P\u00ebr k\u00ebt\u00eb arsye menaxhimi i mbetjeve do t\u00eb marr\u00eb nj\u00eb tjet\u00ebr drejtim si n\u00eb struktur\u00eb ashtu edhe n\u00eb trajtimin e tyre.<\/span><\/p>\n<p><span style=\"color: #000000;\">Me projektligjin e fundit t\u00eb miratuar nga qeveria q\u00eb pritet t\u00eb nis\u00eb shqyrtimin edhe n\u00eb Kuvend, synohet p\u00ebrafrim me direktivat e BE.<\/span><\/p>\n<p><span style=\"color: #000000;\">Konkretisht piramida e menaxhimit t\u00eb mbetjeve do t\u00eb nis\u00eb nga parandalimi, rip\u00ebrdorimi, riciklimi, rikuperimi, trajtimi p\u00ebrfundimtar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas projektligjit t\u00eb ri pastrimi i territorit nuk do t\u00eb ket\u00eb si prioritet incenerator\u00ebt por riciklimin e tyre, me q\u00ebllim p\u00ebrfitimin edhe prej mbetjeve, p\u00ebr t\u00eb arritur ekonomin\u00eb qarkulluese.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kompetencat kryesore do ti ket\u00eb Agjencia Komb\u00ebtare e Ekonomis\u00eb s\u00eb Mbetjeve AKEM, e cila, pasi ligji t\u00eb hyj\u00eb n\u00eb fuqi do t\u00eb kthehet n\u00eb nj\u00eb shoq\u00ebri aksionere dhe pritet t\u00eb marr\u00eb emrin Operatori Komb\u00ebtar t\u00eb Trajtimit t\u00eb Mbetjeve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bizneset, do t\u00eb duhet t\u00eb realizojn\u00eb menaxhimin e mbetjeve t\u00eb tyre, pra do t\u00eb paguajn\u00eb nj\u00eb subjekt privat apo n\u00eb landfille sipas tarifave q\u00eb cakton k\u00ebshilli i Ministrave p\u00ebr trajtimin e mbetjeve q\u00eb ata prodhojn\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKostot e menaxhimit t\u00eb integruar t\u00eb mbetjeve, duke p\u00ebrfshir\u00eb kostot e infrastruktur\u00ebs dhe operimit t\u00eb saj, mbulohen nga krijuesi ose nga zot\u00ebruesi i mbetjeve, n\u00eb p\u00ebrputhje me parimin \u201cNdot\u00ebsi paguan\u201d, thuhet n\u00eb pik\u00ebn 1 t\u00eb nenit 27.<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">Bashkit\u00eb do t\u00eb ken\u00eb si detyr\u00eb, menaxhimin e integruar t\u00eb mbetjeve bashkiake dhe mbetjeve t\u00eb tjera, dhe diferencimin e tyre.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cBashkit\u00eb jan\u00eb p\u00ebrgjegj\u00ebse p\u00ebr organizimin dhe funksionimin e ndarjes s\u00eb mbetjeve n\u00eb burim dhe grumbullimin e diferencuar t\u00eb tyre si pjes\u00eb e sistemit t\u00eb menaxhimit t\u00eb integruar t\u00eb mbetjeve, n\u00eb territorin n\u00ebn juridiksionin e tyre\u201d, thuhet n\u00eb pik\u00ebn 1 t\u00eb nenit 24 t\u00eb k\u00ebtij projektligji.<\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa AKEM ka p\u00ebrgjegj\u00ebsi p\u00ebr infrastruktur\u00ebn fundore t\u00eb trajtimit t\u00eb mbetjeve, q\u00eb ai ka n\u00eb administrim.<\/span><\/p>\n<p><span style=\"color: #000000;\">AKEM zhvillon, koordinon dhe administron infrastruktur\u00ebn e rrjetit komb\u00ebtar t\u00eb impianteve t\u00eb trajtimit (rikuperimit dhe asgj\u00ebsimit) t\u00eb mbetjeve gjat\u00eb fazave t\u00eb nd\u00ebrtimit, operimit dhe mbylljes t\u00eb tyre. Monitoron zbatimin e planeve e t\u00eb programeve p\u00ebr menaxhimin e integruar t\u00eb mbetjeve n\u00eb nivel qendror dhe vendor\u201d, thuhet n\u00eb projektligj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa p\u00ebr incenerator\u00ebt, q\u00eb duket se e humb\u00ebn r\u00ebnd\u00ebsin\u00eb e tyre ende pa ngritur plot\u00ebsisht, n\u00eb projektligjin e ri p\u00ebrmenden vet\u00ebm n\u00eb nenin 37 t\u00eb projektligjit, ku sakt\u00ebsohet se n\u00eb rast t\u00eb v\u00ebnies n\u00eb funksion t\u00eb impianteve t\u00eb incinerimit, n\u00eb to nuk pranohen\u00a0<a style=\"color: #000000;\" href=\"https:\/\/shqiptarja.com\/tag\/26\">mbetjet<\/a>\u00a0q\u00eb jan\u00eb grumbulluar n\u00eb m\u00ebnyr\u00eb t\u00eb diferencuar p\u00ebr q\u00ebllime t\u00eb p\u00ebrgatitjes p\u00ebr rip\u00ebrdorim dhe riciklim, me p\u00ebrjashtim t\u00eb mbetjeve q\u00eb krijohen nga operacionet e m\u00ebtejshme t\u00eb trajtimit t\u00eb mbetjeve t\u00eb grumbulluara n\u00eb m\u00ebnyr\u00eb t\u00eb diferencuar, p\u00ebr t\u00eb cilat operacioni i incenerimit p\u00ebrb\u00ebn rezultatin m\u00eb t\u00eb mir\u00eb mjedisor.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa m\u00ebnyr\u00ebn se si do t\u00eb funksionojn\u00eb k\u00ebto impiante, procedurat e dor\u00ebzimit t\u00eb mbetjeve, kushtet e operimit, monitorimit dhe t\u00eb dh\u00ebnies s\u00eb lejeve mjedisore do t\u00eb caktohen nga K\u00ebshilli i Ministrave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Me k\u00ebt\u00eb nism\u00eb t\u00eb re ligjore, ashp\u00ebrsohen gjobat, duke u b\u00ebr\u00eb deri n\u00eb 7 fish m\u00eb t\u00eb larta se aktualisht. Gjobat thuhet n\u00eb nenin 77 do t\u00eb nisin nga 1 milion\u00eb lek\u00eb dhe maksimumi do t\u00eb jet\u00eb 20 milion\u00eb lek\u00eb, n\u00eb var\u00ebsi t\u00eb shkeljes.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebshkimi m\u00eb i madh prej 20 milion\u00eb lek\u00eb \u00ebsht\u00eb parashikuar p\u00ebr ata q\u00eb importojn\u00eb apo tranzitojn\u00eb mbetje t\u00eb rrezikshme ose jo. Gjoba p\u00ebr k\u00ebt\u00eb shkelje \u00ebsht\u00eb 7.6 her\u00eb m\u00eb e lart\u00eb se aktualisht, q\u00eb \u00ebsht\u00eb 2.6 milion\u00eb lek\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">10 milion\u00eb deri n\u00eb 20 milion\u00eb lek\u00eb do t\u00eb gjobiten edhe ata q\u00eb eksportojn\u00eb mbetje jasht\u00eb vendit pa autorizme dhe lejet p\u00ebrkat\u00ebse.
