Sipas termave t\u00eb referenc\u00ebs q\u00eb shoq\u00ebrojn\u00eb procedur\u00ebn bypassi i ri do t\u00eb evitoj\u00eb kalimin n\u00eb Qaf\u00eb Gjasht\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201c Nga vrojtimet t\u00eb her\u00eb-pas-hershme t\u00eb nyejve kryesore t\u00eb hyrjes s\u00eb qytetit n\u00eb periudha piku, ve\u00e7anarisht n\u00eb sezon veror, ka rezultuar se pothuaj t\u00eb gjitha nyjet kryesore t\u00eb qytetit kan\u00eb v\u00ebshtir\u00ebsi t\u00eb theksuara n\u00eb qarkullim. Nga sa m\u00eb sip\u00ebr, mendojm\u00eb se zgjidhje p\u00ebr k\u00ebt\u00eb lloj bllokimi, \u00ebsht\u00eb realizimi i nj\u00eb pike t\u00eb re hyrje p\u00ebr n\u00eb qytetin e Sarand\u00ebs. Kjo hyrje e re, mendohet se mund t\u00eb vendoset n\u00eb pjes\u00ebn veriore t\u00eb qytetit dhe t\u00eb lidhet direkt me aksin rrugor [SH8] Sarand\u00eb \u2013 Himar\u00eb. Kjo hyrje e re do b\u00ebnte t\u00eb mundur evitimin e nyjes s\u00eb Qaf\u00eb Gjasht\u00ebs, tashm\u00eb t\u00eb mbingarkuar nga trafiku. M\u00eb posht\u00eb paraqitet nj\u00eb plan i p\u00ebrgjithsh\u00ebm p\u00ebr nd\u00ebrhyrjet e parashikuara\/propozuara, megjithat\u00eb \u00ebsht\u00eb detyr\u00eb e projektuesit t\u00eb studioj\u00eb n\u00eb detaje, t\u00eb jap\u00eb sugjerime dhe t\u00eb gjej\u00eb alternativ\u00ebn m\u00eb t\u00eb p\u00ebrshtatshme p\u00ebr t\u00eb garantuar zgjidhjen e problematikave q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me trafikun e mbingarkuar t\u00eb qytetit t\u00eb Sarand\u00ebs\u201d<\/em> thuhet n\u00eb dokument.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas ARRSH nd\u00ebrhyrja e parashikuar p\u00ebrfshin segmentin rrugor q\u00eb duhet t\u00eb filloj\u00eb n\u00eb hyrjen aktuale t\u00eb qytetit t\u00eb Sarand\u00ebs, pran\u00eb rreth-rrotullimi i Qaf\u00eb Gjasht\u00ebs dhe duhet t\u00eb p\u00ebrfundoj n\u00eb lidhje me rrug\u00ebn nacionale [SH8] Sarand\u00eb \u2013 Himar\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pikat skajore t\u00eb projektit duhet t\u00eb p\u00ebrcaktohen n\u00eb koordinim me projektin \u201cRruga e Bregut\u201d, mund\u00ebsin\u00eb e lidhjes me rrug\u00ebn Kardhiq \u2013 Delvin\u00eb \u2013 Sarand\u00eb, n\u00eb bashk\u00ebpunim me Bashkin\u00eb Sarand\u00eb dhe me ARRSH-n\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKy segment parashikohet t\u00eb ket\u00eb nj\u00eb gjat\u00ebsi totale prej af\u00ebrsisht 3.5km, duke p\u00ebrfshir\u00eb segmente rrugore me karakteristika urbane ose interurbane, tunel me gjat\u00ebsi af\u00ebrsisht 800~900 ml, si dhe projektimin e nyjeve p\u00ebrgjat\u00eb k\u00ebtij aksi rrugor. Projektuesi n\u00eb bashk\u00ebpunim t\u00eb ngusht\u00eb me Autoritetin Rrugor Shqiptar do t\u00eb propozoj\u00eb dhe do t\u00eb realizoj\u00eb nj\u00eb segment rrugor Kategoria C2 (ku n\u00eb zonat urbane t\u00eb projektohen element\u00ebt urban), n\u00eb var\u00ebsi t\u00eb nevoj\u00ebs dhe t\u00eb kushteve fizike dhe juridike t\u00eb pronave q\u00eb preken nga gjurma e projektit.
