Pavar\u00ebsisht se nj\u00eb pjes\u00eb e mir\u00eb e rekomandimeve jan\u00eb pranuar vet\u00ebm nj\u00eb pjes\u00eb e vog\u00ebl e tyre jan\u00eb zbatuar sipas KLSH.<\/span><\/p>\n<p><span style=\"color: #000000;\">Konkretisht t\u00eb audituara ishin Drejtorit\u00eb Vendore t\u00eb Agjencis\u00eb Shtet\u00ebrore t\u00eb Kadastr\u00ebs, Tirana Jug, Tirana Veri, Tirana Rurale I, Tirana Rurale II, Kam\u00ebz \u2013 Vor\u00eb, Shkod\u00ebr, Durr\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">KLSH konstaton se k\u00ebto t\u00eb fundit lidhur me detyrimin ligjor t\u00eb subjekteve t\u00eb audituara p\u00ebr t\u00eb raportuar n\u00eb KLSH rreth hartimit t\u00eb programit t\u00eb tyre p\u00ebr t\u00eb zbatuar rekomandimet e l\u00ebna, brenda afatit 20 ditor ka rezultuar asnj\u00eb prej tyre nuk ka kthyer p\u00ebrgjigje brenda afatit 20 ditor. Po k\u00ebshtu asnj\u00eb prej tyre nuk ka kthyer p\u00ebrgjigje sa i takon ecuris\u00eb s\u00eb zbatimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cReferuar auditimeve t\u00eb p\u00ebrputhshm\u00ebris\u00eb n\u00eb k\u00ebto subjekte, jan\u00eb rekomanduar gjithsej 359 masa (Tirana Jug: 47; Tirana Veri: 49; Tirana Rurale I: 52: Tirana Rurale II: 78; Kam\u00ebz-Vor\u00eb: 50; Shkod\u00ebr: 42; Durr\u00ebs: 41). Referuar auditimeve tematik p\u00ebr zbatimin e rekomandimeve n\u00eb k\u00ebto subjekte (p\u00ebrve\u00e7 DV ASHK Kam\u00ebz \u2013 Vor\u00eb, p\u00ebr t\u00eb cil\u00ebn nuk \u00ebsht\u00eb kryer auditim i m\u00ebparsh\u00ebm p\u00ebr zbatimin e rekomandimeve), \u00ebsht\u00eb konstatuar se jan\u00eb pranuar gjithsej 303 nga 309 rekomandime ose 98%.<\/span><\/p>\n<p><span style=\"color: #000000;\">Zbatueshm\u00ebria e rekomandimeve t\u00eb l\u00ebna nga KLSH n\u00eb k\u00ebto subjekte ka qen\u00eb: 66 rekomandime t\u00eb zbatuara ose 21.3%; 29 rekomandime n\u00eb proces zbatimi ose 9.4%; 21 rekomandime n\u00eb proces zbatimi ose 6.8%; 193 rekomandime t\u00eb pazbatuar ose 62.5%\u201d thuhet n\u00eb raportin e fundit t\u00eb KLSH.<\/span><\/p>\n<p><span style=\"color: #000000;\">KLSh n\u00ebnvizon se \u00ebsht\u00eb rik\u00ebrkuar zbatimi i 300 rekomandimeve (n\u00eb k\u00ebt\u00eb vler\u00eb jan\u00eb p\u00ebrfshir\u00eb dhe rekomandimet e l\u00ebna nga KLSH gjat\u00eb auditimit t\u00eb p\u00ebrputhshm\u00ebris\u00eb n\u00eb DV ASHK Kam\u00ebz \u2013 Vor\u00eb). Sipas llojit t\u00eb masave dhe statusit t\u00eb zbatimit t\u00eb rekomandimeve, \u00ebsht\u00eb konstatuar se: Masa p\u00ebr p\u00ebrmir\u00ebsime \/ ndryshime legjislacioni: Jan\u00eb rekomanduar dy masa, t\u00eb cilat jan\u00eb pranuar, por nuk jan\u00eb zbatuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Masa organizative: Nga 135 masa t\u00eb rekomanduara, t\u00eb cilat jan\u00eb pranuar t\u00eb gjitha, jan\u00ebz batuar 25 masa ose 18.5%, jan\u00eb zbatuar pjes\u00ebrisht 20 masa ose 14.8%, jan\u00eb n\u00eb proces zbatimi 13 masa ose 9.6%, nd\u00ebrsa 77 masa ose 57.1% nuk jan\u00eb zbatuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Masa p\u00ebr p\u00ebrdorimin e fondeve me efektivitet, efikasitet dhe ekonomicitet: Nga 21 masa t\u00eb rekomanduara, t\u00eb cilat jan\u00eb pranuar t\u00eb gjitha, \u00ebsht\u00eb zbatuar 1 mas\u00eb ose 4.7%, 4 masa jan\u00eb zbatuar pjes\u00ebrisht ose 19%, 16 masa nuk jan\u00eb zbatuar ose 76.3%; Masa disiplinore: Nga 142 masa t\u00eb rekomanduara, t\u00eb cilat jan\u00eb pranuar t\u00eb gjitha, \u00ebsht\u00eb zbatuar 1 mas\u00eb ose 0.7%, nd\u00ebrsa 141 masa ose 99.3% nuk jan\u00eb zbatuar.<a href=\"https:\/\/monitor.al\/rekomandimet-e-klsh-per-kadastren-bien-ne-vesh-te-shurdher-shumica-pranohen-por-nuk-zbatohen\/\"><span style=\"color: #0000ff;\"><strong>\/Monitor<\/strong><\/span><\/a><\/span><\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"<p>Kontrolli i Lart\u00eb i Shtetit (KLSH) i \u00ebsht\u00eb rikthyer edhe nj\u00eb her\u00eb zbatimit t\u00eb rekomandimeve t\u00eb l\u00ebna p\u00ebr shtat\u00eb drejtori vendore t\u00eb Agjencis\u00eb Shtet\u00ebrore t\u00eb Kadastr\u00ebs.
