GRAMOZ RU\u00c7I<\/span><\/p>\n<p><span style=\"color: #000000;\">KRYETAR I KUVENDIT T\u00cb SHQIP\u00cbRIS\u00cb<\/span><\/p>\n<p><span style=\"color: #000000;\">Tiran\u00eb<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb nderuar Prokuror\u00eb,<\/span><\/p>\n<p><span style=\"color: #000000;\">Me shkres\u00ebn me nr. 2681 prot., dat\u00eb 20.10.2020 t\u00eb Kuvendit, jam njohur me p\u00ebrmbajtjen e ligjit nr. 126\/2020 \u201cP\u00ebr metrologjin\u00eb\u201d, t\u00eb miratuar n\u00eb seanc\u00ebn plenare t\u00eb dat\u00ebs 15 tetor 2020 nga Kuvendi i Shqip\u00ebris\u00eb dhe p\u00ebr t\u00eb cilin m\u2019u k\u00ebrkua shpallja e tij. Sipas dokumentacionit parlamentar, rezulton se ligji ishte nism\u00eb e K\u00ebshillit t\u00eb Ministrave, ndjekur si praktik\u00eb propozuese nga Ministria e Financave dhe Ekonomis\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Projektligji \u00ebsht\u00eb shqyrtuar n\u00eb Kuvendin e Shqip\u00ebris\u00eb nga Komisioni p\u00ebr Veprimtarit\u00eb Prodhuese, Tregtin\u00eb dhe Mjedisin si komision p\u00ebrgjegj\u00ebs, nd\u00ebrkoh\u00eb q\u00eb n\u00eb cil\u00ebsin\u00eb e komisionit p\u00ebr dh\u00ebnie mendimi p\u00ebr k\u00ebt\u00eb ligj \u00ebsht\u00eb shprehur dhe Komisioni p\u00ebr \u00c7\u00ebshtjet Ligjore, Administrat\u00ebn Publike dhe t\u00eb Drejtat e Njeriut dhe Komisioni Parlamentar p\u00ebr Integrimin Europian.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga shqyrtimi i p\u00ebrmbajtjes s\u00eb ligjit nr. 126\/2020, n\u00eb raport me Kushtetut\u00ebn dhe kuadrin ligjor ekzistues n\u00eb fuqi, konstatova se ky ligj \u00ebsht\u00eb nj\u00eb ligj me p\u00ebrmbajtje t\u00eb lart\u00eb antikushtetutshm\u00ebrie, me parashikime n\u00eb shkelje flagrante t\u00eb parimeve themelore kushtetuese t\u00eb funksionimit t\u00eb tregut t\u00eb lir\u00eb dhe konkurrues.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga ana tjet\u00ebr, disa parashikime t\u00eb propozuara n\u00eb komisionin p\u00ebrgjegj\u00ebs parlamentar p\u00ebr shqyrtimin e tij, q\u00eb ndryshonin n\u00eb m\u00ebnyr\u00eb thelb\u00ebsore disa dispozita n\u00eb raport me propozimin e ardhur nga ministria p\u00ebrgjegj\u00ebse, kan\u00eb sjell\u00eb si pasoj\u00eb p\u00ebrkeq\u00ebsim edhe m\u00eb t\u00eb madh t\u00eb parashikimeve t\u00eb k\u00ebtij ligji.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ve\u00e7an\u00ebrisht kam konstatuar se, rregullat e p\u00ebrcaktuara n\u00eb k\u00ebt\u00eb ligj, p\u00ebrb\u00ebjn\u00eb dhe shembullin m\u00eb tipik, t\u00eb fenomenit t\u00eb \u201ckorrupsionit legjislativ\u201d, pasi n\u00eb disa dispozita t\u00eb tij krijohen hap\u00ebsira p\u00ebr zhvillimin e praktikave korruptive dhe shtrohet terreni q\u00eb k\u00ebto praktika n\u00eb d\u00ebm t\u00eb interesit t\u00eb popullat\u00ebs dhe interesit publik, t\u00eb realizohen drejtp\u00ebrdrejt\u00eb p\u00ebrmes ligjit dhe mbrojtjes q\u00eb ai ofron p\u00ebr subjektet q\u00eb do t`i realizojn\u00eb ato.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky ligj, i cili duhet t\u00eb ket\u00eb p\u00ebr objekt p\u00ebrmir\u00ebsimin e kuadrit rregullator p\u00ebr veprimtarit\u00eb n\u00eb metrologjin\u00eb shkencore, sistemin e nj\u00ebsis\u00eb s\u00eb matjes, standardet e matjes, bazat p\u00ebr t\u00eb siguruar gjurmueshm\u00ebrin\u00eb e matjes, kontrollin metrologjik ligjor t\u00eb instrumenteve mat\u00ebse dhe rregullat p\u00ebr organizimin e funksionimin e sistemit komb\u00ebtar metrologjik n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb, n\u00eb fakt, n\u00eb t\u00ebr\u00ebsi t\u00eb tij p\u00ebrfshin parashikime q\u00eb b\u00ebjn\u00eb t\u00eb mundur leht\u00ebsimin sa m\u00eb shum\u00eb t\u00eb procedur\u00ebs q\u00eb nj\u00eb sh\u00ebrbim publik q\u00eb \u00ebsht\u00eb dhe duhet t\u00eb ngelet p\u00ebrgjegj\u00ebsi e organeve publike p\u00ebr t`u ushtruar, t\u00eb kryhet nga subjekte private, por:<\/span><\/p>\n<p><span style=\"color: #000000;\">pa nj\u00eb procedur\u00eb t\u00eb qart\u00eb dhe t\u00eb mir\u00ebp\u00ebrcaktuar ligjore t\u00eb ushtrimit t\u00eb p\u00ebrgjegj\u00ebsis\u00eb;<\/span><\/p>\n<p><span style=\"color: #000000;\">pa kritere ligjore konkurrueshm\u00ebrie; dhe \u00e7\u2019ka \u00ebsht\u00eb akoma m\u00eb e r\u00ebnd\u00eb,<\/span><\/p>\n<p><span style=\"color: #000000;\">duke mbyllur me vet\u00ebdije \u00e7do hap\u00ebsir\u00eb p\u00ebr kontrollin dhe monitorimit nga shteti t\u00eb m\u00ebnyr\u00ebs se si ky sh\u00ebrbim publik i deleguar p\u00ebr t`u ofruar\/ushtruar nga nj\u00eb subjekt privat, po realizohet n\u00eb praktik\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebto aspekte t\u00eb ligjit, por jo vet\u00ebm, krijojn\u00eb premisa dhe mb\u00ebshtesin praktikat korruptive n\u00ebse ky ligj hyn n\u00eb fuqi me k\u00ebt\u00eb p\u00ebrmbajtje.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrmes k\u00ebtij ligji, shteti heq dor\u00eb nga nj\u00eb sh\u00ebrbim t\u00ebr\u00ebsisht publik. Jo vet\u00ebm q\u00eb heq dor\u00eb nga p\u00ebrgjegj\u00ebsia e tij publike, por kufizon \u00e7do mund\u00ebsi kontrolli ndaj subjekteve private q\u00eb do t\u00eb jen\u00eb p\u00ebrfitues t\u00eb ushtrimit t\u00eb k\u00ebtij funksioni me karakter publik.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky akt duket se synon t\u00eb ligj\u00ebroj\u00eb nj\u00eb skem\u00eb p\u00ebr q\u00ebllime klienteliste, n\u00eb dh\u00ebnien me koncesion t\u00eb sh\u00ebrbimit shtet\u00ebror tek subjekte privat, n\u00eb m\u00ebnyr\u00eb t\u00eb pakontrolluar, dhe pa negociuar asnj\u00eb kusht p\u00ebr mbrojtjen e interesit shtet\u00ebror.<\/span><\/p>\n<p><span style=\"color: #000000;\">Ky ligj:<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013\u00a0 shmang konkurrenc\u00ebn e lir\u00eb;<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013\u00a0 d\u00ebmton interesin publik;<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013\u00a0 cenon interesat e shtetasve dhe t\u00eb konsumatorit;<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013\u00a0 cenon financiat publike;<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013\u00a0 krijon shteg p\u00ebr abuzim me t\u00eb drejtat e konsumatorit n\u00eb t\u00ebr\u00ebsi;<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013\u00a0 mbart rrezikun e prodhimit t\u00eb kostove shtes\u00eb p\u00ebr nj\u00eb sh\u00ebrbim q\u00eb duhet t\u00eb kryhej nga shteti;<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013 ligj\u00ebron ekskluzivitetin e ushtrimit t\u00eb sh\u00ebrbimeve publike nga subjekte t\u00eb caktuar privat\u00eb duke krijuar vet\u00eb ligjv\u00ebn\u00ebsi monopole, n\u00eb cenim t\u00eb tregut t\u00eb lir\u00eb e konkurrues;<\/span><\/p>\n<p><span style=\"color: #000000;\">\u2013 \u00ebsht\u00eb tregues se si ligjv\u00ebnsi nuk ushtron m\u00eb veprimtarin\u00eb dhe vendimmarrjen n\u00eb mbrojtje t\u00eb interesit publik, por \u00ebsht\u00eb orientuar n\u00eb mbrojtje t\u00eb nj\u00eb pakice subjektesh private.<\/span><\/p>\n<p><span style=\"color: #000000;\">E th\u00ebn\u00eb thjesht, ky ligj, nisur nga p\u00ebrmbajtja evazive e dispozitave q\u00eb lidhen me dh\u00ebnien e autorizimeve dhe munges\u00ebs s\u00eb q\u00ebllimshme t\u00eb mekanizmave kontrollues, krijon bindjen tek publiku, e jo vet\u00ebm te Presidenti i Republik\u00ebs, se de facto i hapet rruga dh\u00ebnies s\u00eb t\u00eb drejtave koncesionare t\u00eb tjera, n\u00eb m\u00ebnyr\u00eb t\u00eb fsheht\u00eb, n\u00eb shkelje flagrante t\u00eb procedur\u00ebs konkurruese sipas legjislacionit n\u00eb fuqi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pra, p\u00ebrmes k\u00ebtij ligji sipas p\u00ebrmbajtjes s\u00eb miratuar, nga nes\u00ebr \u00e7do sh\u00ebrbim q\u00eb k\u00ebrkon certifikimin metrologjik, mund t\u00eb jepet me koncesion pa gar\u00eb, por thjesht dhe vet\u00ebm me firm\u00ebn e nj\u00eb drejtori.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrmes ligjit p\u00ebr metrologjin\u00eb, synohet q\u00eb paligjshm\u00ebris\u00eb dhe abuzimit t`i sigurohet mbrojtje ligjore.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb bindje t\u00eb Kushtetut\u00ebs dhe n\u00eb zbatim t\u00eb nenit 85, pika 1, t\u00eb saj, kam kthyer p\u00ebr rishqyrtim n\u00eb Kuvend k\u00ebt\u00eb ligj me Dekretin nr. 11811, dat\u00eb 5.11.2020 \u201cP\u00ebr kthimin e ligjit nr. 126\/2020 \u201cP\u00ebr metrologjin\u00eb\u201d\u201d, dekret i cili ende nuk \u00ebsht\u00eb shqyrtuar nga Kuvendi dhe n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb edhe ligji nr. 126\/2020, nuk ka hyr\u00eb ende n\u00eb fuqi.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nisur nga niveli shum\u00eb i lart\u00eb i hap\u00ebsirave q\u00eb lejon ky ligj p\u00ebr praktika abuzive me dh\u00ebnien\u00a0 e autorizimeve dhe ofrimit t\u00eb sh\u00ebrbimit publik nga subjekte private, si President i Republik\u00ebs, p\u00ebrmes k\u00ebsaj shkrese i b\u00ebj thirrje Prokuroris\u00eb s\u00eb Posa\u00e7me kund\u00ebr Korrupsionit dhe Krimit t\u00eb Organizuar (SPAK) t\u00eb nis\u00eb menj\u00ebher\u00eb hetimet p\u00ebr t\u00eb verifikuar se si \u00ebsht\u00eb nd\u00ebrmarr\u00eb dhe shqyrtuar nisma nga qeveria dhe cilat kan\u00eb qen\u00eb arsyet reale dhe autor\u00ebt q\u00eb e kan\u00eb shtyr\u00eb apo keqinformuar Kuvendin e Shqip\u00ebris\u00eb t\u00eb pranoj\u00eb k\u00ebt\u00eb rregullim ligjor n\u00eb d\u00ebm t\u00eb interesit publik, duke vendosur p\u00ebrpara p\u00ebrgjegj\u00ebsis\u00eb t\u00eb gjith\u00eb ata q\u00eb kan\u00eb iniciuar, punuar, ndihmuar, leht\u00ebsuar dhe kan\u00eb b\u00ebr\u00eb t\u00eb mundur q\u00eb kjo nism\u00eb t\u00eb shoh\u00eb drit\u00ebn e miratimit n\u00eb Kuvend dhe t`i hap\u00eb rrug\u00ebn praktikave abuzive me pasurin\u00eb publike dhe t\u00eb ardhurave t\u00eb qytetar\u00ebve gjat\u00eb zbatimit n\u00eb praktik\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nisur nga niveli i hap\u00ebsirave t\u00eb m\u00ebdha q\u00eb l\u00ebn\u00eb parashikimet e k\u00ebtij akti p\u00ebr abuzime me q\u00ebllime klienteliste, krijohet dyshimi i bazuar se administrata shtet\u00ebrore ka q\u00ebn\u00eb n\u00ebn ndikim apo presion p\u00ebr propozimin deri n\u00eb Kuvendin e Shqip\u00ebris\u00eb t\u00eb parashikimeve ligjore q\u00eb mund\u00ebsojn\u00eb dh\u00ebnien e autorizimeve duke shmangur k\u00ebrkesat e legjislacionit n\u00eb fuqi q\u00eb garanton konkurrenc\u00ebn e lir\u00eb e t\u00eb ndershme, barazin\u00eb e pal\u00ebve n\u00eb procedurat konkurruese, kontrollin shtet\u00ebror mbi m\u00ebnyr\u00ebn e ushtrimit t\u00eb sh\u00ebrbimeve publike t\u00eb detyrueshme nga subjekte private.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa p\u00ebrmes parashikimeve t\u00eb fshehura dhe t\u00eb paqarta ligjore, krijohen t\u00eb gjitha dyshimet e arsyeshme se synimi \u00ebsht\u00eb vendosja n\u00ebn mbrojtje ligjore t\u00eb \u00e7do abuzimi q\u00eb do t\u00eb mund t`i b\u00ebhet shtetit shqiptar dhe qytetar\u00ebve t\u00eb tij.<\/span><\/p>\n<p><span style=\"color: #000000;\">Presidenti i Republik\u00ebs \u00ebsht\u00eb i nd\u00ebrgjegjsh\u00ebm se deputet\u00ebt nuk mbajn\u00eb p\u00ebrgjegj\u00ebsi p\u00ebr mendimet e shprehura dhe p\u00ebr vot\u00ebn e dh\u00ebn\u00eb n\u00eb ushtrim t\u00eb funksionit. Kjo \u00ebsht\u00eb p\u00ebrgjegj\u00ebsi e natyr\u00ebs politike, gjyqtar i s\u00eb cil\u00ebs \u00ebsht\u00eb publiku shqiptar me an\u00eb t\u00eb instrumentit politik t\u00eb vot\u00ebs gjat\u00eb zgjedhjeve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Por ky parashikim kushtetues, nuk mund t\u00eb p\u00ebrdoret kurr\u00ebsesi si nj\u00eb \u201cstreh\u00eb imunitare\u201d p\u00ebr veprimet e tjera t\u00eb nd\u00ebshkueshme penalisht t\u00eb kryera nga administrata, an\u00ebtar\u00ebt e qeveris\u00eb dhe an\u00ebtar\u00ebt e Kuvendit, q\u00eb i paraprijn\u00eb apo e bashk\u00ebshoq\u00ebrojn\u00eb miratimin e nj\u00eb ligji.<\/span><\/p>\n<p><span style=\"color: #000000;\">Si\u00e7 jeni n\u00eb dijeni, procesi i form\u00ebsimit t\u00eb nj\u00eb ligji, fillon q\u00eb prej ministrive t\u00eb linj\u00ebs apo agjencive shtet\u00ebrore. Vazhdon m\u00eb pas me procesin e shqyrtimit p\u00ebrgjat\u00eb procedur\u00ebs n\u00eb K\u00ebshillin e Ministrave; pasohet nga inciativa propozuese n\u00eb Kuvend; e pastaj edhe shyrtimi n\u00eb procesin parlamentar (n\u00eb komisione dhe n\u00eb seanc\u00eb plenare).<\/span><\/p>\n<p><span style=\"color: #000000;\">E gjith\u00eb kjo trajektore e shqyrtimit t\u00eb nj\u00eb projektligji, nuk \u00ebsht\u00eb e mbuluar aspak nga \u201cimuniteti parlamentar\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebrkundrazi, duke q\u00ebn\u00eb se \u00ebsht\u00eb procedur\u00eb p\u00ebrgjith\u00ebsisht e mbyllur p\u00ebr publikun, segmente t\u00eb caktuara vendimmarr\u00ebse (institucione var\u00ebsie, ministri linje, K\u00ebshilli i Ministrave apo deputet\u00eb relator\u00eb n\u00eb komisione e seanc\u00eb) mund t\u00eb shfaqin potencialin m\u00eb t\u00eb madh institucional p\u00ebr t\u00eb r\u00ebn\u00eb \u201cpre\u201d, apo p\u00ebr t`u p\u00ebrfshir\u00eb me dashje n\u00eb sjellje klienteliste, preferenciale me karakter korruptiv.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kjo sidomos kur b\u00ebhet fjal\u00eb p\u00ebr ligje t\u00eb cilat n\u00eb p\u00ebrmbajtje t\u00eb tyre p\u00ebrmbajn\u00eb procedura specifike q\u00eb rregullojn\u00eb mund\u00ebsin\u00eb e kalimit nga shteti tek privati i t\u00eb mirave apo sh\u00ebrbimeve publike n\u00eb form\u00ebn e pasurive, lejeve, licencave, autorizimeve, partneritetit publik \u2013 privat etj.<\/span><\/p>\n<p><span style=\"color: #000000;\">K\u00ebto sjellje e segmenteve\/zyrtar\u00ebve t\u00eb caktuar t\u00eb administrat\u00ebs, ekzekutivit apo parlamentar\u00ebve, kur k\u00ebta kryejn\u00eb veprimtari me natyr\u00eb burokratike (relator\u00eb n\u00eb komisionet p\u00ebrkat\u00ebse etj.) jan\u00eb t\u00eb tilla q\u00eb nuk mund t\u2019i n\u00ebnshtrohen kontrollit publik dhe politik prej zgjedh\u00ebsve.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00cbsht\u00eb pik\u00ebrisht kjo sjellje, kjo qasje, ky segment i veprimtaris\u00eb me natyr\u00eb ekzekutive e cila krijon shtratin optimal p\u00ebr praktika korruptive flagrante, t\u00eb cilat mund t\u00eb provohen p\u00ebrmes hetimit penal objektiv, t\u00eb shpejt\u00eb dhe t\u00eb gjithansh\u00ebm. Gjith\u00e7ka nga pasojat korruptive q\u00eb mund t\u00eb materializohet m\u00eb von\u00eb, do t\u00eb jet\u00eb thjesht nj\u00eb rrjedhoj\u00eb automatike e asaj se \u00e7far\u00eb ligji\/et n\u00eb fjal\u00eb kan\u00eb parath\u00ebn\u00eb n\u00eb momentin e miratimit t\u00eb tyre.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00cbsht\u00eb m\u00ebse e kuptueshme q\u00eb autor\u00ebt e dyshuar t\u00eb k\u00ebsaj vorbulle me tendenca korruptive, do t\u00eb ngren\u00eb \u201calibin\u00eb\u201d se k\u00ebto praktika korruptive nuk mund \u201ct\u00eb preken\u201d sepse ligji i ka parashikuar t\u00eb tilla.<\/span><\/p>\n<p><span style=\"color: #000000;\">Pik\u00ebrisht ky rreth vicioz, sipas t\u00eb cilit mjafton t\u00eb miratosh nj\u00eb ligj \u201ct\u00eb korruptuar\u201d e pastaj t\u00eb g\u00ebzosh frytet e korrupsionit q\u00eb rrjedhin prej tij, e p\u00ebr pasoj\u00eb t\u00eb shmang\u00ebsh p\u00ebrgjegj\u00ebsin\u00eb penale, duke u fshehur pas imunitetit individual t\u00eb deputet\u00ebve q\u00eb n\u00eb padijeni, apo n\u00eb keqbesim, apo n\u00eb keqp\u00ebrdorim politik thjesht kan\u00eb ngritur kartonin p\u00ebr miratimin e nj\u00eb ligji me p\u00ebrmbajtje t\u00eb till\u00eb, duhet t\u00eb goditet n\u00eb zem\u00ebr.<\/span><\/p>\n<p><span style=\"color: #000000;\">Do t\u00eb mjaftonte q\u00eb nga ana e institucionit t\u00eb Prokuroris\u00eb t\u00eb ndiqeshin q\u00eb n\u00eb fazat fillestare ideja apo nevoja se p\u00ebrse do t\u00eb duhet t\u00eb inciciohej nj\u00eb ligj i till\u00eb, cili ka dh\u00ebn\u00eb urdhrin, arsyen p\u00ebrse, koha p\u00ebrgjat\u00eb s\u00eb cil\u00ebs \u00ebsht\u00eb analizuar nevoja p\u00ebr ndryshim, aktor\u00ebt q\u00eb jan\u00eb p\u00ebrfshir\u00eb, p\u00ebrgjigjet respektive gjat\u00eb procesit t\u00eb konsultimit (n\u00ebse nj\u00eb t\u00eb till\u00eb ka patur), e k\u00ebshtu me radh\u00eb deri n\u00eb momentin e shqyrtimit n\u00eb seanc\u00eb plenare, p\u00ebr t\u00eb hedhur drit\u00eb e p\u00ebr t\u00eb kuptuar qart\u00eb, n\u00ebse miratimi i nj\u00eb ligji t\u00eb till\u00eb ka q\u00ebn\u00eb nevoj\u00eb e p\u00ebrmir\u00ebsimit t\u00eb veprimtaris\u00eb shtet\u00ebrore, apo \u00ebsht\u00eb b\u00ebr\u00eb me q\u00ebllime t\u00eb mbrapshta p\u00ebr p\u00ebrfitime korruptive, qoft\u00eb dhe duke par\u00eb edhe koh\u00ebn kur \u00ebsht\u00eb miratuar tashm\u00eb q\u00eb jemi pothuajse n\u00eb fund t\u00eb legjislatur\u00ebs p\u00ebrkat\u00ebse parlamentare.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u00cbsht\u00eb n\u00eb misionin kryesor t\u00eb Prokuroris\u00eb s\u00eb
