Edhe projekti p\u00ebr nd\u00ebrtimin e portit t\u00eb ri i prezantuar publikisht nuk parashikonte asnj\u00eb hap\u00ebsir\u00eb p\u00ebr mallrat rifuxho sipas koncensionarit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Objekti i kontrat\u00ebs koncesionare \u00ebsht\u00eb menaxhimi, operimi dhe mir\u00ebmbajtja e Terminalit Lindor n\u00eb Portin e Durr\u00ebsit. Shteti shqiptar dhe EMS-Fehn-Group (d.m.th. EMS Shipping &amp; Trading GmbH) kan\u00eb lidhur kontrat\u00ebn koncesionare n\u00eb maj t\u00eb vitit 2013.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kontrata shtrihet p\u00ebr nj\u00eb periudh\u00eb 35-vje\u00e7are nga viti 2013 deri n\u00eb vitin 2048. EMS-Fehn-Group themeloi Operatorin Portual Shqiptar EMS Shpk. (EMS APO) si nj\u00ebsi operacionale n\u00eb Durr\u00ebs. Kontrata i jep EMS-Fehn-Group\/EMS APO t\u00eb drejt\u00ebn p\u00ebr t\u00eb p\u00ebrpunuar ngarkesat rifuxho, ngarkesat e p\u00ebrgjithshme dhe ngarkesat projektesh n\u00eb Terminalin Lindor.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pse arriti kontrata koncensionare deri n\u00eb Arbitrazh?<\/span><\/p>\n<p><span style=\"color: #000000;\">Drejtues t\u00eb grupit \u201cEMS APO\u201d deklaruan m\u00eb her\u00ebt p\u00ebr Monitor se p\u00ebr 2022 volumi i ngarkesave t\u00eb p\u00ebrpunimit t\u00eb mallrave rifuxho ran\u00eb 70% krahasuar me vitin paraardh\u00ebs. Ish Ceo i grupit Manfred Mueller tha se r\u00ebnia e volumit t\u00eb pun\u00ebs fillimisht u nxit nga trajtimi preferencial i autoriteteve shqiptare p\u00ebr nj\u00eb operator portual n\u00eb Porto Romano, si dhe nga pasigurit\u00eb n\u00eb lidhje me t\u00eb ardhmen e EMS APO p\u00ebr shkak t\u00eb njoftimit se Porti i Durr\u00ebsit do t\u00eb shnd\u00ebrrohet s\u00eb shpejti n\u00eb nj\u00eb port arg\u00ebtimi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pas ndryshimit t\u00eb kontrat\u00ebs t\u00eb Portit MBM (Multi Buoy Mooring) n\u00eb 2020 nga Parlamenti n\u00eb administrimin e \u201cKastrati Group\u201d ku p\u00ebrve\u00e7 sh\u00ebrbimit t\u00eb p\u00ebrpunimit t\u00eb ngarkesave dhe depozitimit t\u00eb naft\u00ebs n\u00eb Porto Romano u shtua q\u00eb \u201ckoncesionari mund t\u00eb ngarkoj\u00eb-shkarkoj\u00eb dhe p\u00ebrpunoj\u00eb n\u00eb k\u00ebt\u00eb port, anije q\u00eb transportojn\u00eb mallra t\u00eb tjera\u201d, n\u00eb Gusht 2021 qeveria n\u00ebp\u00ebrmjet nj\u00eb vendimi lejoi zgjerimin e portit ekzistues n\u00eb Porto Romano, duke i hapur rrug\u00eb projektit t\u00eb ri.<\/span><\/p>\n<p><span style=\"color: #000000;\">Projekti i Durr\u00ebs Yacht &amp; Marina q\u00eb p\u00ebrkon me zhvillimin e nj\u00eb porti jahtesh, ngritjen e 13 mij\u00eb apartamenteve dhe hoteleve do t\u00eb zhvillohet n\u00eb truallin e portit aktual t\u00eb Durr\u00ebsit, ka v\u00ebn\u00eb n\u00eb pik\u00ebpyetje vijueshm\u00ebrin\u00eb e aktivitetit ekonomik t\u00eb shum\u00eb operator\u00ebve q\u00eb p\u00ebrpunojn\u00eb mallrat n\u00eb k\u00ebt\u00eb port, por edhe t\u00eb qindra qytetar\u00ebve durrsake t\u00eb cil\u00ebt jan\u00eb t\u00eb pun\u00ebsuar n\u00eb k\u00ebt\u00eb port.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shqet\u00ebsimi u ngrit edhe koncesionari EMS EPO t\u00eb cil\u00ebt deklaruan se qeveria shqiptare njoftoi transformimin e Portit t\u00eb Durr\u00ebsit n\u00eb nj\u00eb port arg\u00ebtimi pa u dh\u00ebn\u00eb informacion t\u00eb sakt\u00eb dhe nj\u00eb grafik t\u00eb qart\u00eb p\u00ebr nd\u00ebrtimin e portit t\u00eb ri publik n\u00eb Porto Romano, si nj\u00eb vend alternativ p\u00ebr aktivitetin e Fehn-Group\/EMS APO.<\/span><\/p>\n<p><span style=\"color: #000000;\">Zbatimi i projektit t\u00eb ri p\u00ebrfshin z\u00ebnien e 90% t\u00eb truallit mbi t\u00eb cilin operon kompania koncesionare. P\u00ebr drejtuesit e kompanis\u00eb marr\u00ebveshja p\u00ebr \u201cDurr\u00ebs Yachts Marina\u201d bie n\u00eb kund\u00ebrshtim pasi ka mbivendosje me kontrat\u00ebn koncesionare t\u00eb EMS-Fehn-Group.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em>\u201cKonflikti aktual me autoritetet shqiptare u kristalizua n\u00eb vitin 2020, ndon\u00ebse problemet kishin disa vite m\u00eb par\u00eb q\u00eb po shfaqeshin. Ne n\u00eb EMS-Fehn-Group kemi p\u00ebrshtypjen e fort\u00eb se autoritetet shqiptare kan\u00eb penguar q\u00ebllimisht aktivitetet e Operatorit Shqiptar Portual EMS (EMS APO\u2019s) me q\u00ebllim q\u00eb t\u00eb nxjerrin kompanin\u00eb jasht\u00eb biznesit, duke i akorduar t\u00eb drejta shtes\u00eb nj\u00eb operatori privat n\u00eb Porto Romano, ashtu si\u00e7 u p\u00ebrmend m\u00eb lart, ndoshta p\u00ebr t\u00eb mund\u00ebsuar jo t\u00eb drejt\u00eb mbylljen e aktiviteteve tregtare n\u00eb Portin e Durr\u00ebsit dhe ve\u00e7an\u00ebrisht duke filluar me zon\u00ebn e Terminalit Lindor, n\u00eb funksion t\u00eb nj\u00eb porti arg\u00ebtimi\u201d<\/em>, citohej Manfred Mueller n\u00eb intervist\u00ebn e tij p\u00ebr Monitor.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb 29 Korrik 2023 Autoriteti Portual Durr\u00ebs nisi nd\u00ebrhyrjet p\u00ebr largimin e kompanis\u00eb gjermane n\u00eb kund\u00ebrshtim me kontrat\u00ebn koncesionare sipas drejtuesve t\u00eb saj.
