N\u00eb fillim t\u00eb muajit gusht t\u00eb vitit 2023 p\u00ebr Tiran\u00ebn nis\u00ebn t\u00eb zbatoheshin \u00e7mimet e reja t\u00eb referenc\u00ebs. N\u00eb Tiran\u00eb ndryshe nga rrethet \u00e7mimet e referenc\u00ebs jan\u00eb t\u00eb ndara n\u00eb 32 zona kadastrale. Edhe p\u00ebr rivler\u00ebsimin se n\u00ebse procesi kryhet p\u00ebrmes ASHK p\u00ebrdoren \u00e7mimet e referenc\u00ebs t\u00eb vitit 2023, t\u00eb p\u00ebrafruara me vlerat e tregut.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa \u00e7mimet e referenc\u00ebs p\u00ebr 60 rrethet t\u00eb miratuara n\u00eb 2016 ende ka vet\u00ebm nj\u00eb \u00e7mim, pa n\u00ebnndarje zonash dhe pa reflektime t\u00eb vlerave aktuale t\u00eb shitblerjes s\u00eb pronave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga Ministria e Financave, nd\u00ebrkoh\u00eb \u00ebsht\u00eb propozuar nj\u00eb hart\u00eb e re \u00e7mimesh p\u00ebr rrethet me rritje deri 200% (rritja m\u00eb e lart\u00eb n\u00eb zon\u00ebn pran\u00eb portit t\u00eb Durr\u00ebsit), por q\u00eb nuk ka gjetur miratim ende nga K\u00ebshilli i Ministrave. Pra n\u00ebse nj\u00eb qytetar q\u00eb ka nj\u00eb pron\u00eb n\u00eb k\u00ebt\u00eb zon\u00eb ku vler\u00ebsohet se ka rritje t\u00eb vler\u00ebs deri 200% n\u00eb raport me vitin 2016, n\u00ebse e shet dhe k\u00ebrkon t\u00eb p\u00ebrfitoj\u00eb nga tatimi 5% n\u00ebp\u00ebrmjet rivler\u00ebsimit, \u00e7mimi i llogaritur nga referencat do t\u00eb jet\u00eb 75 mij\u00eb lek\u00eb p\u00ebr met\u00ebr katror.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrve\u00e7 shitblerjes, mbi \u00e7mimet e referenc\u00ebs, bashkit\u00eb llogarisin detyrimin p\u00ebr taks\u00ebn e nd\u00ebrtes\u00ebs dhe taks\u00ebs s\u00eb ndikimit n\u00eb infrastruktur\u00eb. Rritja e tyre ngarkon me kosto shtes\u00eb si qytetar\u00ebt ashtu edhe nd\u00ebrtuesit e projekteve t\u00eb reja.<\/span><\/p>\n<p><span style=\"color: #000000;\">Por burime zyrtare nga Ministria e Financave sqaruan se \u00e7mimet e reja t\u00eb referenc\u00ebs n\u00eb rrethe ende nuk jan\u00eb miratuar, pasi po plot\u00ebsohen s\u00ebrish me t\u00eb dh\u00ebna t\u00eb reja.<\/span><\/p>\n<p><span style=\"color: #000000;\">Me projektvendimin e ri rrethet ndaheshin n\u00eb 176 zona kadastrale nga 62 zona q\u00eb jan\u00eb aktualisht (nga nj\u00eb zon\u00eb p\u00ebr secilin qytet), duke p\u00ebrfshir\u00eb ehe p\u00ebr her\u00eb t\u00eb \u00e7mimet si zona m\u00eb vete edhe fshatrat. P\u00ebr k\u00ebt\u00eb t\u00eb fundit aktualisht p\u00ebrdorej \u00e7mimi i qytetit por i reduktuar 35%.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr shembull, aktualisht \u00e7mimi i referenc\u00ebs p\u00ebr qytetin e Durr\u00ebsit \u00ebsht\u00eb 67 500 lek\u00eb p\u00ebr met\u00ebr katror. N\u00eb projektvendimin e ri t\u00eb publikuar te konsultimit publike n\u00eb korrik 2025 \u00ebsht\u00eb propozuar q\u00eb Durr\u00ebsi t\u00eb ndahet n\u00eb 13 zona kadastrale p\u00ebr \u00e7mimet e referenc\u00ebs, me vlera q\u00eb variojn\u00eb nga 45 mij\u00eb lek\u00eb deri n\u00eb 200 mij\u00eb lek\u00eb p\u00ebr met\u00ebr katror (\u00e7mimi 200 mij\u00eb lek\u00eb \u00ebsht\u00eb p\u00ebr zon\u00ebn e Portit ku po nd\u00ebrtohet projekti \u201cDurr\u00ebs Yahts Marina\u201d).<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Durr\u00ebs zona kadastrale m\u00eb vet\u00eb jan\u00eb propozuar edhe vija e par\u00eb e nd\u00ebrtimit n\u00eb fshtrat e Gjirin t\u00eb Lalzit dhe Hamallaj me vler\u00eb 190 mij\u00eb lek\u00eb p\u00ebr met\u00ebr katror. P\u00ebr fshatrat e Himar\u00ebs, si Dh\u00ebrmi dhe Palas\u00eb jan\u00eb propozuar referenca me vler\u00eb 140 mij\u00eb lek\u00eb\/m2. N\u00eb fshatin Vuno \u00e7mimi i referenc\u00ebs do t\u00eb jet\u00eb 100 mij\u00eb lek\u00eb dhe n\u00eb Livadh 81 mij\u00eb lek\u00eb\/m2.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Sarand\u00eb fshati m\u00eb i shtrenjt\u00eb do jet\u00eb Ksamili, \u00e7mimet e referenc\u00ebs do t\u00eb jen\u00eb 100 mij\u00eb lek\u00eb\/m2. N\u00eb Vlor\u00eb, \u00e7mimet e referenc\u00ebs p\u00ebr vij\u00ebn bregdetare t\u00eb fshatrave Radhim\u00eb dhe Orikum do t\u00eb jen\u00eb 90 mij\u00eb lek\u00eb\/m2 q\u00eb p\u00ebrb\u00ebjn\u00eb dhe zonat m\u00eb t\u00eb shtrenjta rurale t\u00eb bashkis\u00eb Vlor\u00eb. N\u00eb Velipoj\u00eb \u00e7mimi i referenc\u00ebs do t\u00eb jet\u00eb 75 mij\u00eb lek\u00eb p\u00ebr met\u00ebr katror dhe n\u00eb Tale t\u00eb Lezh\u00ebs 70 mij\u00eb lek\u00eb p\u00ebr met\u00ebr katror.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Por si e llogarit \u00e7mimin e tregut eksperti i licensuar; Sa variojn\u00eb tarifat p\u00ebr sh\u00ebrbimin n\u00eb rrethe<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb platform\u00ebn e-Albania, p\u00ebr t\u00eb pranuar aplikimin e qytetarit p\u00ebr rivler\u00ebsim t\u00eb pasuris\u00eb, duhet t\u00eb ngarkohet nj\u00eb Raport Vler\u00ebsimi i p\u00ebrgatitur nga nj\u00eb ekspert i licencuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cN\u00eb rast se individi zgjedh rivler\u00ebsimin e pasuris\u00eb nga nj\u00eb ekspert i licencuar, baza e tatueshme, llogaritet si diferenc\u00eb nd\u00ebrmjet vler\u00ebs s\u00eb pasqyruar n\u00eb aktin e vler\u00ebsimit t\u00eb pasuris\u00eb dhe vler\u00ebs s\u00eb zbritshme. N\u00eb \u00e7do rast, vlera e pasqyruar n\u00eb aktin e vler\u00ebsimit t\u00eb pasuris\u00eb nga eksperti i licencuar nuk mund t\u00eb jet\u00eb m\u00eb e vog\u00ebl se \u00e7mimi minimal fiskal\u201d, theksohet n\u00eb udh\u00ebzimin e miratuar nga Ministria e Financave p\u00ebr zbatimin e procesit t\u00eb rivler\u00ebsimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Por si p\u00ebrcaktohet vlera e pron\u00ebs nga nj\u00eb ekspert i licencuar.
