Sipas raportit ka gabime materiale n\u00eb struktur\u00ebn e financimit p\u00ebr vler\u00ebn e t\u00eb ardhurave, shpenzimeve operative dhe investimeve dhe kryerja e analizave t\u00eb paargumentuara n\u00eb lidhje me sasin\u00eb dhe koston e sh\u00ebrbimit t\u00eb ofruar.<\/span><\/p>\n<p><span style=\"color: #000000;\">Kontrolli i lart\u00eb i Shtetit ka gjetur se q\u00eb n\u00eb vitin e par\u00eb t\u00eb zbatimit t\u00eb tij, qeveria \u00ebsht\u00eb detyruar t\u00eb paguaj\u00eb m\u00eb shum\u00eb sesa parashikimi p\u00ebr shkak t\u00eb projektimit t\u00eb gabuar t\u00eb numrit t\u00eb analizave.<\/span><\/p>\n<p><span style=\"color: #000000;\">Sipas KLSH, \u201cProjekti koncesionar\/PPP vet\u00ebm n\u00eb vitin e par\u00eb t\u00eb implementimit t\u00eb tij sipas studimit t\u00eb fizibilitetit ka p\u00ebrcaktuar rritjen n\u00eb financim t\u00eb k\u00ebrkuar me rreth 3.3 milion euro nga situata ekzistuese. Sipas argumentimit t\u00eb b\u00ebr\u00eb n\u00eb studimin e fizibilitetit, financimi aktual vler\u00ebsohet n\u00eb rreth 5.4 milion euro dhe shpenzim i k\u00ebrkuar p\u00ebr implementimin e PPP n\u00eb vitin e par\u00eb vler\u00ebsohet n\u00eb 8.7 milion euro, n\u00ebse ky projekt do t\u00eb realizohet duke argumentuar shtes\u00ebn n\u00eb financim prej 3.3 milion euro si n\u00eb vijim:<\/span><\/p>\n<p><span style=\"color: #000000;\">-1.595 milion euro si pasoj\u00eb e rritjes s\u00eb aksesit t\u00eb popullat\u00ebs n\u00eb sh\u00ebrbimet laboratorike dhe shtimit t\u00eb gam\u00ebs s\u00eb analizave t\u00eb ofruara, n\u00ebp\u00ebrmjet rritjes s\u00eb p\u00ebrpjestimit t\u00eb analizave m\u00eb t\u00eb shtrenjta<\/span><\/p>\n<p><span style=\"color: #000000;\">-0.69 milion euro si pasoj\u00eb e krijimit t\u00eb kontrolleve t\u00eb brendshme t\u00eb cil\u00ebsis\u00eb, akreditimeve ISO, trajnimeve dhe mir\u00ebmbajtjes parandaluese<\/span><\/p>\n<p><span style=\"color: #000000;\">-0.235 milion euro si pasoj\u00eb e shpenzimeve t\u00eb transportit p\u00ebr mostrat n\u00eb vend t\u00eb udh\u00ebtimit t\u00eb pacient\u00ebve drejt Tiran\u00ebs.<\/span><\/p>\n<p><span style=\"color: #000000;\">-0.95 milion euro si pasoj\u00eb e p\u00ebrmir\u00ebsimit t\u00eb paisjeve dhe infrastruktur\u00ebs dhe futjes s\u00eb sistemeve IT\u201d, sipas raportit.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cShpenzimi aktual p\u00ebr laborator\u00ebt spitalor\u00eb nuk evidentohet ve\u00e7mas n\u00eb programet buxhetore t\u00eb Ministris\u00eb s\u00eb Sh\u00ebndet\u00ebsis\u00eb. Pagesat e k\u00ebrkuara p\u00ebr implementimin e projektit p\u00ebrfshijn\u00eb flukse dal\u00ebse nga shpenzimet operative.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nga auditimi konstatohet se rritja e k\u00ebrkuar p\u00ebr pagesat e projektuara fikse n\u00eb nivel tavani, nuk rezulton t\u00eb jet\u00eb e parashikuar n\u00eb programin buxhetor afatmes\u00ebm si nj\u00eb z\u00eb m\u00eb vete, sikurse \u00ebsht\u00eb referuar edhe nga Ministria e Financave dhe Ekonomis\u00eb n\u00eb shkres\u00ebn p\u00ebrkat\u00ebse t\u00eb m\u00ebsip\u00ebrme. Pavar\u00ebsisht evidentimit t\u00eb k\u00ebtij fakti n\u00eb lidhje me p\u00ebrballueshm\u00ebrin\u00eb e k\u00ebtij projekti p\u00ebr Buxhetin e Shtetit \u00ebsht\u00eb shprehur dakort\u00ebsia n\u00eb parim, pa refuzuar me vendim vijueshmm\u00ebrin\u00eb e projektit n\u00eb stadet e m\u00ebpasshme\u201d, thuhet n\u00eb raport.<\/span><\/p>\n<p><span style=\"color: #000000;\">P\u00ebr k\u00ebt\u00eb arsye, KLSH rekomandon se nga ana e Ministris\u00eb s\u00eb Financave dhe Ekonomis\u00eb t\u00eb analizohen t\u00eb gjith\u00eb elementet ekonomike dhe financiare t\u00eb projektit dhe t\u00eb refuzohen projektet t\u00eb cilat paraqesin mang\u00ebsi n\u00eb drejtim t\u00eb treguesve financiar\u00eb t\u00eb projektit, mang\u00ebsi, gabime dhe mosp\u00ebrputhje materiale nd\u00ebrmjet z\u00ebrave financiar\u00eb dhe analiza t\u00eb gabuara. Ministria e Financave, n\u00eb bashk\u00ebpunim me autoritetin kontraktor, t\u00eb analizoj\u00eb efektet e problematikave t\u00eb identifikuara m\u00eb sip\u00ebr n\u00eb studimin e fizibilietit t\u00eb cilat jan\u00eb mbartur n\u00eb kontrat\u00eb me q\u00ebllim ezaurimin e t\u00eb gjitha hapave ligjor\u00eb p\u00ebr eliminimin e efekteve negative financiare p\u00ebr Buxhetin e Shtetit.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">Rrezikohet mosofrimi i sh\u00ebrbimit apo tejkalimit t\u00eb buxhetit n\u00eb rast t\u00eb nevojave emergjente<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Sipas KLSH-s\u00eb, \u00a0\u201cProjekti koncesionar\/PPP sipas studimit t\u00eb fizibilitetit ka parashikuar ofrimin e sh\u00ebrbimit laboratorik brenda tavaneve t\u00eb projektuar me tarifat p\u00ebrkat\u00ebse t\u00eb p\u00ebrllogaritura p\u00ebr 164 analiza sipas shtojc\u00ebs 7 t\u00eb studimit t\u00eb fizibilitetit.<\/span><\/p>\n<p><span style=\"color: #000000;\">Lista aktuale e analizave t\u00eb ofruara p\u00ebrfshin 105 analiza t\u00eb ofruara nga laborator\u00ebt publik\u00eb dhe n\u00eb studimin e fizibilietit n\u00eb faqen 46 \u00ebsht\u00eb shprehur \u201cLista e tanishme me 105 tarifa \u00ebsht\u00eb e vitit 2009 dhe \u00ebsht\u00eb e zbatueshme vet\u00ebm p\u00ebr pacient\u00ebt e pasiguruar t\u00eb cilat nuk mbulohen nga FSDKSH. Meqen\u00ebse lista referenc\u00eb e analizave do t\u00eb zgjerohej, do t\u00eb duhet t\u00eb p\u00ebrcaktohen \u00e7mime t\u00eb reja. Lista e re universale e \u00e7mimeve do t\u00eb vendoset duke vendosur \u00e7mime referenc\u00eb nga vendet e krahasueshme t\u00eb rajonit t\u00eb cilat t\u00eb gjitha kan\u00eb nxjerr\u00eb lista publike t\u00eb \u00e7mimeve p\u00ebr sh\u00ebrbimet e tyre laboratorike.\u201d (pa cituar se nga cilat vende t\u00eb rajonit do p\u00ebrcaktohet).<\/span><\/p>\n<p><span style=\"color: #000000;\">Lista e re \u00ebsht\u00eb p\u00ebrcjell\u00eb me ndryshimin e studimit t\u00eb fizibilitetit duke p\u00ebrcaktuar 160 lloje t\u00eb analizave t\u00eb ofruara dhe jo 164 sikurse \u00ebsht\u00eb evidentuar n\u00eb shtojc\u00ebn 6 t\u00eb studimit t\u00eb fizibilitetit t\u00eb p\u00ebrdit\u00ebsuar n\u00eb Gusht 2016. Mekanizmi i funksionimit t\u00eb PPP p\u00ebrfshin vendosjen e nj\u00eb tavani mujor buxhetor dhe faturimin e analizave nga operatori privat drejt autoritetit kontraktor sipas \u00e7mimeve t\u00eb ofruara p\u00ebr secil\u00ebn analiz\u00eb t\u00eb kryer p\u00ebr kategorit\u00eb e p\u00ebrfshira p\u00ebr t\u00eb marr\u00eb sh\u00ebrbimin.<\/span><\/p>\n<p><span style=\"color: #000000;\">Vendosja e kufizimeve buxhetore n\u00eb kuad\u00ebr t\u00eb vler\u00ebs totale mujore t\u00eb lejuar p\u00ebr t\u00eb shpenzuar dhe duke pasur parasysh tarifat e ofrimit t\u00eb sh\u00ebrbimit t\u00eb ofruar, sjell riskun e mosofrimit t\u00eb sh\u00ebrbimit apo tejkalimit t\u00eb buxhetit n\u00eb rast t\u00eb nevojave emergjente. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, zgjidhja e ofruar p\u00ebr realizmin e k\u00ebtij PPP nuk rezulton t\u00eb jet\u00eb efektive n\u00eb drejtim t\u00eb ofrimit t\u00eb sh\u00ebrbimit\u201d.<\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cProjektimet e v\u00ebllimeve t\u00eb analizave konstatohen se jan\u00eb kryer n\u00eb baz\u00eb t\u00eb t\u00eb dh\u00ebnave historike t\u00eb vitit 2014. Numri i analizave t\u00eb raportuara nga FSDKSH nga nj\u00ebra an\u00eb dhe 18 spitalet e marra n\u00eb studim nga ana tjet\u00ebr jan\u00eb konfliktuale duke paraqitur p\u00ebr t\u00eb njejt\u00ebn periudh\u00eb kohore t\u00eb dh\u00ebna t\u00eb ndryshme. Gama e analizave t\u00eb ofruara \u00ebsht\u00eb planifikuar t\u00eb rritet nga 105 n\u00eb 164 analiza t\u00eb ofruara, megjithat\u00eb lista e re ka p\u00ebrfshir\u00eb vet\u00ebm 160 analiza sipas shkres\u00ebs nr. 13071\/2 prot. MFE dat\u00eb 16\/12\/2016.<\/span><\/p>\n<p><span style=\"color: #000000;\">Rritja n\u00eb nivel total t\u00eb analizave t\u00eb ofruara \u00ebsht\u00eb parashikuar me 20% sipas supozimit t\u00eb b\u00ebr\u00eb n\u00eb studimin e fizibilitetit. Nga auditimi konstatohet se nuk ka nj\u00eb analiz\u00eb t\u00eb detajuar n\u00eb lidhje me efektin e pritsh\u00ebm\u00a0 n\u00eb kosto p\u00ebr mb\u00ebshtetjen e supozimeve, si pasoj\u00eb e rritjes s\u00eb gam\u00ebs s\u00eb analizave t\u00eb ofruara. Gjithashtu vendosja e tavaneve buxhetore, sipas parashikimit t\u00eb b\u00ebr\u00eb n\u00eb studimin e fizibilitetit p\u00ebr \u00e7do vit n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb mos c\u00ebnohet Buxheti i Shtetit si pasoj\u00eb e rritjes s\u00eb numrit t\u00eb analizave, vendos kufizime n\u00eb nivelin e sh\u00ebrbimit t\u00eb ofruar.<\/span><\/p>\n<p><span style=\"color: #000000;\">N\u00eb kushtet e p\u00ebrcaktimit t\u00eb tavaneve kufi p\u00ebr tu shpenzuar, vendosjen e tarifave t\u00eb reja fikse p\u00ebr analiza t\u00eb ofruara dhe munges\u00ebn e t\u00eb dh\u00ebnave analitike p\u00ebr llojet e analizave t\u00eb ofruara dhe t\u00eb projektuara p\u00ebr tu ofruar, ofrimi i sh\u00ebrbimit mund t\u00eb kufizohet si pasoj\u00eb e tejkalimit t\u00eb kufijve buxhetor\u00eb.
