N\u00eb kuad\u00ebr t\u00eb k\u00ebsaj rezolute PS ka propozuar edhe ngritjen e nj\u00eb Komisionin t\u00eb Posa\u00e7\u00ebm Parlamentar, i cili do t\u00eb adresoj\u00eb nd\u00ebrmarrjen e reformave q\u00eb synojn\u00eb mir\u00ebqeverisjen, sundimin e ligjit dhe anti-korrupsionin p\u00ebr Shqip\u00ebrin\u00eb 2030 n\u00eb Bashkimin Europian.<\/span><\/p>\n<p><span style=\"color: #000000;\">PS i shtrin dor\u00ebn opozit\u00ebs q\u00eb p\u00ebrmes hartimit t\u00eb nj\u00eb Plani Komb\u00ebtar Veprimi, me nj\u00eb koh\u00ebshtrirje afatgjat\u00eb, si dhe me mbik\u00ebqyrjen e SHBA-s\u00eb dhe K\u00ebshillit t\u00eb Bashkimit Evropian p\u00ebr arritjet e Shqip\u00ebris\u00eb n\u00eb t\u00eb gjith\u00eb sektor\u00ebt, si edhe n\u00ebnvizuar gatishm\u00ebrin\u00eb e vendit p\u00ebr t&#8217;iu procesit t\u00eb vettingut p\u00ebr pastrimin e burimeve njer\u00ebzore n\u00eb sistemin e drejt\u00ebsis\u00eb, si dhe n\u00ebp\u00ebrmjet veprimtaris\u00eb s\u00eb struktur\u00ebs s\u00eb posa\u00e7me kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar, e cila po kontribuon n\u00eb m\u00ebnyr\u00eb dometh\u00ebn\u00ebs\u00eb n\u00eb dh\u00ebnien fund t\u00eb epok\u00ebs s\u00eb pand\u00ebshkueshm\u00ebris\u00eb, duke sh\u00ebrbyer nj\u00ebher\u00ebsh edhe si nj\u00eb vler\u00eb e shtuar besimi p\u00ebr vendimin e shum\u00ebpritur t\u00eb hapjes s\u00eb negociatave me konkrete t\u00eb ekzekutivit dhe t\u00eb t\u00eb gjitha institucioneve t\u00eb p\u00ebrfshira, p\u00ebr t\u00eb p\u00ebrmbushur detyrimet e procesit t\u00eb negociatave dhe duke vler\u00ebsuar miratimin nga qeveria shqiptare t\u00eb dy udh\u00ebrr\u00ebfyesve t\u00eb r\u00ebnd\u00ebsish\u00ebm \u201cP\u00ebr Shtetin e s\u00eb drejt\u00ebs\u201d dhe \u201cP\u00ebr reform\u00ebn n\u00eb administrat\u00ebn publike\u201d, si piketa hap\u00ebse t\u00eb Grupkapitullit t\u00eb Par\u00eb q\u00eb njihet me emrin \u201cThemeloret\u201d;<\/span><\/p>\n<p><span style=\"color: #000000;\">1.Me vet\u00ebdijen e madhe p\u00ebr k\u00ebto p\u00ebrgjegj\u00ebsi t\u00eb r\u00ebnd\u00ebsishme dhe p\u00ebr hap\u00ebsir\u00ebn gjith\u00ebp\u00ebrfshir\u00ebse q\u00eb i mund\u00ebsohet Kuvendit nga Kushtetuta dhe autoriteti q\u00eb i jep kuadri ligjor n\u00eb fuqi, me bindjen se manifestimi i vullnetit politik dhe institucional i Shqip\u00ebris\u00eb n\u00eb konceptimin, miratimin e zbatimin e Reform\u00ebs n\u00eb Drejt\u00ebsi p\u00ebrb\u00ebn nj\u00eb p\u00ebrvoj\u00eb t\u00eb vyer institucionale p\u00ebr t\u2019u zhvilluar m\u00eb tej, si dhe me besimin e p\u00ebrbashk\u00ebt se vendi ka nevoj\u00eb p\u00ebr nj\u00eb cik\u00ebl t\u00eb ri reformimi n\u00eb funksion t\u00eb mir\u00ebqeverisjes, sundimit t\u00eb ligjit dhe antikorrupsionit, si domosdoshm\u00ebri p\u00ebr p\u00ebrmbushjen e objektivit strategjik komb\u00ebtar t\u00eb an\u00ebtar\u00ebsimit n\u00eb Bashkimin Evropian n\u00eb vitin 2030, Kuvendi angazhohet:<\/span><\/p>\n<p><span style=\"color: #000000;\">2.T\u00eb nxis\u00eb frym\u00ebn e dialogut konstruktiv politik dhe institucional brenda kuadrit kushtetues e ligjor, nd\u00ebrmjet tre pushteteve t\u00eb pavarura si edhe t\u00eb gjith\u00eb aktor\u00ebve institucional\u00eb e faktor\u00ebve politik e shoq\u00ebror\u00eb n\u00eb vend n\u00eb funksion t\u00eb nj\u00eb cikli t\u00eb ri reformimi p\u00ebrmes nj\u00eb qasje t\u00eb re gjith\u00ebp\u00ebrfshir\u00ebse orientuese p\u00ebr aktivitetin e t\u00eb tre pushteteve t\u00eb pavarura t\u00eb Republik\u00ebs son\u00eb, q\u00eb pavar\u00ebsisht nj\u00ebri \u2013 tjetrit dhe n\u00eb harmoni me nj\u00ebri \u2013 tjetrin t\u00eb angazhohen aktivisht p\u00ebr rritjen e nd\u00ebrgjegj\u00ebsimit institucional dhe forcimin e kultur\u00ebs s\u00eb bashk\u00ebp\u00ebrgjegj\u00ebsis\u00eb t\u00eb institucioneve n\u00eb avancimin e m\u00ebtejsh\u00ebm t\u00eb reformave modernizuese t\u00eb shtetit n\u00eb p\u00ebrmbushje t\u00eb detyrimeve t\u00eb negociatave t\u00eb an\u00ebtar\u00ebsimit n\u00eb Bashkimin Evropian dhe n\u00eb kuadrin e Samitit p\u00ebr Demokraci t\u00eb SHBA-ve;<\/span><\/p>\n<p><span style=\"color: #000000;\">3.P\u00ebr rritjen e fokusit t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb, n\u00eb p\u00ebrshpejtimin e procesit t\u00eb an\u00ebtar\u00ebsimit n\u00eb BE, p\u00ebr konsolidimin e demokracis\u00eb dhe forcimin e shtetit t\u00eb s\u00eb drejt\u00ebs duke konsideruar \u00e7\u00ebshtje madhore t\u00eb nj\u00eb r\u00ebnd\u00ebsie prioritare thellimin e reformave p\u00ebr p\u00ebrmir\u00ebsimin e m\u00ebtejsh\u00ebm t\u00eb mir\u00ebqeverisjes, fuqizimin e luft\u00ebs ndaj korrupsionit, forcimin e zbatimit t\u00eb ligjit si dhe mbrojtjen e t\u00eb drejtave dhe lirive themelore t\u00eb njeriut;<\/span><\/p>\n<p><span style=\"color: #000000;\">4.T\u00eb ushtroj\u00eb n\u00eb m\u00ebnyr\u00eb efektive p\u00ebrgjegj\u00ebsit\u00eb e tij kushtetuese n\u00eb lidhje me rolin mbikqyr\u00ebs t\u00eb komisioneve t\u00eb p\u00ebrhershme e atyre t\u00eb posa\u00e7me dhe strukturave t\u00eb tjera p\u00ebrgjegj\u00ebse parlamentare, ndaj qeveris\u00eb, institucioneve t\u00eb pavarura dhe agjencive ekzekutive ligjzbatuese, brenda fush\u00ebveprimit t\u00eb p\u00ebrcaktuar tashm\u00eb me Kushtetut\u00eb, duke respektuar parimin kushtetues t\u00eb ndarjes dhe balancimit midis pushteteve, me fokus t\u00eb drejtp\u00ebrdrejt\u00eb adresimin e masave t\u00eb Udh\u00ebrr\u00ebfyesve t\u00eb miratuar nga Qeveria \u201cP\u00ebr shtetin e s\u00eb drejt\u00ebs\u201d dhe \u201cReform\u00ebn n\u00eb administrat\u00ebn publike\u201d si dhe rekomandimet e Raportit Screening t\u00eb Komisionit Evropian;<\/span><\/p>\n<p><span style=\"color: #000000;\">5.T\u00eb p\u00ebrmir\u00ebsoj\u00eb rolin e tij ligjv\u00ebn\u00ebs, monitorues dhe mbikqyr\u00ebs n\u00eb funksion t\u00eb mir\u00ebqeverisjes n\u00eb t\u00eb gjitha nivelet, ekzekutive dhe ligjb\u00ebr\u00ebse, qendrore e vendore, p\u00ebrmes mekanizmave dhe rregullave q\u00eb fuqizojn\u00eb respektimin e ligjit dhe rritjen e transparenc\u00ebs n\u00eb vendimarrje, aksesin e qytetar\u00ebve dhe gjith\u00ebp\u00ebrfshirjen e shoq\u00ebris\u00eb civile n\u00eb procesin legjislativ dhe vendimmarrjen e qeverisjes qendrore e vendore, parandalimin e konfliktit t\u00eb interesit dhe lobimit p\u00ebr interesa private, thellimin e procesit t\u00eb digjitalizimit t\u00eb sh\u00ebrbimeve publike dhe kontrollin m\u00eb t\u00eb mir\u00eb ndaj tyre, p\u00ebrmir\u00ebsimin e llogaridh\u00ebnies dhe transparenc\u00ebs t\u00eb past\u00ebrtis\u00eb s\u00eb figur\u00ebs s\u00eb funksionar\u00ebve t\u00eb lart\u00eb t\u00eb zgjedhur ose t\u00eb em\u00ebruar, forcimin e mekanizmave p\u00ebr kontrollin e integritetit t\u00eb funksionar\u00ebve e zyrtar\u00ebve t\u00eb t\u00eb gjitha niveleve, ngritjen e mekanizmave funksional p\u00ebr transparenc\u00ebn financiare dhe zhvillimin e kultur\u00ebs e qasjes demokratike t\u00eb partive politike etj.<\/span><\/p>\n<p><span style=\"color: #000000;\">6.T\u00eb konsideroj\u00eb domodoshm\u00ebri jetike p\u00ebr t\u00eb ardhmen e vendit thellimin e luft\u00ebs ndaj korrupsionit e fenomenit t\u00eb pand\u00ebshkueshm\u00ebris\u00eb n\u00eb m\u00ebnyr\u00eb kapilare n\u00eb t\u00eb gjitha nivelet, duke e vendosur n\u00eb fokus t\u00eb shoq\u00ebris\u00eb shqiptare dhe t\u00eb t\u00eb gjitha institucioneve t\u00eb shtetit, p\u00ebrmes nj\u00eb p\u00ebrpjekje t\u00eb bashk\u00ebrenduar nga Kuvendi, zbatimit t\u00eb objektivave t\u00eb Strategjis\u00eb komb\u00ebtare antikorrupsion dhe t\u00eb shoq\u00ebruar me rekomandime masash konkrete ligjore, institucionale dhe administrative ve\u00e7an\u00ebrisht p\u00ebr sektor\u00ebt m\u00eb vulnerab\u00ebl ndaj korrupsionit (kadastra dhe t\u00eb drejtat pron\u00ebsore, taksat, doganat, arsimi, sh\u00ebndet\u00ebsia, p\u00ebrdorimi i fondeve publike, prokurimet publike, infrastruktura publike, etj), n\u00eb t\u00eb gjith\u00eb territorin e vendit;<\/span><\/p>\n<p><span style=\"color: #000000;\">7.T\u00eb thelloj\u00eb m\u00eb tej p\u00ebrpjekjet p\u00ebr forcimin e zbatimit t\u00eb ligjit duke mund\u00ebsuar nj\u00eb proces analitik vler\u00ebsimi dhe rekomandimesh me masa konkrete ligjore dhe institucionale q\u00eb synojn\u00eb nd\u00ebr t\u00eb tjera edhe reformimin, me t\u00eb nj\u00ebjt\u00ebn ambicie dhe thell\u00ebsi si\u00e7 vepruam me reform\u00ebn n\u00eb drejt\u00ebsi edhe t\u00eb agjencive t\u00eb tjera t\u00eb zbatimit t\u00eb ligjit q\u00eb kan\u00eb n\u00eb p\u00ebrgjegj\u00ebsi luft\u00ebn ndaj korrupsionit n\u00eb t\u00eb gjitha nivelet e qeverisjes dhe administrimin e pasuris\u00eb publike, krimin ekonomik, parandalimin e pastrimit t\u00eb parave, deklarimin dhe kontrollin e pasurive t\u00eb zyrtar\u00ebve dhe konfliktit t\u00eb interesit, auditimin dhe inspektimin financiar, kontrollin e brendsh\u00ebm, informalitetin apo t\u00eb mbikqyrjes s\u00eb tregut, t\u00eb rregjistrimit e administrimit t\u00eb pron\u00ebs etj duke synuar motivimin, integritetin, p\u00ebrgjegjshm\u00ebrin\u00eb, llogaridh\u00ebnien dhe efikasitetin m\u00eb t\u00eb mir\u00eb t\u00eb k\u00ebtyre strukturave n\u00eb respektim dhe zbatim t\u00eb ligjit n\u00eb t\u00eb gjitha nivelet e qeverisjes;<\/span><\/p>\n<p><span style=\"color: #000000;\">8.T\u00eb garantoj\u00eb pakthyeshm\u00ebrin\u00eb e reform\u00ebs n\u00eb drejt\u00ebsi, konsolidimin e saj t\u00eb m\u00ebtejsh\u00ebm
