Ndryshimet akomoduan tejkalimin e planit te t\u00eb ardhurave buxhetore p\u00ebrgjat\u00eb pese mujorit t\u00eb par\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas statistikave fiskale ark\u00ebtimet buxhetore n\u00eb periudh\u00ebn janar-maj arrit\u00ebn n\u00eb 191,6 miliard\u00eb lek\u00eb duke tejkaluar planin me 7.8 miliard\u00eb lek\u00eb. Mir\u00ebpo ark\u00ebtimet e mbara t\u00eb 5-mujorin nuk e kan\u00eb b\u00ebr\u00eb entuziaste qeverin\u00eb e cila rritur planin e t\u00eb ardhurave m\u00eb pak se t\u00eb ardhurat shtes\u00eb q\u00eb grumbulloi n\u00eb raport me planin e periudh\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas aktit normativ t\u00eb qeveris\u00eb, 2 miliard\u00eb lek\u00eb ark\u00ebtime shtes\u00eb pritet t\u00eb gjenerohen nga: (+600 milion\u00eb lek\u00eb) nga Tatimi Mbi Fitimin, (+400 milion\u00eb lek\u00eb) nga akcizat, (+200 mln lek\u00eb) nga Tatimi mbi t\u00eb Ardhurat Personale dhe (+800) milion\u00eb lek\u00eb nga sigurimet shoq\u00ebrore. <\/span><\/p>\n<p><span style=\"color: #000000;\">Edhe pse pun\u00ebsimi n\u00eb tremujorin e par\u00eb t\u00eb vitit 2021 numri i t\u00eb pun\u00ebsuarve ishte rreth 33 mij\u00eb persona m\u00eb i ul\u00ebt se n\u00eb t\u00eb nj\u00ebt\u00ebn periudhe t\u00eb vitit 2020, t\u00eb ardhurat nga sigurimet shoq\u00ebrore jan\u00eb rritur. Shkak \u00ebsht\u00eb b\u00ebr\u00eb rritja e pag\u00ebs minimale n\u00eb 30 mij\u00eb lek\u00eb n\u00eb fillim t\u00eb k\u00ebtij viti nga 260 mij\u00eb lek\u00eb q\u00eb ishte m\u00eb par\u00eb si dhe fakti q\u00eb pjesa m\u00eb e madhe e aatyre q\u00eb humb\u00ebn pun\u00ebn ishin n\u00eb sektorin bujq\u00ebsor, q\u00eb nuk kan\u00eb pesh\u00eb t\u00eb lart\u00eb n\u00eb t\u00eb ardhurat nga sigurimet. <\/span><\/p>\n<p><span style=\"color: #000000;\">Rritja me 15 % e pag\u00ebs minimale ka rritur t\u00eb ardhurat nga sigurimet pasi gati 28 p\u00ebr qind e t\u00eb pun\u00ebsuarve paguheshin m\u00eb pak se 30 mij\u00eb lek\u00eb deri n\u00eb fund t\u00eb vitit 2019.<\/span><\/p>\n<p><span style=\"color: #000000;\">M\u00eb shume se nga rigjall\u00ebrimi i ekonomis\u00eb t\u00eb ardhurat shtes\u00eb n\u00eb buxhet n\u00eb pes\u00eb mujorin e par\u00eb t\u00eb vitit u mb\u00ebshteten nga rritja e importeve n\u00eb disa artikuj, q\u00eb p\u00ebr pasoj\u00eb ndikuan n\u00eb rritjen e t\u00eb ardhurave doganore. P\u00ebr pasoj\u00eb burimet q\u00eb gjeneruan rritjen e t\u00eb ardhurave gjat\u00eb pes\u00ebmujorit nuk jan\u00eb t\u00eb garantuara p\u00ebr muajt n\u00eb vijim.<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb ardhurat doganore (t\u00eb ardhurat nga TVSH n\u00eb import, akciza, taksa doganore dhe renta minerare) u realizuan n\u00eb vler\u00ebn 67.8 miliard\u00eb lek\u00eb, 12.9 miliard\u00eb lek\u00eb ose 23.5% m\u00eb shum\u00eb se 5 mujori 2020, si dhe 1.2 miliard\u00eb lek\u00eb ose 1.8% m\u00eb shum\u00eb se plani i t\u00eb ardhurave doganore p\u00ebr 5 mujorin e vitit 2021.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas Analiz\u00ebs s\u00eb 60 grup mallrave, 54.9% t\u00eb kontributit n\u00eb totalin e t\u00eb ardhurave doganore e z\u00ebn\u00eb 7 produkte dhe p\u00ebrkat\u00ebsisht: karburant importi me 23.7% t\u00eb t\u00eb ardhurave, cigaret me 12.5% t\u00eb t\u00eb ardhurave, si dhe metalet baz\u00eb dhe artikujt prej tyre z\u00ebn\u00eb 6.1% t\u00eb t\u00eb ardhurave totale doganore, automjetet e p\u00ebrdorura me 4.4% t\u00eb t\u00eb ardhurave, plastika dhe artikujt 2.8% t\u00eb t\u00eb ardhurave, veshje tekstile 2.7% dhe ushqime t\u00eb p\u00ebrgatitura 2.6% t\u00eb t\u00eb ardhurave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Importet e karburanteve jan\u00eb grupi q\u00eb kan\u00eb udh\u00ebhequr rritjen e t\u00eb ardhurave doganore q\u00eb prej vitit 2020.
