Kompania koncesionare \u00ebsht\u00eb p\u00ebrgjegj\u00ebse vet\u00ebm p\u00ebr mir\u00ebmbajtjen e mjeteve q\u00eb p\u00ebrdoren p\u00ebr shkarkimin e anijeve, pasi asetet infrastrukturore dhe pajisjet sipas parashikimeve t\u00eb kontrat\u00ebs koncesionare jan\u00eb transferuar nga autoriteti kontraktor APD tek kontraktori \u201cMariner Adriatic\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb her\u00ebt sh\u00ebrbimi n\u00eb terminalin e kontejner\u00ebve administrohej nga kompania turke \u201cDurr\u00ebs Container Terminal\u201d e cila kishte n\u00ebnshkruar me qeverin\u00eb shqiptare n\u00eb 2011 kontrat\u00ebn koncesionare me afat 30 vje\u00e7ar. N\u00eb 2018 qeveria k\u00ebrkoi anulimin e koncesionit, duke hapur \u00e7\u00ebshtje gjyq\u00ebsore, pasi koncesionari nuk kishte p\u00ebrmbushur kushtet. P\u00ebr p\u00ebrfundimin e kontrat\u00ebs kompania turke i \u00ebsht\u00eb drejtuar Gjykat\u00ebs s\u00eb Arbitrazhit. Pas nj\u00eb periudhe q\u00eb sh\u00ebrbimi u menaxhua nga APD, gara p\u00ebr tenderin nd\u00ebrkomb\u00ebtar u fitua nga kompania malteze \u201cHili Company Limeted\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas p\u00ebrllogaritjeve t\u00eb operator\u00ebve detar\u00eb aktualisht r\u00ebnia e produktivitetit t\u00eb koncesionarit \u201cMariner Adriatic\u201d n\u00eb 22 deri 23 kontejner\u00eb n\u00eb or\u00eb krahasuar n\u00eb nj\u00eb sasi prej 30 kontejner\u00eb n\u00eb or\u00eb q\u00eb ishte produktiviteti p\u00ebrpunues i kompanis\u00eb s\u00eb m\u00ebparshme koncesionare turke, \u201cDurr\u00ebs Container Terminal\u201d ka shtuar 500 or\u00eb pritjet e anijeve p\u00ebr shkarkim.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Letra e operator\u00ebve detar\u00eb<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">U b\u00eb koh\u00eb e gjat\u00eb q\u00eb terminali i kontejner\u00ebve shfaq probleme serioze n\u00eb lidhje me produktivitetin, duke shkaktuar vonesa dhe kosto t\u00eb shumta:<\/span><\/p>\n<p><span style=\"color: #000000;\">1.Problemi m\u00eb i r\u00ebnd\u00ebsish\u00ebm lidhet me produktivitetin e vin\u00e7ave. Nga 2 vin\u00e7a q\u00eb p\u00ebrdoren nj\u00ebri prej tyre shfaq gjat\u00eb gjith\u00eb koh\u00ebs probleme teknike q\u00eb konsistojn\u00eb n\u00eb ndalesa t\u00eb shumta. Kjo p\u00ebrkthehet n\u00eb:<\/span><\/p>\n<p><span style=\"color: #000000;\">2.Vonesa n\u00eb koh\u00ebn operacionale t\u00eb anijeve = kosto shtes\u00eb<\/span><\/p>\n<p><span style=\"color: #000000;\">3.Akumulim i anijeve dhe pritje n\u00eb rad\u00eb = kosto shtes\u00eb<\/span><\/p>\n<p><span style=\"color: #000000;\">4.Akumulim i ngarkesave brenda n\u00eb terminal, duke penguar dhe produktivitetin n\u00eb tok\u00eb (brenda terminalit). Rezultati \u00ebsht\u00eb radh\u00eb t\u00eb gjata kamion\u00ebsh q\u00eb presin t\u00eb shkarkojn\u00eb edhe kontejner\u00ebt bosh (dikur menaxhohej jasht\u00eb terminalit n\u00eb nj\u00eb shesh t\u00eb dedikuar).<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb shumic\u00ebn e koh\u00ebs q\u00eb ne evidentojm\u00eb dhe ju paraqesim problemin APD b\u00ebn fajtor operatorin e sh\u00ebrbimit Mariner Adriatic, nd\u00ebrsa ky fundit na komunikon gjendjen problematike t\u00eb vin\u00e7ave dhe mjeteve t\u00eb ngarkim-shkarkimit. Edhe pse u p\u00ebrfol disa her\u00eb ky problem, vazhdon t\u00eb jap\u00eb pasojat e veta duke ju shtuar zinxhirit t\u00eb problemeve t\u00eb shumta. Kjo problematik\u00eb \u00ebsht\u00eb shtuar nd\u00ebr vite dhe nuk ka gjetur asnj\u00ebher\u00eb zgjidhje.<\/span><\/p>\n<p><span style=\"color: #000000;\">Duke shpresuar q\u00eb t\u00eb merrni seriozisht n\u00eb konsiderat\u00eb k\u00ebt\u00eb ankes\u00eb ju informojm\u00eb q\u00eb dedikimi yn\u00eb maksimal n\u00eb lidhje me aktivitetin n\u00eb terminalin e kontejner\u00ebve nuk ka munguar. Ajo q\u00eb mungon \u00ebsht\u00eb suporti juaj p\u00ebr t\u00eb qen\u00eb konkurrues n\u00eb tregun vendas dhe rajonal.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Reagimi i koncensinarit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Kompania koncesionare Mariner Adriatic pohoi p\u00ebr Monitor se arsyeja kryesore e vonesave n\u00eb shkarkimin e kontejner\u00ebve mbetet rritja e v\u00ebllimit t\u00eb mallrave. Kompania koncesionare thekson se ka rritur pun\u00ebn p\u00ebr mir\u00ebmbajtjen e mjeteve me q\u00ebllim shtimin e produktivitetit.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cMariner Adriatic, si Kompania e Menaxhimit dhe Operacionit t\u00eb Terminalit t\u00eb Kontejner\u00ebve n\u00eb Portin e Durr\u00ebsit, koh\u00ebt e fundit ka nj\u00eb rritje t\u00eb mir\u00eb dhe t\u00eb konsiderueshme t\u00eb v\u00ebllimit t\u00eb kontejner\u00ebve. V\u00ebllimi i muajit prillit 2023 ishte rreth 43% m\u00eb i lart\u00eb se prilli 2022. Tendenca mbetet e ngjashme edhe sot.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ne kemi zbatuar plot\u00ebsisht operacionet e specializuara t\u00eb kontejner\u00ebve dhe sistemin e planifikimit NavisN4 p\u00ebr t\u00eb arritur produktivitet m\u00eb t\u00eb mir\u00eb t\u00eb oborrit dhe pajisjeve. Gjithashtu jemi t\u00eb mendimit se mungesa e nj\u00eb kontrate t\u00eb till\u00eb me operatorin e terminalit nuk e ka cenuar n\u00eb t\u00eb kaluar\u00ebn mbar\u00ebvajtjen e bashk\u00ebpunimit mes pal\u00ebve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithsesi, duke mir\u00ebkuptuar k\u00ebrkes\u00ebn tuaj p\u00ebr t\u00eb krijuar nj\u00eb marr\u00ebdh\u00ebnie juridike mes Linjave kontejnerike dhe Portit t\u00eb Durr\u00ebsit, e cila do t\u00eb p\u00ebrcaktonte t\u00eb drejtat dhe detyrimet mes pal\u00ebve p\u00ebr t\u00eb krijuar m\u00eb shum\u00eb siguri juridike dhe
