Kjo ishte paketa e dyt\u00eb antikriz\u00eb n\u00eb ndihm\u00eb t\u00eb sektorit. E nj\u00ebjta paket\u00eb u p\u00ebrdor p\u00ebr rimbursimin e naft\u00ebs p\u00ebr muajt mars-prill-maj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Q\u00eb pas kriz\u00ebs t\u00eb Covid-19, Shoqatat e transportit theksojn\u00eb se sektori \u00ebsht\u00eb n\u00eb situat\u00eb emergjente,\u00a0 pasi gjendet n\u00eb v\u00ebshtir\u00ebsi jo vet\u00ebm p\u00ebr t\u00eb p\u00ebrballuar \u00e7mimin e lart\u00eb t\u00eb karburantit, por edhe p\u00ebr pagesat e punonj\u00ebsve. P\u00ebr k\u00ebt\u00eb arsye operator\u00ebt po operojn\u00eb me humbje.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shoqatat e transportit theksojn\u00eb se paketa e dyt\u00eb e antikriz\u00eb q\u00eb p\u00ebrfundoi m\u00eb 31 tetor ishte e mjaftueshme p\u00ebr t\u00eb ringritur sh\u00ebrbimin e transportit urban dhe p\u00ebr rritjen e cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit nevojitet mb\u00ebshtetje m\u00eb e madhe nga organet p\u00ebrgjegj\u00ebse.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shqet\u00ebsim mbetet edhe mungesa e transparenc\u00ebs p\u00ebr shpenzimet e fondit t\u00eb paket\u00ebs s\u00eb dyt\u00eb antikriz\u00eb. P\u00ebr arritjen e synimeve dhe q\u00ebllimeve p\u00ebr t\u00eb cilat ajo \u00ebsht\u00eb krijuar, bazuar edhe n\u00eb nenin 3, t\u00eb Ligjit Nr. 119\/2014, \u201cP\u00ebr t\u00eb drejt\u00ebn e informimit\u201d, nga shoqatat e transportit iu k\u00ebrkohet Ministris\u00eb s\u00eb Financave dhe Ekonomis\u00eb, informacion zyrtar se sa shpenzime jan\u00eb realizuar nga fondi i subvencionimit t\u00eb operator\u00ebve t\u00eb transportit urban n\u00eb kuad\u00ebr t\u00eb VKM-s\u00eb nr 255, dt 13.04.2022 \u201cP\u00ebr p\u00ebrcaktimin e procesverbaleve, t\u00eb dokumentacionit dhe mas\u00ebs s\u00eb kompensimit p\u00ebr shoq\u00ebrit\u00eb e linjave t\u00eb transportit qytetas, rrethqytetase dhe nd\u00ebrqytet\u00ebse, pjes\u00eb e paket\u00ebs anti kriz\u00eb\u201d, sa ka qen\u00eb ky fond i p\u00ebrcaktuar dhe sa \u00ebsht\u00eb vlera e mbetur e tij.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas shoqatave t\u00eb transportit sektori aktualisht po haset me problematika t\u00eb shumta q\u00eb lidhen me veprimtarin\u00eb e tyre dhe sh\u00ebrbimin e ofruar; v\u00ebshtir\u00ebsit\u00eb n\u00eb operim; munges\u00ebn e kompensimit t\u00eb vazhduesh\u00ebm n\u00eb ndihm\u00eb t\u00eb operator\u00ebve; pamjaftueshm\u00ebrin\u00eb e mb\u00ebshtetjes nga organet p\u00ebrgjegj\u00ebse; v\u00ebshtir\u00ebsi me \u00e7mimet e larta t\u00eb naft\u00ebs n\u00eb treg dhe pjes\u00ebve t\u00eb k\u00ebmbimit t\u00eb nevojsh\u00ebm p\u00ebr mir\u00ebmbajtjen e mjeteve; v\u00ebshtir\u00ebsi n\u00eb mbajtjen e pun\u00ebtor\u00ebve dhe mb\u00ebshtetjen e stafit n\u00eb k\u00ebt\u00eb sektor; si dhe nj\u00eb s\u00ebr\u00eb v\u00ebshtir\u00ebsish t\u00eb tjera q\u00eb b\u00ebjn\u00eb t\u00eb pamundur operimin optimal t\u00eb tyre dhe sh\u00ebrbim me cil\u00ebsi t\u00eb lart\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr evidentimin e k\u00ebtyre problematikave Shoqata Komb\u00ebtare e Transportit Qytetas dhe Shoqata e Transportit Urban dhe Interurban n\u00ebp\u00ebrmjet nj\u00eb tjet\u00ebr letre d\u00ebrguar ministres s\u00eb Infrastruktur\u00ebs dhe Energjetik\u00ebs k\u00ebrkojm\u00eb gjithashtu realizimin e nj\u00eb takimi t\u00eb p\u00ebrbashk\u00ebt me institucionet e qeverisjes qendrore dhe ato vendore, takim i cili do t\u2019i ndihmoj\u00eb n\u00eb zgjidhjen e k\u00ebtyre problematikave dhe identifikimin e tyre.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Letra<\/span><\/strong><\/p>\n<p><em><span style=\"color: #000000;\">&#8220;Me an\u00eb t\u00eb VKM-s\u00eb nr 255, dt 13.04.2022 \u201cP\u00ebr p\u00ebrcaktimin e procesverbaleve, t\u00eb dokumentacionit dhe mas\u00ebs s\u00eb kompesimit p\u00ebr shoq\u00ebrit\u00eb e linjave t\u00eb transportit qytas, rrethqytetase dhe nd\u00ebrqytetase, pjes\u00eb e paket\u00ebs anti kriz\u00eb\u201d dhe VKM 569 dat\u00eb 25.08.2022 \u201cP\u00ebr p\u00ebrcaktimin e procedurave, t\u00eb dokumentacionit dhe t\u00eb mas\u00ebs s\u00eb kompensimit p\u00ebr shoq\u00ebrit\u00eb e linjave t\u00eb transportit qytetase , rrethqytetase dhe nd\u00ebrqytet\u00ebse, pjes\u00eb e paket\u00ebs anti\u00a0 kriz\u00eb, faza II\u201d u vendos kompensimi me 100 lek\u00eb\/ lit\u00ebr nafte, p\u00ebr t\u2019u p\u00ebrdorur p\u00ebr transportin duke kompensuar operator\u00ebt e transportit, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mbrohen qytetar\u00ebt nga rritja e \u00e7mimit dhe nj\u00ebkoh\u00ebsisht t\u00eb rritet cil\u00ebsia e sh\u00ebrbimit t\u00eb ofruar.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Nisur nga situata aktuale, n\u00eb t\u00eb cil\u00ebn operator\u00ebt e transportit urban dhe interurban ndodhen dhe kryejn\u00eb veprimtarin\u00eb e tyre, ky kompensim nuk ka ndikuar n\u00eb rritjen e cil\u00ebsis\u00eb dhe as nuk ka ofruar nj\u00eb ndihm\u00eb t\u00eb mjaftueshme p\u00ebr ta. Aktualisht \u00e7mimi i naft\u00ebs \u00ebsht\u00eb shum\u00eb i lart\u00eb dhe konsumi jon\u00eb bazuar n\u00eb numrin e mjeteve n\u00eb treg p\u00ebr kryerjen e veprimtaris\u00eb s\u00eb transportit\/frekuenc\u00ebn e k\u00ebrkuar \u00ebsht\u00eb shum\u00eb i lart\u00eb dhe automatikisht sjell dhe kosto shtes\u00eb, duke b\u00ebr\u00eb q\u00eb operator\u00ebt t\u00eb operojn\u00eb n\u00eb humbje ose n\u00eb munges\u00eb fitimi.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Gjithashtu gjendja e operator\u00ebve q\u00eb pas kriz\u00ebs Covid-19 ka qen\u00eb n\u00eb situat\u00eb t\u00eb v\u00ebshtir\u00eb, ku operator\u00ebt kan\u00eb pasur v\u00ebshtir\u00ebsi edhe n\u00eb pagimin e detyrimeve t\u00eb stafit t\u00eb lindura nga kontrata e pun\u00ebs apo pagimin e sigurimeve sh\u00ebndet\u00ebsore dhe shoq\u00ebrore t\u00eb tyre.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">P\u00ebrpos k\u00ebsaj rritja e cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit, korrektesa dhe ekzakt\u00ebsia n\u00eb orare jan\u00eb m\u00eb t\u00eb v\u00ebshtira p\u00ebr tu arritur, kur operator\u00ebt jan\u00eb n\u00eb pamund\u00ebsi financiare p\u00ebr t\u00eb vepruar dhe nuk kan\u00eb mb\u00ebshtetje financiare p\u00ebr t\u2019i rritur ato. Edhe n\u00eb fjalimet e tyre kryeministri Edi Rama dhe zv.kryeministrja Belinda Balluku i dhan\u00eb nj\u00eb r\u00ebnd\u00ebsi shum\u00eb t\u00eb madhe transportit publik, jo vet\u00ebm p\u00ebr numrin e lart\u00eb t\u00eb pun\u00ebsuarve n\u00eb t\u00eb por edhe p\u00ebr r\u00ebnd\u00ebsin\u00eb q\u00eb ky sh\u00ebrbim paraqet n\u00eb komunitet.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Si\u00e7 e tha kryeministri, k\u00ebrkohet q\u00eb transporti t\u00eb jet\u00eb sa m\u00eb shum\u00eb i p\u00ebrdorsh\u00ebm nga qytetar\u00ebt, q\u00eb edhe ata qytetar\u00eb q\u00eb nuk e kan\u00eb p\u00ebrdorur deri m\u00eb sot ti drejtohen transportit publik, pik\u00ebrisht p\u00ebr arsyet e kursimit dhe jo vet\u00ebm p\u00ebr \u00e7mimin, por dhe p\u00ebr munges\u00ebn me t\u00eb cil\u00ebn mund t\u00eb p\u00ebrballet tregu i karburantit n\u00eb t\u00eb ardhmen.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Nj\u00eb nga q\u00ebllimet e realizimit t\u00eb k\u00ebsaj pakete ishte pik\u00ebrisht kjo arsye dhe duke qen\u00eb q\u00eb ende nuk \u00ebsht\u00eb arritur, pasi kompensimi i kryer nuk ka qen\u00eb i mjaftuesh\u00ebm p\u00ebr t\u00eb ringritur sh\u00ebrbimin e transportit urban dhe p\u00ebr rritjen e cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit nevojitet mb\u00ebshtetje m\u00eb e madhe nga organet p\u00ebrgjegj\u00ebse.\u00a0 P\u00ebr k\u00ebt\u00eb k\u00ebrkojm\u00eb vijim\u00ebsin\u00eb e subvencionimit p\u00ebr shoq\u00ebrit\u00eb e linjave t\u00eb transportit qytetas, rrethqytetase dhe nd\u00ebrqytetase.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Vijim\u00ebsia e k\u00ebsaj mb\u00ebshtetje k\u00ebrkohet jo vet\u00ebm si nevojshm\u00ebri p\u00ebr t\u2019u ardhur n\u00eb ndihm\u00eb operator\u00ebve t\u00eb p\u00ebrballojn\u00eb kushtet e v\u00ebshtira t\u00eb tregut dhe \u00e7mimet, por edhe p\u00ebr t\u00eb vazhduar nism\u00ebn e k\u00ebsaj mb\u00ebshtetje, pra rritjen e cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit dhe zgjerimin e p\u00ebrdorimit t\u00eb transportit publik, si nj\u00eb mjet efikas dhe i nevojsh\u00ebm.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Transporti urban duhet t\u00eb rris\u00eb cil\u00ebsin\u00eb e tij dhe p\u00ebr k\u00ebt\u00eb ne jemi t\u00eb vet\u00ebdijsh\u00ebm. Gjithsesi bazuar n\u00eb kapacitetet, v\u00ebshtir\u00ebsit\u00eb q\u00eb kemi kaluar, munges\u00ebn e mb\u00ebshtetjes qeveritare jemi p\u00ebrpjekur t\u00eb jemi sa m\u00eb korrekt me sh\u00ebrbimin e ofruar dhe t\u00eb mbijetojm\u00eb p\u00ebr t\u00eb mos shkuar drejt falimentimit.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Duke marr\u00eb parasysh q\u00eb gjendja e operator\u00ebve \u00ebsht\u00eb ende e v\u00ebshtir\u00eb, \u00e7mimi i naft\u00ebs \u00ebsht\u00eb ende shum\u00eb i lart\u00eb dhe ka nj\u00eb pesh\u00eb t\u00eb madhe n\u00eb k\u00ebt\u00eb transport, k\u00ebrkojm\u00eb q\u00eb k\u00ebrkesa jon\u00eb t\u00eb merret n\u00eb konsiderat\u00eb dhe t\u00eb trajtohet.<\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">Kjo \u00ebsht\u00eb nj\u00eb nevoj\u00eb emergjente dhe si e till\u00eb do v\u00ebmendje.
