Projekti ishte ideuar nga dy personazhe. I pari quhet Dr. Ralf Baric, q\u00eb punonte n\u00eb Universitetin e Karolin\u00ebs s\u00eb Veriut dhe q\u00eb ishte marr\u00eb me modifikimet gjenetike t\u00eb koronaviruseve dhe deri n\u00eb vitin 2017 kishin ndodhur n\u00eb Karolin\u00ebn e Veriut n\u00ebnt\u00eb minipandemi t\u00eb k\u00ebtyre koronaviruseve. Personi tjet\u00ebr Shi Zhengli, drejtoresha e institutit t\u00eb virologjis\u00eb s\u00eb Pekinit, q\u00eb quhet ndryshe \u201cbatwoman\u201d. Projekti nuk ishte gj\u00eb tjet\u00ebr ve\u00e7se t\u00eb prodhonte Covid-19. Projekti Defuse kishte n\u00eb p\u00ebrb\u00ebrje k\u00ebt\u00eb element.
