Shqip\u00ebria ofron vet\u00ebm 0.4% t\u00eb PBB-s\u00eb saj p\u00ebr arsimin e mes\u00ebm, nivel ky shum\u00eb m\u00eb i ul\u00ebt se n\u00eb vendet e zhvilluara ku ofrohet rreth 2% e PBB-se. <\/span><\/p>\n<p><span style=\"color: #000000;\">Arsimi i mes\u00ebm \u00ebsht\u00eb nj\u00eb hallk\u00eb e r\u00ebnd\u00ebsishme n\u00eb sistemet arsimore, p\u00ebr shkak se formohen aft\u00ebsit\u00eb p\u00ebr profesionet dhe aft\u00ebsit\u00eb n\u00eb tregun e pun\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">T\u00eb dh\u00ebnat nga PISA tregojn\u00eb se, financimet n\u00eb arsim jan\u00eb t\u00eb lidhura n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb me cil\u00ebsin\u00eb e student\u00ebve. Kur krahason shpenzimet p\u00ebr nx\u00ebn\u00ebs n\u00eb shkollat e mesme n\u00eb Shqip\u00ebri me ato t\u00eb vendeve t\u00eb tjera, t\u00eb dh\u00ebnat sugjerojn\u00eb se Shqip\u00ebria ka financime t\u00eb ul\u00ebta e p\u00ebr rrjedhoj\u00eb, edhe rezultatet t\u00eb ul\u00ebta n\u00eb testet e PISA. Ekspert\u00ebt e OECD-s\u00eb v\u00ebn\u00eb n\u00eb dukje se, Shqip\u00ebria do ta ket\u00eb t\u00eb v\u00ebshtir\u00eb t\u00eb arrij\u00eb t\u00eb p\u00ebrmir\u00ebsoj\u00eb cil\u00ebsin\u00eb e dijeve pa investime m\u00eb t\u00eb larta.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Fondet shp\u00ebrndahen pa formula financimi<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Shqip\u00ebria nuk po zbaton ligjin n\u00eb fuqi, p\u00ebr t\u00eb b\u00ebr\u00eb shp\u00ebrndarjen e fondeve n\u00eb arsimin paraunivesitar. Ligji k\u00ebrkon q\u00eb buxheti t\u00eb shp\u00ebrndahet me nj\u00eb formul\u00eb q\u00eb bazohet n\u00eb ndarjen e financimeve p\u00ebr nx\u00ebn\u00ebs, por q\u00eb ende nuk po zbatohet, v\u00ebn\u00eb n\u00eb dukje ekspert\u00ebt e OECD-s\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Aktualisht, nuk ka ndonj\u00eb formul\u00eb financimi q\u00eb p\u00ebrdoret p\u00ebr alokimin e fondeve nga Ministria drejt drejtorive rajonale dhe zyrave lokale t\u00eb arsimit. P\u00ebr m\u00eb tep\u00ebr, drejtorit\u00eb rajonale zgjedhin vet\u00eb m\u00ebnyr\u00ebn e ndarjes s\u00eb fondeve.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr shembull, ministria p\u00ebrcakton numrin e punonj\u00ebsve p\u00ebr nj\u00eb drejtori t\u00eb caktuar arsimore, pa dh\u00ebn\u00eb udh\u00ebzime p\u00ebr numrin e m\u00ebsuesve q\u00eb duhet t\u00eb pun\u00ebsohen p\u00ebr shkoll\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nj\u00eb pjes\u00eb e fondeve, t\u00eb njohura si transferime t\u00eb pakusht\u00ebzuara, t\u00eb alokuara p\u00ebr NJQV-t\u00eb llogariten bazuar n\u00eb nj\u00eb formul\u00eb t\u00eb krijuar n\u00eb vitin 2002, e cila tashm\u00eb \u00ebsht\u00eb vjetruar dhe nuk i p\u00ebrgjigjet zhvillimeve ekonomike, sociale dhe demografike.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Financimi nuk synon t\u00eb adresoj\u00eb pabarazit\u00eb<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Nd\u00ebrsa decentralizimi ka siguruar nj\u00ebfar\u00eb fleksibiliteti buxhetor p\u00ebr drejtorit\u00eb rajonale, Zyrat e Arsimit dhe Nj\u00ebsit\u00eb e Qeverisjes Vendore (NJQV) nuk kan\u00eb politika t\u00eb qarta p\u00ebr t\u00eb mb\u00ebshtetur me fonde nx\u00ebn\u00ebsit nga familje t\u00eb varfra.<\/span><\/p>\n<p><span style=\"color: #000000;\">Edhe pse Shqip\u00ebria ka nj\u00eb hart\u00eb t\u00eb varf\u00ebris\u00eb, sipas prefekturave nuk b\u00ebn ndarjen e fondeve p\u00ebr arsimin bazuar n\u00eb k\u00ebt\u00eb tregues.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Shpenzimet kapitale, jo t\u00eb mjaftueshme<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Shpenzimet p\u00ebr investime kapitale n\u00eb shkolla dhe p\u00ebrreth tyre jan\u00eb t\u00eb pamjaftueshme. Ekspert\u00ebt e OECD sugjerojn\u00eb se m\u00eb shum\u00eb fonde jan\u00eb t\u00eb nevojshme p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar mjediset shkollore dhe infrastruktur\u00ebn p\u00ebrreth shkollave n\u00eb p\u00ebrputhje me standardet bashk\u00ebkohore.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr shkak t\u00eb emigrimit nga fshatrat n\u00eb qytete, disa shkolla jan\u00eb mbipopulluar dhe nuk kan\u00eb pajisje t\u00eb p\u00ebrshtatshme laboratorike, infrastruktur\u00ebn e teknologjis\u00eb s\u00eb komunikimit, p\u00ebr mb\u00ebshtetjen e t\u00eb m\u00ebsuarit me cil\u00ebsi t\u00eb lart\u00eb.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb Shqip\u00ebri, 47% e kompjuter\u00ebve n\u00eb shkollat \u200b\u200brurale jan\u00eb t\u00eb lidhur n\u00eb internet, krahasuar me 70% n\u00eb Maqedonin\u00eb e Veriut dhe 94% mesatarisht n\u00eb vendet e OECD.<\/span><\/p>\n<p><span style=\"color: #000000;\"> Infrastruktura e dob\u00ebt p\u00ebrreth shkollave, p\u00ebrkat\u00ebsisht sistemi rrugor dhe i transportit, e b\u00ebjn\u00eb t\u00eb v\u00ebshtir\u00eb aksesin e student\u00ebve n\u00eb shkollim, sidomos n\u00eb zonat rurale.<\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"color: #ff0000;\"><strong>VINI RE<\/strong><\/span>: Ky material \u00ebsht\u00eb pron\u00ebsi intelektuale e <a href=\"https:\/\/www.monitor.al\/raporti-i-oecd-shqiperia-jo-vetem-qe-ka-pak-fonde-per-arsim-por-as-nuk-i-mireperdor-ato\/\"><span style=\"color: #0000ff;\">Monitor<\/span><\/a><\/span><\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"<p>Shqip\u00ebria ofron nj\u00eb nd\u00ebr normat m\u00eb t\u00eb ul\u00ebta t\u00eb financimeve p\u00ebr arsimin n\u00eb raport me Prodhimin e Brendsh\u00ebm Bruto (PBB), pak m\u00eb shum\u00eb se 3% t\u00eb PBB-s\u00eb saj.
