Q\u00eb nga Reforma Territoriale e vitit 2015, pushteti vendor po p\u00ebrballet m\u00eb v\u00ebshtir\u00ebsi financiare q\u00eb kan\u00eb lindur nga dob\u00ebsit\u00eb n\u00eb menaxhim dhe borxhet e trash\u00ebguara nga ish komunat.<\/span><\/p>\n

N\u00eb vitin 2022 nga 61 bashki n\u00eb t\u00eb gjith\u00eb vendin 12 prej tyre ishin me probleme financiare dhe kat\u00ebr prej tyre ishin n\u00eb v\u00ebshtir\u00ebsi t\u00eb m\u00ebdha sipas t\u00eb dh\u00ebnave q\u00eb Kontrolli i Lart\u00eb i Shtetit q\u00eb siguroi gjat\u00eb nj\u00eb auditi n\u00eb Ministrin\u00eb e Financave.<\/span><\/p>\n

Sipas t\u00eb dh\u00ebnave nga tabela e m\u00ebposhtme bashkit\u00eb Dimal, C\u00ebrrik, Vor\u00eb dhe Kavaj\u00eb jan\u00eb n\u00eb v\u00ebshtir\u00ebsi financiare pasi detyrimet e prapambetura tejkalojn\u00eb 25 % te shpenzimeve vjetore me 2022, nd\u00ebrsa 8 bashkit\u00eb e tjera, Poli\u00e7an, Dib\u00ebr, Tropoj\u00eb, Pogradec, Devoll, Libohov\u00eb, Delvin\u00eb dhe Peqin jan\u00eb me probleme financiare pasi detyrimet e prapambetura arrijn\u00eb n\u00eb 15-23% t\u00eb shpenzimeve totale me 2022.<\/span><\/p>\n

N\u00eb gjendje m\u00eb t\u00eb r\u00ebnduar ishte Bashkia e Kavaj\u00ebs detyrimet e s\u00eb cil\u00ebs vitin e kaluar ishin sa 65.7% e buxhetit t\u00eb vitit, nd\u00ebrsa n\u00eb radh\u00eb vjen Bashkia e Vor\u00ebs detyrimet e s\u00eb cil\u00ebs n\u00eb vitin 2022 ishin sa 39% e shpenzimeve t\u00eb vitit.<\/span><\/p>\n

Referuar ligjit nr. 68\/2017 \u201cP\u00ebr financat e vet\u00ebqeverisjes vendore\u201d, evidentohen kat\u00ebr nivele t\u00eb ndryshme t\u00eb rasteve t\u00eb v\u00ebshtir\u00ebsive financiare t\u00eb nj\u00ebsis\u00eb s\u00eb vet\u00ebqeverisjes vendore.<\/span><\/p>\n

N\u00eb nivelin e par\u00eb nj\u00ebsia e vet\u00ebqeverisjes vendore konsiderohet me probleme financiare kur n\u00eb nj\u00eb muaj t\u00eb caktuar t\u00eb vitit buxhetor konstatohen vonesa prej m\u00eb shum\u00eb se 30 dit\u00ebsh n\u00eb likuidimin e detyrimeve financiare ndaj pal\u00ebve t\u00eb treta dhe kur detyrimet e konstatuara dhe t\u00eb papaguara p\u00ebrb\u00ebjn\u00eb 15 p\u00ebr qind t\u00eb shpenzimeve vjetore t\u00eb miratuara.<\/span><\/p>\n

N\u00eb nivelin e dyt\u00eb nj\u00ebsia e vet\u00ebqeverisjes vendore konsiderohet n\u00eb v\u00ebshtir\u00ebsi financiare kur vonesat n\u00eb likuidimin e detyrimeve financiare ndaj pal\u00ebve t\u00eb treta konstatohen edhe n\u00eb muajin pasues t\u00eb muajit t\u00eb p\u00ebrcaktuar dhe vlera e stokut t\u00eb detyrimeve t\u00eb papaguara ndaj pal\u00ebve t\u00eb treta rritet progresivisht mbi nivelin prej 25 p\u00ebr qind t\u00eb shpenzimeve vjetore t\u00eb miratuara.<\/span><\/p>\n

N\u00eb nivelin e tret\u00eb nj\u00ebsia e vet\u00ebqeverisjes vendore konsiderohet n\u00eb v\u00ebshtir\u00ebsi serioze financiare kur borxhet afatgjata dhe detyrimet e papaguara ndaj pal\u00ebve t\u00eb treta p\u00ebrb\u00ebjn\u00eb mbi 80 p\u00ebr qind t\u00eb shpenzimeve vjetore t\u00eb miratuara, konstatimin e situat\u00ebs s\u00eb v\u00ebshtir\u00ebsis\u00eb serioze financiare, 66 kryetari i nj\u00ebsis\u00eb s\u00eb vet\u00ebqeverisjes vendore njofton menj\u00ebher\u00eb k\u00ebshillin e nj\u00ebsis\u00eb dhe Ministrin\u00eb e Financave.<\/span><\/p>\n

N\u00eb nivelin e kat\u00ebrt nj\u00ebsia e vet\u00ebqeverisjes vendore konsiderohet n\u00eb situat\u00ebn e paaft\u00ebsis\u00eb paguesve n\u00ebse nuk arrin t\u00eb zbatoj\u00eb planin e rehabilitimit financiar dhe\/ose n\u00ebse raporti i borxheve afatgjata dhe detyrimeve t\u00eb papaguara ndaj shpenzimeve vjetore t\u00eb miratuara \u00ebsht\u00eb m\u00eb i lart\u00eb sesa 1.3.<\/span><\/p>\n

Drejtoria e Financave Vendore, p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb raportin e statusit t\u00eb gjendjes financiare t\u00eb vitit 2022, ka analizuar edhe situat\u00ebn financiare p\u00ebr qarqet. Sipas raportit, p\u00ebr vitin 2022, 9 qarqe jan\u00eb klasifikuar pa probleme financiare, qarku i Gjirokastr\u00ebs \u00ebsht\u00eb klasifikuar me probleme financiare, nd\u00ebrsa qarku i Durr\u00ebsit dhe Berat jan\u00eb klasifikuar n\u00eb v\u00ebshtir\u00ebsi financiare.<\/span><\/p>\n

Qarku Gjirokast\u00ebr ka nj\u00eb nivel t\u00eb detyrimeve t\u00eb prapambetura n\u00eb nivelin e 15.88% t\u00eb shpenzimeve vjetore t\u00eb miratuar dhe klasifikohet me probleme financiare. Situata m\u00eb serioze paraqitet p\u00ebr qarkun Durr\u00ebs, ku niveli i detyrimeve t\u00eb prapambetura paraqitet n\u00eb nivelin 31.86% t\u00eb shpenzimeve vjetore t\u00eb miratuara dhe p\u00ebr qarkun Berat niveli i detyrimeve t\u00eb prapambetura paraqitet n\u00eb nivelin 53.53% t\u00eb shpenzimeve vjetor t\u00eb miratuara.<\/span><\/p>\n
