N\u00eb baz\u00eb t\u00eb k\u00ebsaj shifre, nd\u00ebrtimi p\u00ebr 1 kilomet\u00ebr t\u00eb k\u00ebsaj rruge llogaritet t\u00eb ket\u00eb kushtuar 15.8 milion euro.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb tjet\u00ebr shqet\u00ebsim \u00ebsht\u00eb ndryshimi i papritur i modelit financiar t\u00eb projektit. Sipas studimit t\u00eb ri t\u00eb Fizibilitetit, norma e kthimit t\u00eb investimit \u00ebsht\u00eb rritur nga 7.6% n\u00eb 8.11%, duke \u00e7uar vler\u00ebn totale t\u00eb investimit nga 445 milion\u00eb euro n\u00eb 1.3 miliard\u00eb euro p\u00ebr 35 vitet e ardhshme. Prej dat\u00ebs 4 janar n\u00eb k\u00ebt\u00eb segment ka nisur aplikimi i tarifave t\u00eb kalimit. Autoveturat t\u00eb klasifikuara si kategoria 2 do t\u00eb paguajn\u00eb 2.5 euro, kategoria 3 ku p\u00ebrfshihen kamion\u00ebt e autobus\u00ebt do t\u00eb tarifohen me 6.25 euro dhe 1.75 euro \u00ebsht\u00eb tarifa p\u00ebr mjetet e lehta t\u00eb llojit moto\u00e7ikleta.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ideja p\u00ebr nd\u00ebrtimin e nj\u00eb autostrade q\u00eb do t\u00eb dublonte nj\u00eb pjes\u00eb t\u00eb rrug\u00ebs s\u00eb vjet\u00ebr Fush\u00eb Kruj\u00eb-Thuman\u00eb dhe at\u00eb t\u00eb aeroportit t\u00eb Tiran\u00ebs lindi 7 vjet m\u00eb par\u00eb, pas prezantimit t\u00eb programit \u201cOne Billion Investment\u201d nga kabineti i dyt\u00eb i socialist\u00ebve q\u00eb sapo kishte fituar zgjedhjet. Projekti parashikonte angazhimin 1 miliard eurove kapital t\u00eb kompanive private p\u00ebr t\u00eb investuar para t\u00eb tyre n\u00eb infrastruktur\u00eb rrugore dhe aeroporte, investime q\u00eb pasi t\u00eb kalonin 30% t\u00eb vler\u00ebs t\u00eb kostos s\u00eb projektit, do t\u00eb paguheshin nga shteti me k\u00ebste p\u00ebr 13 vjet. Firmat n\u00eb k\u00ebt\u00eb rast do t\u00eb kishin p\u00ebrgjegj\u00ebsin\u00eb edhe t\u00eb mir\u00ebmbajtjes s\u00eb rrug\u00ebs, bashk\u00eb me projektimin, zbatimin dhe dor\u00ebzimin n\u00eb fund t\u00eb vepr\u00ebs p\u00ebr pal\u00ebn shtet\u00ebrore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pjes\u00eb e propozimeve t\u00eb pak\u00ebrkuara p\u00ebr programin \u201cOne Billion Project Financing\u201d ishte dhe nd\u00ebrtimi i nj\u00eb autostrade me gjat\u00ebsi 20.8 kilometra q\u00eb do t\u00eb lidhte Thuman\u00ebn me Kasharin, aks q\u00eb m\u00eb pas do t\u00eb vijohej me rrug\u00eb t\u00eb tjera pjes\u00eb t\u00eb \u201cKorridorit Blu\u201d si\u00e7 \u00ebsht\u00eb segmenti Kashar-Lekaj dhe Lekaj-Fier.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pasi mori bonusin 8.5 pik\u00eb nga K\u00ebshilli i Ministrave n\u00eb mars t\u00eb vitit 2018 pas nj\u00eb oferte t\u00eb pak\u00ebrkuar q\u00eb kishte dor\u00ebzuar m\u00eb par\u00eb, kompania Gener 2 u shpall fituese n\u00eb gar\u00ebn e hapur p\u00ebr nd\u00ebrtimin e k\u00ebtij segmenti, por kontrata p\u00ebrfundimtare nuk u n\u00ebnshkrua dhe Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb (MIE) anulloi fondet n\u00eb janar t\u00eb vitit 2019. Firma m\u00eb pas fitoi t\u00eb drejt\u00ebn n\u00eb Gjykat\u00ebn Administrative t\u00eb Apelit p\u00ebr t\u00eb detyruar Ministrin\u00eb e Infrastruktur\u00ebs dhe Energjis\u00eb q\u00eb t\u00eb p\u00ebrcillte propozimin p\u00ebr lidhjen e kontrat\u00ebs n\u00eb qeveri.<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb dh\u00ebnat e siguruara nga \u201cshteg.org\u201d tregojn\u00eb se kontrata e re u n\u00ebnshkrua duke dal\u00eb jasht\u00eb termave t\u00eb referenc\u00ebs s\u00eb tenderit pasi u zgjat n\u00eb koh\u00eb dhe modeli i financimit u ndryshua n\u00eb pagesa direkte p\u00ebr qytetar\u00ebt nga kosto buxhetore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb tha n\u00eb nj\u00eb k\u00ebrkes\u00eb p\u00ebr informacion se vlera e investimit e dor\u00ebzuar nga kompania koncesionare \u00ebsht\u00eb 330 milion euro, por ky raportim nuk \u00ebsht\u00eb b\u00ebr\u00eb pran\u00eb ministris\u00eb s\u00eb Financave dhe Agjencis\u00eb s\u00eb Trajtimit t\u00eb Koncesioneve. MIE refuzoi t\u00eb vendos\u00eb n\u00eb dispozicion t\u00eb Shteg situacionet e dor\u00ebzuara nga koncesionari dhe pas nj\u00eb vendimi detyrues t\u00eb Komisionerit p\u00ebr t\u00eb Drejt\u00ebn e Informimit p\u00ebr t\u00eb dh\u00ebn\u00eb dokumentacionin. N\u00eb shkelje t\u00eb kontrat\u00ebs ministria nuk ka p\u00ebrzgjedhur ende Inxhinierin e Pavarur, por vet\u00ebm supervizor\u00eb t\u00eb p\u00ebrkohsh\u00ebm, emrat e t\u00eb cil\u00ebve s\u00ebrish u refuzuan t\u00eb jepeshin n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb kontaktoheshin nga \u201cshteg.org\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas vlerave q\u00eb jan\u00eb raportuar n\u00eb bilancet e firm\u00ebs koncesionare t\u00eb ngritur p\u00ebr zbatimin e kontrat\u00ebs s\u00eb koncesionit \u201cG2 Infra\u201d, shpenzimet totale p\u00ebr vitin 2022 jan\u00eb 12 mij\u00eb euro, nd\u00ebrsa p\u00ebr vitin 2023 nuk e kalojn\u00eb vler\u00ebn 20 mij\u00eb euro.<\/span><\/p>\n<p><span style=\"color: #000000;\">MIE nuk iu p\u00ebrgjigj as k\u00ebrkes\u00ebs s\u00eb \u201cshteg.org\u201d, n\u00ebse vlera e deklaruar e investimeve p\u00ebr aksin Thuman\u00eb-Kashar \u00ebsht\u00eb b\u00ebr\u00eb nga kompania koncesionare \u201cG2 Infra\u201d, nd\u00ebrsa vet\u00eb kompania nuk komentoi asnj\u00eb nga k\u00ebto \u00e7\u00ebshtje.<\/span><\/p>\n<div id=\"strong-misteri-i-vleres-se-investimit-strong\" class=\"wp-block-stackable-heading stk-block-heading stk-block-heading--v2 stk-block stk-92bf28b\" data-block-id=\"92bf28b\">\n<p class=\"stk-block-heading__text\"><span style=\"color: #000000;\"><strong>Misteri i vler\u00ebs s\u00eb investimit<\/strong><\/span><span style=\"color: #000000;\"><strong><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-727236\" src=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2025\/02\/2-2.jpg\" alt=\"\" width=\"1280\" height=\"853\" srcset=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2025\/02\/2-2.jpg 1280w, https:\/\/www.hashtag.al\/wp-content\/uploads\/2025\/02\/2-2-300x200.jpg 300w, https:\/\/www.hashtag.al\/wp-content\/uploads\/2025\/02\/2-2-1024x682.jpg 1024w, https:\/\/www.hashtag.al\/wp-content\/uploads\/2025\/02\/2-2-768x512.jpg 768w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/strong><em>Faqja zyrtare n\u00eb Facebook e Ministres s\u00eb Infrastruktur\u00ebs dhe Energjis\u00eb, Belinda Balluku \u2013 Nga ceremonia e hapjes s\u00eb qarkullimit t\u00eb automjeteve p\u00ebr aksin Thuman\u00eb-Kashar<\/em><\/span><\/p>\n<\/div>\n<p><span style=\"color: #000000;\">Kontrata koncesionare e miratuar n\u00eb maj t\u00eb vitit 2022 nga K\u00ebshilli i Ministrave, specifikon se vlera e investimeve kapitale p\u00ebr punimet n\u00eb segmentin Thuman\u00eb-Kashar duhet t\u00eb jet\u00eb 224.3 milion euro pa tvsh, \u00e7\u2019ka do t\u2019i takonte nj\u00eb shume totale me tvsh prej 268 milion euro, nd\u00ebrsa n\u00eb vitin e 16-t\u00eb parashikohet nj\u00eb rinvestim sa 70% e kostos s\u00eb punimeve.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb miratimin e kontrat\u00ebs finale nga K\u00ebshilli i Ministrave mungon modeli financiar i koncesionit bashk\u00eb me Studimin e Fizibilitetit, aneks q\u00eb dhe pse gjendet bashk\u00eblidhur, rezulton vet\u00ebm nj\u00eb faqe e bardh\u00eb e firmosur dhe vulosur nga pal\u00ebt. Studimi i ri \u00ebsht\u00eb ai q\u00eb do t\u00eb p\u00ebrcaktonte modelin financiar, vler\u00ebn e investimit, riinvestimin dhe interesin q\u00eb p\u00ebrllogarit koncesionari p\u00ebr parat\u00eb e investuara n\u00eb k\u00ebt\u00eb vep\u00ebr. Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb nuk iu p\u00ebrgjigj nj\u00eb k\u00ebrkes\u00eb p\u00ebr informacion nga \u201cshteg.org\u201d p\u00ebr t\u00eb v\u00ebn\u00eb n\u00eb dispozicion Studimin e ri t\u00eb Fizibilitetit dhe pas nj\u00eb ankese te Zyra e Komisionerit p\u00ebr t\u00eb Drejt\u00ebn e Informimit u mjaftua duke th\u00ebn\u00eb se \u201cStudimi \u00ebsht\u00eb miratuar nga Ministria e Financave dhe Ekonomis\u00eb me shkres\u00ebn nr. 2391\/3 prot., dat\u00eb 10.03.2022\u201d. Ministria e Financave po ashtu refuzoi t\u00eb jap\u00eb Studimin e ri t\u00eb Fizibilitetit edhe pas vendimi t\u00eb Komisionerit p\u00ebr t\u00eb Drejt\u00ebn e Informimit i cili i la afat deri m\u00eb 30 janar 2025.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>&#8220;Kontrat\u00ebs q\u00eb \u00ebsht\u00eb botuar i mungojn\u00eb disa anekse q\u00eb jan\u00eb pjes\u00eb integrale, Studimi i Fizibilitetit, plani i biznesit dhe oferta, k\u00ebto jan\u00eb bosh. Kjo \u00ebsht\u00eb nj\u00eb problematik\u00eb e jasht\u00ebzakonshme p\u00ebr institucionet publike shqiptare. Nuk dim\u00eb sa \u00ebsht\u00eb norma e kthimit t\u00eb investimit (IRR) dhe as vlera aktuale neto e projektit (NPV), q\u00eb jan\u00eb kushte thelb\u00ebsore p\u00ebr t\u00eb b\u00ebr\u00eb Studimin e Fizibilitetit sipas ligjit&#8221;,- <\/em><em><cite>Azmi Stringa, pedagog n\u00eb Universitetin e New York-ut n\u00eb Tiran\u00eb.<\/cite><\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cShteg.org\u201d arriti q\u00eb t\u00eb siguroj\u00eb nj\u00eb kopje t\u00eb Studimit t\u00eb ri t\u00eb Fizibilitetit n\u00eb rrug\u00eb konfidenciale, nga ku duket se norma e interesit p\u00ebr investimin e koncesionarit \u00ebsht\u00eb rritur nga 5.1% n\u00eb 6% dhe po ashtu dhe norma e kthimit t\u00eb investimit \u00ebsht\u00eb 8.11%, nga 7.6% q\u00eb ishte n\u00eb studimin e vjet\u00ebr. N\u00eb modelin financiar t\u00eb vjet\u00ebr t\u00eb koncesionit, buxheti i shtetit do t\u00eb paguante n\u00eb total 445 milion euro p\u00ebr investimin 244 milion euro pa tvsh, nd\u00ebrsa sipas projeksioneve t\u00eb modelit t\u00eb ri, n\u00eb fund t\u00eb 35 viteve koncesionari do t\u00eb ark\u00ebtoj\u00eb 1 miliard e 307 milion euro pa tvsh, ose mesatarisht 37 milion euro n\u00eb vit. N\u00ebse llogaritet kosto e investimit, interesit, mir\u00ebmbajtjes rutin\u00eb dhe operative dhe rinvestimit n\u00eb vitin e 16, kompania koncesionare do t\u00eb fitoj\u00eb nga kjo kontrat\u00eb 575 milion euro n\u00eb total, ose 16.5 milion euro n\u00eb vit.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>Po t\u00eb krahasohet me t\u00eb tjera rrug\u00eb q\u00eb qeveria ka dh\u00ebn\u00eb me koncesion, vlera e investimit \u00ebsht\u00eb shum\u00eb e lart\u00eb po t\u00eb kemi parasysh dhe kushtet teknike q\u00eb \u00ebsht\u00eb terren fushor dhe nuk ka nevoj\u00eb p\u00ebr g\u00ebrmime, por vet\u00ebm p\u00ebr mbushje.&#8221;-<\/em><em><cite>Romeo Nazarko, inxhinier gjeolog<\/cite><\/em><\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cShteg.org\u201d iu drejtua me nj\u00eb k\u00ebrkes\u00eb p\u00ebr informacion Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Energjis\u00eb p\u00ebr t\u00eb v\u00ebn\u00eb n\u00eb dispozicion vler\u00ebn e punimeve p\u00ebr rrug\u00ebn Thuman\u00eb-Kashar n\u00eb baz\u00eb t\u00eb situacioneve q\u00eb ka dor\u00ebzuar kompania koncesionare, por ministria nuk ktheu p\u00ebrgjigje as pas vendimit t\u00eb Komisionierit p\u00ebr t\u00eb Drejt\u00ebn e Informimit i cili detyroi institucionin t\u00eb vendos\u00eb n\u00eb dispozicion informacionin brenda dat\u00ebs 25 n\u00ebntor 2024. N\u00eb dat\u00ebn 6 janar 2025 Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb tha n\u00eb nj\u00eb p\u00ebrgjigje se vlera e investimit e deklaruar nga Autoriteti Rrugor Shqiptar n\u00eb \u00e7ertefikat\u00ebn e p\u00ebrfundimit t\u00eb punimeve \u00ebsht\u00eb 330 milion euro me TVSH, 62 milion euro m\u00eb shum\u00eb se detyrimi n\u00eb kontrat\u00ebn koncesionare. Kjo vler\u00eb nuk e justifikon k\u00ebt\u00eb rrug\u00eb sepse \u00e7mimi si i hekurit, betonit dhe fuqis\u00eb pun\u00ebtore nuk \u00ebsht\u00eb 5-fishuar. Investigimet mediatike sugjeronin se kompania pas firm\u00ebs amerikane ishte \u201cGener 2\u201d, fituese e kontrat\u00ebs koncesionare Thuman\u00eb-Kashar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Urdhri i firmosur nga ministrja Belinda Balluku e sapoardhur n\u00eb detyr\u00eb u kund\u00ebrshtua n\u00eb gjykat\u00eb nga shoq\u00ebria koncesionare dhe n\u00eb p\u00ebrfundim t\u00eb gjykimit, Gjykata Administrative e Apelit vendosi ndryshimin e vendimit t\u00eb shkall\u00ebs s\u00eb par\u00eb q\u00eb linte n\u00eb fuqi urdhrin p\u00ebr nd\u00ebrprejrjen e procedur\u00ebs dhe detyroi Ministrin\u00eb e Infrastruktur\u00ebs s\u00eb Energjis\u00eb t\u00eb vijonte veprimet administrative p\u00ebr t\u2019i p\u00ebrcjell\u00eb K\u00ebshillit t\u00eb Ministrave p\u00ebr miratim draft-kontrat\u00ebn e koncesionit. Pasi pal\u00ebt ran\u00eb dakord, qeveria miraton kontrat\u00ebn m\u00eb 22 maj t\u00eb vitit 2022.<\/span><\/p>\n<p><span style=\"color: #000000;\">Procedura e ndjekur nga Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb dhe K\u00ebshilli i Ministrave i cili e ka autorizuar at\u00eb p\u00ebr t\u00eb negociuar nj\u00eb Studim t\u00eb ri Fizibiliteti \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me ligjin \u201cP\u00ebr Partneritin Publik Privat\u201d, i cili specifikon se n\u00eb rastet kur ndryshojn\u00eb kushtet thelb\u00ebsore t\u00eb kontrat\u00ebs q\u00eb nuk parashikohen n\u00eb dokumentacionin e tenderit, k\u00ebrkohet zbatimi i nj\u00eb procedure t\u00eb re t\u00eb dh\u00ebnies s\u00eb koncesionit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Termi \u201ckushtet thelb\u00ebsore\u201d i referohet n\u00eb ve\u00e7anti element\u00ebve t\u00eb cil\u00ebt do t\u00eb kishin b\u00ebr\u00eb t\u00eb mundur q\u00eb ofertuesit e tjer\u00eb n\u00eb gar\u00eb t\u00eb dor\u00ebzonin nj\u00eb ofert\u00eb financiare t\u00eb ndryshme.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cVendimi i gjykat\u00ebs lidhet me vazhdimin e procedur\u00ebs, e cila ishte shpallur fituese n\u00eb kushtet q\u00eb ishte shpallur procedura e prokurimit. Ndryshimi thelb\u00ebsor i kushteve t\u00eb kontrat\u00ebs, i transferimit t\u00eb risqeve nga privati te shteti, apo ndryshimi i normave dhe koh\u00ebzgjatjes \u2013 t\u00eb cilat do t\u00eb b\u00ebnin q\u00eb ofertuesit t\u00eb jepnin oferta t\u00eb ndryshme po t\u00eb ishin n\u00eb dijeni t\u00eb k\u00ebsaj situate \u2013 do t\u00eb k\u00ebrkonte nj\u00eb procedur\u00eb t\u00eb re prokurimi dhe jo ndryshim kontrate. Nuk e dim\u00eb n\u00ebse nj\u00eb tjet\u00ebr kompani do t\u00eb propozonte nj\u00eb tarif\u00eb m\u00eb t\u00eb ul\u00ebt duke leht\u00ebsuar xhepin e kalimtar\u00ebve q\u00eb kalojn\u00eb aty.
