Ligji i ndryshuar u botua n\u00eb Fletoren Zyrtare me 6 prill 2023 dhe sipas nenit 21 t\u00eb tij, hyn n\u00eb fuqi 15 dit\u00eb pas botimit n\u00eb FZ, q\u00eb do t\u00eb thot\u00eb t\u00eb gjitha rregullat e reja kan\u00eb hyr\u00eb n\u00eb fuqi m\u00eb dat\u00eb 21 Prill 2023.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu edhe Drejtoria e Sh\u00ebrbimit t\u00eb Transportit Rrugor konfirmon se t\u00eb gjitha nenet e Kodit Rrugor q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me tagrin e DPSHTRR-s\u00eb kan\u00eb nisur t\u00eb zbatohen q\u00eb dit\u00ebn e par\u00eb t\u00eb hyrjes n\u00eb fuqi t\u00eb ndryshimeve.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr lejet e drejtimit afati i vlefshm\u00ebris\u00eb s\u00eb tyre zgjatet me 5 vite. Konkretisht lejedrejtimet e mjeteve t\u00eb kategorive AM, A1, A2, A, B1, B dhe BE, sipas grup-moshave, ishin t\u00eb vlefshme p\u00ebr 10 vjet, n\u00ebse jan\u00eb l\u00ebshuar p\u00ebr persona deri n\u00eb mosh\u00ebn 50 vje\u00e7; 5 vjet, p\u00ebr ata q\u00eb e kan\u00eb kaluar mosh\u00ebn 50-vje\u00e7are dhe 3 vjet, p\u00ebr ata q\u00eb i kan\u00eb kaluar t\u00eb 70-at.<\/span><\/p>\n<p><span style=\"color: #000000;\">Me rregullat e reja lejedrejtimet e mjeteve t\u00eb kategorive AM, A1, A2, A, B1, B dhe BE sipas grupmoshave jan\u00eb t\u00eb vlefshme p\u00ebr 15 vjet n\u00ebse jan\u00eb l\u00ebshuar apo konfirmuar p\u00ebr persona deri n\u00eb mosh\u00ebn 70 vje\u00e7. P\u00ebr personat mbi 70 vje\u00e7 konfirmimi i vlefshm\u00ebris\u00eb s\u00eb lejes s\u00eb drejtimit b\u00ebhet duke dor\u00ebzuar certifikat\u00eb mjek\u00ebsore t\u00eb l\u00ebshuar nga nj\u00eb prej organeve mjek\u00ebsore t\u00eb parashikuara n\u00eb pik\u00ebn 2 t\u00eb nenit 117 t\u00eb k\u00ebtij Kodi, nga e cila t\u00eb rezultoj\u00eb q\u00eb zot\u00ebruesi i k\u00ebsaj certifikate plot\u00ebson t\u00eb gjitha k\u00ebrkesat fizike e psikike t\u00eb k\u00ebrkuara.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ndryshimet n\u00eb Kodin Rrugor rrisin shpejt\u00ebsin\u00eb maksimale t\u00eb lejuar p\u00ebr t\u00eb udh\u00ebtuar n\u00eb autostrad\u00eb nga 110 km\/or\u00eb q\u00eb ishte m\u00eb p\u00ebrpara n\u00eb 130 km\/or\u00eb.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Ndryshimet e Kodit Rrugor<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #000000;\">Neni 114 pika 2<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #000000;\">Ishte<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Cilido, q\u00eb drejton mjete me motor, nuk duhet t\u00eb ket\u00eb kaluar mosh\u00ebn: a) shtat\u00ebdhjet\u00eb vje\u00e7, p\u00ebr t\u00eb drejtuar mjete me motor p\u00ebr transport malli; b) gjasht\u00ebdhjet\u00eb e pes\u00eb vje\u00e7, p\u00ebr t\u00eb drejtuar autobus\u00eb, kamion\u00eb, kamion\u00eb me rimorkio, gjysm\u00eb rimorkiator\u00eb dhe artikular\u00eb t\u00eb tjer\u00eb, t\u00eb caktuar p\u00ebr transport personash. P\u00ebr ta b\u00ebr\u00eb k\u00ebt\u00eb, drejtuesi i motomjetit \u00ebsht\u00eb i detyruar t\u00eb p\u00ebrdor\u00eb jelek fluoreshent\/fosforeshent t\u00eb homologuar apo veshje teknike me elemente fosforeshente. F\u00ebmij\u00ebt nuk duhen transportuar n\u00eb sisteme fiksuese me fytyr\u00eb prapa n\u00eb ndenj\u00ebset e pasagjer\u00ebve t\u00eb mbrojtura me jast\u00ebk ajri, p\u00ebrve\u00e7se kur k\u00ebto t\u00eb fundit jan\u00eb t\u00eb \u00e7aktivizuara.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pasagjer\u00ebt deri n\u00eb mosh\u00ebn 4 vje\u00e7 q\u00eb rrin\u00eb n\u00eb vendet e pasme t\u00eb mjeteve t\u00eb kategoris\u00eb M1, duhet t\u00eb mbahen n\u00ebp\u00ebrmjet sistemeve t\u00eb posa\u00e7me t\u00eb fiksimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Norma e pik\u00ebs 5 nuk zbatohet p\u00ebr pasagjer\u00ebt deri n\u00eb mosh\u00ebn 4 vje\u00e7 q\u00eb udh\u00ebtojn\u00eb me autovetura t\u00eb sh\u00ebrbimit publik taksi p\u00ebr transport njer\u00ebzish ose t\u00eb sh\u00ebrbimit me qiradh\u00ebnie me drejtues mjeti gjat\u00eb sh\u00ebrbimit, kur qarkullojn\u00eb n\u00eb qendrat e banuara a n\u00eb itinerare nga ose p\u00ebr n\u00eb stacionin e trenit, porte dhe aeroporte, me kusht q\u00eb t\u00eb jen\u00eb t\u00eb shoq\u00ebruar t\u00eb pakt\u00ebn nga nj\u00eb pasagjer me mosh\u00eb jo m\u00eb t\u00eb vog\u00ebl se 18 vje\u00e7.<\/span><\/p>\n<p><span style=\"color: #000000;\">Cilido, q\u00eb nuk p\u00ebrdor rripat e siguris\u00eb dhe sistemet e fiksimit, t\u00eb parashikuara p\u00ebr pasagjer\u00ebt deri n\u00eb 12 vje\u00e7, nd\u00ebshkohet me mas\u00eb administrative, me gjob\u00eb nga pes\u00eb mij\u00eb deri n\u00eb pes\u00ebmb\u00ebdhjet\u00eb mij\u00eb lek\u00eb. Kur shkelja i takon nj\u00eb f\u00ebmije n\u00eb mosh\u00eb jomadhore, p\u00ebrgjegj\u00ebsia bie mbi drejtuesin e mjetit ose, kur ndodhet n\u00eb \u00e7astin e kryerjes s\u00eb shkeljes, mbi at\u00eb q\u00eb \u00ebsht\u00eb ngarkuar me mbik\u00ebqyrjen e k\u00ebsaj f\u00ebmije. N\u00eb rast se \u00ebsht\u00eb drejtuesi i mjetit, p\u00ebrve\u00e7 mas\u00ebs administrative t\u00eb nd\u00ebshkimit me gjob\u00eb, merret edhe masa administrative plot\u00ebsuese e pezullimit t\u00eb lejedrejtimit p\u00ebr nj\u00eb periudh\u00eb nga 6 deri n\u00eb 12 muaj.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Neni 170<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #000000;\">B\u00ebhet<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #000000;\">B\u00ebhen ndryshimet dhe shtesat e m\u00ebposhtme:<\/span><\/strong><\/p>\n<ol>\n<li><span style=\"color: #000000;\">a) Pika 1 ndryshohet si m\u00eb posht\u00eb: \u201c1. Drejtuesi i mjetit dhe pasagjer\u00ebt e mjeteve t\u00eb kategoris\u00eb L6, t\u00eb pajisura me kabin\u00eb t\u00eb mbyllur dhe t\u00eb automjeteve t\u00eb kategorive M1, M2, M3 dhe N1, N2, N3 sipas klasifikimit t\u00eb nenit 47, pika 2, t\u00eb k\u00ebtij Kodi, t\u00eb pajisura me rripa sigurie, jan\u00eb t\u00eb detyruar t\u2019i vendosin ato n\u00eb \u00e7do lloj l\u00ebvizjeje me mjet. B\u00ebjn\u00eb p\u00ebrjashtim mjetet e kategorive M2 dhe M3, t\u00eb cilat p\u00ebrdoren p\u00ebr transport urban ose ato mjete ku lejohet q\u00ebndrimi n\u00eb k\u00ebmb\u00eb.\u201d<\/span><\/li>\n<li><span style=\"color: #000000;\">b) Pika 4 ndryshohet si m\u00eb posht\u00eb: \u201c4. F\u00ebmij\u00ebt deri n\u00eb mosh\u00ebn 3 vje\u00e7 duhet t\u00eb udh\u00ebtojn\u00eb t\u00eb siguruar me sisteme t\u00eb p\u00ebrshtatshme fiksuese t\u00eb homologuara, t\u00eb p\u00ebrshtatshme p\u00ebr pesh\u00ebn e tyre, n\u00eb vendet e pasme t\u00eb mjetit. Ata mund t\u00eb udh\u00ebtojn\u00eb n\u00eb vendet e p\u00ebrparme t\u00eb mjeteve t\u00eb kategorive M1, N1, N2 dhe N3 t\u00eb klasifikuara n\u00eb nenin 47, pika 2, t\u00eb k\u00ebtij Kodi, t\u00eb siguruar me sisteme t\u00eb p\u00ebrshtatshme fiksuese, me fytyre prapa, vet\u00ebm kur jast\u00ebk\u00ebt e ajrit jan\u00eb t\u00eb \u00e7aktivizuar. Sistemet fiksuese t\u00eb f\u00ebmij\u00ebve duhet t\u00eb instalohen n\u00eb mjet n\u00eb p\u00ebrputhje me udh\u00ebzimet e dh\u00ebna nga prodhuesi.\u201d.<\/span><\/li>\n<li><span style=\"color: #000000;\">c) Pas pik\u00ebs 4 shtohen pika 4\/1 dhe 4\/2 me k\u00ebt\u00eb p\u00ebrmbajtje: \u201c4\/1. N\u00eb mjetet e kategorive M1, N1, N2 dhe N3 pa sisteme t\u00eb p\u00ebrshtatshme fiksuese f\u00ebmij\u00ebt me mosh\u00eb deri n\u00eb tre vje\u00e7 nuk mund t\u00eb udh\u00ebtojn\u00eb. 4\/2. F\u00ebmij\u00ebt me mosh\u00eb mbi tre vje\u00e7 nuk lejohet t\u00eb q\u00ebndrojn\u00eb n\u00eb vendet e p\u00ebrparme kur gjat\u00ebsia e tyre nuk kalon 1,50 m.\u201d<\/span><\/li>\n<li>\u00e7) N\u00eb pikat 5 dhe 6 fjal\u00ebt \u201cn\u00eb mosh\u00ebn 4 vje\u00e7\u201d z\u00ebvend\u00ebsohen me fjal\u00ebt \u201cn\u00eb mosh\u00ebn 3 vje\u00e7\u201d.<\/li>\n<li><span style=\"color: #000000;\">d) N\u00eb pik\u00ebn 8 paragrafi i par\u00eb ndryshohet si m\u00eb posht\u00eb: \u201cCilido q\u00eb nuk p\u00ebrdor rripat e siguris\u00eb dhe sistemet e fiksimit p\u00ebr f\u00ebmij\u00eb, nd\u00ebshkohet me mas\u00eb administrative me gjob\u00eb nga 5,000 (pes\u00eb mij\u00eb) deri n\u00eb 15.000 (pes\u00ebmb\u00ebdhjet\u00eb mij\u00eb) lek\u00eb. N\u00eb rast se \u00ebsht\u00eb drejtuesi i mjetit, p\u00ebrve\u00e7 mas\u00ebs administrative t\u00eb nd\u00ebshkimit me gjob\u00eb, merret edhe masa administrative plot\u00ebsuese e pezullimit t\u00eb lejedrejtimit p\u00ebr nj\u00eb periudh\u00eb nga 6 deri n\u00eb 12 muaj.\u201d.<\/span><\/li>\n<\/ol>\n<p><strong><span style=\"color: #000000;\">Neni 203 pikat 1 dhe 2<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #000000;\">Ishte<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">1.T\u00eb ardhurat nga masat administrative me gjob\u00eb p\u00ebr shkeljet e parashikuara nga nenet e k\u00ebtij Kodi, paguhen nga kund\u00ebrvajt\u00ebsi brenda 5 dit\u00ebve nga dita q\u00eb vendimi ka marr\u00eb form\u00ebn e prer\u00eb me p\u00ebrjashtim t\u00eb rasteve kur ky Kod parashikon gjob\u00eb n\u00eb vend. Pas kalimit t\u00eb k\u00ebtij afati, p\u00ebr \u00e7do dit\u00eb vones\u00eb, paguhet 2 p\u00ebr qind kamat\u00eb deri n\u00eb nj\u00eb muaj. Kur gjoba nuk paguhet ose nuk nxirret dot nga t\u00eb ardhurat e shkel\u00ebsit, p\u00ebr rastet e drejtuesit t\u00eb mjetit me motor, b\u00ebhet ndalimi i mjetit deri n\u00eb tre muaj dhe pas k\u00ebtij afati b\u00ebhet shitja e mjetit me ankand, duke i dh\u00ebn\u00eb diferenc\u00ebn n\u00eb lek\u00eb shkel\u00ebsit.<\/span><\/p>\n<p><span style=\"color: #000000;\">2.N\u00eb t\u00eb gjitha rastet e parashikuara me gjob\u00eb, n\u00ebse ark\u00ebtimi i vler\u00ebs s\u00eb gjob\u00ebs nga kund\u00ebrvajt\u00ebsi b\u00ebhet brenda 5 dit\u00ebve nga dita q\u00eb vendimi ka marr\u00eb form\u00eb t\u00eb prer\u00eb, gjoba ulet me 20 p\u00ebr qind t\u00eb vler\u00ebs.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Neni 203 pikat 1 dhe 2<\/span><\/strong><\/p>\n<p><strong><span style=\"color: #000000;\">B\u00ebhet<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">T\u00eb ardhurat nga masat administrative me gjob\u00eb p\u00ebr shkeljet e parashikuara nga nenet e k\u00ebtij Kodi paguhen nga kund\u00ebrvajt\u00ebsi brenda 15 dit\u00ebve nga dita q\u00eb gjoba regjistrohet ose vendimi ka marr\u00eb form\u00ebn e prer\u00eb me p\u00ebrjashtim t\u00eb rasteve kur ky Kod parashikon gjob\u00eb n\u00eb vend. Pas kalimit t\u00eb k\u00ebtij afati, p\u00ebr \u00e7do dit\u00eb vones\u00eb, paguhet 2 p\u00ebr qind kamat\u00eb deri n\u00eb nj\u00eb muaj.
