Gati gjysma e suficitit, nj\u00eb shum\u00eb prej 23.3 miliard\u00eb lek\u00ebsh, erdhi nga mosrealizimi i shpenzimeve publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kjo do t\u00eb thot\u00eb se buxheti i shtetit po grumbullon t\u00eb ardhura m\u00eb shum\u00eb se programi, nd\u00ebrkoh\u00eb q\u00eb shpenzimet po performojn\u00eb m\u00eb pak se plani.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjith\u00ebse qeveria ka ndryshuar dy her\u00eb me akt normativ, rishp\u00ebrndarja nuk ka mundur t\u00eb rialokoj\u00eb fondet n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mos ket\u00eb teprica.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga ana tjet\u00ebr, bujq\u00ebsia, sektori m\u00eb i madh n\u00eb ekonomi, po vuan nga mungesa e subvencioneve, t\u00eb cilat jan\u00eb t\u00eb domosdoshme p\u00ebr t\u00eb transformuar standardet q\u00eb k\u00ebrkon integrimi n\u00eb BE.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb tri vitet e fundit (2023\u20132025), buxheti i shtetit ka kaluar nga deficit n\u00eb suficit, pra tepric\u00eb t\u00eb t\u00eb ardhurave ndaj shpenzimeve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pas nj\u00eb periudhe t\u00eb gjat\u00eb me deficit t\u00eb q\u00ebndruesh\u00ebm, sidomos n\u00eb vitet 2020 dhe 2021, kur pandemia dhe masat fiskale shtet\u00ebrore rrit\u00ebn ndjesh\u00ebm shpenzimet, situata fillon t\u00eb p\u00ebrmir\u00ebsohet n\u00eb vitin 2022, kur p\u00ebr her\u00eb t\u00eb par\u00eb pas disa vitesh regjistrohet suficit. Ky trend vijon t\u00eb forcohet n\u00eb 2023 dhe arrin kulmin n\u00eb 2024, kur t\u00eb ardhurat tejkalojn\u00eb shpenzimet me mbi 68 miliard\u00eb lek\u00eb. N\u00eb vitin 2025, suficiti ruhet n\u00eb nivele t\u00eb larta, rreth 47 miliard\u00eb lek\u00eb, duke d\u00ebshmuar p\u00ebr nj\u00eb konsolidim t\u00eb q\u00ebndruesh\u00ebm fiskal.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas z\u00ebrave, shpenzimet korrente, q\u00eb p\u00ebrfshijn\u00eb kostot e funksionimit t\u00eb administrat\u00ebs dhe sh\u00ebrbimeve publike, u realizuan n\u00eb 471.2 miliard\u00eb lek\u00eb, me nj\u00eb mosrealizim prej -13.6 miliard\u00eb lek\u00ebsh ndaj planit. Shpenzimet p\u00ebr personelin mbet\u00ebn 1.5 miliard\u00eb lek\u00eb m\u00eb posht\u00eb se plani.<\/span><\/p>\n<p><span style=\"color: #000000;\">Interesat p\u00ebr borxhin publik u ul\u00ebn me 7.6% krahasuar me planin, fal\u00eb kursimeve n\u00eb sh\u00ebrbimin e borxhit t\u00eb huaj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shpenzimet operative dhe t\u00eb mir\u00ebmbajtjes pat\u00ebn nj\u00eb realizim pak m\u00eb t\u00eb lart\u00eb se plani (+1.8%) dhe u rrit\u00ebn ndjesh\u00ebm me 17.1% krahasuar me 2024, duke treguar zgjerim t\u00eb kostove administrative dhe t\u00eb funksionimit t\u00eb institucioneve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Subvencionet ran\u00eb leht\u00eb me -6.5% ndaj planit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shpenzimet p\u00ebr fondet speciale (pensione, sigurime shoq\u00ebrore dhe sh\u00ebndet\u00ebsore) u realizuan n\u00eb 190.9 miliard\u00eb lek\u00eb, ose 1.5 miliard\u00eb m\u00eb pak se plani. Gjithashtu, shpenzimet nga buxheti vendor ishin 9.1% m\u00eb pak se plani.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vihet re ulje e ndihm\u00ebs ekonomike dhe e pagesave t\u00eb papun\u00ebsis\u00eb, p\u00ebrkat\u00ebsisht me -10% dhe -5.7% n\u00eb raport me planin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu, investimet publike u realizuan n\u00eb 56.7 miliard\u00eb lek\u00eb, me 9.9 miliard\u00eb lek\u00eb m\u00eb pak se plani (-14.9%).
