Deri ku do t\u00eb shkojn\u00eb \u00e7mimet, q\u00eb tashm\u00eb kan\u00eb arritur n\u00eb 5 mij\u00eb euro\/m<sup>2<\/sup> p\u00ebr apartamentet dhe 20 mij\u00eb euro\/m<sup>2<\/sup> p\u00ebr ambientet tregtare? Si po \u201cparkohen\u201d parat\u00eb n\u00eb kulla? A rrezikohet nj\u00eb fllusk\u00eb e pasurive t\u00eb paluajtshme n\u00eb t\u00eb ardhmen? Nj\u00eb p\u00ebrpjekje p\u00ebr t\u00eb zbuluar \u201cp\u00ebrmasat\u201d e v\u00ebrteta t\u00eb asaj q\u00eb po ndodh n\u00eb kryeqytetin e nj\u00eb prej shteteve m\u00eb t\u00eb varfra t\u00eb Europ\u00ebs\u2026<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Ka 30 vjet q\u00eb n\u00eb Shqip\u00ebri, e sidomos n\u00eb kryeqytet, pjesa m\u00eb e madhe e kapitalit t\u00eb brendsh\u00ebm shkon p\u00ebr \u201clla\u00e7 e tulla\u201d, me ritme t\u00eb papara n\u00eb asnj\u00eb vend tjet\u00ebr t\u00eb Europ\u00ebs. Rreth 1.5 miliard\u00eb euro shpenzohen \u00e7do vit n\u00eb vend p\u00ebr nd\u00ebrtimin e banesave, ku gati 80% e t\u00eb cilave vitet e fundit kishte destinacion kryeqytetin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">T\u00eb dh\u00ebnat p\u00ebrkat\u00ebse rezultojn\u00eb nga shifrat e INSTAT p\u00ebr investimet e brendshme n\u00eb ekonomi (formimi bruto i kapitalit fiks) dhe shp\u00ebrndarja e lejeve t\u00eb nd\u00ebrtimit sipas qarqeve n\u00eb sip\u00ebrfaqe e vler\u00eb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Gati 50% e investimeve totale t\u00eb brendshme n\u00eb vend, n\u00eb vitin 2020, shkoi p\u00ebr banesa, nga 25% q\u00eb \u00ebsht\u00eb ky tregues p\u00ebr mesataren e Bashkimit Europian, sipas statistikave t\u00eb tjera t\u00eb Eurostat. Kjo pesh\u00eb \u00ebsht\u00eb m\u00eb se dy her\u00eb m\u00eb shum\u00eb sesa n\u00eb shtetet e tjera t\u00eb rajonit, q\u00eb jan\u00eb n\u00eb faza t\u00eb nj\u00ebjta zhvillimi me nd\u00ebrtimit t\u00eb miratuara n\u00eb kryeqytet, ishte 1.43 milion\u00eb metra katror\u00eb, niveli m\u00eb i lart\u00eb historik, t\u00eb pakt\u00ebn q\u00eb nga viti 2005, kur INSTAT i raporton \u201cMonitor\u201d se nuk ekzistojn\u00eb statistikat e detajuara sipas qarqeve, p\u00ebr sip\u00ebrfaqet e lejeve t\u00eb nd\u00ebrtimit p\u00ebrpara vitit 2005.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Vet\u00ebm n\u00eb rang komb\u00ebtar, ato jan\u00eb t\u00eb disponueshme nga viti 1995. Kush po nd\u00ebrton dhe kush po blen? Nga po vijn\u00eb parat\u00eb? \u00c7far\u00eb vlere t\u00eb shtuar po i sjell ekonomis\u00eb kjo rendje drejt nd\u00ebrtimeve? Ku po shkon Tirana nga pik\u00ebpamja e arkitektur\u00ebs? Deri ku do t\u00eb shkojn\u00eb \u00e7mimet? A rrezikohet nj\u00eb fllusk\u00eb e pasurive t\u00eb paluajtshme n\u00eb t\u00eb ardhmen?<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">\u201cMonitor\u201d po tenton t\u2019u jap\u00eb p\u00ebrgjigje k\u00ebtyre pik\u00ebpyetjeve, n\u00ebp\u00ebrmjet krahasimit t\u00eb shifrave zyrtare me p\u00ebrmasat reale t\u00eb asaj q\u00eb po ndodh dhe intervistave me aktor\u00eb t\u00eb ndrysh\u00ebm, t\u00eb lidhur direkt apo indirekt me tregun e pasurive t\u00eb paluajtshme n\u00eb vend.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>\u201cDashuria\u201d e vjet\u00ebr dhe e re p\u00ebr nd\u00ebrtimin<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">\u201cDashuria\u201d p\u00ebr nd\u00ebrtimin \u00ebsht\u00eb e vjet\u00ebr n\u00eb historin\u00eb e re t\u00eb tranzicionit. Historikisht, pas viteve \u201990, pjesa m\u00eb e madhe e kapitalit t\u00eb lir\u00eb n\u00eb vend ka shkuar p\u00ebr t\u00eb ngritur apartamente e banesa private.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Zhvillimet e vrullshme demografike dhe zhvendosja e popullat\u00ebs nga zonat rurale n\u00eb ato urbane e nxit\u00ebn k\u00ebt\u00eb tendenc\u00eb, q\u00eb kulmoi n\u00eb ciklin rrit\u00ebs deri n\u00eb vitin 2006. N\u00eb treguesin e Formimit Bruto t\u00eb Kapitalit Fiks (FBKF), i cili jep t\u00eb dh\u00ebna p\u00ebr investimet e brendshme materiale dhe jo materiale n\u00eb ekonomin\u00eb e vendit, nd\u00ebrtimi zuri gati 87% t\u00eb totalit n\u00eb vitin 2006, q\u00eb \u00ebsht\u00eb rekordi i deritanish\u00ebm.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Vet\u00ebm nd\u00ebrtimi i banesave p\u00ebrb\u00ebnte at\u00eb vit 62% t\u00eb totalit t\u00eb kapitalit q\u00eb investohet n\u00eb vend. Pas k\u00ebsaj periudhe, ky sektor hyri n\u00eb nj\u00eb cik\u00ebl maturimi, duke reflektuar ngopjen e tregut dhe orientimin e bizneseve drejt sektor\u00ebve t\u00eb tjer\u00eb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Pas 2016-s, nd\u00ebrtimi iu kthye s\u00ebrish rritjes, duke arritur n\u00eb 78.5% t\u00eb FBKF-s\u00eb n\u00eb 2020-n, niveli m\u00eb i lart\u00eb q\u00eb nga 2010-a. N\u00eb 2018-n, kompania fillon nd\u00ebrtimin e nj\u00eb pallati n\u00eb kryeqytet.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Po at\u00eb vit, t\u00eb ardhurat rriten me shpejt\u00ebsi, me 21 her\u00eb, n\u00eb gati 800 mij\u00eb euro. Subjekti Y raporton rritje t\u00eb z\u00ebrit t\u00eb \u201cArk\u00ebtime n\u00eb avanc\u00eb p\u00ebr porosi\u201d dhe \u201cT\u00eb pagueshme p\u00ebr aktivitetin e shfryt\u00ebzimit\u201d. Blerja e pasuris\u00eb s\u00eb patundshme q\u00eb krijohet nga bizneset e nd\u00ebrtimit, p\u00ebrb\u00ebn sot nj\u00eb trend, q\u00eb duket se ka p\u00ebrfshir\u00eb nj\u00eb num\u00ebr t\u00eb madh individ\u00ebsh n\u00eb vendin ton\u00eb\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">\u201cVe\u00e7 krijimit t\u00eb shoq\u00ebrive t\u00eb reja t\u00eb nd\u00ebrtimit, grupet kriminale mund t\u2019i pastrojn\u00eb parat\u00eb edhe n\u00ebp\u00ebrmjet shoq\u00ebrive ekzistuese t\u00eb k\u00ebtij sektori. Aty ku derdhet kapital, aty ka fitim\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">N\u00eb renditjet e 200 sip\u00ebrmarrjeve m\u00eb t\u00eb m\u00ebdha n\u00eb vend, sipas fitimeve dhe t\u00eb ardhurave, q\u00eb \u201cMonitor\u201d i publikon rregullisht prej m\u00eb shum\u00eb se nj\u00eb dekade, vitet e fundit \u00ebsht\u00eb konstatuar rritje e kompanive t\u00eb nd\u00ebrtimit dhe sektor\u00ebve t\u00eb lidhur me t\u00eb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">N\u00eb 2020-n, u sh\u00ebnua edhe nj\u00eb num\u00ebr i lart\u00eb i hyrjeve t\u00eb reja nga ky sektor, n\u00eb renditjen e \u201cMonitor 200\u201d, p\u00ebr shkak t\u00eb rritjes s\u00eb shpejt\u00eb, nd\u00ebrkoh\u00eb q\u00eb pjesa tjet\u00ebr e ekonomis\u00eb ishte n\u00eb stanjacion dhe tkurrje. Vitin e fundit, edhe sektori bankar ka shtuar financimin n\u00eb kredin\u00eb hipotekore.
