Irlanda, si kryesuese e presidenc\u00ebs s\u00eb BE-s\u00eb, kishte pranuar me nj\u00eb empati t\u00eb theksuar k\u00ebt\u00eb vendim ambicioz t\u00eb nj\u00eb shteti t\u00eb vog\u00ebl t\u00eb Ballkanit problematik. <\/span><\/p>\n<p><span style=\"color: #000000;\">Tri vite m\u00eb par\u00eb Maqedonia e Veriut doli nga nj\u00eb konflikt i armatosur, q\u00eb p\u00ebrfundoi me Marr\u00ebveshjen e Ohrit, nd\u00ebrsa vet\u00ebm nj\u00eb muaj m\u00eb her\u00ebt kishte p\u00ebrjetuar nj\u00eb tragjedi t\u00eb papar\u00eb: presidenti i shtetit, Boris Trajkovski, kishte humbur jet\u00ebn gjat\u00eb rr\u00ebzimit t\u00eb aeroplanit t\u00eb tij n\u00eb hap\u00ebsir\u00ebn ajrore t\u00eb Bosnj\u00eb e Hercegovin\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Duke par\u00eb k\u00ebt\u00eb frym\u00eb pozitive n\u00eb BE, C\u00ebrvenkovski nuk kishte dyshim se vendi do t\u00eb merrte statusin kandidat. Duke qen\u00eb tashm\u00eb figura kryesore unifikuese n\u00eb shtet, C\u00ebrvenkovski shpalli kandidatur\u00ebn p\u00ebr president t\u00eb shtetit, duke shfaqur ambicie p\u00ebr t\u00eb kaluar nga kryeministria n\u00eb presidenc\u00eb. <\/span><\/p>\n<p><span style=\"color: #000000;\">Ai ishte i vet\u00ebdijsh\u00ebm se p\u00ebr t\u00eb fituar zgjedhjet do t\u00eb duhet t\u00eb merrte votat edhe t\u00eb shqiptar\u00ebve etnik\u00eb, t\u00eb cil\u00ebt p\u00ebrb\u00ebjn\u00eb gati nj\u00eb t\u00eb tret\u00ebn e popullsis\u00eb s\u00eb vendit. Aq m\u00eb tep\u00ebr q\u00eb kur nj\u00eb president zgjidhet duhet ta ken\u00eb votuar m\u00eb shum\u00eb se gjysma e votuesve t\u00eb regjistruar, nj\u00eb prag q\u00eb shpesh ka qen\u00eb problematik p\u00ebr t\u2019u arritur. <\/span><\/p>\n<p><span style=\"color: #000000;\">C\u00ebrvenkovski e dinte se nj\u00eb shumic\u00eb e madhe e shqiptar\u00ebve etnik e p\u00ebrkrahnin fuqish\u00ebm integrimin n\u00eb BE, andaj atyre iu drejtua me nj\u00eb premtim shum\u00eb konkret: \u201cN\u00ebse fitoj un\u00eb, shqiptar\u00ebt e Maqedonis\u00eb s\u00eb Veriut do t\u00eb jen\u00eb shqiptar\u00ebt e par\u00eb nga Ballkani q\u00eb do t\u00eb b\u00ebhen pjes\u00eb e BE-s\u00eb\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Veteranit t\u00eb gazetaris\u00eb maqedonase, Zoran Ivanov, i kujtohet mjaft mir\u00eb ai moment i para 22 viteve. \u201cPo, ajo q\u00eb presidenti i at\u00ebhersh\u00ebm deklaroi p\u00ebr shqiptar\u00ebt e Maqedonis\u00eb si grupi i par\u00eb, kushtimisht th\u00ebn\u00eb, q\u00eb do t\u00eb hyj\u00eb n\u00eb BE, n\u00ebse m\u00eb kujtohet mir\u00eb, ishte me q\u00ebllime parazgjedhore p\u00ebr t\u00eb fituar simpati edhe tek votuesit shqiptar\u00eb n\u00eb Maqedoni\u201d, thot\u00eb Ivanovi, i cili n\u00eb at\u00eb periudh\u00eb ishte shef i komunikimit me mediat n\u00eb kabinetin e C\u00ebrvenkovskit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ishte koha kur Mali i Zi ishte pjes\u00eb e federat\u00ebs me Serbin\u00eb, si mbetje nga shp\u00ebrb\u00ebrja e ish-Jugosllavis\u00eb, Kosova nuk kishte shpallur ende shtet, kurse Shqip\u00ebria dhe Bosnja e Hercegovina ishin larg statusit t\u00eb vendit kandidat p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE. Maqedonia e Veriut dhe Kroacia ishin n\u00eb krye t\u00eb procesit t\u00eb integrimit, nd\u00ebrkoh\u00eb q\u00eb ishte n\u00eb nj\u00eb grup p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb edhe t\u00eb NATO-s.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">VETOT NDAJ SHKUPIT DHE NDARJA NGA TIRANA<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">C\u00ebrvenkovski fitoi zgjedhjet, por n\u00eb vitin 2008 u p\u00ebrball me veton e Greqis\u00eb, e cila kusht\u00ebzoi vazhdimin e procesit integrues euroatlantik t\u00eb Shkupit me ndryshimin e emrit. Ky problem u zgjodh n\u00eb vitin 2018, kur u n\u00ebnshkrua Marr\u00ebveshja e Presp\u00ebs me t\u00eb cil\u00ebn vendi u riem\u00ebrua nga \u201cMaqedoni\u201d n\u00eb \u201cMaqedoni e Veriut\u201d. <\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb, kjo nuk ishte pengesa e fundit. N\u00eb vitin 2019 Franca kusht\u00ebzoi zgjerimin e BE-s\u00eb me metodologjin\u00eb e re t\u00eb negociatave, kurse n\u00eb vitin 2020 Bullgaria k\u00ebrkoi zbatimin e menj\u00ebhersh\u00ebm t\u00eb Traktatit t\u00eb Fqinj\u00ebsis\u00eb s\u00eb Mir\u00eb, t\u00eb n\u00ebnshkruar n\u00eb vitin 2017. Ky kusht\u00ebzim p\u00ebrkoh\u00ebsisht u tejkalua me Propozimin Francez, i arkivuar si \u201cProtokolli 2\u201d n\u00eb ministrit\u00eb e jashtme n\u00eb Shkup dhe Sofje, nj\u00eb dokument i hartuar gjat\u00eb presidenc\u00ebs gjermane por i finalizuar gjat\u00eb asaj franceze n\u00eb vitin 2022. <\/span><\/p>\n<p><span style=\"color: #000000;\">Me k\u00ebt\u00eb dokument kompromisi, i aprovuar nga parlamentet e dy shteteve, Shkupit iu mund\u00ebsua t\u00eb ec\u00eb p\u00ebrpara n\u00eb procesin e negociatave, por me kusht q\u00eb n\u00eb faz\u00ebn e par\u00eb t\u00eb miratoj\u00eb ndryshimet kushtetuese p\u00ebr p\u00ebrfshirjen e bullgar\u00ebve etnik\u00eb n\u00eb preambul\u00ebn e saj. Pasi n\u00eb Parlamentin e Maqedonis\u00eb s\u00eb Veriut nuk u sigurua shumic\u00eb e dyfisht\u00eb p\u00ebr p\u00ebrmbushjen e k\u00ebtij obligimi, vendi ende nuk ka hapur negociatat.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shqip\u00ebria, e cila deri n\u00eb vitin 2024 ishte pjes\u00eb e grupit me Maqedonin\u00eb e Veriut, u shk\u00ebput dhe vazhdoi p\u00ebrpara, nj\u00eb moment q\u00eb hapi shum\u00eb debate n\u00eb Shkup.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKjo ndarje \u00ebsht\u00eb ekskluzivisht e natyr\u00ebs politike, p\u00ebrkat\u00ebsisht p\u00ebr shkak t\u00eb k\u00ebrkes\u00ebs bullgare p\u00ebr ndryshimin e Kushtetut\u00ebs\u201d,<\/em> thot\u00eb Dragan Tilev, ish-sekretar shtet\u00ebror n\u00eb Ministrin\u00eb p\u00ebr \u00c7\u00ebshtje Evropiane n\u00eb Shkup dhe nj\u00ebri nga ekspert\u00ebt m\u00eb t\u00eb njohur t\u00eb procesit euro-integrues. <em>\u201cFakt \u00ebsht\u00eb se kjo k\u00ebrkes\u00eb ka karakter bilateral, q\u00eb buron nga Protokolli 2, ku p\u00ebr her\u00eb t\u00eb par\u00eb p\u00ebrmendet hapja e Kushtetut\u00ebs dhe p\u00ebrfshirja e komunitetit bullgar n\u00eb preambul\u00ebn ton\u00eb\u201d.<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">Me transferimin e Protokollit 2 n\u00eb konkluzionet e K\u00ebshillit t\u00eb BE-s\u00eb dhe n\u00eb Korniz\u00ebs Negociuese m\u00eb 18 qershor 2022, ai problem bilateral, sipas Tilev, u transformua n\u00eb kusht evropian. Nga ky moment ky dokument i karakterit nd\u00ebrshtet\u00ebror u b\u00eb kusht evropian dhe p\u00ebrb\u00ebn nj\u00eb \u201cbenchmark\u201d politik, i cili derisa t\u00eb p\u00ebrmbushet nuk e lejon vendin t\u00eb ec\u00eb p\u00ebrpara me hapjen e Klasterit t\u00eb par\u00eb \u201cThemelet\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Drita Abdiu Halili ka qen\u00eb kryenegociatore e Maqedonis\u00eb s\u00eb Veriut me BE-n\u00eb deri n\u00eb vitin 2024. Ajo thot\u00eb se procesi i zgjerimit t\u00eb BE-s\u00eb ka qen\u00eb gjithmon\u00eb sa teknik, aq edhe politik. <\/span><\/p>\n<p><em><span style=\"color: #000000;\">\u201cKjo \u00ebsht\u00eb b\u00ebr\u00eb edhe m\u00eb e dukshme pas agresionit rus ndaj Ukrain\u00ebs, kur zgjerimi mori s\u00ebrish rolin ky\u00e7 si instrument strategjik i siguris\u00eb evropiane. N\u00eb k\u00ebt\u00eb kontekst t\u00eb ri gjeopolitik, BE e sheh zgjerimin si pjes\u00eb t\u00eb arkitektur\u00ebs s\u00eb saj t\u00eb stabilitetit, jo vet\u00ebm si proces administrativ harmonizimi ligjor\u201d.<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\">Por Tilev thot\u00eb se Shqip\u00ebria vazhdoi procesin m\u00eb tej dhe me nj\u00eb shpejt\u00ebsi t\u00eb paprecedent\u00eb deri m\u00eb tani, midis tjerash, edhe p\u00ebr shkak se nuk kishte nj\u00eb kusht\u00ebzim t\u00eb karakterit politik, si\u00e7 pati Maqedonia e Veriut. \u201cNe ishim t\u00eb lidhur si rajon, por me Shqip\u00ebrin\u00eb ishim m\u00eb af\u00ebr n\u00eb proces sepse i ndiqnim hapat paralelisht. <\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb ne ishim shum\u00eb m\u00eb p\u00ebrpara, por Shqip\u00ebria ishte m\u00eb e fokusuar n\u00eb proces dhe i p\u00ebrqendroi t\u00eb gjitha burimet n\u00eb t\u00eb. Edhe ne kishim nj\u00eb prioritet t\u00eb till\u00eb derisa Greqia e problematizoi procesin p\u00ebr \u00e7\u00ebshtjen e emrit, e m\u00eb pas edhe Bullgaria p\u00ebr \u00e7\u00ebshtjet historike.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">Dimitar Nikollovski, drejtor i think-tenkut \u201cEurothink\u201d me seli n\u00eb Shkup, pajtohet se bllokadat e jashtme jan\u00eb nj\u00eb faktor real dhe nuk mund t\u00eb relativizohen, sidomos sepse e zhvendosin procesin nga kriteret drejt \u00e7\u00ebshtjeve bilaterale. Por, thekson ai, \u201cn\u00ebse duam nj\u00eb analiz\u00eb t\u00eb ndershme, stagnimi nuk mund t\u00eb shpjegohet ekskluzivisht vet\u00ebm me bllokada\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gazetari Zoran Ivanov thot\u00eb se ekzistojn\u00eb dy faktor\u00eb madhor\u00eb pse vendi ka ngecur n\u00eb integrimet evropiane. I pari, sipas tij, jan\u00eb paqart\u00ebsit\u00eb historike me fqinj\u00ebt, para s\u00eb gjithash me Greqin\u00eb dhe me Bullgarin\u00eb. \u201cPolitikat e tyre ndaj vendit jo vet\u00ebm q\u00eb e ngadal\u00ebsuan, por n\u00eb periudha t\u00eb caktuara edhe e bllokuan l\u00ebvizjen eurointegruese t\u00eb Maqedonis\u00eb\u201d, shton ai. Dhe i dyti, thekson Ivanov, \u00ebsht\u00eb politika e brendshme maqedonase.<\/span><\/p>\n<p><span style=\"color: #000000;\"> <em>\u201cVe\u00e7an\u00ebrisht politika e theksuar populiste, madje edhe nacionaliste, e partis\u00eb q\u00eb \u00ebsht\u00eb n\u00eb pushtet edhe sot, VMRO-DPMNE\u201d.<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb fakt, Maqedonia e Veriut ecte bashk\u00eb me Shqip\u00ebrin\u00eb n\u00eb procesin e integrimit n\u00eb BE deri m\u00eb 19 qershor t\u00eb vitit 2022. Bashk\u00ebrisht mbajt\u00ebn konferenc\u00ebn e par\u00eb nd\u00ebrqeveritare, me \u00e7ka zyrtarisht i nis\u00ebn bashk\u00eb negociatat. Por dallimi q\u00ebndronte n\u00eb faktin se Shqip\u00ebria at\u00ebher\u00eb mbajti nj\u00eb konferenc\u00eb t\u00eb plot\u00eb nd\u00ebrqeveritare, nd\u00ebrsa Maqedonia e Veriut kishte nj\u00eb konferenc\u00eb politike nd\u00ebrqeveritare. <\/span><\/p>\n<p><span style=\"color: #000000;\">Edhe pse jo shum\u00eb i trajtuar n\u00eb opinionin maqedonas, dallimi ishte se konferenca politike nd\u00ebrqeveritare Shkup-Bruksel ishte vet\u00ebm nj\u00eb hapje politike e negociatave, e jo thelb\u00ebsore dhe e nj\u00ebmendt\u00eb si ajo me Shqip\u00ebrin\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKy ishte rezultat i kund\u00ebrshtimit bullgar, i cili n\u00eb at\u00eb koh\u00eb u t\u00ebrhoq p\u00ebr t\u00eb nisur negociatat, por me kusht q\u00eb t\u00eb b\u00ebheshin ndryshimet kushtetuese q\u00eb burojn\u00eb nga Protokolli i dyt\u00eb me Bullgarin\u00eb, i cili \u00ebsht\u00eb nj\u00eb korpus dokumentesh t\u00eb nd\u00ebrlidhura mes tyre\u201d<\/em>, kujton Tilev. Bullgaria, sipas tij, e shfryt\u00ebzoi at\u00eb moment p\u00ebr t\u00eb vendosur kushte, nd\u00ebrsa Komisioni Evropian gjeti formul\u00ebn e hapjes politike t\u00eb negociatave, e cila bazohet n\u00eb metodologjin\u00eb e re.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pas konferenc\u00ebs s\u00eb par\u00eb, Shqip\u00ebria dhe Maqedonia e Veriut filluan procesin e skriningut dhe shkuan s\u00eb bashku n\u00eb t\u00eb gjitha sesionet, t\u00eb filluara n\u00eb vitin 2022 dhe t\u00eb p\u00ebrfunduara n\u00eb vitin 2023.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ndarja ndodhi n\u00eb momentin kur, n\u00eb tetor t\u00eb vitit 2024, Shqip\u00ebria e hapi Klasterin e par\u00eb pasi p\u00ebrmbushi parakushtet, p\u00ebrkat\u00ebsisht p\u00ebrcaktuesit p\u00ebr hapjen e negociatave, si\u00e7 jan\u00eb udh\u00ebrr\u00ebfyesi p\u00ebr sundimin e ligjit dhe udh\u00ebrr\u00ebfyesi p\u00ebr reformat n\u00eb administrat\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cQ\u00eb nga ai moment, Shqip\u00ebria vazhdoi me shpejt\u00ebsi rrufeje\u201d<\/em>, thot\u00eb Tilev. <\/span><\/p>\n<p><em><span style=\"color: #000000;\">\u201cDuke shfryt\u00ebzuar aspektet pozitive t\u00eb metodologjis\u00eb s\u00eb re, e cila siguron dinamiz\u00ebm n\u00eb p\u00ebrparim, Shqip\u00ebria brenda 12 muajve arriti t\u00eb hap\u00eb t\u00eb gjasht\u00eb klaster\u00ebt, e me k\u00ebt\u00eb edhe t\u00eb gjitha 33 kapitujt\u201d.<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\">Ish-kryenegociatorja Abdiu Halili e sheh problemin n\u00eb Shkup. Ajo thot\u00eb se Korniza Negociuese, e miratuar n\u00eb vitin 2022, \u00ebsht\u00eb n\u00eb fuqi dhe BE-ja ka qen\u00eb e qart\u00eb se hapi i radh\u00ebs \u00ebsht\u00eb p\u00ebrmbushja e kushteve t\u00eb dakorduara, p\u00ebrfshir\u00eb edhe ndryshimet kushtetuese q\u00eb lidhen me hapjen e Klasterit \u201cThemelet\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em> \u201cN\u00eb k\u00ebt\u00eb kuptim procedural, veprimi duhet t\u00eb vij\u00eb nga Shkupi\u201d,<\/em> shton ajo.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky q\u00ebndrim \u00ebsht\u00eb rip\u00ebrs\u00ebritur vazhdimisht nga institucionet e BE-s\u00eb dhe u reflektua s\u00ebrish n\u00eb takimin e 19-t\u00eb t\u00eb Komitetit t\u00eb Stabilizim-Asociimit n\u00eb shkurt t\u00eb k\u00ebtij viti. Sipas njoftimit zyrtar, Komiteti theksoi r\u00ebnd\u00ebsin\u00eb q\u00eb Maqedonia e Veriut t\u00eb vazhdoj\u00eb t\u00eb ec\u00eb p\u00ebrpara n\u00eb procesin e an\u00ebtar\u00ebsimit dhe t\u00eb zbatoj\u00eb kushtet e p\u00ebrcaktuara. Duke qen\u00eb se ka hapur t\u00eb gjith\u00eb klaster\u00ebt, ajo tashm\u00eb punon mbi p\u00ebrmbushjen e piketave t\u00eb nd\u00ebrmjetme (interim benchmarks) dhe ka t\u00eb p\u00ebrcaktuara qart\u00eb edhe piketat p\u00ebrmbyll\u00ebse (closing benchmarks) p\u00ebr kapitujt p\u00ebrkat\u00ebs. <\/span><\/p>\n<p><span style=\"color: #000000;\">Kjo do t\u00eb thot\u00eb se procesi \u00ebsht\u00eb futur n\u00eb nj\u00eb faz\u00eb ku k\u00ebrkohet jo vet\u00ebm p\u00ebrafrim legjislativ, por prova konkrete zbatimi dhe p\u00ebrmbushje e plot\u00eb e detyrimeve p\u00ebrpara mbylljes s\u00eb kapitujve, dhe Shqip\u00ebria punon drejt k\u00ebsaj me shum\u00eb p\u00ebrkushtim\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb par\u00eb se ku realisht q\u00ebndron e v\u00ebrteta, n\u00eb baz\u00eb t\u00eb Ligjit p\u00ebr qasje t\u00eb lir\u00eb deri te informacioni i karakterit publik, k\u00ebrkuam t\u00eb gjitha dokumentet ku vler\u00ebsohet shkalla e p\u00ebrafrimit t\u00eb vendit me BE-n\u00eb. Megjithat\u00eb, ministrit\u00eb e Qeveris\u00eb s\u00eb Maqedonis\u00eb s\u00eb Veriut nuk pranuan t\u00eb p\u00ebrgjigjen.<\/span><\/p>\n<p><span style=\"color: #000000;\"> T\u00eb gjith\u00eb na orientuan q\u00eb informacionet t\u2019i k\u00ebrkojm\u00eb te Ministria e \u00c7\u00ebshtjeve Evropiane, e drejtuar nga ministri Bekim Sali, nj\u00eb funksionar i grupimit politik t\u00eb shqiptar\u00ebve etnik\u00eb n\u00eb pushtet VLEN. Nga kjo Ministri nuk mor\u00ebm p\u00ebrgjigje, por k\u00ebrkesa p\u00ebr qart\u00ebsim t\u00eb pyetjeve, nj\u00eb m\u00ebnyr\u00eb kjo q\u00eb institucionet e p\u00ebrdorin p\u00ebr t\u00eb mos u p\u00ebrgjigjur.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mediat dhe ekspert\u00ebt tashm\u00eb kan\u00eb nj\u00eb pasqyr\u00eb deri diku t\u00eb qart\u00eb, pasi kan\u00eb analizuar dokumentet publikisht t\u00eb qasshme, si raportin e skriningut, raportet vjetore t\u00eb Komisionit Evropian (KE) dhe Agjend\u00ebn e Reformave 2024-2027. Duke marr\u00eb parasysh ato dokumente, Nikollovski nga \u201cEurothink\u201d pajtohet se\u00a0 Maqedonia e Veriut ka nj\u00eb nivel relativisht t\u00eb lart\u00eb t\u00eb p\u00ebrgatitjes teknike n\u00eb disa pjes\u00eb t\u00eb acquis-it dhe nj\u00eb \u201cinerci\u201d t\u00eb gjat\u00eb administrative n\u00eb harmonizimin me BE-n\u00eb. <\/span><\/p>\n<p><span style=\"color: #000000;\">Por, ai thekson se \u201cShqip\u00ebria aktualisht \u00ebsht\u00eb m\u00eb p\u00ebrpara n\u00eb vet\u00eb dinamik\u00ebn e negociatave\u201d. \u201cTeza se jemi \u2018m\u00eb p\u00ebrpara\u2019, ndon\u00ebse realisht nuk po l\u00ebvizim n\u00eb negociata, \u00ebsht\u00eb m\u00eb tep\u00ebr nj\u00eb narrativ\u00eb e brendshme politike sesa nj\u00eb gjendje e matshme sipas metodologjis\u00eb s\u00eb zgjerimit\u201d, \u00ebsht\u00eb i qart\u00eb Nikollovski.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb t\u00eb nj\u00ebjt\u00ebn vij\u00eb \u00ebsht\u00eb edhe profesori universitar dhe an\u00ebtari i Akademis\u00eb s\u00eb Shkencave dhe Arteve t\u00eb Maqedonis\u00eb (ASHAM), Akademiku Abdylmenaf Bexheti. Ai e n\u00ebnvizon shpejt\u00ebsin\u00eb e p\u00ebrparimit t\u00eb Shqip\u00ebris\u00eb dhe ngecjen e madhe t\u00eb Maqedonis\u00eb s\u00eb Veriut n\u00eb procesin eurointegrues.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKur Maqedonia kishte statusin e vendit kandidat p\u00ebr eurointegrime, Shqip\u00ebria nuk e kishte as Marr\u00ebveshjen e Stabilizim-Asociimit t\u00eb n\u00ebnshkruar. Sot situata \u00ebsht\u00eb diametralisht e kund\u00ebrt\u201d, thot\u00eb Bexheti.\u00a0 Nga kjo perspektiv\u00eb, sipas tij, Maqedonia e Veriut as q\u00eb mund t\u00eb krahasohet m\u00eb me Shqip\u00ebrin\u00eb. \u201cE vetmja gj\u00eb me t\u00eb cil\u00ebn Maqedonia ia kalon Shqip\u00ebris\u00eb \u00ebsht\u00eb niveli i borxhit publik \u2013 kuptohet, edhe kjo n\u00eb konotacion negativ\u201d,<\/em> n\u00ebnvizon ai.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ish-sekretari shtet\u00ebror, eksperti Dragan Tilev, thot\u00eb se Shkupi \u00ebsht\u00eb para n\u00eb nivelin e harmonizimit t\u00eb ligjeve vendore me ato evropiane. \u201cN\u00ebse maten reformat, p\u00ebrkat\u00ebsisht harmonizimi i ligjeve me ato t\u00eb BE-s\u00eb, edhe pse Shqip\u00ebria \u00ebsht\u00eb m\u00eb p\u00ebrpara n\u00eb procesin e negociatave, ne kemi nj\u00eb shkall\u00eb m\u00eb t\u00eb lart\u00eb p\u00ebrafrimi\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Meqen\u00ebse Shqip\u00ebria i ka hapur t\u00eb gjith\u00eb klaster\u00ebt dhe kapitujt, Tilev paralajm\u00ebron se vet\u00eb procesi i negociatave t\u00eb an\u00ebtar\u00ebsimit do t\u2019i p\u00ebrshpejtoj\u00eb ndjesh\u00ebm reformat e tyre. \u201c\u00cbsht\u00eb shum\u00eb e mundshme q\u00eb n\u00eb raportin e sivjetsh\u00ebm t\u00eb Komisionit Evropian, i cili do t\u00eb publikohet n\u00eb n\u00ebntor ose dhjetor, ata t\u00eb jen\u00eb n\u00eb t\u00eb nj\u00ebjtin nivel ose edhe m\u00eb t\u00eb mir\u00eb se ne n\u00eb zbatimin e reformave\u201d, shton ai. Vendi ka ngecur edhe n\u00eb p\u00ebrmbushjen e Agjend\u00ebs s\u00eb Reformave, n\u00eb kuad\u00ebr t\u00eb Instrumentit p\u00ebr Reforma dhe Rritje p\u00ebr Ballkanin Per\u00ebndimor (2024\u20132027), e miratuar nga Komisioni Evropian n\u00eb tetor t\u00eb vitit 2024. Agjenda e propozuar nga Shkupi p\u00ebrfshin 37 reforma ky\u00e7e me 136 aktivitete n\u00eb pes\u00eb fusha prioritare dhe mb\u00ebshtetet me rreth 750 milion\u00eb euro grante dhe hua.<\/span><\/p>\n<p><span style=\"color: #000000;\"> Maqedonia e Veriut m\u00eb 24 mars t\u00eb vitit 2025 t\u00ebrhoqi nj\u00eb parapages\u00eb prej rreth 52.2 milion\u00eb euro, nga t\u00eb cilat rreth 24.5 milion\u00eb euro u transferuan drejtp\u00ebrdrejt n\u00eb buxhetin e shtetit, nd\u00ebrsa rreth 28 milion\u00eb euro u kanalizuan p\u00ebrmes Korniz\u00ebs s\u00eb Investimeve t\u00eb Ballkanit Per\u00ebndimor p\u00ebr projekte infrastrukturore. <\/span><\/p>\n<p><span style=\"color: #000000;\">Pagesat pasuese kan\u00eb qen\u00eb t\u00eb pjesshme dhe t\u00eb lidhura me p\u00ebrmbushjen e hapave konkret\u00eb t\u00eb reformave, duke reflektuar nj\u00eb rit\u00ebm zbatimi ende t\u00eb kufizuar. Ky \u00ebsht\u00eb nj\u00eb proces paralel, q\u00eb nuk varet nga ndryshimet kushtetuese dhe nuk kusht\u00ebzohet nga hapja e klaster\u00ebve. Pra, edhe kur negociatat jan\u00eb n\u00eb pritje, reformat mund dhe duhet t\u00eb vazhdojn\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb, p\u00ebrmbushja e Agjend\u00ebs s\u00eb\u00a0 Reformave nuk ka qen\u00eb gjithmon\u00eb n\u00eb ritmin e parashikuar.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKjo tregon se sfida nuk \u00ebsht\u00eb vet\u00ebm procedurale apo politike, por \u00ebsht\u00eb edhe \u00e7\u00ebshtje konsistence n\u00eb zbatim dhe p\u00ebrcaktimit t\u00eb prioriteteve\u201d,<\/em> thot\u00eb ish-kryenegociatorja Abdiu Halili.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ngecja ka goditur edhe mb\u00ebshtetjen e qytetar\u00ebve ndaj procesit integrues n\u00eb BE. Kusht\u00ebzimet nga Greqia dhe Bullgaria kan\u00eb rritur euroskepticizmin deri n\u00eb at\u00eb nivel, saq\u00eb an\u00ebtar\u00ebsimi n\u00eb BE nuk ka qen\u00eb premtim kryesor gjat\u00eb fushat\u00ebs p\u00ebr zgjedhjet e fundit parlamentare n\u00eb qershor t\u00eb vitit 2024. N\u00eb k\u00ebt\u00eb kontekst, Tilevi e sheh munges\u00ebn e rezultateve edhe kur b\u00ebhet fjal\u00eb n\u00eb p\u00ebrmbushjen e obligimeve q\u00eb vet\u00eb kjo qeveri i ka marr\u00eb me Agjend\u00ebn e Reformave.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cP\u00ebr shkak se b\u00ebhet fjal\u00eb p\u00ebr reforma t\u00eb thella dhe t\u00eb q\u00ebndrueshme, q\u00eb duhet t\u00eb zgjasin n\u00eb koh\u00eb, nevojitet nj\u00eb atmosfer\u00eb pozitive\u201d,<\/em> shprehet Tilevi.<\/span><\/p>\n<p><em><span style=\"color: #000000;\"> \u201cFakt \u00ebsht\u00eb se tek ne, p\u00ebr momentin, nj\u00eb energji e till\u00eb nuk ekziston. Ka frustrim si te publiku, ashtu edhe te administrata dhe te elita politike. Ky \u00ebsht\u00eb nj\u00eb element i r\u00ebnd\u00ebsish\u00ebm q\u00eb duhet marr\u00eb parasysh kur flasim p\u00ebr arsyet pse nuk i realizojm\u00eb reformat edhe pa i nisur zyrtarisht negociatat\u201d.<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\">Kjo Agjend\u00eb filloi t\u00eb harmonizohej me qeverin\u00eb e kaluar dhe u p\u00ebrmbyll me qeverin\u00eb aktuale. Detyrimi \u00ebsht\u00eb t\u00eb zbatohen reformat ky\u00e7e, t\u00eb cilat s\u00ebrish lidhen me skriningun dhe raportet vjetore t\u00eb Komisionit Evropian, por q\u00eb jan\u00eb t\u00eb nd\u00ebrlidhura edhe me mjete konkrete financiare. B\u00ebhet fjal\u00eb p\u00ebr gjasht\u00eb prioritete me 137 reforma, ku secila ka koston e vet.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cK\u00ebtu tashm\u00eb po mbetemi prapa, kemi d\u00ebshtime, dhe presioni q\u00eb e krijon vet\u00eb procesi i integrimit n\u00eb BE nuk po ndihet mjaftuesh\u00ebm\u201d,<\/em> pajtohet Tilev. <\/span><\/p>\n<p><em><span style=\"color: #000000;\">\u201cK\u00ebtu po mbetemi prapa, sepse shum\u00eb aktivitete nga Agjenda e Reformave nuk jan\u00eb realizuar. Periudha e p\u00ebrgatitjes prej 12 muajsh p\u00ebrfundoi n\u00eb vitin 2025 dhe gjat\u00eb asaj periudhe ishin parapar\u00eb shum\u00eb aktivitete q\u00eb nuk u realizuan me koh\u00eb. Hipotetikisht, mund t\u00eb ndodh\u00eb q\u00eb n\u00eb fund t\u2019i realizoni reformat dhe t\u2019i t\u00ebrhiqni fondet, por nuk do t\u00eb mund t\u2019i shfryt\u00ebzoni ato sepse nuk do t\u00eb keni projekte t\u00eb sh\u00ebndosha\u201d.<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb krahasim dometh\u00ebn\u00ebs n\u00eb k\u00ebt\u00eb drejtim \u00ebsht\u00eb Moldavia. Drejtori i P\u00ebrgjithsh\u00ebm i Drejtoris\u00eb p\u00ebr Zgjerim dhe Fqinj\u00ebsi n\u00eb Komisionin Evropian, Gert Jan Koopman, deklaroi gjat\u00eb nj\u00eb mbledhjeje t\u00eb Komitetit p\u00ebr Pun\u00eb t\u00eb Jashtme (AFET) t\u00eb Parlamentit Evropian se Moldavia \u00ebsht\u00eb vendi lider nd\u00ebr kandidat\u00ebt n\u00eb zbatimin e Planit t\u00eb Rritjes, duke p\u00ebrmbushur plot\u00ebsisht k\u00ebrkesat e periudh\u00ebs s\u00eb par\u00eb raportuese dhe madje duke i tejkaluar ato p\u00ebrpara afatit. Ai theksoi ritmin e shpejt\u00eb t\u00eb reformave, p\u00ebrkushtimin politik dhe transparenc\u00ebn n\u00eb raportim.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">NGECJA KA PASOJA FINANCIARE DHE MJEDISORE<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrderisa Qeveria e Mickoskit pret garanci nga Bullgaria se nuk do t\u00eb kusht\u00ebzoj\u00eb m\u00eb vendin n\u00ebse ndryshon Kushtetut\u00ebn tani dhe p\u00ebrfshin bullgar\u00ebt etnik\u00eb n\u00eb preambul\u00eb, vendi po ballafaqohet me pasoja t\u00eb r\u00ebnda mjedisore dhe financiare.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjat\u00eb procesit t\u00eb skriningut, Kapitulli 27 \u201cMjedisi dhe ndryshimet klimatike\u201d \u00ebsht\u00eb analizuar me t\u00eb nj\u00ebjtin nivel rigoroziteti si \u00e7do kapitull tjet\u00ebr. Kjo nga shkaku se shqiptar\u00ebt etnik\u00eb e shohin procesin e integrimit n\u00eb BE si nj\u00eb mund\u00ebsi p\u00ebr m\u00ebnjanimin e kufijve mes tyre, por edhe si mund\u00ebsi p\u00ebr nj\u00eb jet\u00eb m\u00eb t\u00eb mir\u00eb. Nga ana tjet\u00ebr, maqedonasit etnik\u00eb gjithnj\u00eb e m\u00eb shum\u00eb mendojn\u00eb se nuk jan\u00eb p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE pa identitet etnik, nd\u00ebrkoh\u00eb q\u00eb Bullgaria po e konteston historin\u00eb dhe gjuh\u00ebn e tyre.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ekspert\u00ebt thon\u00eb se kjo ndarje lidhur me BE-n\u00eb mund t\u00eb \u00e7oj\u00eb n\u00eb nj\u00eb konflikt, si ai n\u00eb 2001, kur vendi ishte n\u00eb buz\u00eb t\u00eb nj\u00eb lufte qytetare.<\/span><\/p>\n<p><em><span style=\"color: #000000;\">\u201cRreziku ekziston, duke pasur parasysh konfliktin e vitit 2001 dhe disa \u00e7\u00ebshtje ende t\u00eb paqarta rreth t\u00eb drejtave gjuh\u00ebsore dhe p\u00ebrfaq\u00ebsimit, q\u00eb burojn\u00eb nga Marr\u00ebveshja e Ohrit, e cila \u00ebsht\u00eb pjes\u00eb e Kushtetut\u00ebs\u201d, thot\u00eb Tilevi. \u201cK\u00ebto p\u00ebrb\u00ebjn\u00eb nj\u00eb potencial p\u00ebr f\u00ebrkime t\u00eb brendshme nd\u00ebretnike\u201d.<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\">Por ky rrezik, sipas ekspert\u00ebve, mbetet i ul\u00ebt pasi Maqedonia e Veriut \u00ebsht\u00eb shtet unitar, an\u00ebtar i NATO-s, dhe me perspektiv\u00eb p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE. Me zgjidhjen e \u00e7\u00ebshtjes s\u00eb ndryshimeve kushtetuese, vendi mund t\u00eb katapultohet n\u00eb procesin e eurointegrimit dhe t\u00eb kap\u00eb hapin me grupin q\u00eb po formohet \u2013 Mali i Zi, Shqip\u00ebria, Ukraina dhe Moldavia.<\/span><\/p>\n<p><span style=\"color: #000000;\">An\u00ebtar\u00ebsimi n\u00eb BE i Shqip\u00ebris\u00eb, sipas Tilevit, mund t\u00eb sjell\u00eb zhvillim m\u00eb t\u00eb madh ekonomik p\u00ebr Shqip\u00ebrin\u00eb, e cila q\u00eb tani sh\u00ebnon t\u00eb ardhura rekord nga turizmi. Q\u00eb nga viti 2018, me deklarat\u00ebn e miratuar nga Parlamenti i saj, k\u00ebrkesat kan\u00eb mbetur t\u00eb nj\u00ebjta, pavar\u00ebsisht nga ndryshimet e qeverive.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cNuk pres q\u00eb nj\u00eb konfigurim i ri politik, me Rumen Radev n\u00eb rol qendror, ta ndryshoj\u00eb thelb\u00ebsisht pozicionin, edhe pse mund t\u00eb ndryshoj\u00eb retorika\u201d<\/em>, thot\u00eb Tilevi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb tjet\u00ebr shpres\u00eb e Shkupit zyrtar nuk duket n\u00eb horizont. Reforma brenda BE-s\u00eb me k\u00ebt\u00eb rast do t\u00eb kishte kalim nga vendimmarrja me unanimitet n\u00eb shumic\u00eb t\u00eb kualifikuar brenda BE-s\u00eb. T\u00eb preokupuar me zgjedhjet e reja t\u00eb parakohshme, autoritetet politike n\u00eb Sofje thon\u00eb se \u00e7\u00ebshtja nuk \u00ebsht\u00eb m\u00eb bilaterale.
