Shifra e numrit t\u00eb mjeteve krijon mund\u00ebsin\u00eb p\u00ebr t\u00eb krijuar nj\u00eb ide rreth problemit t\u00eb automjeteve t\u00eb pasiguruara. Mb\u00ebshtetur n\u00eb t\u00eb dh\u00ebnat e Autoritetit t\u00eb Mbik\u00ebqyrjes Financiare, p\u00ebr vitin 2019 kompanit\u00eb e sigurimeve raportuan 491 mij\u00eb polica sigurimi t\u00eb shitura n\u00eb klas\u00ebn e sigurimit motorik p\u00ebr p\u00ebrgjegj\u00ebsit\u00eb ndaj pal\u00ebve t\u00eb treta. Nga raporti mes k\u00ebtyre shifrave rezulton se vet\u00ebm 78% e mjeteve t\u00eb regjistruara jan\u00eb siguruar sipas k\u00ebrkesave t\u00eb ligjit p\u00ebr sigurimet e detyrueshme motorike. 22% e totalit ose rreth 138 mij\u00eb mjete rezultojn\u00eb t\u00eb pasiguruara.<\/span><\/p>\n<p><span style=\"color: #000000;\">Shifra duket shum\u00eb e lart\u00eb dhe me siguri nj\u00eb pjes\u00eb e madhe e k\u00ebtyre mjeteve nuk qarkullojn\u00eb rregullisht. Ve\u00e7 atyre q\u00eb jan\u00eb t\u00eb \u00e7regjistruara p\u00ebrkoh\u00ebsisht, ajo mund t\u00eb p\u00ebrfshij\u00eb edhe shum\u00eb automjete q\u00eb nuk jan\u00eb \u00e7regjistruar p\u00ebr shkak t\u00eb neglizhenc\u00ebs dhe sidomos p\u00ebr t\u00eb shmangur pages\u00ebn e detyrimeve, fenomen ky q\u00eb ka qen\u00eb historikisht problematik n\u00eb Shqip\u00ebri. Megjithat\u00eb, edhe duke llogaritur k\u00ebt\u00eb faktor, drejtuesit e kompanive t\u00eb sigurimit pretendojn\u00eb se mjetet e pasiguruara jan\u00eb nj\u00eb problem i madh p\u00ebr tregun dhe numri i tyre mund t\u00eb jet\u00eb rreth 100 mij\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Mossigurimi i mjeteve \u00ebsht\u00eb shqet\u00ebsim i madh p\u00ebr siguruesit. jo vet\u00ebm p\u00ebr shkak t\u00eb t\u00eb ardhurave t\u00eb munguara nga sigurimet TPL, por edhe p\u00ebr shkak t\u00eb d\u00ebmeve q\u00eb k\u00ebto mjete mund t\u00eb shkaktojn\u00eb. Sipas ligjit, pagesa e d\u00ebmeve nga mjetet e pasiguruara \u00ebsht\u00eb detyrim i Fondit t\u00eb Kompensimit t\u00eb Byros\u00eb Shqiptare t\u00eb Sigurimeve, q\u00eb financohet direkt nga kompanit\u00eb e sigurimeve. Q\u00eb nga fillimi i vitit 2016, Fondi ka paguar rreth 25 milion\u00eb euro d\u00ebme, nj\u00eb pjes\u00eb e madhe e t\u00eb cilave ishin t\u00eb bartura prej vitesh. Byroja e Sigurimeve ka t\u00eb drejt\u00eb t\u00eb ngrej\u00eb n\u00eb vijim padi regresi ndaj p\u00ebrgjegj\u00ebsve t\u00eb aksidenteve, p\u00ebr t\u00eb k\u00ebrkuar shum\u00ebn e d\u00ebmit t\u00eb shkaktuar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Rimarrja e d\u00ebmeve nga shkaktar\u00ebt e aksidenteve \u00ebsht\u00eb nj\u00eb proces i v\u00ebshtir\u00eb, p\u00ebr shkak t\u00eb funksionimit t\u00eb ngadalt\u00eb t\u00eb proceseve gjyq\u00ebsore, por edhe sepse n\u00eb shum\u00eb raste shkaktar\u00ebt e d\u00ebmeve ngelen t\u00eb paidentifikuar. P\u00ebr k\u00ebt\u00eb arsye, drejtuesit e kompanive t\u00eb sigurimit k\u00ebrkojn\u00eb gjetjen e mekanizmave m\u00eb efikas\u00eb p\u00ebr t\u00eb garantuar sigurimin e mjeteve sipas ligjit. Nj\u00eb nga propozimet e fundit \u00ebsht\u00eb q\u00eb mjetet t\u00eb cilat nuk p\u00ebrt\u00ebrijn\u00eb polic\u00ebn e sigurimit brenda nj\u00eb afati t\u00eb caktuar t\u00eb gjobiten dhe t\u00eb \u00e7regjistrohen automatikisht nga sistemet e DPSHTRR.
