N\u00eb buxhetin e vitit 2019, Ministria e Financave e riprogramoi financimin e Rrug\u00ebs s\u00eb Arbrit n\u00eb 58 miliard\u00eb lek\u00eb n\u00eb projektbuxhetin q\u00eb paraqiti n\u00eb Parlament.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb t\u00eb gjitha raportimet deritanishme t\u00eb Ministris\u00eb s\u00eb Financave, vlera e Rrug\u00ebs s\u00eb Arbrit paraqitet e ndryshme (dhe kjo nuk ka lidhje me vler\u00ebn me TVSH dhe pa TVSH). Kjo vlen edhe p\u00ebr kontratat e tjera koncensionare, vlera e t\u00eb cilave ndryshon nga kontratat n\u00eb raportimet rutin\u00eb q\u00eb b\u00ebn Ministria e Financave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Edhe pse qeveria e p\u00ebruroi Rrug\u00ebn e Arbrit vitin e kaluar, afatet e nd\u00ebrtimit t\u00eb saj p\u00ebrfunduan k\u00ebt\u00eb pranver\u00eb, nd\u00ebrkoh\u00eb objekti ende nuk ka p\u00ebrfunduar dhe ka nj\u00eb cil\u00ebsi t\u00eb dob\u00ebt. Inxhinier\u00ebt e fush\u00ebs pohuan se, kostot ishin mjaft t\u00eb larta nga studimet fillestare t\u00eb fisibilitetit, teksa koncensionari nuk respektoi parametrat e gjer\u00ebsis\u00eb, shesh- pushimet, mbrojtjen an\u00ebsore t\u00eb skarpateve, etj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Afati i koh\u00ebzgjatjes s\u00eb ekzekutimit t\u00eb kontrat\u00ebs \u00ebsht\u00eb 13 vjet, nd\u00ebrkoh\u00eb q\u00eb punimet nis\u00ebm m\u00eb 2019. Rruga e Arbrit nuk \u00ebsht\u00eb nj\u00eb projekt i ri, ajo ka nisur zbatimin n\u00eb koh\u00ebn e qeveris\u00eb \u201cBerisha\u201d gjat\u00eb s\u00eb cil\u00ebs u nd\u00ebrtuan disa pjes\u00eb t\u00eb segmentit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas t\u00eb dh\u00ebnave t\u00eb Ministris\u00eb s\u00eb Transportit, kur nisi koncensioni ishin nd\u00ebrtuar plot\u00ebsisht 20.12 kilometra, pjes\u00ebrisht n\u00eb 15.175 km dhe ishin t\u00eb paprekura nga punimet 26.3 kilometra.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb total jan\u00eb 61.6 kilometra t\u00eb projektuar p\u00ebr gjurm\u00ebn kryesore.
