Kjo diferenc\u00eb, lidhet kryesisht me 3 faktor\u00eb:<\/span><\/p>\n<p><span style=\"color: #000000;\">-Normat p\u00ebrgjith\u00ebsisht t\u00eb ul\u00ebta tatimore q\u00eb zbaton Shqip\u00ebria krahasuar me vendet e BE-s\u00eb;<\/span><\/p>\n<p><span style=\"color: #000000;\">-P\u00ebrjashtimet nga tatimi mbi t\u00eb ardhurat p\u00ebr bizneset dhe individ\u00ebt;<\/span><\/p>\n<p><span style=\"color: #000000;\">-Mosraportimi\/n\u00ebnraportimi i t\u00eb ardhurave dhe fitimeve nga bizneset dhe individ\u00ebt.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas projektit t\u00eb qeveris\u00eb drejtimet kryesore t\u00eb reform\u00ebs s\u00eb politikave tatimore p\u00ebr tatimet e entiteteve dhe personave fizik\u00eb do t\u00eb synojn\u00eb zgjerimin e baz\u00ebs s\u00eb deklarimit t\u00eb t\u00eb ardhurave personale, duke ulur pragun e detyrimit p\u00ebr deklarim. P\u00ebr k\u00ebt\u00eb q\u00ebllim do t\u00eb krijohet nj\u00ebsia e specializuar n\u00eb administrat\u00ebn tatimore, e dedikuar p\u00ebr kontrollin e individ\u00ebve me t\u00eb ardhura dhe pasuri shum\u00eb t\u00eb larta.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb dy vitet n\u00eb vijim do t\u00eb aplikohet rritje graduale e pag\u00ebs minimale p\u00ebr efekt t\u00eb kontributeve dhe pag\u00ebs minimale p\u00ebr efekt t\u00eb tatimit mbi pag\u00ebn, duke synuar njehsimin e tyre n\u00eb t\u00eb ardhmen.<\/span><\/p>\n<p><span style=\"color: #000000;\">Tatimi mbi t\u00eb ardhurat nga pun\u00ebsimi dhe kontributet e detyrueshme t\u00eb sigurimeve shoq\u00ebrore dhe sh\u00ebndet\u00ebsore, p\u00ebrb\u00ebn nj\u00eb burim t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb t\u00eb ardhurave tatimore n\u00eb Shqip\u00ebri t\u00eb cila kan\u00eb nj\u00eb impakt t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb aktivitetin ekonomik, dhe eficenc\u00ebn e tregut t\u00eb pun\u00ebs. N\u00eb terma afatmes\u00ebm, sistemi aktual i taksimit t\u00eb pun\u00ebs ka nevoj\u00eb p\u00ebr nd\u00ebrhyrje me q\u00ebllim reduktimin e nd\u00ebrlikimeve q\u00eb shkaktojn\u00eb disa baza tatimesh.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb rritur t\u00eb ardhurat nga tatimi mbi pagat administrata tatimore do t\u00eb rris\u00eb m\u00eb tej luft\u00ebn ndaj informalitetit. N\u00eb kuad\u00ebr t\u00eb strategjis\u00eb n\u00ebn k\u00ebt\u00eb komponent jan\u00eb parashikuar 7 masa q\u00eb do nd\u00ebrmerren p\u00ebr t\u00eb adresuar fenomenin. Nd\u00ebrmarrja e k\u00ebtyre masave pritet t\u00eb sjell\u00eb nj\u00eb rritje t\u00eb ardhurave tatimore me 4.9 miliard lek p\u00ebr tatimin mbi t\u00eb ardhurat personale dhe kontributet e sigurimeve shoq\u00ebrore dhe sh\u00ebndet\u00ebsore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Prioritetet p\u00ebr periudh\u00ebn 2024-2027 jan\u00eb rritja me 0.18% e PPB t\u00eb t\u00eb ardhurave nga tatimi mbi pag\u00ebn dhe kontributet e sigurimeve shoq\u00ebrore dhe sh\u00ebndet\u00ebsore. Rritja e deklarimit t\u00eb pag\u00ebs reale t\u00eb 16 % t\u00eb pun\u00ebsuarve.
