Shteti shqiptar k\u00ebrkon t\u00eb ngrej\u00eb nj\u00eb sistem t\u00eb ri p\u00ebr gjurmimin e naft\u00ebs, nd\u00ebrsa kompania koncesionare ka hapur procesin gjyq\u00ebsor me qeverin\u00eb p\u00ebr markimin e naft\u00ebs bruto.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ashtu si\u00e7 paralajm\u00ebroi edhe 8 vite m\u00eb par\u00eb Shoqata e Hidrokarbureve, sistemi i gjurmimit t\u00eb karburanteve n\u00eb Shqip\u00ebri, n\u00ebp\u00ebrmjet kontrat\u00ebs koncesionare t\u00eb miratuar n\u00eb vitin 2011 ka d\u00ebshtuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ministrja e Financave dhe Ekonomis\u00eb, Delina Ibrahimaj, paralajm\u00ebroi deputet\u00ebt n\u00eb Komisionin parlamentar t\u00eb Ekonomis\u00eb dhe Financave p\u00ebr ngritjen nga e para t\u00eb nj\u00eb sistemi t\u00eb ri gjurmimi p\u00ebr naft\u00ebn, nd\u00ebrsa tha se shteti shqiptar \u00ebsht\u00eb n\u00eb gjyq p\u00ebr k\u00ebt\u00eb proces, pasi ai ka mbetur i pazbatuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cKomponenti i gjurmimit te karburantet mbetet i pazbatuar. P\u00ebr k\u00ebt\u00eb komponent jemi n\u00eb proces gjyq\u00ebsor m\u00eb X kompani. N\u00eb planet e qeveris\u00eb shqiptare ishte edhe kryerja e gjurmimit t\u00eb karburanteve, proces i cili nuk ka filluar. Kjo lidhet me gjyqin e shtetit shqiptar me nj\u00eb kompani edhe me ngritjen e nj\u00eb sistemi gjurmimi nga e para\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cMonitor\u201d m\u00ebson se \u00ebsht\u00eb kompania koncesionare e markimit t\u00eb karburanteve Global Fluid International Albania (GFI Albania) q\u00eb ka hedhur n\u00eb gjyq vendimin e K\u00ebshillit t\u00eb Ministrave p\u00ebr gjurmimin e karburanteve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Administratori i GFI Albania z. Ergys Sela i kontaktuar nga \u201cMonitor\u201d tha se nuk \u00ebsht\u00eb n\u00eb dijeni t\u00eb deklaratave t\u00eb ministres s\u00eb MFE Delina Ibrahimaj p\u00ebr mosfunksionimin e sistemit t\u00eb gjurmimit t\u00eb naft\u00ebs. Nd\u00ebrsa i pyetur p\u00ebr arsyet e nisjes s\u00eb procesit gjyq\u00ebsor ndaj shtetit shqiptar, z. Sela nuk pranoi t\u00eb komentonte.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr k\u00ebt\u00eb kontrat\u00eb koncesionare, q\u00eb kishte si q\u00ebllim markimin dhe gjurmimin e karburanteve, i cili rezulton i paefektsh\u00ebm, t\u00eb ardhurat e kompanis\u00eb p\u00ebr periudh\u00ebn 2013-2021 ishin 3.4 miliard\u00eb lek\u00eb (rreth 30 mln euro). Tarifa e koncesionit \u00ebsht\u00eb paguar nga konsumatori, pasi ka rritur \u00e7do vit \u00e7mimin e naft\u00ebs 1 lek\u00eb p\u00ebr lit\u00ebr.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kontrata u miratua nga qeveria e m\u00ebparshme n\u00eb vitin 2011, me nj\u00eb ofert\u00eb t\u00eb pak\u00ebrkuar nga kompania nd\u00ebrkomb\u00ebtare Global Fluid International, me justifikimin se GFI ishte e specializuar n\u00eb prodhimin e kimikateve dhe ka filluar t\u00eb zbatohet n\u00eb vitin 2013. Q\u00ebllimi i koncesionit ishte t\u00eb garantonte cil\u00ebsin\u00eb e produktit (mosp\u00ebrzierjen e tij) dhe mosnd\u00ebrrimin e destinacionit t\u00eb karburantit (p.sh., q\u00eb nafta e cila p\u00ebrdoret p\u00ebr peshkimin t\u00eb mos hidhej n\u00eb treg).<\/span><\/p>\n<p><span style=\"color: #000000;\">Kontrata koncesionare p\u00ebr markimin e karburanteve me kompanin\u00eb GFI Albania do t\u00eb mbyllet n\u00eb gusht t\u00eb vitit 2023. Sipas p\u00ebrcaktimeve t\u00eb afatit n\u00eb kontrat\u00eb, Ministria e Financave dhe Ekonomis\u00eb ngriti nj\u00eb grup pune me ekspert\u00eb t\u00eb saj dhe Doganave t\u00eb P\u00ebrgjithshme p\u00ebr zbatimin e procedurave t\u00eb mbylljes s\u00eb koncesionit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Por kompania koncesionare GFI Albania ka bllokuar procesin e grupit t\u00eb pun\u00ebs p\u00ebr mbylljen e koncesionit, me pretendimin se ende nuk \u00ebsht\u00eb realizuar nj\u00eb element i kontrat\u00ebs, ai i markimit t\u00eb naft\u00ebs bruto.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky \u00ebsht\u00eb rasti i dyt\u00eb n\u00eb Shqip\u00ebri, pas atij t\u00eb koncesionit t\u00eb pullave fiskale q\u00eb pretendimet e kompanive koncesionare, po nxisin debate p\u00ebr afatet e p\u00ebrfundimit t\u00eb kontratave, nd\u00ebrsa tarifat e larta apo absurde t\u00eb k\u00ebtyre sh\u00ebrbimeve i paguan konsumatori.<\/span><\/p>\n<p><span style=\"color: #000000;\">Burime nga grupi i pun\u00ebs pohuan p\u00ebr \u201cMonitor\u201d se nuk jan\u00eb lejuar t\u00eb zhvillohen procedurat e mbylljes s\u00eb koncesionit, pasi jan\u00eb ndeshur me pretendimet e kompanis\u00eb p\u00ebr moszbatimin e nj\u00eb komponenti t\u00eb saj, at\u00eb t\u00eb markimit t\u00eb naft\u00ebs bruto.<\/span><\/p>\n<p><span style=\"color: #000000;\">Q\u00ebllimi i grupit t\u00eb pun\u00ebs ishte p\u00ebrgatitja e inventarit p\u00ebr pajisjet e instaluara nga subjekti dhe p\u00ebrcaktimi se cila prej tyre do t\u00eb kalonin n\u00eb pron\u00ebsi t\u00eb shtetit. Burime nga grupi i pun\u00ebs shtuan se nga MFE nuk u jan\u00eb komunikuar ndryshime n\u00eb afatin e p\u00ebrfundimit t\u00eb kontrat\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">E gjitha kjo, sipas ekspert\u00ebve, ting\u00ebllon absurde, kur nafta bruto e destinuar p\u00ebr rafinim, ose p\u00ebr eksport ku depozitohet n\u00eb zona t\u00eb lira doganore, nuk markohet n\u00eb asnj\u00eb vend t\u00eb bot\u00ebs, nd\u00ebrsa p\u00ebr cil\u00ebsin\u00eb e naft\u00ebs bruto t\u00eb prodhuar n\u00eb Shqip\u00ebri, koncesionari ka tentuar ta zbatoj\u00eb, por teknikisht, procesi ka rezultuar i pasuksessh\u00ebm.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mosmarkimi i naft\u00ebs bruto ndezi debate edhe n\u00eb fillimet e zbatimit t\u00eb kontrat\u00ebs koncesionare, ku grupet e interesit paralajm\u00ebruan q\u00eb teknikisht procesi \u00ebsht\u00eb i pamundur t\u00eb realizohet.<\/span><\/p>\n<p><span style=\"color: #000000;\">Markimi i naft\u00ebs bruto, q\u00eb prodhohet n\u00eb vend, edhe pse teknikisht rezulton i pamundur, parashikohej n\u00eb kontrat\u00ebn koncesionare t\u00eb miratuar nga qeveria e m\u00ebparshme.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb zbatim t\u00eb saj, ish-qeveria \u201cBerisha\u201d miratoi vendimin nr.498, t\u00eb dat\u00ebs 30 maj 2013 \u201cP\u00ebr p\u00ebrcaktimin e procedurave t\u00eb sh\u00ebnjimit t\u00eb naft\u00ebs bruto dhe n\u00ebnprodukteve t\u00eb naft\u00ebs\u201d. Vendimi p\u00ebrcaktoi edhe afatet e fillimit t\u00eb k\u00ebtij sh\u00ebrbimi, q\u00eb ishte 1 tetor 2013.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cP\u00ebr sa i p\u00ebrket naft\u00ebs bruto, produkt p\u00ebr t\u00eb cilin paguhet renta minerare, n\u00eb momentin kur nafta bruto del nga depozitat\/terminalet e prodhuesve t\u00eb n\u00ebntok\u00ebs, lind detyrimi i regjistrimit t\u00eb sasis\u00eb s\u00eb dal\u00eb n\u00eb sistemin e doganave, apo at\u00eb tatimor, dhe rrjedhimisht detyrimi i shoq\u00ebrimit t\u00eb naft\u00ebs bruto me DSHA-n\u00eb e shoq\u00ebrimit t\u00eb mallit n\u00eb l\u00ebvizje.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sh\u00ebnjimi i naft\u00ebs bruto do t\u00eb b\u00ebhet p\u00ebrpara regjistrimit t\u00eb sasis\u00eb s\u00eb naft\u00ebs bruto n\u00eb sistemin e doganave dhe l\u00ebshimit t\u00eb DSHA-s\u00eb s\u00eb shoq\u00ebrimit t\u00eb mallit n\u00eb l\u00ebvizje. Administrata doganore do ta pajis\u00eb subjektin e detyruar me k\u00ebt\u00eb DSHA, vet\u00ebm pasi subjekti i detyruar t\u00eb paraqes\u00eb konfirmimin e sh\u00ebnjimit t\u00eb sasis\u00eb p\u00ebrkat\u00ebse. Ky konfirmim gjenerohet nga koncesionari.<\/span><\/p>\n<p><span style=\"color: #000000;\">Dokumenti q\u00eb v\u00ebrteton kryerjen e sh\u00ebrbimit t\u00eb sh\u00ebnjimit i gjeneruar nga koncesionari, do t\u00eb jet\u00eb nj\u00eb nga dokumentet e domosdoshme p\u00ebr t\u00eb vendosur produktet e sh\u00ebnjuara p\u00ebr qarkullim t\u00eb lir\u00eb\u201d, p\u00ebrcaktonte vendimi i 2013-s.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebtij procesi, n\u00eb thelb i parealizuesh\u00ebm teknikisht, duke qen\u00eb se ishte i parashikuar n\u00eb kontrat\u00eb, do t\u2019i hapej rruga e zbatimit edhe me nj\u00eb urdh\u00ebr t\u00eb ish-ministrit t\u00eb Financave, Arben Ahmetaj, n\u00eb vitin 2016.<\/span><\/p>\n<p><span style=\"color: #000000;\">Deputeti i PS-s\u00eb, Erjon Bra\u00e7e, n\u00eb cil\u00ebsin\u00eb e kryetarit t\u00eb Komisionit parlamentar t\u00eb Ekonomis\u00eb n\u00eb vitin 2016, do t\u00eb deklaronte se \u201cnafta bruto e prodhuar n\u00eb vend, ve\u00e7an\u00ebrisht e asaj cil\u00ebsie q\u00eb \u00ebsht\u00eb n\u00eb Shqip\u00ebri nuk markohet, \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb markohet dhe \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb realizohet ky proces nga ana teknologjike, pavar\u00ebsisht garancive q\u00eb ka dh\u00ebn\u00eb koncesionari.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjithashtu, markimi i naft\u00ebs bruto nuk ndodh kurrkund. Ky element u vendos n\u00eb kontrat\u00eb vet\u00ebm p\u00ebr t\u00eb rritur vler\u00ebn e t\u00eb ardhurave q\u00eb do t\u00eb ark\u00ebtonte koncesionari\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">Por edhe sot e k\u00ebsaj dite, q\u00eb kan\u00eb kaluar 10 vjet nga fuqizimi i k\u00ebtij vendimi, nafta bruto n\u00eb Shqip\u00ebri nuk markohet, pasi \u00ebsht\u00eb e pamundur teknikisht t\u00eb realizohet.<\/span><\/p>\n<p><span style=\"color: #000000;\">Zv.ministri i Infrastruktur\u00ebs dhe Energjetik\u00ebs, Ilir Bejtja, tha p\u00ebr \u201cMonitor\u201d se shteti shqiptar nuk e ka penguar koncesionarin t\u00eb markoj\u00eb naft\u00ebn bruto, e parashikuar n\u00eb kontrat\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pavar\u00ebsisht se markimi i naft\u00ebs bruto \u00ebsht\u00eb i parashikuar n\u00eb kontrat\u00eb, procesi praktikisht dhe teknikisht \u00ebsht\u00eb i pamundur t\u00eb zbatohet, pasi ky markues \u00ebsht\u00eb i vlefsh\u00ebm deri n\u00eb 45 grad\u00eb, nd\u00ebrsa prodhuesit e naft\u00ebs e p\u00ebrpunojn\u00eb at\u00eb deri n\u00eb 95 grad\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bejtja thekson se kompania koncesionare ka tentuar ta realizoj\u00eb procesin, por teknikisht ka rezultuar i pamundur. \u201cShteti shqiptar nuk e ka penguar kompanin\u00eb koncesionare t\u00eb markoj\u00eb naft\u00ebn bruto, e parashikuar n\u00eb kontrat\u00eb. Deri tani, procesi nuk \u00ebsht\u00eb realizuar, pasi cil\u00ebsia e naft\u00ebs bruto t\u00eb prodhuar n\u00eb vend me destinacion eksportin, teknikisht nuk e mund\u00ebson markimin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb, kompania koncesionare ka provuar ta markoj\u00eb naft\u00ebn bruto, p\u00ebr t\u00eb rritur t\u00eb ardhurat nga markimi, pasi kjo naft\u00eb nuk p\u00ebrdoret n\u00eb tregun vendas dhe shteti nuk p\u00ebrfiton nga taksat dhe akciza, por nuk ka arritur ta realizoj\u00eb procesin. P\u00ebr k\u00ebt\u00eb arsye, mosrealizimi i procesit nuk \u00ebsht\u00eb p\u00ebr fajin e qeveris\u00eb, por p\u00ebr faj t\u00eb koncesionarit\u201d, pohoi Bejtja.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb k\u00ebt\u00eb situat\u00eb, a mund t\u00eb konsiderohet k\u00ebrkesa e koncesionarit si presion ndaj qeveris\u00eb p\u00ebr shtyrje t\u00eb kontrat\u00ebs, nd\u00ebrsa sh\u00ebrbimi p\u00ebr gjurmimin e naft\u00ebs q\u00eb hidhet n\u00eb treg nuk ka funksionuar dhe \u00e7mimi p\u00ebr konsumatorin \u00ebsht\u00eb rritur 1 lek\u00eb p\u00ebr lit\u00ebr?<\/span><\/p>\n<p><span style=\"color: #000000;\">Kush do t\u00eb mbaj\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr mosgjurmimin e naft\u00ebs dhe pages\u00ebn prej 29 mln eurosh p\u00ebr 9 vjet q\u00eb i \u00ebsht\u00eb paguar k\u00ebsaj kompanie?<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Markimi nuk funksionoi, nafta nuk gjurmohet<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Nafta q\u00eb hidhet n\u00eb treg nuk markohet n\u00eb asnj\u00eb shtet t\u00eb Europ\u00ebs, me p\u00ebrjashtim t\u00eb disa shteteve n\u00eb Afrik\u00eb. N\u00eb Shqip\u00ebri, \u00ebsht\u00eb p\u00ebrcaktuar me kontrat\u00eb koncesionare t\u00eb kryhet ky sh\u00ebrbim, por q\u00eb teknikisht edhe pas 10 viteve n\u00eb fuqi, sh\u00ebrbimi rezulton i parealizuesh\u00ebm.<\/span><\/p>\n<p><span style=\"color: #000000;\">Moskryerja e k\u00ebtij procesi nuk e garanton gjurmimin e naft\u00ebs dhe asnj\u00eb efekt n\u00eb luft\u00ebn kund\u00ebr evazionit, kontraband\u00ebs apo kontrollin e cil\u00ebsis\u00eb s\u00eb naft\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kryetari i Shoqat\u00ebs s\u00eb Hidrokarbureve, Luigj Aliaj, tha p\u00ebr \u201cMonitor\u201d se tarifa e koncesionit \u00ebsht\u00eb nj\u00eb taks\u00eb shtes\u00eb absurde q\u00eb i ngarkohet produktit t\u00eb naft\u00ebs, p\u00ebr nj\u00eb proces teknikisht t\u00eb parealizuesh\u00ebm nga koncesionari, pasi hedhja manualisht e markuesit n\u00eb autobote, nuk garanton homogjenitetin.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr k\u00ebto arsye, Shoqata e Hidrokarbureve k\u00ebrkon p\u00ebrfundimin e kontrat\u00ebs dhe mospenalizimin m\u00eb tej t\u00eb importuesve me k\u00ebt\u00eb taks\u00eb absurde. Mosfunksionimi i skem\u00ebs s\u00eb markimit t\u00eb naft\u00ebs u paralajm\u00ebrua edhe 8 vite m\u00eb par\u00eb nga Shoqata e Hidrokarbureve. Luigj Aliaj thekson se problematika edhe aktualisht vijon t\u00eb jet\u00eb nj\u00ebsoj e pranishme, nd\u00ebrsa sipas tij importuesit paguajn\u00eb p\u00ebr markimin 6 deri n\u00eb 7 milion\u00eb euro n\u00eb vit.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb nj\u00eb let\u00ebr t\u00eb posa\u00e7me p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, Shoqata e Hidrokarbureve n\u00eb vitin 2015 lajm\u00ebroi Ministrin\u00eb e Financave si pal\u00eb kontraktore me koncesionarin, se po lejon GFI Albania t\u00eb shkel\u00eb t\u00eb gjitha t\u00eb drejtat dhe t\u00eb abuzoj\u00eb, n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme, mbi subjektet detyruese, pa asnj\u00eb lloj alternative kontrolli, ankimi dhe as k\u00ebrkese p\u00ebr zbatimin e investimeve q\u00eb ai detyrohet me ligj.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cProdukti q\u00eb ky koncesionar p\u00ebrdor si markues, nuk e di askush se \u00e7far\u00eb p\u00ebrmbajtje ka, n\u00ebse paraqet rrezik p\u00ebr njer\u00ebzit dhe automjetet. S\u00eb dyti, nga verifikimi n\u00eb vend rezulton se, n\u00eb m\u00ebnyr\u00ebn q\u00eb ky koncesionar e kryen injektimin, nuk arrin q\u00eb markuesi t\u00eb shp\u00ebrndahet n\u00eb m\u00ebnyr\u00eb uniforme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pra nuk e realizon dot procesin e markimit dhe p\u00ebr pasoj\u00eb, n\u00eb \u00e7do rast, ka d\u00ebshtuar me monitorimin. Pra nuk kryen monitorim, por vet\u00ebm merr tarif\u00ebn n\u00ebp\u00ebrmjet dhun\u00ebs q\u00eb i garantojn\u00eb VKM-t\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb kontrat\u00eb p\u00ebrcaktohet qart\u00eb specifikimi teknik p\u00ebr makineri dhe pajisje, se koncesionari duhet t\u00eb nd\u00ebrtoj\u00eb p\u00ebr injektimin e markuesit n\u00eb karburant nj\u00eb sistem injektimi manual, ose automatik, dhe sistemi i pompave t\u00eb procesionit duhet t\u00eb jet\u00eb i kompjuterizuar dhe t\u00eb transmetoj\u00eb n\u00eb koh\u00eb reale t\u00eb dh\u00ebnat. Nd\u00ebrsa p\u00ebrqendrimi i markuesit, sipas marr\u00ebveshjes, duhet t\u00eb jet\u00eb 4 gram\u00eb p\u00ebr 1000 lit\u00ebr, hedhja me dor\u00eb e ngjyr\u00ebs n\u00eb autobot e b\u00ebn totalisht t\u00eb pamonitorueshme k\u00ebt\u00eb norm\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Paradoksi tjet\u00ebr \u00ebsht\u00eb se importuesve, kompania koncesionare nuk u jep asnj\u00eb certifikat\u00eb cil\u00ebsie p\u00ebr markuesin q\u00eb hidhet n\u00eb karburant dhe p\u00ebr m\u00eb tep\u00ebr, asnj\u00eb autoritet shqiptar nuk e certifikon.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr m\u00eb tep\u00ebr, koncesionari nuk e garanton homogjenitetin e p\u00ebrqendrimit t\u00eb markuesit n\u00eb momentin e markimit (p\u00ebr arsye se nuk ka nd\u00ebrtuar impiantet p\u00ebrkat\u00ebse), por pretendon se kjo ndodh, pasi autoboti t\u00eb k\u00ebt\u00eb udh\u00ebtuar t\u00eb pakt\u00ebn 10 deri 20 km.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas k\u00ebtij kriteri absurd q\u00eb aplikon koncesionari, meqen\u00ebse shumica e konsumit \u00ebsht\u00eb e p\u00ebrqendruar n\u00eb Tiran\u00eb-Durr\u00ebs, i bie q\u00eb shumica e autoboteve t\u00eb mos e p\u00ebrshkojn\u00eb k\u00ebt\u00eb distanc\u00eb, \u00e7ka do t\u00eb thot\u00eb se monitorimi q\u00eb k\u00ebrkohet t\u00eb b\u00ebhet n\u00eb treg \u00ebsht\u00eb vet\u00ebm nj\u00eb tallje dhe dhunim i subjekteve detyruese.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ligji i detyron grosist\u00ebt q\u00eb pas markimit n\u00eb magazina duhet t\u00eb mbahet nj\u00eb most\u00ebr nga karburanti, n\u00eb m\u00ebnyr\u00eb q\u00eb ajo t\u00eb krahasohet me pikat e pakic\u00ebs. Por n\u00eb kushtet n\u00eb t\u00eb cilat kryhet markimi, kjo nuk mund t\u00eb ndodh\u00eb\u201d, theksohej n\u00eb shqet\u00ebsimin e ngritur m\u00eb her\u00ebt nga kjo shoqat\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>T\u00eb ardhurat e koncesionarit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb 9 vite, t\u00eb ardhurat e kompanis\u00eb GFI Albania n\u00eb periudh\u00ebn 2013-2021, sipas bilanceve n\u00eb QKB, jan\u00eb n\u00eb vler\u00ebn e rreth 30 mln euro. N\u00eb vitet 2013-2015, humbjet e kompanis\u00eb jan\u00eb 2,6 mln euro, nd\u00ebrsa n\u00eb vitet 2016-2021 fitimet jan\u00eb 7,2 mln euro. N\u00eb vitin 2021, norma e fitimit ishte 36%, nd\u00ebr m\u00eb t\u00eb lartat n\u00eb vend.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb vitin e par\u00eb t\u00eb operimit, n\u00eb 2013, t\u00eb ardhurat e kompanis\u00eb nga markimi i karburantit arrinin 1,1 mln euro. Vitin e par\u00eb, kompania e ka mbyllur me pozit\u00eb jo t\u00eb mir\u00eb financiare. Humbjet arrinin rreth 850 mij\u00eb euro.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb pas, n\u00eb 2014, t\u00eb ardhurat e kompanit\u00eb u rrit\u00ebn 170% m\u00eb shum\u00eb se n\u00eb 2013, nd\u00ebrsa humbjet u thelluan me 84%. N\u00eb dhjetor t\u00eb vitit 2014, GFI ka shitur 75% t\u00eb aksioneve tek aksioneri i dyt\u00eb, \u201cPetroleum Consulting Partners\u201d, q\u00eb m\u00eb par\u00eb kishte rreth 25% t\u00eb aksioneve dhe pjes\u00ebn tjet\u00ebr prej 75% e kishte GFI, sipas t\u00eb dh\u00ebnave t\u00eb QKB.<\/span><\/p>\n<p><span style=\"color: #000000;\">Prej 31 dhjetorit 2017 shoq\u00ebria zot\u00ebrohet me 99,93% t\u00eb aksioneve nga ortak\u00ebt \u201cPetroleum Consulting Partners\u201d dhe 0,07% t\u00eb kapitalit themeltar e zot\u00ebron \u201cGlobal Fluids Internatiomnal S.A\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb ardhurat e kompanis\u00eb n\u00eb 2015 ishin 3,1 mln euro, nd\u00ebrsa humbjet ishin 1,5 mln euro. N\u00eb vitin 2015, t\u00eb ardhurat sh\u00ebnuan rritje t\u00eb leht\u00eb krahasuar me 2014, nd\u00ebrsa humbjet e kompanis\u00eb u reduktuan 5-fish krahasuar me vitin paraardh\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga viti 2016 deri m\u00eb 2021, t\u00eb ardhurat e kompanis\u00eb vijuan trendin rrit\u00ebs, me p\u00ebrjashtim t\u00eb vitit 2020, ku p\u00ebr shkak t\u00eb pandemis\u00eb, t\u00eb ardhurat ran\u00eb 7% krahasuar me 2019. Nga 2016 rritje sh\u00ebnuan edhe fitimet e kompanis\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb 16 shkurt 2022 GFI Albania ndryshoi pronarin p\u00ebrfitues apo individin, q\u00eb ka n\u00eb pron\u00ebsi apo kontrollon subjektin. Pronar\u00ebt p\u00ebrfitues t\u00eb regjistruar fillimisht p\u00ebr kompanin\u00eb GFI Albania ishin Ismail Mulleti (shtetas shqiptar) dhe Assaf Halkin (shtetas izraelit).<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb 16 shkurt 2022 sipas regjistrit t\u00eb pronarit p\u00ebrfitues n\u00eb QKB jan\u00eb \u00e7regjistruar Ismail Mulleti dhe Assaf Halkin dhe u regjistrua Nerve Korkmaz me shtet\u00ebsi turke.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Heqja e tarif\u00ebs s\u00eb markimit, do t\u00eb ndikonte tek ulja e \u00e7mimit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb periudh\u00ebn janar-shtator 2022, sipas t\u00eb dh\u00ebnave t\u00eb MFE, importet e karburanteve kan\u00eb p\u00ebsuar r\u00ebnie rreth 7% krahasuar me t\u00eb nj\u00ebjt\u00ebn periudh\u00eb paraardh\u00ebse. R\u00ebnia e konsumit \u00ebsht\u00eb ndikuar nga rritja e lart\u00eb e \u00e7mimit, por edhe nga furnizimet e banor\u00ebve t\u00eb qyteteve kufitare me Maqedonin\u00eb e Veriut dhe Malin e Zi, ku \u00e7mimi i naft\u00ebs \u00ebsht\u00eb m\u00eb i lir\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Operator\u00ebt e tregut pohojn\u00eb se arsyeja kryesore lidhet me numrin e lart\u00eb t\u00eb taksave q\u00eb paguhen p\u00ebr naft\u00ebn n\u00eb Shqip\u00ebri, duke p\u00ebrfshir\u00eb edhe 3 tarifa koncesionesh q\u00eb nuk i kan\u00eb vendet e rajonit.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Shqip\u00ebri, nafta \u00ebsht\u00eb e ngarkuar me 5 taksa shtet\u00ebrore, si: akciza, taksa e qarkullimit, taks\u00eb karboni, TVSH dhe taks\u00eb rilicencimi dhe 3 taksa q\u00eb paguhen n\u00ebp\u00ebrmjet koncesioneve, si taksa p\u00ebr markimin, skanimin dhe pompat.<\/span><\/p>\n<p><span style=\"color: #000000;\">Me \u00e7mimin aktual t\u00eb karburantit 135 lek\u00eb, nga totali i \u00e7mimit apo 75% t\u00eb tyre, e z\u00ebn\u00eb taksat sipas Shoqat\u00ebs s\u00eb Hidrokarbureve.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Maqedonin\u00eb e Veriut, taksat direkte mbi naft\u00ebn jan\u00eb vet\u00ebm akciza dhe TVSH-ja 18%. Produkti i naft\u00ebs n\u00eb k\u00ebt\u00eb shtet nuk \u00ebsht\u00eb i ngarkuar me taks\u00ebn e qarkullimit dhe t\u00eb koncesioneve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Konkretisht, kontrata e koncesionit t\u00eb markimit q\u00eb jo vet\u00ebm q\u00eb nuk arrin t\u00eb realizoj\u00eb kontrollin e cil\u00ebsis\u00eb s\u00eb naft\u00ebs dhe t\u00eb luftoj\u00eb kontraband\u00ebn, r\u00ebndon te \u00e7mimi aktual i naft\u00ebs 1 lek\u00eb p\u00ebr lit\u00ebr. P\u00ebr naft\u00ebn e markuar \u00ebsht\u00eb p\u00ebrcaktuar tarifa e 614 lek\u00ebve (me TVSH) n\u00eb nivelin e 1,000 litrave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kryetari i Shoqat\u00ebs s\u00eb Hidrokarbureve, Luigj Aliaj, pohoi se n\u00ebse importuesit nuk do ta paguanin k\u00ebt\u00eb tarif\u00eb, \u00e7mimi automatikisht i naft\u00ebs do t\u00eb ulej 1 lek\u00eb p\u00ebr lit\u00ebr.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa nga 1 janari k\u00ebtyre taksave iu shtua dhe indeksimi i inflacionit, q\u00eb sipas aktor\u00ebve t\u00eb rishikohet \u00e7do tre muaj. Vet\u00ebm nga indeksimi i inflacionit, nafta \u00ebsht\u00eb shtrenjtuar me rreth 3-4 lek\u00eb p\u00ebr lit\u00ebr<\/span><\/p>\n<p><span style=\"color: #000000;\">Qeveria nd\u00ebrhyri p\u00ebr t\u00eb fiksuar \u00e7mimet e karburanteve pas rritjes s\u00eb ndjeshme t\u00eb tyre n\u00eb fillim t\u00eb muajit mars, q\u00eb arrit\u00ebn deri n\u00eb 260 lek\u00eb p\u00ebr lit\u00ebr, nga 192 lek\u00eb n\u00eb fund t\u00eb shkurtit, me nj\u00eb shtrenjtim prej rreth 35%.
