Shqip\u00ebria ka mund\u00ebsin\u00eb q\u00eb t\u00eb tregoj\u00eb q\u00eb forca e institucioneve, nuk q\u00ebndron n\u00eb pushtet, por n\u00eb pavar\u00ebsin\u00eb e tyre, sepse respekti p\u00ebr ligjin \u00ebsht\u00eb garanci p\u00ebr t\u00eb drejtat themelore t\u00eb njeriut. Ky Kuvend ka nj\u00eb rol themelor, q\u00eb institucionet Kushtetuese t\u00eb jet\u00eb t\u00eb plota, funksionale dhe t\u00eb mb\u00ebshtetura n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb ruhet ekuilibri institucional dhe t\u00eb shmanget cdo form\u00eb e rr\u00ebshqitjes demokratike. Edhe pse Shqip\u00ebria ka b\u00ebr\u00eb progres n\u00eb forcimin e institucioneve t\u00eb drejt\u00ebsis\u00eb dhe n\u00eb rrug\u00ebn e saj p\u00ebr n\u00eb BE, sfidat mbeten t\u00eb m\u00ebdha. Sic thekson edhe KE n\u00eb raportin e saj t\u00eb fundit p\u00ebr Shqip\u00ebrin\u00eb, ruajtja e pavar\u00ebsis\u00eb, integritetit dhe mandatit t\u00eb avokatit t\u00eb popullit, \u00ebsht\u00eb garantore p\u00ebr t\u00eb ruajtur nj\u00eb sistem p\u00ebr mrbojt\u00ebn t\u00eb drejtat e njeriut.
