Nj\u00eb kandidat i p\u00ebrshtatsh\u00ebm zot\u00ebron kualifikime, zot\u00ebsit\u00eb dhe atributet e nevojshme p\u00ebr t\u00eb mbajtur poste publike, jan\u00eb individ\u00eb q\u00eb kan\u00eb nj\u00eb histori t\u00eb d\u00ebshmuar t\u00eb sjelljes s\u00eb tyre etike, integritetit dhe respektit p\u00ebr shtetin e s\u00eb drejt\u00ebs. Dikush q\u00eb \u00ebsht\u00eb i aft\u00eb t\u00eb marr\u00eb vendime q\u00eb t\u00eb ndihmoj\u00eb e bashk\u00ebpunoj\u00eb me zgjedh\u00ebsit. Zgjedhja e kandidat\u00ebve t\u00eb past\u00ebr ligj\u00ebrisht \u00ebsht\u00eb thelb\u00ebsore p\u00ebr funksionimin e duhur t\u00eb nj\u00eb shoq\u00ebrie demokratike. K\u00ebta individ\u00eb kan\u00eb m\u00eb shum\u00eb gjasa t\u00eb mb\u00ebshtesin parimet e demokracis\u00eb dhe t\u00eb veprojn\u00eb n\u00eb interesin m\u00eb t\u00eb mir\u00eb t\u00eb zgjedh\u00ebsve t\u00eb tyre e t\u00eb punojn\u00eb me zyrtar\u00eb t\u00eb tjer\u00eb n\u00eb interes t\u00eb qytetar\u00ebve. Zgjedhja e kandidat\u00ebve t\u00eb pap\u00ebrshtatsh\u00ebm me rekorde t\u00eb shkeljes s\u00eb ligjit, ve\u00e7an\u00ebrisht n\u00eb at\u00eb penal mund t\u00eb ket\u00eb pasoja t\u00eb r\u00ebnda p\u00ebr procesin demokratik.
