Kjo linj\u00eb e re hekurudhore do t\u00eb plot\u00ebsoj\u00eb s\u00eb pari nevojat e transportit t\u00eb Shqip\u00ebris\u00eb dhe Kosov\u00ebs, si dhe nevojat e vendeve t\u00eb Ballkanit Per\u00ebndimor dhe m\u00eb gjer\u00eb, duke p\u00ebrfshir\u00eb Malin e Zi, Maqedonin\u00eb e Veriut, Serbin\u00eb, Rumanin\u00eb, Bullgarin\u00eb dhe vende t\u00eb tjera q\u00eb jan\u00eb gjithashtu t\u00eb lidhura me Korridorin Hekurudhor X (dhjet\u00eb) dhe Korridorin Hekurudhor IV (kat\u00ebr)\u201d<\/em> thuhet n\u00eb termat e referenc\u00ebs p\u00ebr procedur\u00ebn e shpallur.<\/span><\/p>\n<p><span style=\"color: #000000;\">I nj\u00ebjti dokument jep edhe tre arsyet se pse kjo linj\u00eb ka r\u00ebnd\u00ebsi t\u00eb ve\u00e7ant\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><em> \u201cE para \u00ebsht\u00eb se p\u00ebrmes k\u00ebsaj linje hekurudhore shk\u00ebmbimi i transportit t\u00eb mallrave nd\u00ebrmjet Shqip\u00ebris\u00eb, Kosov\u00ebs dhe rajonit m\u00eb t\u00eb gjer\u00eb do t\u00eb rritet ndjesh\u00ebm p\u00ebr shkak t\u00eb kostove m\u00eb t\u00eb ul\u00ebta dhe kapaciteteve m\u00eb t\u00eb m\u00ebdha; e dyta lidhet me zhvillimin e transportit hekurudhor t\u00eb pasagjer\u00ebve i cili do t\u00eb jet\u00eb shum\u00eb t\u00ebrheq\u00ebs dhe i favorsh\u00ebm p\u00ebr t\u00eb dy vendet dhe m\u00eb gjer\u00eb; nd\u00ebrsa e treta \u00ebsht\u00eb se kjo linj\u00eb hekurudhore ofron alternativ\u00ebn m\u00eb t\u00eb mir\u00eb dhe m\u00eb t\u00eb favorshme p\u00ebr lidhjen m\u00eb t\u00eb shkurt\u00ebr t\u00eb rrjetit hekurudhor t\u00eb Shqip\u00ebris\u00eb, p\u00ebrkat\u00ebsisht t\u00eb korridorit hekurudhor VIII (tet\u00eb) me korridorin hekurudhor X (dhjet\u00eb)\u201d<\/em> thuhet n\u00eb dokument.<\/span><\/p>\n<p><span style=\"color: #000000;\">Koh\u00ebzgjatja e pritshme e studimit \u00ebsht\u00eb 14 muaj, nga t\u00eb cil\u00ebt 2 (dy) muaj p\u00ebr Faz\u00ebn Fillestare dhe 12 (dymb\u00ebdhjet\u00eb) muaj p\u00ebr p\u00ebrgatitjen e Studimit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjat\u00eb k\u00ebsaj kohe jan\u00eb zhvilluar disa ide dhe variante p\u00ebr nd\u00ebrtimin e linj\u00ebs s\u00eb re hekurudhore q\u00eb do t\u00eb lidh\u00eb Shqip\u00ebrin\u00eb me Kosov\u00ebn. Bazuar n\u00eb diskutimet teknike mbi konceptin e projektimit, grupi i pun\u00ebs ka vendosur t\u00eb shqyrtoj\u00eb t\u00eb pakt\u00ebn 2 (dy) alternativa ekzistuese, p\u00ebr p\u00ebrgatitjen e Studimit t\u00eb Fizibilitetit dhe Projekt-Ides\u00eb p\u00ebr nd\u00ebrtimin e k\u00ebsaj linj\u00eb hekurudhe<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Alternativat p\u00ebr hekurudh\u00ebn<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Alternativa 1: Nd\u00ebrtimi i linj\u00ebs hekurudhore (Mjed\u00eb \u2013 Kufi n\u00eb Qaf\u00eb Morin\u00eb \u2013 Kramovik).<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Pjesa shqiptare e itinerarit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Lidhja hekurudhore nd\u00ebrmjet Shqip\u00ebris\u00eb dhe Kosov\u00ebs \u00ebsht\u00eb konceptuar si nj\u00eb linj\u00eb shum\u00eb e v\u00ebshtir\u00eb, sepse kalon nj\u00eb terren malor. Gjat\u00ebsia totale nga Mjeda deri n\u00eb kufirin me Kosov\u00ebn \u00ebsht\u00eb rreth 107 km. Shpejt\u00ebsia maksimale e projektimit parashikohet t\u00eb jet\u00eb 100 km\/or\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Linja fillon nga stacioni ekzistues i Mjed\u00ebs (ne Bashkin\u00eb Vau i Dej\u00ebs dhe \u00ebsht\u00eb pjes\u00eb e linj\u00ebs hekurudhore Vor\u00eb \u2013 Hani i Hotit) e cila konsiderohet KM 0+000 p\u00ebr linj\u00ebn re. Pastaj, linja e re hyn n\u00eb zon\u00ebn e lumit t\u00eb Gjadrit duke kaluar n\u00ebp\u00ebr lart\u00ebsi t\u00eb pranueshme p\u00ebr hekurudh\u00ebn. <\/span><\/p>\n<p><span style=\"color: #000000;\">Duke filluar nga KM 24+000 deri n\u00eb KM 40+000, linja kalon n\u00eb dy tunele t\u00eb nj\u00ebpasnj\u00ebsh\u00ebm p\u00ebr shkak t\u00eb terrenit t\u00eb v\u00ebshtir\u00eb deri n\u00eb zon\u00ebn e Repsit, pran\u00eb autostrad\u00ebs Rr\u00ebshen \u2013 Kalimash. Pas k\u00ebsaj, linja kryq\u00ebzohet me autostrad\u00ebn duke hyre n\u00eb nj\u00eb tunel nga zona e Bisakut (Rr\u00ebshen) deri n\u00eb lugin\u00ebn e Drinit te Zi me nj\u00eb gjat\u00ebsi prej 11.5 km. N\u00eb KM 81+000,<\/span><\/p>\n<p><span style=\"color: #000000;\">linja hekurudhore kalon me ur\u00eb mbi liqenin artificial t\u00eb hidrocentralit t\u00eb Fierz\u00ebs dhe n\u00eb KM 93+000 linja arrin n\u00eb stacionin hekurudhor t\u00eb Kuk\u00ebsit. Si pik\u00eb p\u00ebrfundimtare, kjo linj\u00eb arrin n\u00eb Morine, pika kufitare Shqip\u00ebri \u2013 Kosov\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb dh\u00ebnat paraprake gjeometrike dhe teknike, t\u00eb k\u00ebsaj linje jan\u00eb si m\u00eb posht\u00eb:<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjat\u00ebsia e linj\u00ebs hekurudhore nga stacioni Mjed\u00ebs \u2013 Morin\u00eb \u00ebsht\u00eb rreth 107 km;<\/span><\/p>\n<p><span style=\"color: #000000;\">Gjat\u00ebsia totale e tuneleve \u00ebsht\u00eb rreth 29.5 km;<\/span><\/p>\n<p><span style=\"color: #000000;\">Pjerr\u00ebsia e projektuar maksimale \u00ebsht\u00eb 18 \u2030;<\/span><\/p>\n<p><span style=\"color: #000000;\">Rezja minimale e ktheses \u00ebsht\u00eb 500 m.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shpejt\u00ebsia e projektuar e l\u00ebvizjes s\u00eb trenave \u00ebsht\u00eb 100 km\/or\u00eb, V= 4.62\u221aR<\/span><\/p>\n<p><span style=\"color: #000000;\">Megjith\u00ebse, nd\u00ebrtimi i linj\u00ebs hekurudhore \u00ebsht\u00eb teknikisht i realizuesh\u00ebm, \u00ebsht\u00eb e qart\u00eb se kostoja e projektit do t\u00eb jete e lart\u00eb, p\u00ebr shkak t\u00eb v\u00ebshtir\u00ebsive q\u00eb paraqesin n\u00eb terren kalimi n\u00eb tunele dhe kryq\u00ebzimet me rrug\u00ebt publike urbane dhe interurbane.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Itinerari n\u00eb pjes\u00ebn e Kosov\u00ebs<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Linja fillon nga PK 18+733 (stacioni hekurudhor Kramovik i linj\u00ebs hekurudhore Klin\u00eb \u2013 Prizren) drejt qytetit t\u00eb Gjakov\u00ebs. Linja futet n\u00eb lugin\u00ebn e lumit Drin duke kaluar lumin p\u00ebrmes nj\u00eb ur\u00eb me gjat\u00ebsi af\u00ebrsisht 140 m. Pas kalimit t\u00eb lumit, traseja kalon n\u00eb skarpaten (prerje dhe mbushje) e lugin\u00ebs p\u00ebr t\u00eb kaluar m\u00eb pas penges\u00ebn natyrore p\u00ebrmes nj\u00eb tuneli 1,475 m t\u00eb gjat\u00eb. <\/span><\/p>\n<p><span style=\"color: #000000;\">Pas daljes nga tuneli, traseja hekurudhore merr drejtimin drejt Gjakov\u00ebs duke arritur n\u00eb an\u00ebn veriore t\u00eb qytetit. Nga KM 7+000 deri ne KM 8+500, linja ndjek rrjedh\u00ebn e ujit dhe kalon pran\u00eb fshatit Bec dhe af\u00ebr aeroportit t\u00eb Gjakov\u00ebs, p\u00ebr t\u00eb vazhduar m\u00eb pas n\u00eb drejtim t\u00eb fshatit Qerim dhe zon\u00ebs industriale t\u00eb qytetit t\u00eb Gjakov\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Gjakov\u00eb do t\u00eb nd\u00ebrtohet stacioni hekurudhor me s\u00eb paku kat\u00ebr linja. Nga Gjakova traseja hekurudhore do t\u00eb ndjek\u00eb rrug\u00ebkalimin ekzistues R-109\/M 9-1 deri n\u00eb fshatin Ponoshec, p\u00ebr t\u00eb vazhduar m\u00eb pas paralelisht me M 9-1 deri n\u00eb kufirin me Shqip\u00ebrin\u00eb n\u00eb Qaf\u00eb Morin\u00eb. Gjat\u00ebsia totale e itinerarit nga stacioni Kramovik deri n\u00eb kufirin n\u00eb Qaf\u00eb Morin\u00eb llogaritet rreth 30 km.<\/span><\/p>\n<p><span style=\"color: #000000;\">Alternativa 2: Nd\u00ebrtimi i linj\u00ebs hekurudhore (Milot \u2013 Kufiri n\u00eb V\u00ebrmic\u00eb \u2013 Landovic\u00eb)<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Pjesa shqiptare e itinararit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Q\u00eb nga viti 1999, lidhja hekurudhore mes Shqip\u00ebris\u00eb dhe Kosov\u00ebs \u00ebsht\u00eb ideuar p\u00ebrmes linj\u00ebs ekiztuese nga Miloti drejt qytetit t\u00eb Rr\u00ebshenit dhe zgjatimit m\u00eb tej drejt gryk\u00ebs s\u00eb Fanit t\u00eb Vog\u00ebl. N\u00eb vitin 2005, n\u00eb trupin e trases\u00eb hekurudhore, n\u00eb dalje nga stacioni i Milotit n\u00eb drejtim t\u00eb stacionit t\u00eb Rubikut, filloi nd\u00ebrtimi i autostrades Milot \u2013 Rr\u00ebshen \u2013 Kalimash. Pjesa Shqiptare e linj\u00ebs s\u00eb bashku me pjes\u00ebn Milot \u2013 Rr\u00ebshen mbulojn\u00eb nj\u00eb gjat\u00ebsi prej rreth 108 km. Kjo pjes\u00eb ka nj\u00eb tunel me gjat\u00ebsi rreth 11.5 km i cili futet n\u00eb zon\u00ebn e Bisakut dhe del n\u00eb zon\u00ebn e Drinit t\u00eb Zi pran\u00eb Skavic\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Pjesa kosovare e itinerarit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Linja do t\u00eb ndahet nga linja hekurudhore Klin\u00eb \u2013 Prizren n\u00eb KM 52+200. Nga kjo pik\u00eb e ndarjes, traseja vazhdon n\u00eb lagjen periferike Arbana t\u00eb Prizrenit, duke vazhduar p\u00ebrgjat\u00eb autostrad\u00ebs nacionale \u2018Ibrahim Rugova\u2019 (E 85). Pastaj, linja kalon pran\u00eb fshatrave Grazhdanik dhe Vlashnj\u00eb n\u00eb drejtim t\u00eb fshatit V\u00ebrmic\u00eb dhe pik\u00ebs kufitare me Shqip\u00ebrin\u00eb. Gjat\u00ebsia totale e itinerarit nga pika e ndarjes s\u00eb Linj\u00ebs Klin\u00eb \u2013 Prizren deri n\u00eb kufirin n\u00eb Vermic\u00eb llogaritet n\u00eb rreth 17 km.<\/span><\/p>\n<p><span style=\"color: #000000;\">Konsulenti do t\u00eb anlizoje t\u00eb dyja opsionet e p\u00ebrmendura m\u00eb sip\u00ebr.
