrmbushjen e kritereve q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me mbylljen e tyre p\u00ebr an\u00ebtar\u00ebsimin n\u00eb BE.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nuk duhet t\u00eb harrojm\u00eb se n\u00eb mjedisin e tanish\u00ebm gjeopolitik BE-ja udh\u00ebhiqet jo vet\u00ebm nga logjika e tregtis\u00eb, por edhe nga logjika e siguris\u00eb dhe madje e mbrojtjes s\u00eb integritetit t\u00eb tregut t\u00eb vet. Prandaj, investimet gjithashtu shikohen n\u00ebn prizmin e siguris\u00eb. \u00cbsht\u00eb kjo arsyeja pse BE-ja ka miratuar rregullore mbi shqyrtimin e investimeve t\u00eb huaja direkte. K\u00ebto elemente pasqyrohen edhe n\u00eb procesin e bisedimeve p\u00ebr an\u00ebtar\u00ebsim p\u00ebr t\u00eb vler\u00ebsuar se kush po investon, ku po investohet dhe kush kontrollon sektor\u00ebt ky\u00e7 t\u00eb tilla si: energjia, infrastruktura, telekomunikacioni, t\u00eb dh\u00ebnat dhe teknologjit\u00eb e p\u00ebrparuara.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">ILUZIONI I SCHENGEN-it<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Eksperienca e vendeve me t\u00eb shkuar t\u00eb ngjashme me at\u00eb t\u00eb Shqip\u00ebris\u00eb dhe Serbis\u00eb tregon se vendet fillimisht jan\u00eb b\u00ebr\u00eb pjes\u00eb e BE-s\u00eb, dhe m\u00eb pas pjes\u00eb e zon\u00ebs Schengen. E kund\u00ebrta e asaj q\u00eb propozohet n\u00eb nism\u00ebn e p\u00ebrbashk\u00ebt t\u00eb Kryeministrit t\u00eb Shqip\u00ebris\u00eb dhe Presidentit t\u00eb Serbis\u00eb, ku k\u00ebrkohet pjes\u00ebmarrja n\u00eb Schengen pa qen\u00eb pjes\u00eb e BE-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vendeve q\u00eb u an\u00ebtar\u00ebsuan n\u00eb BE n\u00eb vitin 2004 dhe q\u00eb vendosen t\u00eb b\u00ebhen pjes\u00eb e Schengen-it iu desh\u00ebn edhe kat\u00ebr vjet pas an\u00ebtar\u00ebsimit n\u00eb BE p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb e Schengen-it. Kroacis\u00eb, e cila u b\u00eb pjes\u00eb e BE-s\u00eb n\u00eb vitin 2013, iu desh\u00ebn edhe dhjet\u00eb vjet t\u00eb tjera p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb e Schengen-it. Nd\u00ebrsa Bullgaris\u00eb dhe Rumanis\u00eb q\u00eb u an\u00ebtar\u00ebsuan n\u00eb BE n\u00eb vitin 2007 iu desh\u00ebn plot tet\u00ebmb\u00ebdhjet\u00eb vjet p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb e Schengen-it. Pjes\u00ebtar\u00ebt e Schengen-it q\u00eb nuk jan\u00eb an\u00ebtar\u00eb t\u00eb BE-s\u00eb jan\u00eb Zvicra, Norvegjia, Islanda dhe Lihtenshtajni. Standardi i lart\u00eb i t\u00eb cil\u00ebve, i pakrahasuesh\u00ebm me at\u00eb t\u00eb Shqip\u00ebris\u00eb dhe Serbis\u00eb, nuk ka nevoj\u00eb p\u00ebr komente t\u00eb m\u00ebtejshme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Faktet e sip\u00ebrp\u00ebrmendura flasin vet\u00eb. P\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb e Schengen-it, k\u00ebrkesat jan\u00eb edhe m\u00eb t\u00eb rrepta sesa an\u00ebtar\u00ebsimi n\u00eb tregun e brendsh\u00ebm apo an\u00ebtar\u00ebsimi n\u00eb BE, sepse k\u00ebrkohet besim i plot\u00eb n\u00eb institucionet e shtetit q\u00eb po an\u00ebtar\u00ebsohet, luft\u00eb pa kompromis ndaj korrupsionit dhe krimit t\u00eb organizuar, bashk\u00ebpunim i plot\u00eb n\u00eb fush\u00ebn policore dhe gjyq\u00ebsore, si dhe harmonizim i plot\u00eb me politikat e BE-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Para s\u00eb gjithash, ky bashk\u00ebpunimin n\u00ebnkupton veprimin mbi urdh\u00ebr-arrestet europiane n\u00eb m\u00ebnyr\u00eb q\u00eb vendi q\u00eb aderon n\u00eb Schengen t\u00eb mos b\u00ebhet nj\u00eb &#8220;streh\u00eb e sigurt&#8221; p\u00ebr individ\u00ebt apo grupet e strukturuara kriminale q\u00eb i shmangen drejt\u00ebsis\u00eb.
