Sipas arsyetimit ligjor t\u00eb b\u00ebr\u00eb publik nga institucioni i Kreut t\u00eb Shtetit: \u201cVe\u00e7an\u00ebrisht kur vendi pritet t\u2019iu n\u00ebnshtrohet edhe zgjedhjeve t\u00eb p\u00ebrgjithshme, forcimi i k\u00ebtij presioni p\u00ebrmes vler\u00ebsimit kalimtar (vetting-ut), b\u00ebhet akoma m\u00eb i d\u00ebmsh\u00ebm dhe i rreziksh\u00ebm p\u00ebr garantimin e paan\u00ebsis\u00eb s\u00eb forcave policore e p\u00ebr pasoj\u00eb, tep\u00ebr shqet\u00ebsues. Kjo pasiguri e personelit policor \u00ebsht\u00eb e pritshme dhe ka gjith\u00eb premisat q\u00eb t\u00eb keqp\u00ebrdoret s\u00eb tep\u00ebrmi n\u00eb situata t\u00eb ve\u00e7anta, sidomos p\u00ebrgjat\u00eb procesit zgjedhor\u201d.<\/span><\/p>\n

N\u00eb arsyetimet e Met\u00ebs, ky ligj, i miratuar n\u00eb m\u00ebnyr\u00eb t\u00eb nxituar, p\u00ebrmbante nj\u00eb gabim q\u00eb n\u00eb titullin e tij, titull i cili nuk reflekton vet\u00ebm nj\u00eb ndryshim dhe vet\u00ebm nj\u00eb shtes\u00eb q\u00eb b\u00ebhen p\u00ebrmes tij n\u00eb ligjin baz\u00eb nr. 12\/2018, \u201cP\u00ebr vler\u00ebsimin kalimtar dhe periodik t\u00eb punonj\u00ebsve t\u00eb Policis\u00eb s\u00eb Shtetit, Gard\u00ebs s\u00eb Republik\u00ebs dhe Sh\u00ebrbimit p\u00ebr \u00c7\u00ebshtjet e Brendshme dhe Ankesat n\u00eb Ministrin\u00eb e Brendshme\u201d, por titullohet si nj\u00eb ligj i ri.<\/span><\/p>\n

Sipas tij, ligji synon heqjen e afatit t\u00eb p\u00ebrfundimit t\u00eb procesit t\u00eb vler\u00ebsimit kalimtar, k\u00ebt\u00eb her\u00eb edhe p\u00ebr drejtuesit e lart\u00eb t\u00eb forcave policore dhe p\u00ebr Sh\u00ebrbimin p\u00ebr \u00c7\u00ebshtjet e Brendshme dhe Ankesat.<\/span><\/p>\n

Presidenti i Republik\u00ebs, p\u00ebrmes kthimit p\u00ebr rishqyrtim t\u00eb k\u00ebtij ligji, i ka b\u00ebr\u00eb thirrje Kuvendit q\u00eb t\u00eb rivler\u00ebsoj\u00eb nism\u00ebn mbi afatin e p\u00ebrfundimit t\u00eb procesit t\u00eb vler\u00ebsimit kalimtar, duke p\u00ebrcaktuar nj\u00eb afat t\u00eb qart\u00eb, objektiv, q\u00eb ndihmon n\u00eb garantimin e nj\u00eb trupe policore me integritet dhe profesionale, p\u00ebr ta p\u00ebrmbyllur k\u00ebt\u00eb proces jo m\u00eb von\u00eb se data 31 dhjetor 2020.<\/span><\/p>\n","protected":false,"gt_translate_keys":[{"key":"rendered","format":"html"}]},"excerpt":{"rendered":"
