TVSH-ja aplikohet p\u00ebr procesin e nd\u00ebrtimit t\u00eb tyre nga subjektet nd\u00ebrtuese, nd\u00ebrkoh\u00eb q\u00eb shitja prej nd\u00ebrtuesve \u00ebsht\u00eb furnizim i p\u00ebrjashtuar. Trajtimi si furnizim i p\u00ebrjashtuar ka pasur parasysh p\u00ebrballimin e \u00e7mimeve t\u00eb shitjes s\u00eb apartamenteve nga publiku, pasi aplikimi i TVSH-s\u00eb do i rriste \u00e7mimin e shitjes. Kjo politik\u00eb \u00ebsht\u00eb ndjekur nga viti 1996 e n\u00eb vijim\u201d<\/em>, thuhet n\u00eb strategjin\u00eb afatmesme t\u00eb t\u00eb ardhurave t\u00eb Ministris\u00eb s\u00eb Financave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Strategjia afatmesme e t\u00eb ardhurave 2022-2026 \u00ebsht\u00eb hartuar mbi baz\u00ebn e rekomandimeve nga FMN dhe do t\u00eb konsultohet me grupet e biznesit.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Nd\u00ebrtuesit: Futja e TVSH-s\u00eb do t\u00eb reflektohet n\u00eb rritjen e \u00e7mimeve t\u00eb apartamenteve<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Arben Dervishi, sekretari i Shoqat\u00ebs t\u00eb Nd\u00ebrtuesve tha se futja e skem\u00ebs s\u00eb TVSH-s\u00eb n\u00eb shitjen e par\u00eb t\u00eb banesave t\u00eb reja rezidenciale do t\u00eb rris\u00eb kostot e nd\u00ebrtimit, p\u00ebr rrjedhoj\u00eb edhe shtrenjtimin e \u00e7mimeve.<\/span><\/p>\n<p><em><span style=\"color: #000000;\">\u201cShoqata e Nd\u00ebrtuesve nuk \u00ebsht\u00eb konsultuar ende p\u00ebr k\u00ebto ndryshime, por vendosja e TVSH-s\u00eb te shitja e apartamenteve \u00ebsht\u00eb kund\u00ebrshtuar edhe n\u00eb t\u00eb kaluar\u00ebn, pasi rrit kostot e nd\u00ebrtimit. N\u00eb p\u00ebrfundim t\u00eb objektit kostoja e shtuar e nd\u00ebrtimit do t\u00eb paguhet nga bler\u00ebsi. Nd\u00ebrtuesit jan\u00eb t\u00eb ngarkuar me shum\u00eb taksa. <\/span><\/em><\/p>\n<p><em><span style=\"color: #000000;\">P\u00ebr zhvillimin e nj\u00eb nd\u00ebrtimi fillimisht paguhet 1% t\u00eb \u00e7mimit kur kryen aplikimin e lejes, 8% n\u00eb momentin e marrjes t\u00eb lejes, 3% taks\u00eb p\u00ebr t\u00eb pastreh\u00ebt, si dhe 40-45% arrijn\u00eb pagesat e truallit. N\u00eb disa raste pagesat p\u00ebr pronarin e tok\u00ebs (kur \u00ebsht\u00eb i vet\u00ebm) arrijn\u00eb edhe 50 deri 60%. N\u00ebse do t\u00eb shtohet edhe TVSh-ja n\u00eb shitjen e apartamenteve do t\u00eb k\u00ebt\u00eb rritje t\u00eb lart\u00eb t\u00eb kostove.<\/span><\/em><\/p>\n<p><span style=\"color: #000000;\"><em>P\u00ebrve\u00e7 taksave nd\u00ebrtuesit jan\u00eb t\u00eb prekur edhe nga rritja e \u00e7mimeve t\u00eb l\u00ebnd\u00ebve t\u00eb para q\u00eb ende nuk ka filluar t\u00eb ndihet i plot\u00eb. \u00c7mimi i hekurit pas kriz\u00ebs me Ukrain\u00ebn u rrit mbi 900 USD\/ton. Rritja e kostove do t\u00eb rris\u00eb \u00e7mimet e apartamenteve. Nd\u00ebrtuesit mund t\u2019i \u00e7ojn\u00eb \u00e7mimit e shitjes 5,000 apo deri 10,000 euro\/m2 si n\u00eb Rom\u00eb, por tregu nuk arrin t\u2019i absorboj\u00eb. Vendosja e TVSh-s\u00eb jo vet\u00ebm q\u00eb do t\u00eb ulte shitjet, por edhe pesh\u00ebn e sektorit t\u00eb nd\u00ebrtimit t\u00eb PBB-s\u00eb\u201d<\/em>, pohon z. Dervishi.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00ebntorin e 2021 \u00e7mimet e apartamenteve t\u00eb reja brenda vij\u00ebs t\u00eb verdh\u00eb t\u00eb nd\u00ebrtimit u rrit\u00ebn 10% krahasuar me 2020. N\u00eb zonat, si: Ish blloku, Myslym Shyri, rruga \u201cBardhyl\u201d rritja e \u00e7mimeve varionte nga 15 deri 20%. Brenda unaz\u00ebs, sipas agjencive imobilare apartamentet e reja nuk ofronin \u00e7mime m\u00eb t\u00eb ul\u00ebta se 1500 euro\/m2, nd\u00ebrsa te periferit\u00eb si \u201cPorcelani\u201d apo \u201cAli Demi\u201d, nuk u shiten m\u00eb sht\u00ebpi banimi me \u00e7mime n\u00ebn 900 euro\/m2. <\/span><\/p>\n<p><span style=\"color: #000000;\">Vitin e kaluar sipas nd\u00ebrtuesve u shtua k\u00ebrkesa p\u00ebr blerje n\u00eb faz\u00ebn e hershme t\u00eb nd\u00ebrtimit n\u00eb objekte me \u00e7mime t\u00eb larta deri n\u00eb 4,000 euro p\u00ebr met\u00ebr katror, kryesisht kullat. N\u00eb t\u00eb gjitha kullat q\u00eb po ngrihen n\u00eb kryeqytet, apartamentet po shiten me \u00e7mime nga 3,000 deri n\u00eb 4,000 euro p\u00ebr met\u00ebr katror.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Debati i hersh\u00ebm<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">TVSH n\u00eb shitjen e banesave t\u00eb reja \u00ebsht\u00eb synuar edhe me her\u00ebt q\u00eb n\u00eb fillim t\u00eb viteve 2000, por ndikimi q\u00eb do t\u00eb kishte t\u00eb \u00e7mimet e banesave e ka penguar qeverit\u00eb t\u00eb aplikojn\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb vitin 2006, kur diskutohej futja e TVSH-s\u00eb n\u00eb nd\u00ebrtim, Shoqata e nd\u00ebrtuesve shqiptar\u00eb shprehu kund\u00ebrshtimin p\u00ebr vendosjen e TVSH-s\u00eb n\u00eb shitjen e nd\u00ebrtimeve. I vetmi kompromis i arsyesh\u00ebm p\u00ebr nd\u00ebrtuesit do t\u00eb ishte trajtimi i diferencuar i TVSH-s\u00eb p\u00ebr k\u00ebt\u00eb sektor, me nj\u00eb nivel jo m\u00eb t\u00eb lart\u00eb se 5%. N\u00eb k\u00ebt\u00eb pik\u00eb, ata i referohen p\u00ebrvoj\u00ebs s\u00eb vendeve t\u00eb tjera t\u00eb rajonit.<\/span><\/p>\n<p><span style=\"color: #000000;\">S\u00ebrish ishte FMN ajo q\u00eb rekomandoi futjen e skem\u00ebs s\u00eb TVSH-s\u00eb n\u00eb shitjen e par\u00eb t\u00eb banesave t\u00eb reja rezidenciale.
