P\u00ebr rrjedhoj\u00eb afatet p\u00ebr p\u00ebrfundimin e aksit jan\u00eb shtyr\u00eb p\u00ebr n\u00eb vitin 2023.<\/span><\/p>\n<p><span style=\"color: #000000;\">Rruga, e cila nisi q\u00eb n\u00eb vitin 2009 dhe me rishikimin e projektit duhet t\u00eb p\u00ebrfundonte n\u00eb vitin 2019, duket se nuk p\u00ebrfundon s\u00eb paku edhe p\u00ebr dy vite t\u00eb tjera.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ministria e Infrastruktur\u00ebs p\u00ebrllogariti se, financimi n\u00eb segmentin e par\u00eb k\u00ebrkon 20,5 milion\u00eb euro shtes\u00eb, n\u00eb segmentin e dyt\u00eb 24.6 mln euro shtes\u00eb, sh\u00ebrbimet e k\u00ebshillimit k\u00ebrkojn\u00eb 1,5 mln euro, fondi emergjencave 5,1 mln euro, punime shtes\u00eb n\u00eb hyrje 5 milion\u00eb euro (totali 56.7 mln euro).<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrve\u00e7 kostove shtes\u00eb q\u00eb rezultuan nga gabimet n\u00eb projektim e gjith\u00eb rruga \u00ebsht\u00eb nj\u00eb projekt pa fisibilitet. Nj\u00eb inxhinier i njohur i fush\u00ebs q\u00eb nuk pranoi t\u00eb indentifikohet me em\u00ebr tha se, rruga e re Quk\u00ebs -Qaf\u00eb -Pllo\u00e7\u00eb \u00ebsht\u00eb nj\u00eb projekt i gabuar dhe me kosto t\u00eb larta si n\u00eb drejtim dhe n\u00eb mir\u00ebmbajtje. Ai tha se nd\u00ebrtimi i k\u00ebtij aksi nuk ishte pjes\u00eb e prioriteteve komb\u00ebtare t\u00eb infrastruktur\u00ebs rrugore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ai tha se do t\u00eb duhen m\u00eb shum\u00eb se 200 milion\u00eb euro p\u00ebr nd\u00ebrtimin e nj\u00eb traseje krejt t\u00eb re, e cila nuk \u00ebsht\u00eb as dy kilomet\u00ebr m\u00eb e shkurt\u00ebr se aksi ekzistues rreth 43 kilometra. Rruga e re kalon n\u00eb nj\u00eb lart\u00ebsi q\u00eb arrin deri n\u00eb 1300 metra mbi nivelin e detit dhe e b\u00ebn t\u00eb pamundur mir\u00ebmbajtjen e saj p\u00ebr periudh\u00ebn e dimrit. Ky \u00ebsht\u00eb investim kryek\u00ebput gabim, tha eksperti, pasi rruga e re kalon n\u00eb nj\u00eb terren m\u00eb t\u00eb v\u00ebshtir\u00eb se aktualja dhe p\u00ebr m\u00eb tep\u00ebr, ka t\u00eb nj\u00ebjt\u00ebn gjat\u00ebsi sa ajo aktuale.<\/span><\/p>\n<p><span style=\"color: #000000;\">Deri n\u00eb fund t\u00eb vitit 2020, Ministria e Infrastruktur\u00ebs raportoi se kan\u00eb p\u00ebrfunduar 68 % t\u00eb punimeve, por n\u00eb fakt ka mbetur pa u nd\u00ebrtuar pjesa m\u00eb e v\u00ebshtir\u00eb e veprave t\u00eb artit ura dhe tunele, duke b\u00ebr\u00eb q\u00eb deri n\u00eb vitin 2023 t\u00eb amortizohet edhe pjesa e p\u00ebrfunduar e punimeve dhe p\u00ebrfundimi i saj t\u00eb k\u00ebrkoj\u00eb fonde t\u00eb vazhdueshme.
