Shpenzimet p\u00ebr arsimin n\u00eb dy vitet e fundit jan\u00eb me ulje n\u00eb raport me shpenzimet e p\u00ebrgjithshme buxhetore. Pasojat e para u pan\u00eb te rezultatet e matur\u00ebs 2021, ku n\u00eb provimin e matematik\u00ebs, vet\u00ebm 4 nx\u00ebn\u00ebs mor\u00ebn 10 absolute nga 160 n\u00eb matur\u00ebn e 2020-s. Ish-zv.ministrja e Arsimit, Nora Malaj, analizoi se, n\u00eb dy vitet e pandemis\u00eb, m\u00ebsimi online ishte vet\u00ebm 60% i aksesuesh\u00ebm.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ajo tha se, 40% e atyre q\u00eb mor\u00ebn pjes\u00eb online, m\u00ebsimi ka qen\u00eb shum\u00eb posht\u00eb standardeve. Sipas ekspertit, pandemia thelloi diferenc\u00ebn n\u00eb shkollim me dy vite m\u00eb pak mes zonave rurale dhe atyre urbane, duke b\u00ebr\u00eb q\u00eb n\u00eb periudh\u00ebn e pandemis\u00eb, arsimi t\u00eb ishte nj\u00eb privilegj i njer\u00ebzve n\u00eb gjendje t\u00eb mir\u00eb ekonomike dhe jo nj\u00eb e drejt\u00eb themelore dhe kushtetuese e individit.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>N\u00eb vend t\u00eb rritjes, qeveria shkurtoi me 12 mln euro buxhetin e arsimit k\u00ebt\u00eb vit<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Buxheti i k\u00ebtij viti sh\u00ebnoi rekordet e rritjes n\u00eb drejtim t\u00eb shpenzimeve. N\u00eb ndryshimet e fundit q\u00eb u b\u00ebn\u00eb n\u00eb qershor jan\u00eb planifikuar t\u00eb shpenzohen 610 miliard\u00eb lek\u00eb, ose 10% m\u00eb shum\u00eb se n\u00eb vitin 2020. Teksa shpenzimet buxhetore jan\u00eb rritur me ritmet m\u00eb t\u00eb larta t\u00eb dekad\u00ebs, fondet p\u00ebr sektorin e arsimit u shkurtuan, edhe pse nevojat q\u00eb lidhen me p\u00ebrballimin e pandemis\u00eb (si tablet\u00eb, paketa interneti, pagesa shtes\u00eb p\u00ebr ngarkes\u00ebn m\u00ebsimore) jan\u00eb rritur.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb aktin normativ t\u00eb muajit qershor, qeveria e shkurtoi buxhetin p\u00ebr arsimin me 3,5%, ose me 12 milion\u00eb dollar\u00eb. Nd\u00ebrsa shpenzimet e p\u00ebrgjithshme buxhetore u rrit\u00ebn m\u00eb tej, buxheti i arsimit shkoi n\u00eb 40.7 miliard\u00eb lek\u00eb, nga 42.2 miliard\u00eb q\u00eb ishte n\u00eb fillim t\u00eb vitit 2021. Buxheti i k\u00ebtij viti p\u00ebr arsimin \u00ebsht\u00eb gjithashtu m\u00eb i ul\u00ebt se i vitit t\u00eb 2020.<\/span><\/p>\n<p><span style=\"color: #000000;\">Qeveria i shkurtoi fondet n\u00eb kushtet kur Ministria e Arsimit k\u00ebrkoi financime shtes\u00eb p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar platform\u00ebn dixhitale t\u00eb m\u00ebsimdh\u00ebnies.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb kuad\u00ebr t\u00eb hartimit t\u00eb projektbuxhetit t\u00eb vitit 2022, Ministria e Arsimit i k\u00ebrkoi Ministris\u00eb s\u00eb Financave t\u00eb pakt\u00ebn 1.5 \u2013 2 miliard\u00eb lek\u00eb (rreth 16 milion\u00eb euro) fonde shtes\u00eb, t\u00eb cilat i nevojiten p\u00ebr blerjen e pajisjeve elektronike, kompjuter\u00eb, laptop, apo tablet\u00eb p\u00ebr t\u00eb rritur standardin n\u00eb m\u00ebsimdh\u00ebnie. Vlera e k\u00ebrkuar e fondeve shtes\u00eb \u00ebsht\u00eb e p\u00ebraf\u00ebrt me fondet q\u00eb qeveria i hoqi Ministris\u00eb s\u00eb Arsimit k\u00ebt\u00eb vit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Deri m\u00eb tani, t\u00eb gjitha tentativat p\u00ebr t\u00eb dixhitalizuar proceset e m\u00ebsimdh\u00ebnies n\u00eb shkolla nuk ia kan\u00eb rritur q\u00ebllimit, duke shkaktuar nj\u00eb kosto t\u00eb lart\u00eb gjat\u00eb pandemis\u00eb, ku nx\u00ebn\u00ebsit n\u00eb t\u00eb gjith\u00eb vendin p\u00ebr dy vite shkollore mor\u00ebn m\u00ebsime n\u00eb distanc\u00eb.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong><a href=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2021\/10\/l.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-477660\" src=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2021\/10\/l.jpg\" alt=\"\" width=\"640\" height=\"270\" srcset=\"https:\/\/www.hashtag.al\/wp-content\/uploads\/2021\/10\/l.jpg 640w, https:\/\/www.hashtag.al\/wp-content\/uploads\/2021\/10\/l-300x127.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Shpenzimet p\u00ebr arsimin, n\u00eb trend r\u00ebnie<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Me kriz\u00ebn e fundit q\u00eb krijoi pandemia Covid-19, sektori i arsimit po konsiderohet si guri i themelit p\u00ebr ringritjen. P\u00ebrmir\u00ebsimi i aft\u00ebsive p\u00ebr t\u2019u p\u00ebrshtatur me teknologjin\u00eb dhe p\u00ebr t\u00eb qen\u00eb konkurrues n\u00eb nj\u00eb treg global, ka rritur v\u00ebmendjen e qeverive ndaj arsimit kudo n\u00eb bot\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vendet e zhvilluara t\u00eb Europ\u00ebs gjat\u00eb dy viteve t\u00eb pandemis\u00eb aplikuan masa t\u00eb ashpra kufizuese n\u00eb t\u00eb gjith\u00eb fushat e veprimtaris\u00eb, p\u00ebrve\u00e7se n\u00eb shkolla, ku nx\u00ebn\u00ebsve iu la mund\u00ebsia t\u00eb ndjekjes s\u00eb m\u00ebsimit n\u00eb klas\u00eb. Shkollat n\u00eb Franc\u00eb, Gjermani etj., nuk u mbyll\u00ebn asnj\u00eb dit\u00eb, ndryshe nga bizneset dhe veprimtarit\u00eb e tjera, t\u00eb cilat q\u00ebndruan p\u00ebr rreth nj\u00eb vit e gjysm\u00eb t\u00eb mbyllura.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Shqip\u00ebri nuk ka ende analiza t\u00eb qarta se si e ka d\u00ebmtuar pandemia arsimin. Ajo q\u00eb po shihet \u00ebsht\u00eb tendenca, pik\u00ebrisht n\u00eb vitet e pandemis\u00eb, e shkurtimit t\u00eb fondeve p\u00ebr arsimin dhe p\u00ebr t\u00eb tretin vit radhazi, m\u00ebsimi do t\u00eb vijoj\u00eb n\u00eb masa kufizuese.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas t\u00eb dh\u00ebnave t\u00eb INSTAT, n\u00eb vitin 2020, fondet p\u00ebr arsimin ishin sa 10.2% t\u00eb shpenzimeve t\u00eb p\u00ebrgjithshme buxhetore, n\u00eb krahasim me 11.4% n\u00eb 2019. Fondet p\u00ebr arsimin n\u00eb raport me shpenzimet e p\u00ebrgjithshme buxhetore ran\u00eb n\u00eb nivelin m\u00eb t\u00eb ul\u00ebt t\u00eb pakt\u00ebn nga viti 2013. Ulja pritet t\u00eb vijoj\u00eb edhe k\u00ebt\u00eb vit, p\u00ebr shkak t\u00eb shkurtimeve q\u00eb u b\u00ebn\u00eb n\u00eb qershor. Me gjith\u00eb fondet q\u00eb administrohen nga Ministria e Financave p\u00ebr arsimin profesional, totali i buxhetit p\u00ebr arsimin arrin k\u00ebt\u00eb vit n\u00eb 43.7 miliard\u00eb lek\u00eb, ose 7.2% e totalit t\u00eb shpenzimeve buxhetore.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Dijet e rr\u00ebnuara u pasqyruan te rezultatet e matur\u00ebs<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb provimet e matur\u00ebs 2021, n\u00eb matematik\u00eb, vet\u00ebm 4 gjimnazist\u00eb mor\u00ebn not\u00ebn 10 absolute nga 166 vitin e shkuar. Megjith\u00ebse Ministria e Arsimit e rishikoi sistemin e pik\u00ebzimit me ulje, ku pragu p\u00ebr kaluesit u b\u00eb 20 nga 25 n\u00eb vitet e kaluara, s\u00ebrish numri i maturant\u00ebve q\u00eb nuk kaluan provimin e matur\u00ebs n\u00eb matematik\u00eb ishte mbi 3000, rreth 5 her\u00eb m\u00eb i lart\u00eb se ai i vitit t\u00eb kaluar. Rezultatet pat\u00ebn r\u00ebnie t\u00eb ngjashme, si n\u00eb provimin e gjuh\u00ebs shqipe dhe gjuh\u00ebs s\u00eb huaj. M\u00ebsuesit dhe ekspert\u00ebt e arsimit than\u00eb se rezultatet e dob\u00ebta jan\u00eb pasoj\u00eb e d\u00ebmit q\u00eb pandemia ka krijuar n\u00eb arsim.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sektori i arsimit \u00ebsht\u00eb p\u00ebrballur me pasoja edhe n\u00eb vendet m\u00eb t\u00eb zhvilluara, edhe pse masat kufizuese ishin m\u00eb t\u00eb buta dhe infrastruktura arsimore dhe dixhitale \u00ebsht\u00eb m\u00eb e fort\u00eb se n\u00eb vendin ton\u00eb<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cThe Economist\u201d raporton se Covid-19 ndikoi arsimin n\u00eb nj\u00eb shkall\u00eb q\u00eb nuk ishte par\u00eb m\u00eb par\u00eb. Nga mesi i prillit 2020, m\u00eb shum\u00eb se 90% e nx\u00ebn\u00ebsve n\u00eb bot\u00eb, nuk shkonin n\u00eb shkoll\u00eb. Mbylljet kan\u00eb zgjatur me muaj, duke d\u00ebmtuar cil\u00ebsin\u00eb e t\u00eb m\u00ebsuarit t\u00eb f\u00ebmij\u00ebve, sigurin\u00eb dhe mir\u00ebqenien. Megjithat\u00eb, nd\u00ebrsa t\u00eb rinjt\u00eb n\u00eb vendet e pasura kthehen n\u00eb klasat e tyre, reformator\u00ebt shpresojn\u00eb q\u00eb tronditja t\u00eb \u00e7oj\u00eb n\u00eb ndryshime q\u00eb do t\u2019i b\u00ebjn\u00eb shkollat m\u00eb efikase, fleksib\u00ebl dhe m\u00eb t\u00eb drejta.<\/span><\/p>\n<p><span style=\"color: #000000;\">Programet m\u00ebsimore mbet\u00ebn mbrapa. Britania, Franca dhe Irlanda, midis t\u00eb tjerave, anuluan provimet p\u00ebrfundimtare. P\u00ebr nj\u00eb pjes\u00eb t\u00eb vitit 2020, shum\u00eb shkolla amerikane i shmang\u00ebn fare notat, duke i klasifikuar student\u00ebt vet\u00ebm n\u00eb ata q\u00eb kan\u00eb kaluar vitin dhe ata q\u00eb kan\u00eb d\u00ebshtuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Deri n\u00eb mars 2021, nx\u00ebn\u00ebsit e shkollave fillore n\u00eb Angli kishin mbetur mbrapa gati tre muaj. Testet e fundit t\u00eb ver\u00ebs p\u00ebr f\u00ebmij\u00ebt n\u00eb Belgjik\u00eb, zbuluan vonesa t\u00eb ngjashme. Nj\u00eb studim i nx\u00ebn\u00ebsve n\u00eb Holand\u00eb, zbuloi se n\u00eb nj\u00eb periudh\u00eb 8-javore t\u00eb m\u00ebsimit online, n\u00eb gjysm\u00ebn e par\u00eb t\u00eb vitit 2020, nj\u00eb nx\u00ebn\u00ebs mesatar nuk kishte m\u00ebsuar asgj\u00eb t\u00eb re.<\/span><\/p>\n<p><span style=\"color: #000000;\">Lufta e Dyt\u00eb Bot\u00ebrore \u00e7oi n\u00eb hartimin e Ligjit Butler n\u00eb Britani, i cili rriti vitet e shkollimit t\u00eb detyruesh\u00ebm dhe shfuqizoi tarifat e vendosura nga shum\u00eb shkolla shtet\u00ebrore. Pasi Uragani Katrina p\u00ebrmbyti New Orleans, zyrtar\u00ebt filluan reformat gjith\u00ebp\u00ebrfshir\u00ebse te shkollat. N\u00ebnt\u00eb vite m\u00eb von\u00eb, nivelet e diplomimit ishin rritur me 9-13%.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Numri i nx\u00ebn\u00ebsve ulet me shpejt\u00ebsi, hap\u00ebsira financiare nuk po shfryt\u00ebzohet<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Ministria e Arsimit referoi se p\u00ebr vitin m\u00ebsimor 2021-2022, institucionet arsimore presin rreth 375 mij\u00eb nx\u00ebn\u00ebs nga klasa e par\u00eb n\u00eb klas\u00ebn e dymb\u00ebdhjet\u00eb (pa p\u00ebrfshir\u00eb arsimin profesional dhe arsimin parashkollor), me nj\u00eb r\u00ebnie 3.4% n\u00eb raport me vitin shkollor 2020-2021. Vit pas viti, numri i nx\u00ebn\u00ebsve n\u00eb arsim po tkurret me ritmet 3-4% si rrjedhoj\u00eb e r\u00ebnies s\u00eb lindjeve dhe nivelit t\u00eb lart\u00eb t\u00eb emigracionit. N\u00eb klas\u00ebn e pest\u00eb dhe t\u00eb gjasht\u00eb n\u00eb Tiran\u00eb, numri i nx\u00ebn\u00ebsve u tkurr me rreth 20%, si rrjedhoj\u00eb e emigrimit \u2013 pohojn\u00eb m\u00ebsuesit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shqip\u00ebria p\u00ebrballet me plakjen e popullsis\u00eb. Skenari i rritjes s\u00eb mesme nga INSTAT parashikon zvog\u00eblim t\u00eb popullsis\u00eb t\u00eb mosh\u00ebs posht\u00eb 25 vje\u00e7, q\u00eb nga 882,903 n\u00eb vitin 2021, do t\u00eb arrij\u00eb n\u00eb 788,160 n\u00eb vitin 2026 si rezultat i uljes s\u00eb lindjeve dhe migrimit. Mir\u00ebpo zhvillimet reale demografike po ecin m\u00eb keq se skenari i ul\u00ebt i projeksioneve mbi popullsin\u00eb, p\u00ebr shkak se emigracioni po rritet p\u00ebrtej parashikimeve. Ministria e Arsimit, n\u00eb nj\u00eb strategji q\u00eb ka nd\u00ebrtuar p\u00ebr 5 vitet n\u00eb vijim, thot\u00eb se hap\u00ebsira q\u00eb po krijohet nga r\u00ebnia e numrit t\u00eb nx\u00ebn\u00ebsve duhet t\u00eb sjell\u00eb riorganizimin t\u00eb rrjetit t\u00eb institucioneve arsimore dhe ristrukturimit m\u00eb t\u00eb mir\u00eb t\u00eb financimit p\u00ebr arsim.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shqip\u00ebria vijon t\u00eb ket\u00eb nj\u00eb norm\u00eb t\u00eb lart\u00eb t\u00eb braktisjes s\u00eb shkoll\u00ebs. Ky tregues u p\u00ebrkeq\u00ebsua gjat\u00eb pandemis\u00eb. Sipas INSTAT, n\u00eb vitin 2020, mor\u00ebn pjes\u00eb n\u00eb arsimin 9-vje\u00e7ar 93% nx\u00ebn\u00ebs t\u00eb grupmosh\u00ebs 6-14 vje\u00e7 n\u00eb krahasim me popullsin\u00eb p\u00ebrkat\u00ebse, p\u00ebrkundrejt 93,9% t\u00eb tyre n\u00eb vitin 2019.<\/span><\/p>\n<p><span style=\"color: #000000;\">Raporti nx\u00ebn\u00ebs p\u00ebr nj\u00eb m\u00ebsues n\u00eb arsimin fillor publik \u00ebsht\u00eb 16,6 dhe n\u00eb at\u00eb privat, 13,9. Nd\u00ebrsa n\u00eb ciklin e lart\u00eb t\u00eb arsimit 9-vje\u00e7ar, raporti \u00ebsht\u00eb 8,9 n\u00eb arsimin publik dhe 7,2 n\u00eb at\u00eb privat. Si rrjedhoj\u00eb e k\u00ebtyre zhvillimeve, pandemia e gjeti arsimin pa nj\u00eb baz\u00eb t\u00eb dh\u00ebnash q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me infrastruktur\u00ebn m\u00ebsimore, pajisje t\u00eb teknologjis\u00eb, etj.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00c7do gj\u00eb paguhej e paguhet me parat\u00eb e xhepit t\u00eb m\u00ebsuesve e prind\u00ebrve.
