Sipas t\u00eb dh\u00ebnave t\u00eb marra, p\u00ebrgjat\u00eb vitit 2023, n\u00eb 4 spitalet psikiatrike n\u00eb vend ka pasur 3161 pacient\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Raporti thekson se shum\u00eb nga rekomandimet jan\u00eb t\u00eb p\u00ebrs\u00ebritura nd\u00ebr vite dhe shpesh nuk k\u00ebrkojn\u00eb buxhet t\u00eb madh p\u00ebr zbatimin e tyre, por mbeten t\u00eb pazgjidhura. Avokati i Popullit ka k\u00ebrkuar q\u00eb k\u00ebto masa t\u00eb merren parasysh sa m\u00eb shpejt p\u00ebr t\u00eb siguruar nj\u00eb trajtim m\u00eb cil\u00ebsor, human dhe t\u00eb denj\u00eb p\u00ebr personat me probleme t\u00eb sh\u00ebndetit mendor n\u00eb Shqip\u00ebri.<\/span><\/p>\n<p><span style=\"color: #000000;\">Inspektimet jan\u00eb kryer n\u00eb disa institucione, p\u00ebrfshir\u00eb spitalet psikiatrike n\u00eb Vlor\u00eb, Shkod\u00ebr, Elbasan, Tiran\u00eb, si dhe n\u00eb institucionet e ve\u00e7anta p\u00ebr t\u00eb burgosurit n\u00eb Lezh\u00eb dhe Tiran\u00eb.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Problematikat Kryesore:<\/span><\/strong><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Kushte t\u00eb pap\u00ebrshtatshme infrastrukturore: Spitalet psikiatrike n\u00eb Vlor\u00eb, Elbasan, Shkod\u00ebr dhe Tiran\u00eb vazhdojn\u00eb t\u00eb p\u00ebrballen me mungesa t\u00eb theksuara n\u00eb kushtet strukturore p\u00ebr trajtimin dhe rikuperimin e pacient\u00ebve.<\/span><\/li>\n<li><span style=\"color: #000000;\">Mungesa e aktiviteteve rikuperuese: N\u00eb disa institucione, si spitali \u201cXhavit Gjata\u201d n\u00eb Tiran\u00eb dhe \u201cSadik Din\u00e7i\u201d n\u00eb Elbasan, mungojn\u00eb ambientet p\u00ebr zhvillimin e aft\u00ebsive okupacionale dhe aktivitetet e rikuperimit.<\/span><\/li>\n<li><span style=\"color: #000000;\">Kapacitetet e pamjaftueshme: Institucionet sh\u00ebndet\u00ebsore psikiatrike vuajn\u00eb nga mungesa e hap\u00ebsirave p\u00ebr akomodimin e pacient\u00ebve n\u00eb faza rikuperimi, si n\u00eb sistemin e sht\u00ebpizave n\u00eb Sh\u00ebn Koll.<\/span><\/li>\n<li><span style=\"color: #000000;\">Mungesa e investimeve: Rikonstruksioni i pavijoneve, ve\u00e7an\u00ebrisht n\u00eb spitalet e Elbasanit dhe QSUT, mbetet nj\u00eb nevoj\u00eb imediate p\u00ebr t\u00eb p\u00ebrmbushur standardet e k\u00ebrkuara nga institucionet nd\u00ebrkomb\u00ebtare.<\/span><\/li>\n<li><span style=\"color: #000000;\">Stafi i pamjaftuesh\u00ebm dhe i pap\u00ebrgatitur: Ka nevoj\u00eb urgjente p\u00ebr shtim t\u00eb mjek\u00ebve psikiat\u00ebr, infermier\u00ebve dhe stafit ndihm\u00ebs, si dhe p\u00ebr trajnime t\u00eb posa\u00e7me p\u00ebr menaxhimin e pacient\u00ebve me \u00e7rregullime t\u00eb r\u00ebnda mendore.<\/span><\/li>\n<li><span style=\"color: #000000;\">Mungesa e pavijoneve t\u00eb posa\u00e7me: Pacient\u00ebt abuzues me substanca narkotike nuk kan\u00eb hap\u00ebsira t\u00eb dedikuara p\u00ebr trajtim specifik.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">Avokati i Popullit ka propozuar nj\u00eb s\u00ebr\u00eb masash p\u00ebr p\u00ebrmir\u00ebsimin e situat\u00ebs, duke p\u00ebrfshir\u00eb:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Rikonstruksionin e plot\u00eb t\u00eb nd\u00ebrtesave spitalore dhe p\u00ebrmir\u00ebsimin e kushteve infrastrukturore (ngrohje, dushe, tualete).<\/span><\/li>\n<li><span style=\"color: #000000;\">Pajisjen e spitaleve me mjete kufizimi mekanik dhe riorganizimin e pavijoneve p\u00ebr pacient\u00ebt akut\u00eb.<\/span><\/li>\n<li><span style=\"color: #000000;\">Vendosjen e sistemeve t\u00eb monitorimit me kamera n\u00eb ambientet e p\u00ebrbashk\u00ebta p\u00ebr rritjen e siguris\u00eb.<\/span><\/li>\n<li><span style=\"color: #000000;\">Krijimin e pavijoneve t\u00eb posa\u00e7me p\u00ebr personat me \u00e7rregullime t\u00eb lidhura me abuzimin me substanca narkotike.<\/span><\/li>\n<li><span style=\"color: #000000;\">Shtimin e kuotave p\u00ebr specializant\u00eb n\u00eb psikiatri dhe rritjen e stafit klinik dhe ndihm\u00ebs.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><strong><span style=\"color: #ff0000;\">VINI RE<\/span><\/strong>: Ky material \u00ebsht\u00eb pron\u00ebsi intelektuale e <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/monitor.al\/gjendja-e-spitaleve-psikiatrike-ne-shqiperi-mungese-stafi-te-specializuar-dhe-mbikapacitet\/\">Monitor<\/a><\/span><\/span><\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"<p>N\u00eb raportin e fundit t\u00eb inspektimeve n\u00eb spitalet psikiatrike t\u00eb Shqip\u00ebris\u00eb, publikuar nga Avokati i Popullit, jan\u00eb evidentuar nj\u00eb s\u00ebr\u00eb problematikash t\u00eb r\u00ebnd\u00ebsishme q\u00eb prekin cil\u00ebsin\u00eb e trajtimit dhe kushtet e personave me probleme t\u00eb sh\u00ebndetit mendor.
