N\u00eb total sip\u00ebrfaqja e tyre llogaritet 675 metra katror. Nd\u00ebrsa pasuria e paluajtshme nr.7\/87 me sip\u00ebrfaqe 1,547 metra katror do t\u00eb p\u00ebrfshihet n\u00eb zhvillim vet\u00ebm nj\u00eb pjes\u00eb e saj, n\u00eb var\u00ebsi t\u00eb gjurm\u00ebs dhe miratimit t\u00eb lejes s\u00eb nd\u00ebrtimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cK\u00ebshilli Bashkiak, e konsideroi n\u00eb interes p\u00ebr Bashkin\u00eb Tiran\u00eb, dh\u00ebnien p\u00ebr zhvillim t\u00eb pasurive me nr. 7\/292, 7\/26, 7\/41, 7\/295, 7\/70, 7\/57 dhe nr. 7\/87 (pjes\u00ebrisht), n\u00eb zon\u00ebn kadastrale 8330, n\u00eb k\u00ebmbim t\u00eb p\u00ebrfitimit t\u00eb 50% t\u00eb sip\u00ebrfaqes nd\u00ebrtimore (n\u00ebntok\u00eb dhe mbi tok\u00eb), n\u00eb nd\u00ebrtimin e ri q\u00eb do t\u00eb ngrihet, n\u00eb k\u00ebmbim t\u00eb pasurive t\u00eb llojit truall n\u00eb pron\u00ebsi t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs, me t\u00eb drejt\u00eb p\u00ebrzgjedhje 50% Bashkia Tiran\u00eb dhe 50% shoq\u00ebria \u201cStarTek\u201d sh.p.k.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb pik\u00ebn 3, t\u00eb vendimit nr. 80, dat\u00eb 22.07.2024, t\u00eb K\u00ebshillit Bashkiak \u00ebsht\u00eb vendosur miratimi i draft kontrat\u00ebs s\u00eb sip\u00ebrmarrjes me kusht shk\u00ebmbimi midis Bashkis\u00eb Tiran\u00eb dhe shoq\u00ebris\u00eb \u201cStarTek\u201d sh.p.k\u201d, thuhet n\u00eb relacionin q\u00eb shoq\u00ebron projektvendimin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vendimi nr.53 i miratuar nga K\u00ebshilli Bashkiak m\u00eb 26.04.2018 mb\u00ebshtetur te Kodi Civil dhe Ligji i qeverisjes vendore i miratuar n\u00eb 2015, i japin mund\u00ebsin\u00eb Bashkis\u00eb, q\u00eb si pronare e parcelave t\u00eb hyj\u00eb n\u00eb marr\u00ebdh\u00ebnie kontraktuale me pal\u00eb private q\u00eb jan\u00eb duke zhvilluar ose do t\u00eb zhvillojn\u00eb parcelat kufitare, duke pasur parasysh interesin publik dhe rritjen e vler\u00ebs s\u00eb pron\u00ebs sipas dobis\u00eb publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas vendimit t\u00eb 2018-s, parashikohet q\u00eb fillimisht projektmarr\u00ebveshja, e shoq\u00ebruar me relacionin p\u00ebrmbyll\u00ebs t\u00eb negociatave, i d\u00ebrgohet p\u00ebr n\u00ebnshkrim kryetarit t\u00eb bashkis\u00eb apo personit t\u00eb autorizuar prej tij.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb tej, Kryetari i bashkis\u00eb d\u00ebrgon p\u00ebr miratim n\u00eb k\u00ebshillin bashkiak marr\u00ebveshjen e n\u00ebnshkruar nd\u00ebrmjet Bashkis\u00eb Tiran\u00eb dhe zhvilluesit privat.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb relacionin e projektvendimit thuhet se pran\u00eb Bashkis\u00eb Tiran\u00eb \u00ebsht\u00eb depozituar shkresa m\u00eb 21.08.2024, nga shoq\u00ebria \u201cStarTek\u201d sh.p.k, me an\u00eb t\u00eb s\u00eb cil\u00ebs \u00ebsht\u00eb k\u00ebrkuar vijimi i procedurave t\u00eb n\u00ebnshkrimit t\u00eb kontrat\u00ebs s\u00eb sip\u00ebrmarrjes midis k\u00ebsaj t\u00eb fundit dhe Bashkis\u00eb Tiran\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Drejtoria e P\u00ebrgjithshme Juridike e Aseteve dhe Licencimit m\u00eb 10.09.2024, i \u00ebsht\u00eb drejtuar Kryetarit t\u00eb Bashkis\u00eb dhe ka marr\u00eb konfirmimin e tij p\u00ebr vijimin e n\u00ebnshkrimit t\u00eb kontrat\u00ebs s\u00eb sip\u00ebrmarrjes, midis Bashkis\u00eb Tiran\u00eb dhe shoq\u00ebris\u00eb \u201cStarTek\u201d sh.p.k, si dhe vijimin e procedurave n\u00eb p\u00ebrputhje me parashikimet e kreut V, t\u00eb vendimit nr. 53\/2018.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb tej kontrata e sip\u00ebrmarrjes me kusht shk\u00ebmbimi midis Bashkis\u00eb Tiran\u00eb dhe shoq\u00ebris\u00eb \u201cStarTek\u201d sh.p.k, u n\u00ebnshkrua n\u00eb dat\u00eb 25.10.2024.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cSipas kontrat\u00ebs s\u00eb lartp\u00ebrmendur, sip\u00ebrmarr\u00ebsi, pra shoq\u00ebria \u201cStarTek\u201d sh.p.k, \u00ebsht\u00eb i detyruar t\u00eb projektoj\u00eb, financoj\u00eb dhe nd\u00ebrtoj\u00eb objektin e ardhsh\u00ebm. Ai merr p\u00ebrsip\u00ebr t\u00eb kryej\u00eb t\u00eb gjitha studimet urbanistike, teknike dhe juridike me q\u00ebllim plot\u00ebsimin e dokumentacionit tekniko-ligjor t\u00eb nevojsh\u00ebm p\u00ebr pajisjen me lejet p\u00ebrkat\u00ebse p\u00ebr nd\u00ebrtimin e objektit t\u00eb ardhsh\u00ebm, sipas cil\u00ebsis\u00eb dhe parametrave funksionale, teknike dhe estetike, t\u00eb cilat duhet t\u00eb p\u00ebrfaq\u00ebsojn\u00eb standarde t\u00eb larta nd\u00ebrtimi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sip\u00ebrmarr\u00ebsi mban p\u00ebrgjegj\u00ebsi n\u00eb rast vonese gjat\u00eb kryerjes s\u00eb punimeve ose p\u00ebr nd\u00ebrprerjen e tyre, n\u00ebse k\u00ebto vonesa kan\u00eb ardhur p\u00ebr faj t\u00eb tij dhe p\u00ebr \u00e7do vones\u00eb do t\u00eb p\u00ebrgjigjet p\u00ebr d\u00ebmin e shkaktuar ndaj Bashkis\u00eb Tiran\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu, shoq\u00ebria \u201cStarTek\u201d sh.p.k, merr p\u00ebrsip\u00ebr sistemimin e territorit rrethues t\u00eb objektit, duke nd\u00ebrtuar rrug\u00ebt, trotuaret, duke mbjell\u00eb pem\u00ebt, vendosur ndri\u00e7imin dhe larguar materialet e nd\u00ebrtimit, inertet dhe strukturat e p\u00ebrkohshme n\u00eb lidhje me nd\u00ebrtimin e objektit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga ana tjet\u00ebr, Bashkia Tiran\u00eb, n\u00eb cil\u00ebsin\u00eb e porosit\u00ebsit, garanton se \u00ebsht\u00eb pronari i vet\u00ebm i ligjsh\u00ebm i pasurive objekt t\u00eb kontrat\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bashkia e Tiran\u00ebs angazhohet t\u00eb asistoj\u00eb sip\u00ebrmarr\u00ebsin p\u00ebr dokumentacionin e k\u00ebrkuar prej tij si pronar i truallit dhe t\u00eb liroj\u00eb pasurin\u00eb pas miratimit t\u00eb lejes s\u00eb nd\u00ebrtimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu, Bashkia Tiran\u00eb ka t\u00eb drejt\u00eb q\u00eb me an\u00eb t\u00eb personave autorizues t\u00eb b\u00ebj\u00eb kontrollin teknik, n\u00eb nj\u00eb raport ku do t\u00eb specifikohet gjendja e objektit konform standardeve n\u00eb lidhje me cil\u00ebsin\u00eb e punimeve n\u00eb objektin ku do t\u00eb p\u00ebrfitoj\u00eb pjes\u00ebn takuese dhe kur \u00ebsht\u00eb rasti t\u00eb k\u00ebrkoj\u00eb rregullimin e tyre\u201d, citohet n\u00eb relacion.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas t\u00eb dh\u00ebnave t\u00eb QKB-s\u00eb kompania StarTek \u00ebsht\u00eb themeluar n\u00eb vitin 2012.
