N\u00eb k\u00ebto 100 nj\u00ebsi jan\u00eb t\u00eb pun\u00ebsuar mesatarisht rreth 1700 punonj\u00ebs, q\u00eb i kushtojn\u00eb buxhetit t\u00eb shteti paga dhe sigurime. Me riorganizimin e territoreve, \u00e7do bashki do t\u00eb ket\u00eb n\u00eb struktur\u00ebn e saj rreth 50 punonj\u00ebs, t\u00eb cil\u00ebt vendosen n\u00eb strukturat e nevojshme organizative dhe funksionale t\u00eb bashkis\u00eb. Riorganizimi po ashtu z\u00ebv\u00ebnd\u00ebson 100 administrator\u00eb t\u00eb em\u00ebruar, me 33 kryetar\u00eb t\u00eb zgjedhur. Do t\u00eb mjaftonte n\u00eb fakt kjo e dh\u00ebn\u00eb p\u00ebr t\u00eb kuptuar, q\u00eb ky riorganizim i sh\u00ebrben demokratizimit, transparenc\u00ebs dhe llogaridh\u00ebnies s\u00eb pushtetit lokal.<\/em>\u201d- tha deputetja.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ajo k\u00ebrkoi me insistim ngritjen e nj\u00eb komisioni t\u00eb posa\u00e7\u00ebm p\u00ebr realizimin e reform\u00ebs admisnitrativo-territoriale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Deputetja demokratike k\u00ebrkoi q\u00eb niveli i par\u00eb i pushtetit t\u00eb p\u00ebrfaq\u00ebsohet nga bashkit\u00eb nd\u00ebrsa niveli i dyt\u00eb t\u00eb p\u00ebrfaq\u00ebsohet nga qarqet ose rajonet.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrsa i p\u00ebrket qarqeve, PD-ja propozon reduktimin e numrit t\u00eb tyre nga 12 n\u00eb 6 qarqe: \u201d<em>Ne propozojm\u00eb rigrupimin e qarqeve. Ne propozojm\u00eb nga 12 qarqe t\u00eb kemi 6 qarqe. Arsyeja \u00ebsht\u00eb e thjesht\u00eb p\u00ebr t\u2019u kuptuar: reforma administrativo-territoriale e vitit 2014, e b\u00ebr\u00eb me nxitim e n\u00ebn trysnin\u00eb e zgjedhjeve lokale q\u00eb po afroheshin, n\u00eb m\u00ebnyr\u00eb t\u00eb nj\u00ebanshme, e duke u udh\u00ebhequr nga interesi elektoral m\u00eb shum\u00eb se ai qytetar, kishte d\u00ebshtuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">D\u00ebshtimi i saj pranohej, her\u00eb n\u00ebn z\u00eb e her\u00eb z\u00eblart\u00eb, jo vet\u00ebm nga p\u00ebrfaq\u00ebsuesit e Partis\u00eb Demokratike apo t\u00eb partive politike opozitare, por edhe nga p\u00ebrfaq\u00ebsues t\u00eb shoq\u00ebris\u00eb civile, mediave, faktorit nd\u00ebrkomb\u00ebtar, qytetar\u00ebt dhe madje edhe socialist\u00eb t\u00eb ndersh\u00ebm, p\u00ebrfshir\u00eb ish-drejtues t\u00eb pushtetit vendor. D\u00ebshtimi i k\u00ebsaj reforme na u kthye n\u00eb nj\u00eb refren t\u00eb p\u00ebrditsh\u00ebm gjat\u00eb takimeve intensive t\u00eb zhvilluara me qytetar\u00ebt gjat\u00eb fushat\u00ebs zgjedhore t\u00eb Prillit 2021. Jo vet\u00ebm kaq, por qytetar\u00ebt k\u00ebrkonin zgjidhje. K\u00ebrkonin nj\u00eb pushtet lokal q\u00eb t\u2019iu sh\u00ebrbente qytetar\u00ebve dhe jo kryetar\u00ebve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ne si deputet\u00eb, t\u00eb dal\u00eb me vot\u00ebn dhe vullnetin e qytetar\u00ebve, t\u2019i p\u00ebrgjigjeshin thirrjes s\u00eb tyre, si nj\u00eb detyrim i qart\u00eb i besimit t\u00eb marr\u00eb. Sigurisht, edhe pse kishte pengesat e veta deri te ngritja e k\u00ebtij komisioni, nga vete autor\u00ebt e reform\u00ebs s\u00eb vitit 2014, por insistimi jon\u00eb ishte e drejt\u00eb<\/span><\/p>\n<p><span style=\"color: #000000;\">Do t\u00eb ishte naive t\u00eb thuhej se ngritja e komisionit ishte nj\u00eb sukses i vet\u00ebmjaftuesh\u00ebm p\u00ebr ne, por \u00ebsht\u00eb e pamohueshme q\u00eb ngritja e k\u00ebtij komisioni dhe celja e debatit mbi reform\u00ebn territorial i detyrohet pik\u00ebrisht insistimit dhe koherenc\u00ebs s\u00eb Grupit Parlamentar t\u00eb PD-s\u00eb p\u00ebr thuajse pes\u00eb muaj, deputet\u00eb, ekspert\u00eb, p\u00ebrfaq\u00ebsues t\u00eb bot\u00ebs akademike, shoq\u00ebris\u00eb civile, medias, partner\u00ebve nd\u00ebrkomb\u00ebtar\u00eb, u angazhuan ndofta n\u00eb procesin m\u00eb transparent dhe gjith\u00ebp\u00ebrfshirjes p\u00ebr t\u00eb adresuar nj\u00eb problematik\u00eb q\u00eb i shqet\u00ebsonte t\u00eb gjith\u00eb. P\u00ebrtej krah\u00ebve dhe bindjeve politike, nj\u00eb pushtet vendor pran\u00eb qytetar\u00ebve, q\u00eb i sheh, q\u00eb i d\u00ebgjon, q\u00eb i takon, q\u00eb iu sh\u00ebrben dhe iu zgjidh hallet qytetar\u00ebve, duhet t\u00eb jet\u00eb nj\u00eb pik\u00ebtakimi p\u00ebr t\u00eb gjith\u00eb ne n\u00eb k\u00ebt\u00eb sall\u00eb dhe p\u00ebrtej saj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Dhe sot, si bashk\u00ebkryetare e k\u00ebtij komisioni, kam k\u00ebnaq\u00ebsin\u00eb q\u00eb t\u00eb jem p\u00ebrpara jush, me nj\u00eb propozim t\u00eb plot\u00eb dhe t\u00eb detajuar, q\u00eb besoj fort se ju jep p\u00ebrgjigje k\u00ebrkesave, ankesave dhe pritshm\u00ebrive t\u00eb qytetar\u00ebve n\u00eb cdo bashki t\u00eb vendit, kudo q\u00eb ata jetojn\u00eb, pavar\u00ebsisht n\u00ebse jan\u00eb demokrat\u00eb, socialist\u00eb, me parti apo pa parti, q\u00eb votojn\u00eb apo abstenojn\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrpara se t\u00eb vijoj m\u00eb tej me paraqitjen e k\u00ebtij raporti, d\u00ebshiroj t\u00eb fal\u00ebnderoj p\u00ebrzem\u00ebrsisht koleg\u00ebt deputet\u00eb t\u00eb Komisionit, ekspert\u00ebt q\u00eb na asistuan, si dhe k\u00ebdo q\u00eb erdhi n\u00eb komision me mendimet, idet\u00eb dhe ekspertiz\u00ebn e tij, p\u00ebr t\u00eb na e kthjelluar rrug\u00ebn q\u00eb duhet t\u00eb ndiqnim p\u00ebr t\u00eb ardhur deri te ky propozim. D\u00ebshiroj po ashtu, t\u00eb fal\u00ebnderoj strukturat lokale t\u00eb Partis\u00eb Demokratike, t\u00eb cil\u00ebt me p\u00ebrgjshm\u00ebri t\u00eb lart\u00eb qytetare dhe politike, mor\u00ebn pjes\u00eb n\u00eb procesin e konsultimit dhe ofruan propozime q\u00eb mbi t\u00eb gjitha iu sh\u00ebrbejn\u00eb qytetar\u00ebve, padallim bindjeje politike.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb pun\u00ebn ton\u00eb nga fillimi deri n\u00eb fund, objektivat kan\u00eb qen\u00eb mjaft t\u00eb qarta:<\/span><br \/>\n<span style=\"color: #000000;\">a) T\u00eb p\u00ebrcaktonim politika t\u00eb qarta n\u00eb nivelet p\u00ebrkat\u00ebse, gjith\u00ebp\u00ebrfshir\u00ebse dhe bashk\u00ebkohore.<\/span><br \/>\n<span style=\"color: #000000;\">b) T\u00eb miratonim instrumente ligjore efektive p\u00ebr riorganizimin territorial n\u00eb funksion t\u00eb p\u00ebrkthimit t\u00eb politikave n\u00eb praktik\u00eb, q\u00eb jan\u00eb t\u00eb integruara me standardet nd\u00ebrkomb\u00ebtare dhe pasqyrojn\u00eb angazhimet n\u00eb proceset integruese t\u00eb vendit drejt\u00eb BE-s\u00eb.<\/span><br \/>\n<span style=\"color: #000000;\">c) Te rregullojme nga pik\u00ebpamja ligjore procese t\u00eb qarta p\u00ebr vler\u00ebsimin dhe, sipas nevoj\u00ebs, rishikimin e rregullave dhe legjislacionit, ve\u00e7an\u00ebrisht p\u00ebr t\u00eb shmangur ndikimin disproporcional n\u00eb p\u00ebrfaq\u00ebsim dhe shp\u00ebrndarje sh\u00ebrbimesh publike vendore nd\u00ebrmjet zonave urbane dhe rurale.<\/span><br \/>\n<span style=\"color: #000000;\">d) Te riorganizojme bashkite ne p\u00ebrshtatshm\u00ebri ndaj pritshm\u00ebrive t\u00eb arsyeshme t\u00eb komuniteteve bazuar n\u00eb histori, tradit\u00eb dhe zakone, si dhe ndarje t\u00eb burimeve t\u00eb disponueshme dhe kapaciteteve p\u00ebr zbatim.<\/span><br \/>\n<span style=\"color: #000000;\">e) Ne zgjedhjet e ardhshme vendore, q\u00eb tashm\u00eb p\u00ebrkojn\u00eb me dat\u00eb 14 Maj, t\u2019ju ofrojm\u00eb qytetar\u00ebve nje model tjeter qeverisjeje nga pik\u00ebpamja territoriale dhe admistrative.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjat\u00eb 32 viteve, pushteti vendor ka kaluar disa faza reformimi administrativ dhe territorial. N\u00eb p\u00ebrgjith\u00ebsi, reformat n\u00eb pushtetin vendor jan\u00eb b\u00ebr\u00eb me konsensus nga pal\u00ebt politike dhe me mb\u00ebshtetje nga partner\u00ebt nd\u00ebrkomb\u00ebtar\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ndryshe ndodhi me reform\u00ebn administrative t\u00eb vitit 2014, e cila shkriu 373 nj\u00ebsi t\u00eb qeverisjes vendore n\u00eb 61 bashki q\u00eb Shqip\u00ebria ka sot. Reforma u b\u00eb e nj\u00ebanshme dhe pa konsensusin tradicional t\u00eb partive politike. Mazhoranca e koh\u00ebs shfryt\u00ebzoi munges\u00ebn e k\u00ebtij konsensusi p\u00ebr q\u00ebllime t\u00eb pastra elektorale, q\u00ebllime q\u00eb dhe sot vijojn\u00eb t\u00eb jen\u00eb mjaft t\u00eb dukshme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Jasht\u00eb cdo interesi partiak, n\u00eb at\u00eb koh\u00eb, ne kemi gjykuar se pushteti vendor k\u00ebrkon reformim me standarte. Koha na dha t\u00eb drejt\u00eb, pasi sot pushteti lokal nuk po funksionon p\u00ebr qytetar\u00ebt, nuk ju sh\u00ebrben atyre, nuk \u00ebsht\u00eb p\u00ebrfaq\u00ebsues i tyre. Reforma k\u00ebrkonte detyrimisht korrigjime dhe rishikime.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr t\u00eb adresuar k\u00ebto probleme dhe p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar qeverisjen vendore, Partia Demokratike ka reaguar her\u00eb pas here me q\u00ebndrime t\u00eb njohura publike, p\u00ebrfshir\u00eb edhe ngritjen e Komisionit t\u00eb Posa\u00e7\u00ebm p\u00ebr Reform\u00ebn Territoriale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pas shtat\u00eb vite zbatimi t\u00eb reform\u00ebs, ne mund t\u2019i shohim qart\u00eb problematikat:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Munges\u00eb e theksuar p\u00ebrfaq\u00ebsimi t\u00eb komuniteteve t\u00eb ish-komunave (nj\u00ebsive administrative) n\u00eb vendimmarrje n\u00eb k\u00ebshillat bashkiak\u00eb;<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Mosrealizimi i autonomis\u00eb (decentralizimi fiskal dhe administrativ);<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Sasia, cil\u00ebsia dhe shtrirja e paq\u00ebndrueshme e sh\u00ebrbimeve;<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 P\u00ebrfaq\u00ebsimi qytetar n\u00eb proceset vendimmarr\u00ebse dhe llogaridh\u00ebnies s\u00eb organeve drejtuese vendore;<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Bashk\u00ebpunimi dhe marr\u00ebdh\u00ebniet nd\u00ebr-institucionale p\u00ebr dialog real;<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Respektimi i ndarjes s\u00eb pushteteve, paanshm\u00ebria etj;<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Shp\u00ebrndarja e sh\u00ebrbimeve publike e disbalancuar nd\u00ebrmjet zonave urbane dhe rurale;<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Kontrolli i territorit dhe qeverisja sa m\u00eb pran\u00eb qytetarit, transparenca etj;<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Ekonomia e shkall\u00ebs n\u00eb dilem\u00eb t\u00eb madhe dhe larg objektivit.<\/span><br \/>\n<span style=\"color: #000000;\">\u2022 Llogaridhenje e ulet, transparence nuk ka, ekonomia dhe zhvillimi lokal jashte prioriteteve, niveli i lart\u00eb i korrupsionit.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">Iniciativa e Partis\u00eb Demokratike p\u00ebr nj\u00eb reform\u00eb t\u00eb re territoriale fitoi menj\u00ebher\u00eb nj\u00eb konsensus t\u00eb gj\u00ebr\u00eb publik, pasi problemet ishin n\u00eb syt\u00eb e t\u00eb gjith\u00eb qytetar\u00ebve. Qytetar\u00ebt presin me padurim t\u00eb b\u00ebhen rregullime t\u00eb cilat do t\u2019ju p\u00ebrmir\u00ebsojn\u00eb jetes\u00ebn n\u00eb zonat ku jetojn\u00eb, t\u00eb ndjehen t\u00eb p\u00ebrfaq\u00ebsuar, te marrin sh\u00ebrbimet qe ju mungojn\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga ana tjet\u00ebr, ky interes publik p\u00ebr t\u00eb b\u00ebr\u00eb riorganizimin e territorit duket qart\u00eb edhe nga prezenca e madhe e k\u00ebtij debati n\u00eb t\u00eb gjith\u00eb mediat komb\u00ebtare dhe lokale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb zgjidhje e mir\u00eb p\u00ebr t\u00eb korrigjuar ndarjen territoriale \u00ebsht\u00eb nj\u00eb qasje duke filluar nga njesia me e vogel ne qender bashkie, bazuar n\u00eb ekspertiz\u00ebn faktike dhe profesionale, jasht\u00eb \u00e7do interesi partiak, ndryshe nga reforma e 2014 me qasje t\u00eb fort\u00eb nga qendra ne periferi<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga ana tjet\u00ebr, edhe fakti q\u00eb 7 vite nuk mjaftojn\u00eb p\u00ebr t\u2019u bindur mbi suksesin e reform\u00ebs duhet pasur parasysh. Ne jemi p\u00ebrpjekur t\u00eb ofrojm\u00eb rrug\u00ebzgjidhje efektive boshll\u00ebqeve t\u00eb pad\u00ebshiruara q\u00eb solli kjo reform\u00eb gjat\u00eb 7 viteve, dhe t\u00eb plot\u00ebsojm\u00eb k\u00ebto n\u00eb koh\u00ebn e duhur, jo t\u00eb presim, pasi k\u00ebto boshll\u00ebqe mund t\u00eb thellohen potencialisht me kalimin e koh\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pra, \u00ebsht\u00eb momenti i duhur p\u00ebr terapi t\u00eb kujdesshme tani p\u00ebr t\u00eb patur nj\u00eb pushtet t\u00eb sh\u00ebndetsh\u00ebm n\u00eb vazhdim\u00ebsi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ndaj Partia Demokratike ka propozuar dhe k\u00ebrkon nj\u00eb konsensus t\u00eb gj\u00ebr\u00eb politik p\u00ebr:<\/span><br \/>\n<span style=\"color: #000000;\">1-modelin e pushtetit vendor n\u00eb Shqip\u00ebri,<\/span><br \/>\n<span style=\"color: #000000;\">2-rishikime, korigjime dhe riorganizimin e ri territorialo-administrativ p\u00ebr nivelin e par\u00eb dhe t\u00eb dyt\u00eb t\u00eb pushtetit vendor, si dhe rekomandime p\u00ebr \u00e7\u00ebshtje administrative dhe rregullatore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Propozimi i Grupit Parlamentar t\u00eb Partis\u00eb Demokratike \u00ebsht\u00eb nj\u00eb d\u00ebshmi e qart\u00eb e faktit se:<\/span><br \/>\n<span style=\"color: #000000;\">I. Shqip\u00ebria ka shanse t\u00eb m\u00ebdha q\u00eb t\u00eb p\u00ebrmir\u00ebsoj\u00eb p\u00ebrfaq\u00ebsimin, t\u00eb rris\u00eb efi\u00e7ienc\u00ebn dhe efikasitetin n\u00eb ofrimin e sh\u00ebrbimeve p\u00ebr qytetar\u00ebt, n\u00eb p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb dhe t\u00eb aksesit t\u00eb qytetar\u00ebve n\u00eb sh\u00ebrbimet publike vendore, n\u00eb pjes\u00ebmarrje dhe vendimmarrje n\u00eb t\u00eb gjith\u00eb territorin e saj.<\/span><br \/>\n<span style=\"color: #000000;\">II. Rritja e kapaciteteve t\u00eb administrat\u00ebs publike vendore, si dhe forcimi i strukturave administrative dhe komunitare sa m\u00eb af\u00ebr qytetar\u00ebve, ofrojn\u00eb shanse p\u00ebr rinin\u00eb, grupet e tjera shoq\u00ebrore dhe vazhdim\u00ebsin\u00eb e komuniteteve.<\/span><br \/>\n<span style=\"color: #000000;\">V. P\u00ebrmir\u00ebsim t\u00eb demokracis\u00eb vendore n\u00ebp\u00ebrmjet rritjes s\u00eb potencialeve p\u00ebrfaq\u00ebsuese n\u00eb vendimarrjet lokale, llogaridh\u00ebnies dhe instrumentave t\u00eb tjer\u00eb demokratik\u00eb.<\/span><br \/>\n<span style=\"color: #000000;\">VI. Detyrimet e qeverisjes vendore mbi rolin e tyre p\u00ebr integrim n\u00eb BE plot\u00ebsohen m\u00eb mir\u00eb me reformimin dhe riorganizimin territorial.<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb dashur qytetar\u00eb,<\/span><\/p>\n<p><span style=\"color: #000000;\">Partia Demokratike ka historine e saj pozitive dhe shume demokratike gjate ketyre 30 viteve demokraci ne reformimin e pushtetit vendor.<\/span><\/p>\n<p><span style=\"color: #000000;\">Qeverisja vendore n\u00eb Shqip\u00ebri, p\u00ebrpara viteve 90, n\u00eb thelb ishte nj\u00eb qeverisje e kontrolluar, me organe t\u00eb kufizuara vetqeveris\u00ebse (k\u00ebshillat popullore) brenda kuadrit t\u00eb nj\u00eb sistemi vendimmarr\u00ebs thell\u00ebsisht t\u00eb centralizuar, qeverisje kjo e ngarkuar p\u00ebr menaxhimin e zbatimit t\u00eb planeve ekonomike t\u00eb detajuara t\u00eb qeveris\u00eb n\u00eb \u00e7do sektor ekonomik. Gjat\u00eb 30 viteve demokraci, pushteti vendor ka kaluar disa faza reformimi administrativ dhe territorial dhe ka gdhendur historikun e tij t\u00eb ndarjes territoriale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pas viteve \u201990, qeverisja vendore ka kaluar n\u00eb tre faza t\u00eb zhvillimit per te cilat PD ka dhen\u00eb nje kontribut madhor, mbeshtetje dhe konsensus per te reformuar pushtetin vendor ne te gjitha dimensionet e tij.<\/span><\/p>\n<p><span style=\"color: #000000;\">Faza e pare, i p\u00ebrket periudh\u00ebs 1992-2000 me Ligjin organik nr. 7572 i vitit 1992 dhe vendimin e K\u00ebshillit t\u00eb Ministrave nr. 269 dat\u00eb 25.6.1992 p\u00ebr ndarjen administrativo-tok\u00ebsore t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb. Gjat\u00eb k\u00ebsaj periudhe kishim 314 komuna, 44 bashki dhe 36 rrethe. N\u00eb k\u00ebt\u00eb faz\u00eb, decentralizimi fiskal dhe reformat ekonomike q\u00ebndrojn\u00eb n\u00eb disavantazh p\u00ebrkundrejt atij politik.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb k\u00ebt\u00eb koh\u00eb (Gusht 1992) u krijuan t\u00eb parat organe te qeverisjes vendore (sipas Ligjit 7572\/1992 mbi \u201cOrganizimin dhe Funksionimin e Pushtetit Lokal\u201d). Kjo duhet t\u00eb gjykohet si nj\u00eb arritje tep\u00ebr e r\u00ebnd\u00ebsishme. Organeve vendore iu kaluan disa nga sh\u00ebrbimet dhe funksionet me p\u00ebrfitim t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr publikun, s\u00eb bashku me m\u00eb shum\u00eb autonomi administrative dhe financiare. Megjithat\u00eb, p\u00ebrkundrejt q\u00ebndrueshm\u00ebris\u00eb s\u00eb autonomise dhe mozaikut politik, autonomia fiskale dhe administrative mbeti tejet e kufizuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Faza e dyt\u00eb i p\u00ebrket viteve 2000-2015 me Ligjin Organik nr. 8652 t\u00eb vitit 2000. Kjo periudh\u00eb nisi me zhvillimin e r\u00ebnd\u00ebsish\u00ebm t\u00eb Ratifikimit t\u00eb Kart\u00ebs Europiane t\u00eb Autonomis\u00eb Vendore n\u00eb 1999. Statusi i pushtetit vendor filloi t\u00eb ndryshonte dhe me hartimin dhe miratimin e Kushtetut\u00ebs s\u00eb re t\u00eb Shqip\u00ebris\u00eb. Sipas Kushtetut\u00ebs, Shqip\u00ebria \u00ebsht\u00eb shtet unitar me dy nivele t\u00eb pushtetit vendor: bashkia\/komuna n\u00eb nivelin e par\u00eb dhe qarku n\u00eb nj\u00eb nivel m\u00eb t\u00eb lart\u00eb. Pushteti vendor n\u00eb Shqip\u00ebri bazohet n\u00eb parimin e decentralizimit t\u00eb pushtetit dhe ushtrohet sipas parimit t\u00eb autonomis\u00eb vendore. N\u00eb k\u00ebt\u00eb periudh\u00eb kishim 308 komuna, 65 bashki dhe 12 qarqe t\u00eb cilat u krijuan k\u00ebt\u00eb periudh\u00eb nga \u2018reformimi\u2019i 36 rretheve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Faza e tret\u00eb i p\u00ebrket periudh\u00ebs 2015 dhe aktualisht, pra periudh\u00ebs s\u00eb zbatimit t\u00eb reform\u00ebs territoriale me Ligjet nr.115\/2014 p\u00ebr ndarjen administrativo-territoriale t\u00eb nj\u00ebsive t\u00eb qeverisjes vendore n\u00eb republik\u00ebn e shqip\u00ebris\u00eb si dhe 139\/2015 \u201cper veteqeverisjen vendore\u201d, periudh\u00eb n\u00eb t\u00eb cil\u00ebn kemi 61 Bashki q\u00eb p\u00ebrfaq\u00ebsojn\u00eb nivelin e par\u00eb t\u00eb pushtetit vendor dhe 12 Qarqet q\u00eb p\u00ebrfaq\u00ebsojn\u00eb nivelin e dyt\u00eb t\u00eb pushtetit vendor.<\/span><\/p>\n<p><span style=\"color: #000000;\">Partia Demokratike, n\u00eb koherenc\u00eb t\u00eb plot\u00eb me q\u00ebndrimet e saj, nuk ishte kund\u00ebr reformimit t\u00eb pushtetit lokal, si nj\u00eb proces n\u00eb p\u00ebrmir\u00ebsim t\u00eb vazhduesh\u00ebm. Por, PD-ja kund\u00ebrshtoi me forc\u00eb nj\u00eb reform\u00eb q\u00eb n\u00eb vend t\u00eb interesit qytetar, kishte n\u00eb fokus interesin elektoral t\u00eb Partis\u00eb Socialiste dhe aleat\u00ebve t\u00eb saj, asokohe n\u00eb qeverisje.<\/span><\/p>\n<p><span style=\"color: #000000;\">PD-ja k\u00ebrkoi q\u00eb ky proces t\u00eb merrte koh\u00ebn e tij, n\u00ebp\u00ebrmjet studimesh t\u00eb thelluara, konsultash me qytetar\u00eb dhe grupe interesi dhe n\u00eb fund t\u00eb miratohej nj\u00eb produkt q\u00eb g\u00ebzonte konsensus t\u00eb dyansh\u00ebm. Por, PS-ja, me forc\u00ebn e kartonit, refuzoi k\u00ebt\u00eb ide t\u00eb opozit\u00ebs, dhe u nis n\u00eb rrug\u00ebn pakthim drejt marr\u00ebzis\u00eb s\u00eb saj t\u00eb rradh\u00ebs. Q\u00ebllimi politik u arrit, por qytetar\u00ebt u gjend\u00ebn shpejt me nj\u00eb pushtet lokal shum\u00eb her\u00eb m\u00eb pak cil\u00ebsor se m\u00eb p\u00ebrpara, e q\u00eb kishte jo pak probleme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shumica e bashkive vazhdojn\u00eb sot t\u00eb vuajn\u00eb nga sistemet e qeverisjes jo t\u00eb k\u00ebnaqshme dhe jofunksionale, duke p\u00ebrfshir\u00eb shp\u00ebrndarjen e pap\u00ebrshtatshme t\u00eb burimeve, sistemet joefikase t\u00eb t\u00eb ardhurave dhe ofrimin e dob\u00ebt t\u00eb sh\u00ebrbimeve jetike publike. Nj\u00eb qeverisje e till\u00eb e dob\u00ebt \u00e7on n\u00eb rezultate t\u00eb pad\u00ebshiruara p\u00ebr aksesin n\u00eb sh\u00ebrbimet publike nga t\u00eb varf\u00ebrit dhe te pafavorizuarit e shoq\u00ebris\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nevoja p\u00ebr t\u00eb mbuluar dhe administruar n\u00eb m\u00ebnyr\u00eb efektive territore te largeta nga qendra mbetet ende edhe sot problem, transporti publik, strehimi, mir\u00ebmbajtja e rrug\u00ebve rurale etj., vazhdojn\u00eb t\u00eb jen\u00eb k\u00ebrkes\u00eb e vazhdueshme; inovacioni si nj\u00eb shtyt\u00ebs kryesor i produktivitetit vendor l\u00eb mjaft p\u00ebr t\u00eb d\u00ebshiruar n\u00eb zonat p\u00ebrtej qyteteve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Por, para se t\u00eb nd\u00ebrmerrej konfiguracioni i ri territorial, a duhej q\u00eb politika t\u00eb p\u00ebrcaktonte qart\u00eb s\u00eb pari se cili do t\u00eb ishte modeli m\u00eb efektiv dhe efikas i pushtetit vendor n\u00eb Shqip\u00ebri? Pyetjet q\u00eb mund t\u00eb ngriheshin jan\u00eb: Natyralitetit dhe kultur\u00ebs komb\u00ebtare t\u00eb Shqip\u00ebrise i shkon nj\u00eb pushtet vendor me nj\u00eb nivel, pra vet\u00ebm bashki? Apo edhe me nivelin e dyt\u00eb; qarqe apo rajone? Dhe si mund t\u00eb riorganizohen t\u00eb dy k\u00ebto nivele me q\u00ebllim q\u00eb t\u00eb sigurojm\u00eb nj\u00eb vazhdim\u00ebsi dhe q\u00ebndrueshm\u00ebri t\u00eb reform\u00ebs territoriale administrative n\u00eb funksion t\u00eb jet\u00ebs \u00e7do qytetari, pavar\u00ebsisht ku ai jeton?<\/span><\/p>\n<p><span style=\"color: #000000;\">PD eshte e binduar se projektimi i autoriteteve administrativo-territoriale (sipas udh\u00ebzime t\u00eb proceseve p\u00ebr reform\u00ebn territoriale t\u00eb Komitetit p\u00ebr Demokraci Lokale dhe Rajonale t\u00eb K\u00ebshillit t\u00eb Europ\u00ebs), mund t\u00eb hartohet n\u00eb lidhje me nj\u00eb s\u00ebr\u00eb parametrash: madh\u00ebsia (territori, popullsia), funksionet (detyrat dhe kompetencat), autonomia (autoritetet shtet\u00ebrore kund\u00ebr vet\u00ebqeverisjes, var\u00ebsit\u00eb fiskale dhe funksionale) dhe m\u00ebnyra e funksionimit (prodhimi publik perkund\u00ebr atij privat).<\/span><\/p>\n<p><span style=\"color: #000000;\">Por, ne k\u00ebrkojm\u00eb t\u2019i japim r\u00ebnd\u00ebsi p\u00ebrcaktimit te modelit t\u00eb pushtetit vendor n\u00eb Shqip\u00ebri (me nj\u00eb nivel apo dy nivele). Dhe ky perben parakushtin e par\u00eb te vendosur n\u00eb tavolin\u00eb nga mazhoranca dhe opozita dhe faktor\u00ebt e tjer\u00eb politik dhe jo politik.<\/span><\/p>\n<p><span style=\"color: #000000;\">Por, k\u00ebto parametra varen reciprokisht nga nj\u00ebri-tjetri. Zgjidhjet n\u00eb lidhje me nj\u00eb paramet\u00ebr kan\u00eb lidhje me parametrat e tjer\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mbajtja e nj\u00eb numri t\u00eb vogel nj\u00ebsish vendore sa \u00ebsht\u00eb sot (61 bashki) r\u00ebndon shum\u00eb mbi demokracin\u00eb lokale, por dhe pritshm\u00ebria p\u00ebr ekonomi shkalle ka mbetur iluzion.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mbajtja e nj\u00eb numri t\u00eb madh t\u00eb autoriteteve t\u00eb vogla vendore n\u00eb nj\u00eb vend me nj\u00eb popullsi t\u00eb konsiderueshme (4.5 miljon sipas RrGjC), dhe 2,8 milion sipas Census 2011 \u2013 p\u00ebrfshin futjen dhe riorganizimin e nivelit t\u00eb dyte t\u00eb autoriteteve, sepse nj\u00ebsit\u00eb vendore jan\u00eb shum\u00eb t\u00eb vogla p\u00ebr t\u2019u kujdesur p\u00ebr shum\u00eb sh\u00ebrbime publike dhe ato jan\u00eb shum\u00eb p\u00ebr t\u2019u kontrolluar efektivisht nga qeveria qendrore. Por kjo na siguron m\u00eb shum\u00eb demokraci dhe p\u00ebrfaqesim dhe qeverisje me shum\u00eb nivele.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb rastet kur vendoset nj\u00eb zgjidhje me dy nivele, disa funksione i duhen transferuar nivelit t\u00eb dyt\u00eb. K\u00ebshtu psh. disa p\u00ebrgjegj\u00ebsi ky nivel i merr nga qeveria q\u00ebndrore, nd\u00ebrkoh\u00eb disa t\u00eb tjera i merr nga nj\u00ebsi t\u00eb qeverisjes vendore q\u00eb nuk jan\u00eb n\u00eb gjendje t\u2019i performojn\u00eb k\u00ebto sh\u00ebrbime. Kjo na \u00e7on n\u00eb nj\u00eb qasje t\u00eb decentralizimit asimetrik q\u00eb \u00ebsht\u00eb nj\u00eb qasje bashk\u00ebkohore.<\/span><\/p>\n<p><span style=\"color: #000000;\">PD ka bere p\u00ebrpjekje te r\u00ebnd\u00ebsishme p\u00ebr t\u00eb ndjekur nj\u00eb kurs t\u00eb q\u00ebndruesh\u00ebm t\u00eb veprimeve reformuese t\u00eb pushtetit vendor.<\/span><\/p>\n<p><span style=\"color: #000000;\">Per PD si parti konservatore, tradita, identiteti dhe identifikimi lokal dhe i jetes\u00ebs n\u00eb komunitete historike, si n\u00eb shum\u00eb vende, nuk ka qen\u00eb e leht\u00eb p\u00ebr t\u2019u zhb\u00ebr\u00eb. Ka nj\u00eb presion t\u00eb madh sot p\u00ebr t\u2019u rikthyer sa m\u00eb shum\u00eb n\u00eb k\u00ebto tradita jetese dhe riorganizimi territorial. N\u00eb keto raste, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb mbahet nj\u00eb q\u00ebndrim i qart\u00eb p\u00ebr rendin n\u00eb t\u00eb cilin jan\u00eb fiksuar pikat e reform\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb parakusht p\u00ebr reform\u00ebn q\u00eb rrall\u00eb \u00ebsht\u00eb trajtuar n\u00eb m\u00ebnyr\u00eb eksplicite n\u00eb rastet studimore \u00ebsht\u00eb konteksti m\u00eb i gjer\u00eb socio-ekonomik i reform\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shp\u00ebrndarja e popullsis\u00eb brenda vendit n\u00eb zona rurale dhe urbane kan\u00eb nj\u00eb ndikim n\u00eb llojin e ndarjes territoriale q\u00eb mund t\u00eb b\u00ebhet p\u00ebr t\u00eb krijuar autoritete lokale t\u00eb q\u00ebndrueshme.<\/span><\/p>\n<p><span style=\"color: #000000;\">Konteksi dhe rrethanat shqiptare, faktet dhe shifrat tregojn\u00eb p\u00ebr nj\u00eb tendenc\u00eb drejt urbanizimit nga pik\u00ebpamja e demografis\u00eb, por nga pik\u00ebpamja e kapitalit natyror, ai mbetet i pal\u00ebvizur dhe duhet t\u00eb trajtohet, te marr\u00eb nj\u00eb v\u00ebm\u00ebndje m\u00eb t\u00eb madhe n\u00ebse i qasemi nj\u00eb riorganizimi territorial, kryesisht n\u00eb zona rurale si instrumente dhe mekanizmave juridik\u00eb, administrativ\u00eb dhe kushtetues qe i japin jete cdo lloj kapitali.<\/span><\/p>\n<p><span style=\"color: #000000;\">Te gjitha keto sigurojn\u00eb nj\u00eb rishp\u00ebrndarje t\u00eb p\u00ebrgjegj\u00ebsive dhe leht\u00ebsimim e ngarkes\u00ebs funksionale t\u00eb bashkive q\u00ebndrore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Qasjet teknike dhe konsensuale t\u00eb reformes ju kund\u00ebrvihen dyshimeve popullore p\u00ebr vete reform\u00ebn, dhe kjo \u00ebsht\u00eb nj\u00eb nga faktor drejt suksesit n\u00eb korrigjimet eventuale t\u00eb reformes territoriale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Krijimi i nj\u00ebsive t\u00eb reja vendore do t\u00eb shoq\u00ebrohet me nj\u00eb ndarje fleksibile t\u00eb funksioneve, pra jo t\u00eb gjitha autoriteteve vendore u jepen t\u00eb nj\u00ebjtat kompetenca dhe p\u00ebr k\u00ebt\u00eb arsye ka qen\u00eb e mundur t\u00eb akomodohen ndryshimet e brendshme brenda nj\u00eb vendi. Pra, nuk duhet t\u00eb anashkalohet, por t\u00eb b\u00ebhet e qart\u00eb p\u00ebr nj\u00ebsit\u00eb vendore m\u00ebnyra e funksionimit brenda autoriteteve dhe juridiksionit territorial.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mund\u00ebsit\u00eb p\u00ebr t\u00eb rregulluar disa nga parametrat e reform\u00ebs varen deri diku nga konteksti kulturor. Besimi ose mosbesimi n\u00eb autoritetet publike predispozon ndjenj\u00ebn e publikut n\u00eb favor t\u00eb zgjidhjeve t\u00eb ndryshme lokale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb pjes\u00eb e arsyetimit kund\u00ebr riorganizimit \u00ebsht\u00eb ngjyrosur gjithashtu nga supozimi se riorganizimi \u00e7on n\u00eb humbje t\u00eb kontrollit t\u00eb pushtetit, dhe nuk kemi nj\u00eb racionalizim t\u00eb marr\u00ebdh\u00ebnieve nd\u00ebrinstitucionale me nj\u00ebsit\u00eb ekzistuese. Por opinioni publik dhe interesat e qytetareve duhet prevalojn\u00eb mbi \u00e7do rrug\u00eb t\u00eb shkurt\u00ebr nd\u00ebrveprimi p\u00ebr interesa q\u00eb nuk jan\u00eb dobi publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">tjet\u00ebr diskutim ose parakusht \u00ebsht\u00eb pranimi nga qeveria q\u00eb riorganizmi territorial i vitit 2014 nga nj\u00eb reduktim i \u2018guximsh\u00ebm\u2019 dhe \u201cdrastik\u201d i numrit t\u00eb nj\u00ebsive vendore (373 bashki dhe komuna dhe 12 qarqe) me qasje \u201ct\u00eb ashp\u00ebr\u201d nga lart-posht\u00eb, t\u00eb pranoje nj\u00eb m\u00ebnyr\u00eb \u201ct\u00eb but\u00eb\u201d qe shkon p\u00ebr nj\u00eb rritje t\u00eb arsyeshme t\u00eb numrit t\u00eb nj\u00ebsive vendore dhe reformim t\u00eb nivelit t\u00eb dyt\u00eb t\u00eb pushtetit vendor.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrfitimi i k\u00ebsaj qasjeje \u00ebsht\u00eb se pushteteve vendore dhe popullsis\u00eb u jepet mund\u00ebsia t\u00eb p\u00ebrshtaten me politikat dhe konteksin lokal, duke krijuar premisa p\u00ebr m\u00eb shum\u00eb p\u00ebrfaq\u00ebsim dhe demokraci lokale edhe n\u00eb zona me potenciale t\u00eb kufizuara ekonomike. Por, ne mendojm\u00eb q\u00eb bashkit\u00eb e reja do t\u00eb ken\u00eb pushtet administrativ duke u caktuar nj\u00eb s\u00ebr\u00eb detyrash k\u00ebtyre bashkive, sidomos ato q\u00eb lidhen me tipologjin\u00eb e jet\u00ebs dhe ekonomis\u00eb n\u00eb zona rurale, apo dhe aspekte t\u00eb tjera rregullatore, q\u00eb lidhen me bujq\u00ebsin\u00eb, pyjet, kullotat, vadijten, sektorin e agrobiznesit, turizmin rural, rrug\u00eb rurale etj. Konfigurimi shton mund\u00ebsin\u00eb p\u00ebr nj\u00eb qeverisje territorial\u00eb m\u00eb t\u00eb mir\u00eb dhe m\u00eb t\u00eb kontrolluar. Pozitive me rioganizimin \u00ebsht\u00eb fakti q\u00eb fuqia ekonomike nga tarifat dhe taksat bujq\u00ebsore dhe t\u00eb sektor\u00ebve rural do t\u00eb jet\u00eb m\u00eb e madhe.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebto ndryshime t\u00eb propozuara mb\u00ebshteten plot\u00ebsisht n\u00eb kuadrin ligjor t\u00eb brendsh\u00ebm dhe n\u00eb konventat nd\u00ebrkomb\u00ebtare t\u00eb njohura dhe pranuara nga Shqip\u00ebria.<\/span><\/p>\n<p><span style=\"color: #000000;\">Konkretisht, n\u00eb kreun 14-t\u00eb t\u00eb ligjit 139\/2015 b\u00ebhet specifikim shum\u00eb i sakt\u00eb, dhe ligjv\u00ebn\u00ebsi ka patur parasysh mund\u00ebsin\u00eb p\u00ebr ndryshime t\u00eb mundshme bazuar n\u00eb rrethana dhe kontekse t\u00eb ndryshme me interes p\u00ebr qytetar\u00ebt, interesa lokale dhe kombetare. Kjo \u00ebsht\u00eb nj\u00eb baz\u00eb e sh\u00ebndetshme ligjore nd\u00ebr t\u00eb tjera p\u00ebr t\u00eb b\u00ebr\u00eb korrigjimet n\u00eb hart\u00ebn e ndarjes territoriale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky rishikim i ndarjes nuk fillon nga zero, pra jemi nj\u00eb rrug\u00eb t\u00eb njohur, kemi njohuri t\u00eb mjaftueshme teknike dhe politike p\u00ebr t\u00eb prodhuar nj\u00eb ndarje t\u00eb q\u00ebndrueshme dhe pa c\u00ebnuar vazhdim\u00ebsin\u00eb e asnj\u00eb institucioni ekzistues, pra t\u00eb 61 bashkive, dhe t\u00eb bashkive te reja.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb aspekt tjet\u00ebr me r\u00ebnd\u00ebsi \u00ebsht\u00eb dhe shqyrtimi i rekomandimeve t\u00eb institucioneve nd\u00ebrkomb\u00ebtare, ku do t\u00eb vecoja rekomandimet e Komisionit Evropian n\u00eb kuadrin e procesit t\u00eb integrimit evropian, rekomandimet e Kongresit t\u00eb Autoriteteve Lokale dhe Vendore pran\u00eb K\u00ebshillit t\u00eb Evrop\u00ebs dhe partner\u00ebve t\u00eb tjer\u00eb nd\u00ebrkomb\u00ebtar\u00eb, t\u00eb p\u00ebrfshir\u00eb n\u00eb k\u00ebt\u00eb proces.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pra ne permbledhje te kesaj pike deshiroj te theksoj, se nuk ka asnje pengese ligjore per te bere korigjime ne organimin territorial dhe administrave. Madje ka mbeshtetje te plote edhe ne konventat nderkombetare. Mjafton vullneti politik dhe deshira per t\u2019ju permiresuar jeten qytetareve tan\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Grupi Parlamentar i PD-s\u00eb sapo u ngrit komisioni kerkoi asistencen e eksperteve per te parashikuar nj\u00eb s\u00ebr\u00eb kriteresh q\u00eb ishin gjithp\u00ebrfshir\u00ebse dhe mjaftuesh\u00ebm shteruese. Kritere t\u00eb tilla jan\u00eb baz\u00eb p\u00ebr t\u00eb tilla reforma edhe n\u00eb vende t\u00eb tjera t\u00eb zhvilluara. Ne kemi respektuar kritere q\u00eb jan\u00eb p\u00ebrdorur n\u00eb reform\u00ebn e 2014, duke e pasuruar edhe me kritere t\u00eb tjera q\u00eb jan\u00eb gjykuar t\u00eb nevojshme. Sjell n\u00eb v\u00ebmendje tuaj se kriteret e vitit 2014, megjith\u00ebse u shkruan n\u00eb let\u00ebr, mbeten t\u00eb pazbatueshme, sepse mbi to prevaloi interesi politik.<\/span><\/p>\n<p><span style=\"color: #000000;\">PD eshte bazuar n\u00eb parimin q\u00eb bashkit\u00eb ekzistuese t\u00eb q\u00ebndrojn\u00eb si qendra me territor urban dhe rural dhe kjo p\u00ebrkon me zhvillimin strategjik p\u00ebr 20-30 vitet e ardhshme. Nd\u00ebrsa p\u00ebrtej k\u00ebtij territori propozohet krijimi i bashkive t\u00eb tjera rurale q\u00eb do t\u00eb p\u00ebrb\u00ebjn\u00eb nyje t\u00eb zhvillimit administrativ dhe t\u00eb ekonomis\u00eb rurale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Q\u00ebllimi yn\u00eb nuk \u00ebsht\u00eb vet\u00ebm t\u00eb listojm\u00eb kritere, por edhe t\u00eb b\u00ebjm\u00eb nj\u00eb vler\u00ebsim dhe krahasim t\u00eb tyre, dhe t\u00eb japim opinione mbi prespektiv\u00ebn p\u00ebr secilin kriter q\u00eb do t\u00eb merret n\u00eb konsiderat\u00eb n\u00eb riorganizimin e pushtetit vendor n\u00eb t\u00eb dy nivelet. Konkretisht, kriteret q\u00eb ne kemi pasur parasysh jan\u00eb:<\/span><br \/>\n<span style=\"color: #000000;\">1. Procesi i riorganizimit, ndarjes s\u00eb bashkive dhe krijimit t\u00eb bashkive t\u00eb reja b\u00ebhet mbi baz\u00eb Qarku.<\/span><br \/>\n<span style=\"color: #000000;\">2. Efi\u00e7enca ekonomiko-financiare dhe ekonomia e shkall\u00ebs s\u00eb nj\u00ebsive territorialo-administrative. Propozimi yn\u00eb p\u00ebr krijimin e nj\u00ebsive t\u00eb reja nuk do shkaktoj\u00eb efekte negative ekonomike. Do kemi nj\u00eb rishp\u00ebrndarje t\u00eb t\u00eb ardhurave komb\u00ebtare n\u00ebp\u00ebrmjet transfertave.<\/span><br \/>\n<span style=\"color: #000000;\">3. Numri i popullsis\u00eb \u2013 Nj\u00ebsit\u00eb vendore jan\u00eb mjaftuesh\u00ebm t\u00eb m\u00ebdha p\u00ebr t\u00eb kryer t\u00eb gjitha sh\u00ebrbimet. Numri mesatar i popullsis\u00eb p\u00ebr nj\u00ebsi vendore sipas propozimit ton\u00eb \u00ebsht\u00eb 32 mij\u00eb qytetar\u00eb, q\u00eb gjith\u00ebsesi \u00ebsht\u00eb m\u00eb i lart\u00eb se standardi n\u00eb vendet e Bashkimit Evropian.<\/span><br \/>\n<span style=\"color: #000000;\">4. Kriteri i p\u00ebrfshirjes dhe tipologjia e sh\u00ebrbimeve t\u00eb zonave urbane dhe rurale \u2013 Propozimi yn\u00eb q\u00ebndron p\u00ebr nj\u00eb ndarje dhe krijim t\u00eb nj\u00ebsive vendore kryesisht rurale q\u00eb vijn\u00eb si bashkim i disa nj\u00ebsive administrave me veprimtari ekonomike n\u00eb zona rurale, mbi baz\u00ebn e zhvillimit ekonomik, bujq\u00ebsis\u00eb dhe agroturizmit, me nevoja sh\u00ebrbimesh p\u00ebr vaditje, rrug\u00eb rurale, sh\u00ebrbime p\u00ebr pyje e kullota, blegtori dhe sh\u00ebrbime t\u00eb tjera sociale. Reforma aktuale ka krijuar shp\u00ebrndarje t\u00eb pabarabart\u00eb t\u00eb sh\u00ebrbimeve publike n\u00eb zonat rurale ku sipas censusit t\u00eb vitit 2011 jetojn\u00eb 48% e popullsis\u00eb, dhe nga burimet tona rezulton se n\u00eb shkall\u00eb komb\u00ebtare n\u00eb 61 bashki vlera e investimit n\u00eb zona rurale krahasuar me ato n\u00eb zona urbane \u00ebsht\u00eb diku te 20% n\u00eb disa nj\u00ebsi, dmth e pap\u00ebrfillshme. Investimet n\u00eb sektorin agrobujq\u00ebsor, pyje dhe vaditje nuk kan\u00eb marr\u00eb v\u00ebmendjen e duhur nga bashkia qend\u00ebr.<\/span><br \/>\n<span style=\"color: #000000;\">5. Vazhdim\u00ebsia territoriale dhe distanca nga qendra- Njesite e reja qe ne propozojme jan\u00eb t\u00eb lidhura me nj\u00ebra-tjetr\u00ebn nga ana territoriale, dhe shkurtojn\u00eb n\u00eb nj\u00eb mas\u00eb t\u00eb konsiderueshme distanc\u00ebn nga qendra ku \u00ebsht\u00eb vendosur bashkia sot.<\/span><br \/>\n<span style=\"color: #000000;\">6. Garantimi dhe respektimi i lidhjeve historike- tradicionale dhe ndjeshmeria e komuniteteve\/homogjeniteti- Krijimi i bashkive t\u00eb reja \u00ebsht\u00eb plot\u00ebsisht n\u00eb linj\u00ebn e respektimit t\u00eb lidhjeve t\u00eb tradit\u00ebs, historis\u00eb dhe zakoneve n\u00eb komunitete apo lokalitete t\u00eb dikurshme. Por, p\u00ebr t\u00eb shmangur dhe plot\u00ebsuar \u00e7do boshll\u00ebk n\u00eb k\u00ebt\u00eb aspekt dhe n\u00eb respekt t\u00eb ndjeshm\u00ebrive qytetare ne do t\u00eb propozojm\u00eb ndryshime ligjore p\u00ebrsa i p\u00ebrket referendumeve lokale.<\/span><br \/>\n<span style=\"color: #000000;\">7. Mbrojtja e minoriteteve etnike \u2013 Propozimi yn\u00eb nuk c\u00ebnon aspak k\u00ebt\u00eb aspekt dhe \u00ebsht\u00eb n\u00eb t\u00eb nj\u00ebjt\u00ebn linj\u00eb me produktin e reform\u00ebs s\u00eb vitit 2014.<\/span><br \/>\n<span style=\"color: #000000;\">8. Rritja e p\u00ebrfaq\u00ebsimit t\u00eb qytetar\u00ebve n\u00eb vendimmarrje- Propozimi yn\u00eb \u00e7on n\u00eb nj\u00eb rritje t\u00eb numrit t\u00eb k\u00ebshilltar\u00ebve vendor\u00eb me 550, dhe t\u00eb t\u00eb zgjedhurve nominalisht (kryetar\u00eb) me 33. Ajo q\u00eb \u00ebsht\u00eb shum\u00eb pozitive dhe e dobishme k\u00ebtu, m\u00eb shum\u00eb se sa sasia, \u00ebsht\u00eb e lidhur me shp\u00ebrndarjen e t\u00eb zgjedhurve dhe rritjen e p\u00ebrfaq\u00ebsimit n\u00eb nj\u00ebsit\u00eb e reja q\u00eb p\u00ebrfaq\u00ebsojn\u00eb zona rurale. Kjo do t\u00eb rris\u00eb pesh\u00ebn e vendimmarrjes p\u00ebr zhvillimin rural.<\/span><br \/>\n<span style=\"color: #000000;\">9. Qeverisje sa m\u00eb af\u00ebr p\u00ebr qytetaret \u2013 Krijimi i bashkive t\u00eb reja si organe kushtetuese si\u00e7 jan\u00eb dhe sot 61 bashkit\u00eb ekzistuese, do t\u00eb \u00e7oj\u00eb n\u00eb qeverisje m\u00eb pran\u00eb qytetarit, me kompetenca dhe funksione t\u00eb mjaftueshme, mjete dhe burime financiare p\u00ebr t\u2019ju p\u00ebrgjigjur nevojave t\u00eb komuniteve n\u00eb zona rurale. Kjo nd\u00ebr t\u00eb tjera sjell edhe nj\u00eb leht\u00ebsim p\u00ebr pun\u00ebn e bashkive n\u00eb qend\u00ebr, rrit fokusin dhe v\u00ebmendjen ndaj \u00e7\u00ebshtjeve urbane.<\/span><br \/>\n<span style=\"color: #000000;\">10. Kufinjt\u00eb e ish komunave q\u00eb bashkohen p\u00ebr t\u00eb krijuar bashkin\u00eb e re mbeten si\u00e7 jan\u00eb, dhe konsiderohen si nj\u00eb e t\u00ebr\u00eb n\u00eb nj\u00ebsin\u00eb vendore t\u00eb re.<\/span><br \/>\n<span style=\"color: #000000;\">11. Bashkit\u00eb ekzistuese azhornojne kufijt\u00eb e rinj n\u00eb territorin q\u00eb mbetet n\u00eb koordinim me bashkin\u00eb e re.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vler\u00ebsimi i kritereve \u00ebsht\u00eb me r\u00ebnd\u00ebsi p\u00ebr riorganizimin territorial dhe konsolidimin e bashkive. Por, asnj\u00eb kriter nuk duhet t\u00eb p\u00ebrjashtoj\u00eb tjetrin. Kjo ka qen\u00eb qasja qe ne kemi ndjekur dhe propozojme.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb qasjen ton\u00eb jemi p\u00ebrpjekur t\u2019i integrojm\u00eb p\u00ebr t\u00eb gjetur nj\u00eb t\u00eb mesme t\u00eb \u201cart\u00eb\u201d p\u00ebr nj\u00eb konsolidim t\u00eb q\u00ebndruesh\u00ebm. Edhe sh\u00ebrbimet publike n\u00eb sasi nuk ishin aty ku u pretendua, kostot administrative u rrit\u00ebn p\u00ebrkundrejt synimit p\u00ebr t\u00eb kursyer 60-80 milion dollar\u00eb kur u b\u00eb reforma n\u00eb 2014, referuar raportit t\u00eb Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit p\u00ebr vitin 2018.<\/span><\/p>\n<p><span style=\"color: #000000;\">Prandaj, q\u00ebllimi yn\u00eb ka qen\u00eb dhe mbetet q\u00eb n\u00eb sh\u00ebrbim t\u00eb dy aspekteve t\u00eb m\u00ebsip\u00ebrme, t\u00eb arrijm\u00eb:<\/span><br \/>\n<span style=\"color: #000000;\">a. M\u00eb shum\u00eb demokraci dhe p\u00ebrfaq\u00ebsim lokal t\u00eb zonave rurale<\/span><br \/>\n<span style=\"color: #000000;\">b. M\u00eb shum\u00eb sh\u00ebrbim efektiv n\u00eb k\u00ebto zonat rurale te lena jasht\u00eb v\u00ebmendjes s\u00eb bashkive t\u00eb m\u00ebdha.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kjo do t\u00eb ishte nj\u00eb gjendje ideale q\u00eb mund ta arrijm\u00eb me nj\u00eb riorganizim territorial t\u00eb ri. Ne mendojm\u00eb se ky \u00ebsht\u00eb vet\u00ebm nj\u00eb rishikim dhe korigjim i dimensionit territorial t\u00eb ndarjes s\u00eb vitit 2014. Ky korrigjim apo korrektim kufijshe na \u00e7on n\u00eb nj\u00eb qeverisje vendore m\u00eb pran\u00eb qytetar\u00ebve n\u00eb zona q\u00eb aktualisht jan\u00eb jasht\u00eb v\u00ebmendjes, jasht\u00eb sh\u00ebrbimeve dhe jasht\u00eb p\u00ebrfaq\u00ebsimit zgjedhor dhe me shume boshlloqe te trash\u00ebguara nga reforma e vitit 2014.<\/span><\/p>\n<p><span style=\"color: #000000;\">Bashkit\u00eb n\u00eb t\u00ebr\u00ebsi, por bashkit\u00eb e reja t\u00eb cilat po analizojm\u00eb, do t\u00eb g\u00ebzojn\u00eb m\u00eb shum\u00eb pushtet ekonomik ku burimet kryesore do t\u00eb jen\u00eb nga transfertat e pakusht\u00ebzuara q\u00eb sot sipas ligjit 68\/2017 p\u00ebr financat e qeverisjes vendore \u00ebsht\u00eb jo m\u00eb pak se 1% e PBB n\u00eb nivel komb\u00ebtar. Duhet theksuar se tanim\u00eb ky 1% do t\u00eb p\u00ebrpjestohet p\u00ebr 94 bashki, sipas formul\u00ebs p\u00ebrkat\u00ebse. Ajo q\u00eb duhet t\u00eb ndodh\u00eb \u00ebsht\u00eb se k\u00ebto bashki pritet t\u00eb sigurojn\u00eb m\u00eb shum\u00eb t\u00eb ardhura nga toka dhe sektori i bujq\u00ebsis\u00eb meq\u00eb pushteti \u00ebsht\u00eb m\u00eb af\u00ebr dhe fuqia ekzekutive ka m\u00eb pesh\u00eb, por dhe ndjesia qytetare \u00ebsht\u00eb m\u00eb e lart\u00eb, pasi paguan p\u00ebr at\u00eb pushtet q\u00eb ka mund\u00ebsi t;i ushtroj\u00eb presion dhe t\u2019ja kontrolloj\u00eb vendimarrjen m\u00eb kollaj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Referuar m\u00eb sip\u00ebr n\u00ebnvizojm\u00eb se bashkit\u00eb e reja p\u00ebrsa i p\u00ebrket burimeve ekonomike parimisht\u00eb dhe ligj\u00ebrisht do ta realizojn\u00eb ekonomin\u00eb e tyre mbi k\u00ebto t\u00eb drejta:<\/span><\/p>\n<p><span style=\"color: #000000;\">a- taksat e bashkis\u00eb = taksa dhe tarifa vendore + taksat e ndara\/banor\u00eb (totali taksave\/tarifave p\u00ebr banor\u00eb)<\/span><br \/>\n<span style=\"color: #000000;\">b- t\u00eb drejtat financiare t\u00eb bashkis\u00eb = transferta qeveritare (sipas formul\u00ebs) + transferta t\u00eb kusht\u00ebzuara + t\u00eb ardhura t\u00eb veta + grante specifike\/banor\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas Instat-it n\u00eb Shqip\u00ebri ka af\u00ebrsisht 1200 agjensit\u00eb\/institucione qeveritare dhe jo qeveritare q\u00eb p\u00ebrb\u00ebjn\u00eb arkitektur\u00ebn e shtetit shqiptar nga aspekti i politikave dhe sh\u00ebrbimeve publike dhe adminisitrative. Ajo q\u00eb bie n\u00ebse k\u00ebtu \u00ebsht\u00eb fakti se nga 1200 t\u00eb tilla rreth 900 i p\u00ebrkasin pushtetit q\u00ebndror dhe 300 atij vendor (bashki, nd\u00ebrmarrje publike dhe institucione n\u00eb var\u00ebsi t\u00eb bashkive). Ne nuk kemi q\u00ebllim n\u00eb k\u00ebt\u00eb rast t\u00eb analizojm\u00eb arkitektur\u00ebn, numri apo marr\u00ebdheniet nd\u00ebrmjet tyre. Por ajo q\u00eb duam t\u00eb theksojm\u00eb n\u00eb k\u00ebt\u00eb analiz\u00eb t\u00eb arkitektur\u00ebs \u00ebsht\u00eb fakti se edhe shtimi me 33 bashki t\u00eb reja q\u00eb konsolidojn\u00eb mir\u00eb qeverisjen vendore, territorin rural, por dhe at\u00eb urban, nuk krijon\u00eb ngarkes\u00eb administrative q\u00eb shaktojn\u00eb lodhje t\u00eb k\u00ebsaj arkitekture nga pik\u00ebpamja administrative.<\/span><\/p>\n<p><span style=\"color: #000000;\">Me t\u00eb drejt\u00eb, mund t\u00eb ngrihet pyetja, cfar\u00eb pritet konkretisht nga bashkit\u00eb e reja t\u00eb propozuara?<\/span><\/p>\n<p><span style=\"color: #000000;\">Sot n\u00eb nj\u00eb nj\u00ebsi administrative ka nj\u00eb Administrator, i cili ka z\u00ebvend\u00ebsuar kryetarin e zgjedhur, dhe ka punonj\u00ebs q\u00eb punojn\u00eb sipas detyrave q\u00eb ka nj\u00ebsia administrative q\u00eb nuk jan\u00eb ekzekutive. Mbrojtja e territorit, ve\u00e7an\u00ebrisht me veprimtari p\u00ebr shfryt\u00ebzim t\u00eb pyjeve dhe pasurive t\u00eb tjera rurale.<\/span><br \/>\n<span style=\"color: #000000;\">3. Menaxhimi i tok\u00ebs, pyjeve, kullotave;<\/span><br \/>\n<span style=\"color: #000000;\">4. Nj\u00eb menaxhim m\u00eb i mir\u00eb i territorit ne zona rurale dhe qyteza;<\/span><br \/>\n<span style=\"color: #000000;\">5. Territori dhe konfigurimi i ri do t\u00eb shoq\u00ebrohet me shum\u00eb dinamiz\u00ebm dhe konkurueshm\u00ebri institucionale.<\/span><br \/>\n<span style=\"color: #000000;\">6. Rritja e pun\u00ebsimit t\u00eb t\u00eb rinjve, rivitalizim t\u00eb jet\u00ebs ne fshatra, \u2018amortizim\u2019 i shpopullimit etj.<\/span><br \/>\n<span style=\"color: #000000;\">7. Nj\u00eb dimension i ri i zhvillimit ekonomik rural, duke krijuar nj\u00eb nyje administrative dhe ekonomike, sociale dhe politike.<\/span><br \/>\n<span style=\"color: #000000;\">8. Rritja dhe zhvillimi i demokracis\u00eb lokale \u00ebsht\u00eb nj\u00eb tjet\u00ebr aspekt pozitiv i riorganizimit territorial. 33 bashki t\u00eb reja do t\u00eb ken\u00eb 33 kryebashkiak\u00eb t\u00eb zgjedhur dhe n\u00eb raport me numrin e popullsis\u00eb numri i k\u00ebshilltar\u00ebve bashkiak\u00eb do t\u00eb rritet me 507 k\u00ebshilltar\u00eb. N\u00eb k\u00ebt\u00eb kuptim, qytetar\u00ebt e k\u00ebtyre bashkive do t\u00eb ken\u00eb m\u00eb shum\u00eb vendimmarrje dhe rritet n\u00eb m\u00ebnyr\u00eb cil\u00ebsore p\u00ebrfaq\u00ebsimi i tyre.<\/span><\/li>\n<\/ol>\n<p><span style=\"color: #000000;\">Nj\u00eb aspekt i r\u00ebnd\u00ebsish\u00ebm i propozimit ton\u00eb, krahas rritjes s\u00eb numrit t\u00eb bashkive me 33 t\u00eb tilla, \u00ebsht\u00eb edhe propozimi p\u00ebr rigrupimin e qarqeve, sipas kritereve t\u00eb af\u00ebrsis\u00eb, tradit\u00ebs historike, p\u00ebrspektiv\u00ebs s\u00eb zhvillimit ekonomik.
