S. nuk kan\u00eb p\u00ebrmbushur detyr\u00ebn funksionale duke mos zbatuar detyrimet ligjore p\u00ebr m\u00ebnyr\u00ebn e shoq\u00ebrimit t\u00eb personave t\u00eb arrestuar apo t\u00eb ndaluar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Po ashtu, rezulton se Inspektor E. S., n\u00eb kund\u00ebrshtim me procedurat standarde t\u00eb pun\u00ebs dhe n\u00eb cil\u00ebsin\u00eb e p\u00ebrgjegj\u00ebsit t\u00eb patrullave, ka b\u00ebr\u00eb njoftimin vet\u00ebm t\u00eb nj\u00ebrit prej punonj\u00ebsve t\u00eb patrull\u00ebs p\u00ebr shoq\u00ebrimin n\u00eb gjykat\u00eb t\u00eb shtetasit K. J., n\u00eb cil\u00ebsin\u00eb e eprorit t\u00eb drejtp\u00ebrdrejt\u00eb dhe n\u00eb munges\u00eb t\u00eb Specialistit t\u00eb Rendit, n\u00eb kund\u00ebrshtim me ligjin, nuk ka marr\u00eb masa p\u00ebr organizimin e sh\u00ebrbimeve p\u00ebr shoq\u00ebrimin e shtetasit K.
