Qeveria ka analizuar dy opsione p\u00ebr nevoj\u00ebn e investimeve dhe planifikimin buxhetor n\u00eb nj\u00eb strategji p\u00ebr vitet 2026-2040 dedikuar zhvillimit t\u00eb k\u00ebtij sektori duke zgjedhur nj\u00eb variant me koston 181 milion\u00eb euro.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas strategjis\u00eb metodologjia p\u00ebrcakton dy periudha buxhetore t\u00eb dallueshme: nj\u00eb faz\u00eb e par\u00eb e investimeve t\u00eb shtuara deri n\u00eb vitin 2030, e cila p\u00ebrkon me objektivin komb\u00ebtar t\u00eb aderimit n\u00eb Bashkimin Evropian, dhe nj\u00eb faz\u00eb e dyt\u00eb e konsolidimit p\u00ebr periudh\u00ebn 2031\u20132040, ku fokusi zhvendoset tek ruajtja dhe zgjerimi i arritjeve.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cN\u00eb faz\u00ebn 2026\u20132030, politikat e Strategjis\u00eb Minerare jan\u00eb t\u00eb sinkronizuara me S3, ndaj edhe tavani buxhetor ruhet n\u00eb linj\u00eb me pritshm\u00ebrit\u00eb ambicioze t\u00eb k\u00ebsaj strategjie. S3 parashikon nj\u00eb financim total prej rreth 5,912,000,000 lek\u00ebsh (54,993,500 euro) p\u00ebr periudh\u00ebn 2025\u20132030, q\u00eb korrespondon me rreth 11 milion\u00eb euro n\u00eb vit, nj\u00eb nivel duksh\u00ebm m\u00eb i lart\u00eb se buxheti mesatar vjetor historik i sektorit (rreth 5.1 milion\u00eb euro\/vit).<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\"><em>Kjo k\u00ebrkon mobilizimin e burimeve shtes\u00eb p\u00ebrtej fondeve tradicionale buxhetore, ve\u00e7an\u00ebrisht p\u00ebr masat q\u00eb lidhen me modernizimin teknologjik, dixhitalizimin, k\u00ebrkim\u2013zbulimin (p\u00ebrfshir\u00eb survejet ajrore), standardizimin sipas UNFC dhe forcimin e kapaciteteve njer\u00ebzore dhe institucionale. N\u00eb faz\u00ebn e dyt\u00eb, 2031\u20132040, buxheti vjetor parashikohet t\u00eb rritet me nj\u00eb norm\u00eb fikse prej 3% n\u00eb vit, me q\u00ebllim ruajtjen e fuqis\u00eb bler\u00ebse reale, garantimin e q\u00ebndrueshm\u00ebris\u00eb fiskale dhe vijueshm\u00ebrin\u00eb e investimeve n\u00eb infrastruktur\u00ebn minerare dhe ekosistemin CRM\/SR\u201d<\/em> thuhet n\u00eb dokument.<\/span><\/p>\n<p><span style=\"color: #000000;\">Strategjia argumenton se Opsioni II, n\u00eb t\u00eb kund\u00ebrt, merr si baz\u00eb mesataren vjetore t\u00eb buxhetit t\u00eb parashikuar nga S3 p\u00ebr periudh\u00ebn 2025\u20132030 (1,182,400,000 lek\u00eb) dhe aplikon indeksimin 3% mbi k\u00ebt\u00eb nivel p\u00ebr vitet 2031\u20132040.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKjo qasje shmang rrezikun e n\u00ebnvler\u00ebsimit t\u00eb nevojave financiare, duke reflektuar m\u00eb besnik\u00ebrisht kostot reale t\u00eb modernizimit industrial, k\u00ebrkimit dhe infrastruktur\u00ebs teknologjike.
