Pas nj\u00eb mesatareje prej 4.3 p\u00ebr qind n\u00eb periudh\u00ebn pas pandemis\u00eb, PBB-ja reale parashikohet t\u00eb rritet me 3.5 p\u00ebr qind n\u00eb vitin 2025, kryesisht e nxitur nga konsumi privat, dhe 3.6 p\u00ebr qind n\u00eb vitin 2026, duke reflektuar nj\u00eb p\u00ebrshpejtim modest t\u00eb rritjes n\u00eb partner\u00ebt kryesor\u00eb tregtar\u00eb t\u00eb zon\u00ebs s\u00eb euros.<\/span><\/p>\n<p><span style=\"color: #000000;\">Rreziqet p\u00ebr perspektiv\u00ebn jan\u00eb zhvendosur n\u00eb r\u00ebnie p\u00ebr shkak t\u00eb nj\u00eb mjedisi t\u00eb jasht\u00ebm m\u00eb t\u00eb paq\u00ebndruesh\u00ebm. Tensionet gjeopolitike, p\u00ebrshkall\u00ebzimi i masave tregtare, paq\u00ebndrueshm\u00ebria e \u00e7mimeve t\u00eb mallrave dhe pasiguria e zgjatur mund t\u00eb ndikojn\u00eb te partner\u00ebt kryesor\u00eb tregtar\u00eb t\u00eb Shqip\u00ebris\u00eb dhe t\u00eb dob\u00ebsojn\u00eb k\u00ebrkes\u00ebn e jashtme.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00ebse qeveria shqiptare nuk tregohet e kujdesshme me shpenzimet publike, vendi p\u00ebrballet me sfida fiskale nga ndryshimet demografike, shpenzimet p\u00ebr mbrojtjen dhe shpenzimet q\u00eb lidhen me klim\u00ebn, ve\u00e7an\u00ebrisht p\u00ebrtej vitit 2030, lajm\u00ebroi FMN.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb ruajtur amortizator\u00ebt fiskal\u00eb, stafi rekomandon reforma t\u00eb t\u00eb ardhurave q\u00eb favorizojn\u00eb rritjen, duke p\u00ebrmir\u00ebsuar shpenzimet tatimore, duke modernizuar sistemet e taks\u00ebs s\u00eb pron\u00ebs dhe duke p\u00ebrmir\u00ebsuar administrimin tatimor. K\u00ebto nd\u00ebrhyrje duhet t\u00eb shoq\u00ebrohen me p\u00ebrmir\u00ebsime n\u00eb cil\u00ebsin\u00eb e shpenzimeve dhe transparenc\u00ebn fiskale, argumenton Fondi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Fondi cil\u00ebsoi se, Banka e Shqip\u00ebris\u00eb duhet t\u00eb jet\u00eb e gatshme t\u00eb reagoj\u00eb shpejt ndaj kushteve n\u00eb zhvillim t\u00eb tregut, nd\u00ebrsa blerjet e valutave duhet t\u00eb kufizohen n\u00eb adresimin e luhatjeve jo-themelore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Me pritjet p\u00ebr inflacionin dhe inflacionin baz\u00eb af\u00ebr objektivit, norma aktuale e politik\u00ebs monetare prej 2.5 p\u00ebr qind dhe q\u00ebndrimi i politik\u00ebs monetare af\u00ebr neutralit jan\u00eb t\u00eb p\u00ebrshtatshme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb, BSH-ja duhet t\u00eb p\u00ebrshtas\u00eb shpejt q\u00ebndrimin e saj monetar, duke p\u00ebrfshir\u00eb edhe n\u00ebse efektet e raundit t\u00eb dyt\u00eb nga rritja e pagave jan\u00eb m\u00eb t\u00eb forta se sa pritej. Meqen\u00ebse mbi\u00e7mimi i q\u00ebndruesh\u00ebm i kursit t\u00eb k\u00ebmbimit nxitet kryesisht nga themelet, BSH-ja duhet t\u00eb lejoj\u00eb fleksibilitet m\u00eb t\u00eb madh dhe t\u00eb mb\u00ebshtetet n\u00eb normat e interesit p\u00ebr stabilitetin e \u00e7mimeve. Objektivat e linj\u00ebs s\u00eb kreditit t\u00eb subvencionuar nga banka qendrore mund t\u00eb arrihen m\u00eb mir\u00eb p\u00ebrmes politikave fiskale t\u00eb synuara dhe duke trajtuar \u00e7\u00ebshtjet themelore strukturore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Dob\u00ebsit\u00eb nga ekspozimet ndaj huamarr\u00ebsve t\u00eb m\u00ebdhenj, ekspozimet ndaj valutave dhe sovran\u00ebve, si dhe rritja e shpejt\u00eb e kreditimit p\u00ebr pasuri t\u00eb paluajtshme k\u00ebrkojn\u00eb monitorim vigjilent dhe hartim politikash proaktive dhe prudenciale.<\/span><\/p>\n<p><span style=\"color: #000000;\">FMN sugjeroi se nevojiten reforma gjith\u00ebp\u00ebrfshir\u00ebse p\u00ebr t\u00eb ringjallur produktivitetin dhe p\u00ebr t\u00eb nxitur konvergjenc\u00ebn e t\u00eb ardhurave me BE-n\u00eb.
