Nafta po tregtohet aktualisht rreth 200 lek\u00eb p\u00ebr lit\u00ebr, pas nisjes s\u00eb konfliktit n\u00eb Lindjen e Mesme, nga 170\u2013175 lek\u00eb q\u00eb ishte m\u00eb par\u00eb, nd\u00ebrsa n\u00eb bursat nd\u00ebrkomb\u00ebtare \u00e7mimi ka kaluar mbi 100 dollar\u00eb p\u00ebr fu\u00e7i. N\u00ebse kriza vijon, pritet q\u00eb \u00e7mimet t\u00eb rriten m\u00eb tej.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb nj\u00eb propozim t\u00eb detajuar, aktor\u00ebt e tregut sugjerojn\u00eb q\u00eb taksa aktuale prej rreth 32.4 lek\u00eb p\u00ebr lit\u00ebr t\u00eb hiqet nga karburanti dhe t\u00eb z\u00ebvend\u00ebsohet me nj\u00eb tarif\u00eb vjetore t\u00eb drejtp\u00ebrdrejt\u00eb mbi automjetet, e diferencuar sipas kategorive dhe ndikimit n\u00eb infrastruktur\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas dokumentit, Shqip\u00ebria konsumon rreth 730 milion\u00eb litra karburant n\u00eb vit, duke gjeneruar af\u00ebrsisht 23.6 miliard\u00eb lek\u00eb (rreth 246 milion\u00eb euro) t\u00eb ardhura nga kjo taks\u00eb. Importuesit propozojn\u00eb q\u00eb e nj\u00ebjta shum\u00eb t\u00eb mblidhet p\u00ebrmes nj\u00eb skeme t\u00eb re, ku \u00e7do automjet do t\u00eb paguante mesatarisht rreth 310 euro n\u00eb vit, me tarifa m\u00eb t\u00eb ul\u00ebta p\u00ebr mjetet e vogla dhe m\u00eb t\u00eb larta p\u00ebr kamion\u00ebt dhe autobus\u00ebt.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas p\u00ebrllogaritjeve orientuese, tarifa mesatare do t\u00eb ishte rreth 310 euro n\u00eb vit p\u00ebr mjet, me nj\u00eb struktur\u00eb t\u00eb diferencuar sipas kategorive:<\/span><\/p>\n<p><span style=\"color: #000000;\">rreth 40 euro n\u00eb vit p\u00ebr motor\u00ebt<\/span><\/p>\n<p><span style=\"color: #000000;\">rreth 150 euro p\u00ebr automjetet e vogla<\/span><\/p>\n<p><span style=\"color: #000000;\">rreth 200 euro p\u00ebr SUV dhe fuoristrada<\/span><\/p>\n<p><span style=\"color: #000000;\">mbi 500 euro p\u00ebr kamion\u00eb dhe autobus\u00eb<\/span><\/p>\n<p><span style=\"color: #000000;\">Ata argumentojn\u00eb se sistemi aktual krijon pabarazi fiskale, pasi taksa paguhet nj\u00ebsoj p\u00ebr \u00e7do lit\u00ebr karburanti, pavar\u00ebsisht nga lloji i mjetit apo d\u00ebmi q\u00eb ai shkakton n\u00eb rrug\u00eb. Nj\u00eb model i ri do t\u00eb zhvendoste barr\u00ebn drejt mjeteve m\u00eb t\u00eb r\u00ebnda dhe ndot\u00ebse, duke e b\u00ebr\u00eb sistemin m\u00eb t\u00eb drejt\u00eb dhe m\u00eb t\u00eb krahasuesh\u00ebm me praktikat n\u00eb vendet e Bashkimit Europian.<\/span><\/p>\n<p><span style=\"color: #000000;\">Propozimi parashikon nj\u00eb s\u00ebr\u00eb efektesh zinxhir n\u00eb ekonomi. Ulja e \u00e7mimit t\u00eb karburantit pritet t\u00eb rris\u00eb konkurrueshm\u00ebrin\u00eb rajonale dhe t\u00eb ul\u00eb kostot e transportit, duke reflektuar n\u00eb \u00e7mime m\u00eb t\u00eb ul\u00ebta p\u00ebr mallrat dhe sh\u00ebrbimet. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, rritja e konsumit mund t\u00eb kompensoj\u00eb pjes\u00ebrisht t\u00eb ardhurat p\u00ebrmes TVSH-s\u00eb dhe tatim-fitimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb tjet\u00ebr element ky\u00e7 \u00ebsht\u00eb p\u00ebrfshirja e automjeteve elektrike n\u00eb baz\u00ebn e taksimit, t\u00eb cilat aktualisht nuk kontribuojn\u00eb p\u00ebrmes karburantit, por po shtohen me ritme t\u00eb shpejta n\u00eb treg.
