T\u00eb dh\u00ebnat q\u00eb kan\u00eb n\u00eb baz\u00eb studimin e fizibilitetit t\u00eb vitit 2018 dhe nj\u00eb seri dokumentesh t\u00eb tjera t\u00eb paket\u00ebs mjedisore jan\u00eb rifreskuar nga konsulenti ENOVA. Por \u00e7far\u00eb thot\u00eb dokumenti lodhur me alternativat p\u00ebr k\u00ebt\u00eb hekurudh\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cStudimi i Fizibilitetit (SFFS, viti 2018) vler\u00ebsoi dy alternativa: Rehabilitimin e hekurudh\u00ebs brenda tras\u00ebs ekzistuese; P\u00ebrmir\u00ebsimin e profilit n\u00eb plan horizontal p\u00ebr t\u00eb p\u00ebrmbushur standardet evropiane t\u00eb shpejt\u00ebsis\u00eb. Opsioni i dyt\u00eb u konsiderua m\u00eb i favorsh\u00ebm.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga pik\u00ebpamja teknike alternativat p\u00ebrfshinin :mbajtjen e linj\u00ebs jo t\u00eb elektrifikuar ose modernizimin e saj n\u00eb nj\u00eb linj\u00eb t\u00eb elektrifikuar sipas standardeve evropiane.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjith\u00ebse kushtet aktuale ekonomike nuk e mb\u00ebshtesin menj\u00ebher\u00eb elektrifikimin, PD\/DD p\u00ebrfshin plane p\u00ebr elektrifikim n\u00eb t\u00eb ardhmen p\u00ebr shkak t\u00eb p\u00ebrfitimeve mjedisore si\u00e7 jan\u00eb p\u00ebrmir\u00ebsim i cil\u00ebsis\u00eb s\u00eb ajrit dhe reduktim i emetimeve t\u00eb gazeve serr\u00eb \u2013 GHG. Opsioni i p\u00ebrzgjedhur theksohet si p\u00ebrgjegj\u00ebs nga pik\u00ebpamja mjedisore dhe sociale, duke shmangur ndikime t\u00eb konsiderueshme negative dhe duke forcuar rezultatet sociale dhe ekonomike\u2019 thuhet n\u00eb dokument.<\/span><\/p>\n<p><span style=\"color: #000000;\">I nj\u00ebjti b\u00ebn nj\u00eb p\u00ebrmbledhje t\u00eb terrenit q\u00eb p\u00ebrshkon kjo linj\u00eb me gjat\u00ebsi 33 kilometra dhe q\u00eb merr nj\u00eb r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb p\u00ebr zon\u00ebn q\u00eb mbulon sidomos n\u00eb aspektin turistik.<\/span><\/p>\n<p><span style=\"color: #000000;\">Konkretisht sipas dokumentit traseja e linj\u00ebs hekurudhore ndjek linj\u00ebn ekzistuese. Pika e nisjes \u00ebsht\u00eb af\u00ebr stacionit t\u00eb Shkozetit (km 1+876) nd\u00ebrsa pika e mbarimit: stacioni i Rrogozhin\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Linja kalon n\u00ebp\u00ebr zona urbane, gjysm\u00eb-urbane dhe rurale. Terreni \u00ebsht\u00eb kryesisht i shesht\u00eb, p\u00ebrve\u00e7 nj\u00eb segmenti t\u00eb shkurt\u00ebr pran\u00eb Rrogozhin\u00ebs, ku kalon p\u00ebrmes tunelit t\u00eb Rrogozhin\u00ebs. Nga km 1+376 deri n\u00eb km 5+100 (Shkozet\u2013Plepa), kalon n\u00eb nj\u00eb zon\u00eb me dend\u00ebsi t\u00eb lart\u00eb popullsie.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky segment p\u00ebrfshin trek\u00ebnd\u00ebshin e Shkozetit \u2014 nyja ku linja Tiran\u00eb\u2013Durr\u00ebs takohet me linj\u00ebn Durr\u00ebs\u2013Rrogozhin\u00eb. Nga km 5+100 deri n\u00eb km 15+000 (Plepa\u2013Kavaj\u00eb), kalon n\u00eb terren t\u00eb ul\u00ebt dhe formacione kodrinore n\u00eb lindje. Traseja horizontale ndjek autostrad\u00ebn Durr\u00ebs\u2013Rrogozhin\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga km 15+000 deri n\u00eb km 28+000, kalon n\u00eb terren pothuajse t\u00eb shesht\u00eb. N\u00eb km 19+120 ndodhet stacioni i Kavaj\u00ebs. Nga km 28+000 deri n\u00eb km 35+384, traseja kalon n\u00eb terren kodrinor ku ndodhet tuneli i Rrogozhin\u00ebs (me gjat\u00ebsi 380 m).<\/span><\/p>\n<p><span style=\"color: #000000;\">Projekti pritet t\u00eb finanacohet nga disa pale ku s\u00eb pari Banka Evropiane p\u00ebr Rind\u00ebrtim dhe Zhvillim (BERZH\/EBRD) e cila po shqyrton mund\u00ebsin\u00eb e ofrimit t\u00eb financimit p\u00ebr Republik\u00ebn e Shqip\u00ebris\u00eb, e p\u00ebrfaq\u00ebsuar nga Ministria e Financave dhe operatori shtet\u00ebror i sistemit hekurudhor, Hekurudha Shqiptare (n\u00eb vijim HSH ose \u201cKompania\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Financimi i BERZH\/EBRD do t\u00eb plot\u00ebsohet nga nj\u00eb kredi sovrane e Bank\u00ebs Evropiane t\u00eb Investimeve (BEI) dhe grante investimi nga Bashkimi Evropian (BE). Projekti do t\u00eb implementohet nga HSH.
