Kjo lidhet me faktin q\u00eb p\u00ebr automjetet e biznesit rreziku i d\u00ebmeve vler\u00ebsohet m\u00eb i lart\u00eb, p\u00ebr shkak se ato mund t\u00eb p\u00ebrdoren nga drejtues t\u00eb ndrysh\u00ebm. Duke shtuar edhe koeficient\u00ebt e tjer\u00eb t\u00eb rritjes, p\u00ebr mjetet e bizneseve rritja e \u00e7mimit t\u00eb siguracionit mund t\u00eb arrij\u00eb n\u00eb m\u00eb shum\u00eb se 30% krahasuar me vitin e kaluar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Q\u00eb nga fillimi i k\u00ebtij viti ka hyr\u00eb n\u00eb fuqi rregullorja \u201cP\u00ebr p\u00ebrcaktimin e faktor\u00ebve t\u00eb riskut q\u00eb p\u00ebrfshihen n\u00eb p\u00ebrllogaritjen e primit p\u00ebr produktet e sigurimit t\u00eb detyruesh\u00ebm n\u00eb sektorin e transportit\u201d, q\u00eb parashikon se n\u00eb p\u00ebrllogaritjen e primit t\u00eb sigurimit, kompanit\u00eb duhet t\u00eb zbatojn\u00eb disa faktor\u00eb kryesor\u00eb risku, si historiku i d\u00ebmeve, p\u00ebrfshir\u00eb edhe rastet kur shkaktari i aksidentit nuk \u00ebsht\u00eb i sh\u00ebnuar n\u00eb polic\u00ebn e sigurimit; fuqia motorike e mjetit; mosha e t\u00eb siguruarit; eksperienca n\u00eb drejtimin e mjetit motorik; p\u00ebrdorimi i mjetit nga nj\u00eb subjekt apo nga nj\u00eb individ; qarku i regjistrimit t\u00eb mjetit; vjet\u00ebrsia e mjetit.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrve\u00e7 faktor\u00ebve t\u00eb m\u00ebsip\u00ebrm, rregullorja parashikon q\u00eb shoq\u00ebrit\u00eb e sigurimit mund t\u00eb zbatojn\u00eb edhe faktor\u00eb t\u00eb tjer\u00eb risku, t\u00eb p\u00ebrcaktuara prej tyre.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb, sistemi aktualisht n\u00eb p\u00ebrdorim nuk ka nj\u00eb nivel shum\u00eb t\u00eb detajuar diferencimi n\u00eb disa prej faktor\u00ebve t\u00eb parashikuar n\u00eb rregullore.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr shembull, sistemi p\u00ebrcakton \u00e7mime m\u00eb t\u00eb larta p\u00ebr drejtuesit e mjeteve n\u00eb mosh\u00ebn 18-21 vje\u00e7, nd\u00ebrsa nuk parashikon diferencime t\u00eb m\u00ebtejshme p\u00ebr drejtuesit n\u00eb mosh\u00eb m\u00eb t\u00eb madhe. Bonusi, n\u00eb fakt, do t\u00eb jet\u00eb ruajtja e koeficientit t\u00eb nj\u00ebjt\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Jav\u00ebn e kaluar, deputeti Erion Bra\u00e7e me nj\u00eb deklarat\u00eb publike e cil\u00ebsoi rritjen e \u00e7mimeve t\u00eb sigurimit TPL si abuzim n\u00eb kurriz t\u00eb konsumatorit dhe shtoi se do t\u2019i k\u00ebrkoj\u00eb Komisionit Kuvendor t\u00eb Ekonomis\u00eb t\u00eb ushtroj\u00eb ndikim mbi AMF-n\u00eb p\u00ebr anullimin e \u00e7mimeve t\u00eb reja.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas ligjit, shoq\u00ebrit\u00eb e sigurimit i p\u00ebrcaktojn\u00eb vet\u00eb tarifat e primit t\u00eb sigurimit TPL, por jan\u00eb t\u00eb detyruara t\u00eb njoftojn\u00eb AMF-n\u00eb t\u00eb pakt\u00ebn 30 dit\u00eb kalendarike p\u00ebrpara aplikimit t\u00eb tarifave t\u00eb reja t\u00eb primit.<\/span><\/p>\n<p><span style=\"color: #000000;\">S\u00eb bashku me njoftimin p\u00ebr aplikimin e tarifave t\u00eb reja t\u00eb primit, shoq\u00ebrit\u00eb e sigurimit duhet t\u00eb depozitojn\u00eb pran\u00eb Autoritetit baz\u00ebn teknike t\u00eb t\u00eb dh\u00ebnave, faktor\u00ebt e riskut dhe vler\u00ebsimet aktuariale t\u00eb p\u00ebrdorura p\u00ebr llogaritjen e primeve t\u00eb sigurimit, t\u00eb shoq\u00ebruara me opinionin e aktuarit t\u00eb autorizuar t\u00eb shoq\u00ebris\u00eb, t\u00eb paraqitur n\u00eb form\u00ebn e nj\u00eb raporti me shkrim.<\/span><\/p>\n<p><span style=\"color: #000000;\">Autoriteti, n\u00eb funksion t\u00eb mbik\u00ebqyrjes s\u00eb veprimtaris\u00eb s\u00eb shoq\u00ebris\u00eb s\u00eb sigurimit, mund t\u00eb urdh\u00ebroj\u00eb rishikimin e tarifave t\u00eb reja t\u00eb primeve, n\u00ebse konstaton se baza e t\u00eb dh\u00ebnave p\u00ebr hartimin e tabelave t\u00eb primit t\u00eb sigurimit nuk \u00ebsht\u00eb e sakt\u00eb, ose shoq\u00ebria e sigurimit nuk ka vepruar n\u00eb p\u00ebrputhje me parimet aktuariale dhe metodologjin\u00eb e p\u00ebrdorur p\u00ebr p\u00ebrfshirjen e faktor\u00ebve t\u00eb riskut t\u00eb p\u00ebrcaktuar me k\u00ebt\u00eb rregullore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Fitimi nga sigurimi TPL u rrit me 130% p\u00ebr 2023<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrpjekjet e kompanive p\u00ebr t\u00eb rritur \u00e7mimin e sigurimit t\u00eb brendsh\u00ebm TPL nis\u00ebn q\u00eb n\u00eb vitin 2021, me miratimin e ligjit t\u00eb \u201cP\u00ebr sigurimin e detyruesh\u00ebm n\u00eb sektorin e transportit\u201d, q\u00eb rriti edhe limitet e p\u00ebrgjegj\u00ebsive. Pas vitit 2022, nevoja p\u00ebr rritjen e \u00e7mimeve u argumentua me shtrenjtimin e \u00e7mimeve t\u00eb pjes\u00ebve t\u00eb k\u00ebmbimit, sh\u00ebrbimeve p\u00ebr automjetet dhe me rritjen e kostove n\u00eb p\u00ebrgjith\u00ebsi nga inflacioni i lart\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb, t\u00eb dh\u00ebnat e AMF-s\u00eb tregojn\u00eb se pavar\u00ebsisht faktor\u00ebve t\u00eb m\u00ebsip\u00ebrm, produkti TPL ka qen\u00eb nj\u00eb produkt fitimprur\u00ebs p\u00ebr kompanit\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb dh\u00ebnat e raportit t\u00eb mbik\u00ebqyrjes 2023 tregojn\u00eb se bilanci i llogaris\u00eb teknike p\u00ebr produktin e brendsh\u00ebm TPL ishte pozitiv n\u00eb vler\u00ebn e 1.6 miliard\u00eb lek\u00ebve, me nj\u00eb rritje prej 130% krahasuar me vitin 2022. Ky ishte fitimi m\u00eb i lart\u00eb i t\u00eb gjitha koh\u00ebrave i raportuar p\u00ebr produktin n\u00eb fjal\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Efektin kryesor n\u00eb rritjen e fitimeve nga sigurimi TPL e ka dh\u00ebn\u00eb rritja e primeve t\u00eb fituara neto, ulja e shpenzimeve t\u00eb marrjes n\u00eb sigurim, paralelisht me nj\u00eb rritje shum\u00eb t\u00eb vog\u00ebl t\u00eb shpenzimeve p\u00ebr d\u00ebme t\u00eb paguara. Primi i fituar neto vitin e kaluar arriti n\u00eb 9.82 miliard\u00eb lek\u00eb, n\u00eb rritje me 7.7% krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrkoh\u00eb, nj\u00eb ndikim t\u00eb r\u00ebnd\u00ebsish\u00ebm ka sjell\u00eb edhe ulja e shpenzimeve operative t\u00eb lidhura me produktin. Ato zbrit\u00ebn n\u00eb 4.7 miliard\u00eb lek\u00eb, n\u00eb r\u00ebnie me 9% krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjith\u00ebse shpenzimet operative p\u00ebsuan r\u00ebnie, ato vazhdojn\u00eb t\u00eb ken\u00eb nj\u00eb vler\u00eb ndjesh\u00ebm m\u00eb t\u00eb lart\u00eb krahasuar me shpenzimet p\u00ebr d\u00ebme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shpenzimet p\u00ebr d\u00ebme sh\u00ebnuan nj\u00eb rritje t\u00eb vog\u00ebl vitin e kaluar. D\u00ebmet e paguara bruto arrit\u00ebn n\u00eb 3.38 miliard lek\u00eb, 3.4% m\u00eb shum\u00eb krahasuar me nj\u00eb vit m\u00eb par\u00eb. Nd\u00ebrsa d\u00ebmet e paguara neto (duke hequr pjes\u00ebn e paguar nga risiguruesit) arrit\u00ebn n\u00eb 2.91 miliard lek\u00eb, n\u00eb rritje me vet\u00ebm 0.9% krahasuar me nj\u00eb vit m\u00eb par\u00eb. Raporti d\u00ebme-prime neto u rrit shum\u00eb leht\u00eb n\u00eb 36.14%, nga 36.06% q\u00eb kishte qen\u00eb n\u00eb vitin 2022.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sigurimet e detyrueshme motorike kan\u00eb nj\u00eb pesh\u00eb shum\u00eb t\u00eb lart\u00eb n\u00eb struktur\u00ebn e primeve t\u00eb shkruara bruto n\u00eb sigurimet e Jo-Jet\u00ebs. P\u00ebr vitin 2023, sigurimi i brendsh\u00ebm TPL, Kartoni Jeshil dhe Polica Kufitare p\u00ebrb\u00ebnin pothuajse 67% t\u00eb primeve t\u00eb shkruara bruto t\u00eb k\u00ebtij tregu.
