P\u00ebrsa i p\u00ebrket funksionit kryesor q\u00eb do t\u00eb kryeje kjo autostrad\u00eb n\u00eb te ardhmen, ajo i p\u00ebrket Kategoris\u00eb A -Autostrad\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kategoria A, p\u00ebrbehet nga dy karrexhata te pavarura t\u00eb ndara nga nj\u00eb barrier\u00eb sigurie e pakalueshme, secila me t\u00eb pakt\u00ebn dy korsi, bankin\u00eb t\u00eb shtruar n\u00eb t\u00eb majt\u00eb dhe korsi emergjence n\u00eb t\u00eb djatht\u00eb, pa kryq\u00ebzime n\u00eb nivel, dhe me kontroll strikt t\u00eb aksesit\u201d thuhet n\u00eb raport.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Gjurma ku kalon rruga<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cRruga fillon nga Thumana, 150 m n\u00eb brend\u00ebsi t\u00eb Rrug\u00ebs me 4-korsi q\u00eb lidh Milotin me Thuman\u00ebn n\u00eb drejtim t\u00eb Fush\u00eb \u2013 Kruj\u00ebs. Larg\u00ebsia e k\u00ebtyre fshatrave nga traseja e rrug\u00ebs varion nga 10 deri n\u00eb 250 m n\u00eb t\u00eb dy an\u00ebt e saj.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga inspektimi \u00ebsht\u00eb v\u00ebn\u00eb re se p\u00ebrgjat\u00eb aksit ka banesa t\u00eb shp\u00ebrndara por q\u00eb nuk formojn\u00eb qendra t\u00eb p\u00ebrqendruara banimi dhe nuk pasqyrohen as n\u00eb sistemin e hartave ekzistuese\u201d thuhet n\u00eb dokument.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Koncesioni i miratuar n\u00eb fund t\u00eb majit 2022<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb plan t\u00eb ardhurash baz\u00eb p\u00ebr gjith\u00eb periudh\u00ebn e koncesionit t\u00eb rrug\u00ebs Thuman\u00eb -Vor\u00eb-Kashar parashikon mbi 1.3 miliard\u00eb euro (pa TVSH) dhe 1.56 miliard\u00eb euro me TVSH, q\u00eb do t\u00eb shkojn\u00eb p\u00ebr p\u00ebrfituesit e kontrat\u00ebs tashm\u00eb t\u00eb b\u00ebr\u00eb publike.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kontrata e lidhur mes Ministris\u00eb s\u00eb Infrastruktur\u00ebs dhe Energjis\u00eb dhe kompanive Gener 2 sh.p.k dhe G2 Infra sh.p.k ka ndryshuar dhe parashikon nj\u00eb koncesion 35 vje\u00e7ar, ku dy vitet e para do t\u00eb jet\u00eb nd\u00ebrtim i k\u00ebtij aksi dhe pjesa tjet\u00ebr operim dhe mir\u00ebmbajtje.<\/span><\/p>\n<p><span style=\"color: #000000;\">Forma e koncesionit do t\u00eb jet\u00eb e form\u00ebs DBFOM q\u00eb parashikon projektimin, nd\u00ebrtimin, financimin, operimin, mir\u00ebmbajtjen dhe m\u00eb pas transferimin tek shteti. Kjo do t\u00eb thot\u00eb se burimet financiare p\u00ebr nd\u00ebrtimin e rrug\u00ebs do t\u00eb sigurohen nga koncesioni dhe ky i fundit do t\u00eb marr\u00eb n\u00eb kthim t\u00eb ardhurat nga tarifat q\u00eb do t\u00eb vendosen p\u00ebr kalimin n\u00eb rrug\u00eb p\u00ebrgjat\u00eb gjith\u00eb periudh\u00ebs s\u00eb koncesionit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Specifikimin e financimit kontrata e ka n\u00eb kreun 2 t\u00eb nenit 9 ku thuhet se shoq\u00ebria konceisonare nd\u00ebr t\u00eb tjera ka detyrim q\u00eb t\u00eb siguroj\u00eb financimin p\u00ebr zbatimin e Projekt-zbatimit. P\u00ebr t\u00eb siguruar k\u00ebt\u00eb financim koncesionari mund t\u00eb vendos\u00eb si garanci t\u00eb drejtat q\u00eb i jep kjo kontrat\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Garantimi i t\u00eb ardhurave p\u00ebr 8 vite<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb element tjet\u00ebr i kontrat\u00ebs \u00ebsht\u00eb ai lidhur me garantimin e t\u00eb ardhurave baz\u00eb q\u00eb do t\u00eb vijn\u00eb nga operimi i rrug\u00ebs. Shteti merr p\u00ebrsip\u00ebr q\u00eb n\u00eb 8 vitet e para t\u00eb nisjes s\u00eb operimit n\u00ebse nuk arrihet plani baz\u00eb t\u00eb ofroj\u00eb mb\u00ebshtetje.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebshtu n\u00eb vitin e par\u00eb plani baz\u00eb i t\u00eb ardhurave p\u00ebr operim dhe mir\u00ebmbajtje \u00ebsht\u00eb 26.85 milion\u00eb euro nd\u00ebrkoh\u00eb q\u00eb shteti do t\u00eb garantoj\u00eb 8 milion\u00eb euro, n\u00eb vitin e dyt\u00eb q\u00eb p\u00ebrkon me vitin 2025 plani baz\u00eb i t\u00eb ardhurave \u00ebsht\u00eb 25.58 milion\u00eb euro dhe garancia e shtetit ulet n\u00eb 5.6 milion\u00eb euro.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb vitin e tret\u00eb t\u00eb operimit plani i t\u00eb ardhurave \u00ebsht\u00eb 25.10 nd\u00ebrkoh\u00eb q\u00eb n\u00ebse nuk arrihet ky plan garancia e shtetit \u00ebsht\u00eb p\u00ebr 3.92 milion\u00eb euro. Vit pas viti plani i t\u00eb ardhurave ndryshon duke kulmuar n\u00eb 63.15 milion\u00eb euro n\u00eb vitin 2055 teksa mb\u00ebshtetja e shtetit ndalet n\u00eb vitin 2031 kur garancia e parashikuar \u00ebsht\u00eb 360 mij\u00eb euro.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kontrata parashikon q\u00eb tarifa q\u00eb do t\u00eb vendoset n\u00eb rrug\u00eb do t\u00eb jet\u00eb e pavarur edhe pse ajo do t\u00eb duhet t\u00eb marr\u00eb miratimin edhe t\u00eb autoritetit kontraktor.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrllogaritja e saj do t\u00eb ket\u00eb n\u00eb baz\u00eb nj\u00eb formul\u00eb q\u00eb merr parasysh disa tregues q\u00eb lidhen me koeficientin e llojit t\u00eb mjetit si dhe disa aspekte t\u00eb tjera. Tarifa edhe pse do t\u00eb p\u00ebrllogaritet \u00e7do vit ajo do t\u00eb ndryshoj\u00eb dhe rrumbullakoset nj\u00eb her\u00eb n\u00eb kat\u00ebr vjet.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Historia e rrug\u00ebs<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Aksi Thuman\u00eb-Kashar ishte pjes\u00eb e projektit \u201cone billion\u201d dhe iu n\u00ebnshtrua procedurave t\u00eb prokurimit pas nj\u00eb oferte t\u00eb pa k\u00ebrkuar t\u00eb b\u00ebr\u00eb nga Gener 2 e cila n\u00eb fund rezultoi edhe si kompania fituese. N\u00eb korrik t\u00eb vitit 2018 Ministria p\u00ebr Infrastruktur\u00ebn dhe Energjin\u00eb njoftoi se Gener 2 kishte fituar procedur\u00ebn me nj\u00eb ofert\u00eb 225.8 milion\u00eb euro. N\u00eb procedur\u00eb mor\u00ebn pjes\u00eb kat\u00ebr kompani.<\/span><\/p>\n<p><span style=\"color: #000000;\">Qeveria u t\u00ebrhoq nga projekti n\u00eb vitin 2019 duke deklaruar se k\u00ebto para t\u00eb dedikuara p\u00ebr projektin do t\u2019i dedikoheshin angazhimit tjet\u00ebr t\u00eb qeveris\u00eb p\u00ebr \u201cPaktin me Universitetin\u201d. Gjithsesi Balluku tha se nga projekti i rrug\u00ebs nuk do t\u00eb hiqet dor\u00eb pasi \u00ebsht\u00eb nj\u00eb aks i r\u00ebnd\u00ebsish\u00ebm komb\u00ebtar.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb pas situate p\u00ebrfundoi n\u00eb gjykat\u00eb e cila kjo e fundit i dha t\u00eb drejt\u00eb kompanive private dhe duket se pal\u00ebt u kthyen n\u00eb tryez\u00eb duke dal\u00eb n\u00eb k\u00ebt\u00eb produkt final ku rruga do t\u00eb nd\u00ebrtohet nga vet\u00eb kompania dhe kjo e fundit do t\u00eb mbledh\u00eb tarif\u00ebn.<\/span><\/p>\n<p><span style=\"color: #000000;\">Rruga, sipas projektit, parashikohet t\u00eb jet\u00eb 21 kilometra e gjat\u00eb dhe e kategoris\u00eb \u201cA\u201d. Gjurma e saj nis nga Thumana, 150 metra n\u00eb brend\u00ebsi t\u00eb autostrad\u00ebs ekzistuese me 4 korsi, q\u00eb lidh Milotin me Thuman\u00ebn n\u00eb drejtim t\u00eb Fush\u00eb\u2013Kruj\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vijon me nj\u00eb djathtas dhe vazhdon e drejt\u00eb n\u00eb fusha deri n\u00eb af\u00ebrsi t\u00eb Fush\u00eb-Kruj\u00ebs.
