Keqardhje p\u00ebr raportin e \u00c7upit se ka moskoherenc\u00eb mes asaj q\u00eb merr dhe tenton t\u00eb b\u00ebj raporti n\u00eb analiz\u00eb me konkluzionin, raporti ishte negative, sikur asgj\u00eb nuk ka funksionuar, dhe nga ana tjet\u00ebr b\u00ebn nj\u00eb propozim, ku mban 85% t\u00eb bashkive q\u00eb ekzistojn\u00eb sot, t\u00eb pakt\u00ebn t\u00eb thuaje q\u00eb ka pasur v\u00ebshtir\u00ebsi dhe problem n\u00eb implementim dhe t\u00eb thoshte se mund t\u00eb funksiononte m\u00eb mir\u00eb, do doja q\u00eb t\u00eb ndaleshim me arritjet e ecuris\u00eb s\u00eb reform\u00ebs deri dit\u00ebn e sotme se ka b\u00ebr\u00eb nj\u00eb raport shum\u00eb realist, duke sjell\u00eb statistika, fakte dhe duke b\u00ebr\u00eb rekomandime q\u00eb do na vlejn\u00eb t\u00eb gjith\u00eb, q\u00eb do jem p\u00ebrgjegj\u00ebs q\u00eb n\u00eb at\u00eb pjes\u00eb q\u00eb m\u00eb takon p\u00ebr t\u2019i shtyr\u00eb p\u00ebrpara, nuk mund t\u00eb ndihem mir\u00eb kur shoh se \u00e7far\u00eb rezultatesh ka sjell\u00eb reforma territorial, duke i krahasuar me at\u00eb abstragim, kur thonim q\u00eb do i sh\u00ebrbej\u00eb vendin p\u00ebr disa arsye, kam qejf.
