Pas akt ekspertizave rezultuan se kostot e nd\u00ebrhyrjes p\u00ebr struktura t\u00eb reja dhe t\u00eb sigurta jan\u00eb m\u00eb t\u00eb ul\u00ebta krahasuar me restaurimin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga ekspert\u00ebt e Institutit t\u00eb Nd\u00ebrtimit, p\u00ebr pallatin nr. 64 n\u00eb zon\u00ebn e Kombinatit, kostoja e p\u00ebrforcimit p\u00ebrllogaritet sa 84% t\u00eb kostos s\u00eb rind\u00ebrtimit nga e para. Vler\u00ebsimi i ekspert\u00ebve \u00ebsht\u00eb kryer pas vler\u00ebsimit t\u00eb b\u00ebr\u00eb p\u00ebr objektin mb\u00ebshtetur n\u00eb kriteret e VKM nr.26.15.01.2020, ku rezultoi se struktura e pallatit n\u00eb gjendjen pas t\u00ebrmetit, nuk i plot\u00ebsonte kushtet e siguris\u00eb dhe q\u00ebndrueshm\u00ebris\u00eb p\u00ebr aktivitetin sizmik t\u00eb zon\u00ebs dhe duhet t\u2019i n\u00ebnshtrohet rikonstruksionit.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cSipas vler\u00ebsimit nga ekspert\u00ebt e Institutit t\u00eb Nd\u00ebrtimit, analiz\u00ebs dhe p\u00ebrllogaritjeve t\u00eb kryera nga ana e tyre rezulton se ky objekt me sip\u00ebrfaqe rreth 520 m\u00b2 duke e llogaritur me koston p\u00ebr nj\u00ebsi nd\u00ebrtimi me TVSH 32 113 lek\u00eb\/m\u00b2 \u00ebsht\u00eb n\u00eb vler\u00ebn 16,698,760 lek\u00eb (vlera 13 915 720 lek\u00eb pa TVSH) dhe vlera e p\u00ebrforcimit \u00ebsht\u00eb 11,707,567 lek\u00eb ku n\u00eb raport k\u00ebto dy vlera jan\u00eb n\u00eb mas\u00ebn 84 % duke rekomanduar k\u00ebshtu Demolimin e objektit\u201d<\/em>, thuhet n\u00eb relacion e projektvendimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr pallatin nr. 65 n\u00eb zon\u00ebn e Kombinatit t\u00eb nd\u00ebrtuar para viteve \u201950- \u201960 raporti n\u00eb p\u00ebrqindje i vler\u00ebs s\u00eb p\u00ebrforcimit me vler\u00ebn e rind\u00ebrtimit nga e para \u00ebsht\u00eb 82.6 % dhe p\u00ebr k\u00ebt\u00eb arsye \u00ebsht\u00eb rekomanduar DEMOLIMI i objektit mb\u00ebshtetur n\u00eb Aktin Normativ Nr. 9, dat\u00eb 16.12.2019, \u201cP\u00ebr p\u00ebrballimin e pasojave t\u00eb fatkeq\u00ebsis\u00eb natyrore\u201d, konkretisht neni 34 p\u00ebrcakton se:<\/span><\/p>\n<p><em><span style=\"color: #000000;\">\u201cN\u00ebse sipas studimit t\u00eb thelluar, t\u00eb mb\u00ebshtetur dhe nga oponenca e Institutit t\u00eb Nd\u00ebrtimit, nd\u00ebrhyrjet p\u00ebr riparimin e struktur\u00ebs kushtojn\u00eb m\u00eb shum\u00eb se 70% e kostos s\u00eb rind\u00ebrtimit nga e para t\u00eb nd\u00ebrtes\u00ebs, nj\u00ebsia e vet\u00ebqeverisjes vendore ose autoriteti p\u00ebrgjegj\u00ebs vendos shembjen e detyruar t\u00eb objektit, q\u00eb kryhet sipas procedurave t\u00eb parashikuara n\u00eb nenin 35 t\u00eb k\u00ebtij akti\u201d<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\">Edhe p\u00ebr pallatin nr. 36, nga ekspert\u00ebt e Institutit t\u00eb Nd\u00ebrtimit kur kostoja e rikonstruktimit kalon kufirin 70% t\u00eb p\u00ebrcaktuar me aktin normativ nr. 9, dat\u00eb 16.12.2019, q\u00eb detyron shembjen n\u00eb raste t\u00eb tilla.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas akt ekspertiz\u00ebs s\u00eb thelluar dhe oponenc\u00ebs teknike t\u00eb Institutit t\u00eb Nd\u00ebrtimit, objekti me pes\u00eb kate mbi tok\u00eb dhe sip\u00ebrfaqe totale 2411 m\u00b2 \u00ebsht\u00eb konsideruar i pabanuesh\u00ebm dhe i pasigurt, si pasoj\u00eb e d\u00ebmtimeve strukturore t\u00eb shkaktuara nga t\u00ebrmeti dhe nd\u00ebrhyrjeve t\u00eb m\u00ebvonshme nga p\u00ebrdoruesit.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb relacionin e projektvendimit theksohet se gjat\u00eb inspektimeve jan\u00eb evidentuar deformime t\u00eb konsiderueshme n\u00eb element\u00ebt mbajt\u00ebs, p\u00ebrfshir\u00eb: ndryshime t\u00eb struktur\u00ebs nga nd\u00ebrhyrje t\u00eb banor\u00ebve pas viteve \u201990, si hapje muresh, mbyllje ballkonesh, vendosje strehash e kangjellash, apo instalime t\u00eb pakontrolluara teknike.<\/span><\/p>\n<p><em><span style=\"color: #000000;\">\u201cKostoja e p\u00ebrforcimit \u00ebsht\u00eb vler\u00ebsuar n\u00eb 60.7 milion\u00eb lek\u00eb, nd\u00ebrsa ajo e rind\u00ebrtimit nga e para n\u00eb 77.4 milion\u00eb lek\u00eb, duke e \u00e7uar raportin e p\u00ebrforcimit n\u00eb 78.44%, mbi kufirin ligjor prej 70%, t\u00eb p\u00ebrcaktuar n\u00eb Aktin Normativ nr. 9, dat\u00eb 16.12.2019. <\/span><\/em><span style=\"color: #000000;\"><em>Nga analiza e k\u00ebsaj ekspertize dhe krahasimit t\u00eb vler\u00ebs s\u00eb Preventivit t\u00eb Punimeve t\u00eb p\u00ebrforcimit dhe t\u00eb rikonstruksionit apo riparimit t\u00eb nd\u00ebrtes\u00ebs, rekomandojm\u00eb q\u00eb objekti duhet t\u2019i n\u00ebnshtrohet Demolimit dhe Nd\u00ebrtimit t\u00eb nj\u00eb nd\u00ebrtese t\u00eb re referuar kodit t\u00eb projektimit dhe destinacionit t\u00eb saj, por vendimi p\u00ebrfundimtar i takon Nj\u00ebsis\u00eb s\u00eb Qeverisjes Vendore\u201d,<\/em> citohet n\u00eb relacionin e
