Disa dit\u00eb pas socialist\u00ebve, edhe PD duket se ka avancuar me propozimet fillestare p\u00ebr ndarjen e re t\u00eb territorit, me kryefjal\u00eb m\u00eb shum\u00eb bashki, rikthimin e komunave n\u00eb zonat malore dhe ndarjen e vendit n\u00eb jo m\u00eb shum\u00eb se 8 rajone, q\u00eb do t\u00eb z\u00ebvend\u00ebsonin 12 qarqet aktuale.<\/span><\/p>\n

N\u00eb nj\u00eb tryez\u00eb q\u00eb b\u00ebri bashk\u00eb drejtuesit e PD, p\u00ebrfaq\u00ebsuesit e saj n\u00eb Komisionin e Reform\u00ebs Territoriale, kryetar\u00eb bashkish dhe ekspert\u00eb, Sali Berisha tha se rajonet jan\u00eb ndarja m\u00eb e pranueshme n\u00eb t\u00eb gjith\u00eb Europ\u00ebn.<\/span><\/p>\n

Zgjidha jon\u00eb rikonceptim i sh\u00ebrbimeve pran\u00eb qytetar\u00ebve, rritje llogaridh\u00ebnie, forcon demokracin\u00eb vendore, nuk krijon kosto shtes\u00eb n\u00ebse shoq\u00ebrohet me shp\u00ebrndarje funksionesh. Opsioni un\u00eb konsiston edhe n\u00eb rritjen e numrit t\u00eb bashkive me rolin e rajoneve ose qarqeve, p\u00ebr t\u00eb shkuar t\u00eb decentralizimi real, bashki t\u00eb shtuara plus rajone, numri \u00ebsht\u00eb deri n\u00eb 8 rajone, ose me qarqet aktuale me funksione t\u00eb qarta dhe t\u00eb p\u00ebrcaktuara. Disa dit\u00eb m\u00eb par\u00eb edhe PS propozoi 4 variante fillestare mbi t\u00eb cilat duhet t\u00eb punohet p\u00ebr ndarjen e re territoriale.<\/span><\/p>\n

Sipas variantit t\u00eb par\u00eb, bashkit\u00eb e vogla bashkohen me ato m\u00eb t\u00eb m\u00ebdha fqinje, nd\u00ebrsa qarqet mbeten si nivel koordinues.<\/span><\/p>\n

N\u00eb skenarin e dyt\u00eb at\u00eb t\u00eb Dencentralizimit, propozohet krijimi i bashkive t\u00eb m\u00ebdha n\u00eb nivel t\u00eb ish-rretheve.\u00a0 Skenari i tret\u00eb parashikon forcimin e qarkut me zgjedhje t\u00eb drejtp\u00ebrdrejt\u00eb, ku ruhen bashkit\u00eb ekzistuese ruhen dhe qarku b\u00ebhet nivel ekzekutiv m\u00eb i fort\u00eb.<\/span><\/p>\n
