Ajo gjithashtu po g\u00ebrryen besimin e publikut te institucionet qeveritare duke qen\u00eb se ato po p\u00ebrdoren gjithnj\u00eb e n\u00eb rritje p\u00ebr t\u2019u sh\u00ebrbyer interesave private.<\/span><\/p>\n<p><span style=\"color: #000000;\">Prania e kapjes s\u00eb shtetit n\u00eb Shqip\u00ebri, Bosnj\u00eb Hercegovin\u00eb, Kosov\u00eb, Mal t\u00eb Zi, Maqedoni t\u00eb Veriut e Turqi \u00ebsht\u00eb raportuar n\u00eb raportet e zgjerimit t\u00eb Komisionit Europian, por mb\u00ebshtjellja dhe motivimi nuk \u00ebsht\u00eb adresuar n\u00eb m\u00ebnyr\u00eb t\u00eb mjaftueshme n\u00eb reformat e nxitura n\u00eb rajon. <\/span><\/p>\n<p><span style=\"color: #000000;\">Jan\u00eb b\u00ebr\u00eb p\u00ebrpjekje p\u00ebr t\u00eb krijuar mekanizma ligjore dhe transparent\u00eb e institucione llogaridh\u00ebn\u00ebse p\u00ebr t\u00eb adresuar kontrollin e \u00e7\u00ebshtjeve komb\u00ebtare nga interesa private. K\u00ebto kan\u00eb synuar q\u00eb t\u00eb garantonjn\u00eb pavar\u00ebsi gjyq\u00ebsore e parlamentare si dhe zbatim t\u00eb barabart\u00eb t\u00eb ligjit. <\/span><\/p>\n<p><span style=\"color: #000000;\">Megjithat\u00eb efektiviteti i sundimit t\u00eb ligjit mbetet ende nj\u00eb sfid\u00eb n\u00eb k\u00ebto vende. Ai g\u00ebrryhet vijim\u00ebsisht nga lider\u00ebt politik\u00eb, motivimi kryesor i t\u00eb cil\u00ebve \u00ebsht\u00eb kapja e shtetit p\u00ebr p\u00ebrfitime private. Kjo \u00e7on n\u00eb rritje t\u00eb abuzimit me zyr\u00ebn shtet\u00ebrore.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky raport i <a href=\"https:\/\/www.transparency.org\/en\/publications\/examining-state-capture#\"><span style=\"color: #0000ff;\">Transparency International<\/span><\/a> ekzaminon dy faktor\u00eb ky\u00e7 q\u00eb mund\u00ebsojn\u00eb e leht\u00ebsojn\u00eb kapjen e shtetit n\u00eb Ballkanin Per\u00ebndimor e Turqi: pand\u00ebshkueshm\u00ebria p\u00ebr korrupsionin n\u00eb nivele t\u00eb larta dhe ligjet e b\u00ebra me porosi. Raporti siguron dep\u00ebrtimin n\u00eb at\u00eb sesi sistemi gjyq\u00ebsor trajton korrupsionin n\u00eb nivele t\u00eb larta dhe korrupsionin\u00a0 e zyrtar\u00ebve t\u00eb nivelit t\u00eb lart\u00eb. <\/span><\/p>\n<p><span style=\"color: #000000;\">Ai tregon gjithashtu sesi ky problem \u00a0dhe ndikimi i paligjsh\u00ebm n\u00eb b\u00ebrjen e ligjeve n\u00eb sh\u00ebrbim t\u00eb interesave private ndihmon n\u00eb arritjen dhe mbajtjen e kapjes s\u00eb shtetit.<\/span><\/p>\n<p><strong>Raporti i plot\u00eb<\/strong><\/p>\n<p>Ky projekt mb\u00ebshtetet n\u00eb pun\u00ebn e m\u00ebparshme t\u00eb Transparency International n\u00eb Ballkanin Per\u00ebndimor dhe Turqi. Nj\u00eb hulumtim i thelluar i p\u00ebrpjekjeve anti-korrupsion i kryer nga Transparency International n\u00eb Shqip\u00ebri, Bosnj\u00eb dhe Hercegovin\u00eb, Kosov\u00eb, Maqedoni t\u00eb Veriut, Mal i Zi, Serbi dhe Turqi midis 2014 dhe 2015 zbuloi se kapja e shtetit ishte nj\u00eb problem prej shume koh\u00ebsh n\u00eb t\u00eb\u00a0 shtata vendet.<\/p>\n<p>Nj\u00eb nga sfidat q\u00eb pengon zbatimin e shtetit t\u00eb s\u00eb drejt\u00ebs ka qen\u00eb roli q\u00eb an\u00ebtar\u00ebsia ne grupe kulturore, t\u00eb tilla si an\u00ebtar\u00ebsia n\u00eb nj\u00eb\u00a0 klan, vazhdon t\u00eb luaj\u00eb n\u00eb politik\u00ebn shqiptare.<\/p>\n<p>Klanet mund t\u00eb jen\u00eb aq t\u00eb fuqishme sa grupet e interesit pasi ato jan\u00eb struktura joformale, hierarkike, t\u00eb bazuara n\u00eb identitet, t\u00eb marra nga lidhje t\u00eb ngushta dhe marr\u00ebdh\u00ebnie besimi. Klanet n\u00eb Shqip\u00ebri ndikojn\u00eb n\u00eb sjelljen e an\u00ebtar\u00ebve t\u00eb tyre dhe formojn\u00eb nd\u00ebrveprimet shoq\u00ebrore brenda grupit, si dhe me klanet e tjera dhe institucionet qeveritare. Ndikimi i tyre n\u00eb politik\u00eb pasqyrohet n\u00eb sistemin e partive politike, nd\u00ebrsa nd\u00ebrhyrja e tyre n\u00eb institucionet shtet\u00ebrore reflektohet n\u00eb krushqin\u00eb e zgjatur dhe nepotizmin q\u00eb ekziston n\u00eb administrat\u00ebn publike shqiptare<\/p>\n<p>Nj\u00eb shembull i klientelizmit politik paraqitet n\u00eb rastin e ish-kryebashkiakut t\u00eb Durr\u00ebsit Vangjush Dako, an\u00ebtar i komitetit drejtues t\u00eb Partis\u00eb Socialiste n\u00eb at\u00eb koh\u00eb dhe p\u00ebrgjegj\u00ebs p\u00ebr fushat\u00ebn zgjedhore n\u00eb Durr\u00ebs gjat\u00eb zgjedhjeve t\u00eb vitit 2017 n\u00eb Shqip\u00ebri. Dako bashk\u00ebpunoi me klanin lokal Avdulaj n\u00eb blerjen e votave dhe frik\u00ebsimin e votuesve n\u00eb k\u00ebmbim t\u00eb trajtimit t\u00eb favorizuar n\u00eb institucionet lokale.<\/p>\n<p><strong>Lidhja me Krimet e organizuara<\/strong><\/p>\n<p>N\u00eb Shqip\u00ebri, p\u00ebr shembull, ish-ministri i brendsh\u00ebm Samir Tahiri, n\u00eb bashk\u00ebpunim me drejtorin e stacionit lokal t\u00eb policis\u00eb n\u00eb Vlor\u00eb, u akuzua p\u00ebr ndihm\u00ebn e nj\u00eb grupi kriminal. Sipas akuz\u00ebs, ai dyshohet se u dha informacion trafikant\u00ebve dhe hoqi pengesat p\u00ebr trafikimin e narkotik\u00ebve gjat\u00eb mandatit t\u00eb tij n\u00eb detyr\u00eb nga 2013 n\u00eb Provat e prokuroris\u00eb p\u00ebrfshinin komunikime q\u00eb u referoheshin dhuratave t\u00eb vlefshme dhe nj\u00eb p\u00ebrqindje t\u00eb l\u00ebnd\u00ebs narkotike p\u00ebr Tahirin dhe familjen e tij n\u00eb k\u00ebmbim t\u00eb mbrojtjes. N\u00eb vitin 2019 Gjykata e Shkall\u00ebs s\u00eb Par\u00eb p\u00ebr Krime t\u00eb R\u00ebnda e shpalli Tahirin fajtor p\u00ebr vepr\u00ebn penale t\u00eb shp\u00ebrdorimit t\u00eb detyr\u00ebs, por e pastroi at\u00eb nga trafiku i drog\u00ebs dhe duke qen\u00eb pjes\u00eb e nj\u00eb grupi kriminal. Vendimi i par\u00eb u apelua dhe \u00e7\u00ebshtja u vendos t\u00eb gjykohej nga Gjykata Speciale e\u00a0Thirrja kund\u00ebr krimit t\u00eb organizuar dhe korrupsionit.<\/p>\n<p><strong>Ligjet p\u00ebr t\u00eb kontrolluar nj\u00eb sektor t\u00eb industris\u00eb<\/strong><\/p>\n<p>Nd\u00ebrsa m\u00eb shum\u00eb k\u00ebrkime duhet t\u00eb b\u00ebhen p\u00ebr t\u00eb kuptuar plot\u00ebsisht fush\u00ebn dhe ndikimin e ndikimit t\u00eb paligjshem n\u00eb ligjb\u00ebrje &#8211; e cila \u00ebsht\u00eb sfiduese p\u00ebr vet\u00ebh natyr\u00ebn e k\u00ebtij fenomeni &#8211; gjetjet tona fillestare tregojn\u00eb se fenomeni i ligjeve t\u00eb b\u00ebra sipas d\u00ebshir\u00ebs nuk manifestohet n\u00eb t\u00eb nj\u00ebjt\u00ebn m\u00ebnyr\u00eb n\u00eb shtat\u00eb vendet e p\u00ebrfshira n\u00eb raport. Kjo ka ndodhur n\u00eb tre vende: Bosnja dhe Hercegovina, Maqedonia e Veriut dhe Shqip\u00ebria.<\/p>\n<p>N\u00eb dy vitet pas miratimit t\u00eb ligjit, industria e loj\u00ebrave t\u00eb fatit rriti t\u00eb ardhurat e saj me 68 p\u00ebrqind. P\u00ebrfituesit kryesor\u00eb t\u00eb ligjit ishin pes\u00eb kompani t\u00eb loj\u00ebrave t\u00eb fatit q\u00eb dominojn\u00eb af\u00ebrsisht 80 p\u00ebrqind t\u00eb industris\u00eb (Top Bast, Apex-Al, Astra Albania, Adriatik Game dhe Top Start). \u00cbsht\u00eb e mundur q\u00eb ligji jo vet\u00ebm q\u00eb rriti fitimet e k\u00ebtyre nd\u00ebrmarrjeve, por gjithashtu mund t\u00eb ket\u00eb leht\u00ebsuar pastrimin e parave, duke marr\u00eb parasysh lidhjet midis\u00a0industris\u00eb e loj\u00ebrave t\u00eb fatit dhe krimin e organizuar\u00a0grupeve.<\/p>\n<p>Sipas raportit t\u00eb Departamentit t\u00eb Shtetit t\u00eb SHBA 2018 p\u00ebr pastrimin e parave, loj\u00ebrat e fatit\u00a0\u00ebsht\u00eb nj\u00eb nga metodat m\u00eb t\u00eb njohura p\u00ebr t\u00eb fshehur t\u00eb ardhurat e paligjshme n\u00eb Shqip\u00ebri. K\u00ebshtu, p\u00ebrfituesit e ligjit mund t\u00eb p\u00ebrfshijn\u00eb rrjete t\u00eb krimit t\u00eb organizuar dhe politikan\u00eb q\u00eb financojn\u00eb fushatat e tyre me para t\u00eb tilla.<\/p>\n<p>Nj\u00eb nga efektet e k\u00ebtij lloji t\u00eb ligjit t\u00eb personalizuar \u00ebsht\u00eb p\u00ebrjashtimi i konkurrent\u00ebve, i cili nga ana tjet\u00ebr ka nj\u00eb ndikim negativ n\u00eb zhvillimin ekonomik. Sidoqoft\u00eb, ky nuk \u00ebsht\u00eb efekti i vet\u00ebm. N\u00eb disa raste, ligje t\u00eb tilla mund t\u00eb jen\u00eb shum\u00eb t\u00eb kushtueshme p\u00ebr buxhetin publik. N\u00eb vitin 2018, kompania A.N.K. paraqiti nj\u00eb propozim t\u00eb pak\u00ebrkuar p\u00ebr qeverin\u00eb e Shqip\u00ebris\u00eb p\u00ebr nd\u00ebrtimin e autostrad\u00ebs Milot-Balldren. N\u00eb qershor 2018, K\u00ebshilli i Ministrave dha nj\u00eb kompani bonus prej 8.5 p\u00ebrqind dhe n\u00eb tetor Ministria e Infrastruktur\u00ebs njoftoi nj\u00eb<\/p>\n<p>Koncesion 13-vje\u00e7ar p\u00ebr A.N.K Sh.P.K. p\u00ebr nd\u00ebrtimin e rrug\u00ebs 17.2 km Milot-Balldren. Ligji Nr 52 u miratua n\u00eb Korrik 2019 p\u00ebr k\u00ebt\u00eb q\u00ebllim.<\/p>\n<p>P\u00ebr pun\u00ebn, kompania do t\u00eb ngarkoj\u00eb 256 milion \u20ac (15 milion \u20ac p\u00ebr km), m\u00eb shum\u00eb se dyfishi i shum\u00ebs q\u00eb qeveria e Shqip\u00ebris\u00eb kishte parashikuar p\u00ebr nd\u00ebrtimin e rrug\u00ebs n\u00eb Strategjin\u00eb e Transportit Sektorial 2016-2020.77 Megjithat\u00eb, qeveria alokoi nj\u00eb shtes\u00eb prej 44 milion \u20ac p\u00ebr projektin n\u00eb planin e tij buxhetor afatmes\u00ebm, duke rritur koston totale n\u00eb gati 300 milion \u20ac.<\/p>\n<p>Institucioni i Lart\u00eb i Kontrollit t\u00eb Shtetit t\u00eb Shqip\u00ebris\u00eb (KLSH) zbuloi nj\u00eb rritje artificiale n\u00eb kostot e projektit t\u00eb krijuar duke e kualifikuar projektin si nj\u00eb &#8220;autostrad\u00eb&#8221; n\u00eb vend t\u00eb nj\u00eb &#8220;rruge nd\u00ebrurbane&#8221; me nj\u00eb rritje konsekuente t\u00eb \u00e7mimit nga 61.5 milion \u20ac n\u00eb 140 milion \u20ac n\u00eb studimin e fizibilitetit.<\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"<p>Kapja e shtetit n\u00eb vendet e Ballkanit Per\u00ebndimor dhe Turqi po pasuron politikan\u00ebt dhe rrjetet e tyre n\u00eb kurriz t\u00eb qytetar\u00ebve t\u00eb zakonsh\u00ebm dhe me kosto t\u00eb madhe.
