Shtyrja vjen pas konsultimeve dhe p\u00ebrgatitjeve t\u00eb nevojshme p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb sistem t\u00eb ri taksimi, i cili do t\u00eb bazohet n\u00eb vler\u00ebn e tregut t\u00eb pasurive t\u00eb paluajtshme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Projektligji i m\u00ebparsh\u00ebm, i publikuar p\u00ebr konsultim publik n\u00eb vitin 2023, parashikonte q\u00eb taksimi i ri t\u00eb fillonte p\u00ebr nd\u00ebrtesat n\u00eb vitin 2026 dhe p\u00ebr parcelat, truallin e tok\u00ebn bujq\u00ebsore n\u00eb 2028.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas propozimeve t\u00eb vitit 2023, niveli i taks\u00ebs do t\u00eb ishte:<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga 0,1% n\u00eb 0,2% p\u00ebr nd\u00ebrtesat rezidenciale (aktualisht 0,05%),<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga 0,15% n\u00eb 0,25% p\u00ebr nd\u00ebrtesat tregtare (aktualisht 0,2%),<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga 0,15% n\u00eb 0,25% p\u00ebr nd\u00ebrtesat bujq\u00ebsore dhe industriale.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00ebsohet se drafti i ri q\u00eb po hartohet, nuk parashikohet t\u00eb ndryshoj\u00eb koeficent\u00ebt e taks\u00ebs s\u00eb nd\u00ebrtes\u00eb, p\u00ebr truallin dhe tok\u00ebn bujq\u00ebsore t\u00eb propozuara n\u00eb 2023, q\u00eb p\u00ebrafronin shkall\u00ebn e taks\u00ebs me vendet e rajonit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas relacionit drafti q\u00eb u hartua n\u00eb 2023, synonte kalimin nga nj\u00eb sistemi taksimi i bazuar n\u00eb vler\u00eb p\u00ebr nd\u00ebrtesat dhe nj\u00eb sistem i thjesht\u00eb taksimi i bazuar mbi sip\u00ebrfaqen (<em>area based<\/em>) p\u00ebr tok\u00ebn, n\u00eb nj\u00eb sistem modern taksimi q\u00eb takson si nd\u00ebrtesat ashtu dhe tok\u00ebn, duke e bazuar n\u00eb vler\u00ebn e tregut t\u00eb k\u00ebtyre pasurive.<\/span><\/p>\n<p><span style=\"color: #000000;\">Parashikohej q\u00eb vlera e pasurive t\u00eb paluajtshme do t\u00eb p\u00ebrcaktohej n\u00eb nj\u00eb hart\u00eb te re me \u00e7mime mesatare referuese, por e ndar\u00eb p\u00ebr nj\u00ebsit\u00eb e nd\u00ebrtesave rezidenciale, t\u00eb sh\u00ebrbimit, si dhe \u00e7mimet mesatare referuese t\u00eb parcelave, duke p\u00ebrfshir\u00eb t\u00eb truallit, tok\u00ebs bujq\u00ebsore dhe asaj pyjore. M\u00eb tep\u00ebr baza e taks\u00ebs do t\u00eb mb\u00ebshtetej nga vler\u00ebsimi i pronave n\u00ebp\u00ebrmjet kontratave t\u00eb shitblerjes dhe \u00e7mimeve t\u00eb tregut, duke krijuar zona t\u00eb reja p\u00ebr vlerat e pron\u00ebs s\u00eb paluajtshme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pavar\u00ebsisht se formula e propozuar p\u00ebr llogaritjen e taks\u00ebs s\u00eb nd\u00ebrtes\u00ebs p\u00ebr banes\u00ebn e para parashikonte zbritje 50% t\u00eb vler\u00ebs, propozim p\u00ebr dyfishim t\u00eb shkall\u00ebs (nga 0.05 u propozua nga 0.1 deri 0.2%) do t\u00eb rriste pages\u00ebn e detyrimet. Me shembujt e publikuar nga Ministria e Financave n\u00eb at\u00eb koh\u00eb me dokumentin \u201cReforma e taks\u00ebs s\u00eb pasuris\u00eb 2024-2028\u201d rriste detyrimin p\u00ebr nd\u00ebrtesat rezidenciale nga 18 deri 50% dhe p\u00ebr dyqanet deri 28%.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>SHKALLA E TAKS\u00cbS MBI ND\u00cbRTESAT<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Shkalla e taks\u00ebs aktualisht:<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">0,05%, p\u00ebr nd\u00ebrtes\u00ebn\/nj\u00ebsin\u00eb pron\u00ebsore q\u00eb p\u00ebrdoret, shfryt\u00ebzohet p\u00ebr banim;<\/span><\/p>\n<p><span style=\"color: #000000;\">0,2%, p\u00ebr nd\u00ebrtes\u00ebn\/nj\u00ebsin\u00eb pron\u00ebsore q\u00eb p\u00ebrdoret, shfryt\u00ebzohet p\u00ebr veprimtari ekonomike;<\/span><\/p>\n<p><span style=\"color: #000000;\">30% e shkall\u00ebs s\u00eb taks\u00ebs p\u00ebrkat\u00ebse, p\u00ebr t\u00eb gjith\u00eb sip\u00ebrfaqen nd\u00ebrtimore, p\u00ebr t\u00eb cil\u00ebn zhvilluesi \u00ebsht\u00eb pajisur me leje nd\u00ebrtimi dhe nuk ka arritur ta p\u00ebrfundoj\u00eb at\u00eb, sipas afatit t\u00eb p\u00ebrcaktuar n\u00eb aktin e miratimit t\u00eb k\u00ebrkes\u00ebs p\u00ebr leje nd\u00ebrtimi.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Shkalla e taks\u00ebs e propozuar me projektligjin e 2023<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb gjith\u00eb nj\u00ebsit\u00eb e nd\u00ebrtesave, q\u00eb p\u00ebrfshihen n\u00eb kategorin\u00eb e pronave rezidenciale, shkalla e taks\u00ebs mund t\u00eb varioj\u00eb n\u00eb shkall\u00ebt nga 0,1% deri n\u00eb 0,2%;<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb gjith\u00eb nj\u00ebsit\u00eb e nd\u00ebrtesave, q\u00eb p\u00ebrfshihen n\u00eb kategorin\u00eb e pronave bujq\u00ebsore \u2013 blegtorale, shkalla e taks\u00ebs mund t\u00eb varioj\u00eb n\u00eb shkall\u00ebt nga 0,15% deri n\u00eb 0,25%;<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb gjith\u00eb nj\u00ebsit\u00eb e nd\u00ebrtesave, q\u00eb p\u00ebrfshihen n\u00eb kategorin\u00eb e pronave tregtare, shkalla e taks\u00ebs mund t\u00eb varioj\u00eb n\u00eb shkall\u00ebt nga 0,15% deri n\u00eb 0,25%;<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb gjith\u00eb nj\u00ebsit\u00eb e nd\u00ebrtesave, q\u00eb p\u00ebrfshihen n\u00eb kategorin\u00eb e pronave industriale, shkalla e taks\u00ebs mund t\u00eb varioj\u00eb n\u00eb shkall\u00ebt nga 0,15% deri n\u00eb 0,25%.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">Shkalla e taks\u00ebs p\u00ebr nd\u00ebrtes\u00ebn e pap\u00ebrfunduar \u00ebsht\u00eb 30% (tridhjet\u00eb p\u00ebr qind) e shkall\u00ebs s\u00eb taks\u00ebs s\u00eb kategoris\u00eb p\u00ebrkat\u00ebse t\u00eb nd\u00ebrtes\u00ebs.<a href=\"https:\/\/monitor.al\/shtyhet-me-2-vjet-zbatimi-i-takses-se-re-per-pasurite-e-paluajtshme-pritet-te-nise-ne-2028\/\"><span style=\"color: #0000ff;\"><strong>\/ Monitor<\/strong><\/span><\/a><\/span><\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"<p>Zbatimi i taks\u00ebs s\u00eb re p\u00ebr pasurit\u00eb e paluajtshme, q\u00eb ishte planifikuar t\u00eb hynte n\u00eb fuqi n\u00eb vitin 2026, do t\u00eb shtyhet me dy vite t\u00eb tjera dhe pritet t\u00eb nis\u00eb zbatimin n\u00eb vitin 2028.
